VaSyr 2015 – presentation by WFP and discussion During the Targeting Task Force in April, Echo raised the question: Why is a VASyr 2015 necessary when there is already various assessments done/on-going, various studies available and when VASyr 2014 is not released yet? Opening the presentation, WFP justify that a new VASyr is needed to see what is the situation now comparing to 2014 and if the caseload of LCRP still valid after all changes in context and humanitarian situation in 1 year. Moreover, WFP will start effective exclusion form assistance by May, VASyr 2015 will allow to give a first picture of how HH are copying after being excluded. VaSyr will be representative at Caza level. It is supposed to start by mid-May in order to finish data collection before Ramadan starts. Population to be assessed will be: - Syrian refugees included and excluded from assistance - Syrian refugees excluded of assistance as results of targeting exercise - Non Syrian Refugee (Iraqi, Sudanese ... but not PRS/PRL) Results will be presented in factsheets and not in a report to speed up the release of findings. Presentation attached to the minutes Questionnaire for VASyr 2015 will merge with questionnaire of targeting (which include comments from the sector lead) During the AWG, some concerns were expressed regarding: - Over-assessment/ assessment fatigue - overlapping with targeting assessment (some families might be assessed during the targeting and randomly selected again for an assessment few weeks after by the team of the VaSyr), suggestions were made to take into account results of the targeting exercise and make sure that data are comparable - Do No Harm : re assessing families who have just been excluded from assistance ( it questions the respect for the dignity but also might put assessment teams at risks) - Relevance to assess the impact of targeting and how people are copying after being excluded just after one month (WFP 1 will start effective exclusion by May) - The short timeline: WFP is already late on the timeline presented in the doc attached. WFP started discussions with UNHCR only. UNICEF is not yet involved in the process even if they confirmed during AWG they were ready to support; questionnaire to be finalized by next week yet not shared - Next steps if VaSyr find a family excluded following the targeting but that should be re-included Regarding questionnaire AWG agrees that: 1) Targeting questionnaire will be fixed according to the comments received from sector leads 2) Vasysr 2014 questionnaire needs to be integrated with the targeting one= to get VaSyr 2015 draft 3) VaSyr 2015 to be shared for finalization Action Points: Share the final questionnaire with Assessment Working Group Coordinate with Cash consortium who mentioned a potential monitoring of the impact of targeting assistance 2. Assessment Registry Update on the AWG and need for partner to register their assessment is on-going through a Roadshow. Sector leads have been inform to remind their partner to register planned/assessment on-going in the registry. AWG also supported sector lead to So far presentation has been done in IA, inter-sector, WASH WG, Health WG, Social Stability WG, IMWG, IMWG in Tripoli Assessment registry not always relevant (sector not organized, population group missing – palestinian), however, registry difficult to modify as it is on a regional platform and can only be modified by UNHCR Budapest Action Points: Ensure sector lead /IM sector lead monitor assessment in their own sector; AWG to provide extract of the assessment registry on a monthly basis\ AWG to propose a google sheet at the next AWG to potentially replace the registry 3. Update on field Rapid Needs Assessment AWG met with Assessments Focal point in the Bekaa to review the rapid needs assessment structure and Rapid Needs Assessment Core Group SOPs. Main issues discussed: Make sure the structure comply with the IA coordination structure and involved MoSA and UNDP in the coordination (not only UNHCR led) Organize a meeting with key stakeholder to discuss and endorse the review structures and SOPs Review assessment tools/ and organize refresher trainings for partner in the Bekaa including National NGOs and MoSA Develop a phone survey and mapping of contact for rapid assessment by phone to prioritize rapid assessment by field team and get first overview if any emergency occur Training to be organized, waiting for feedback form the Bekaa Action Points: Meeting to be organize with North and South field offices using the SOPs developped in the Bekaa AWG to follow up with Bekaa 3. AOB + Planned assessment UNICEF: - UNICEF to launch an assessment at governorate level, covering the key UNICEF sector and with only 2/3 key - indicators/sector, covering all population cohort, specific question on children, Assessment will be representative at governorate level (8). Questionnaire will be share with the AWG for information Assessment to be done through a private company No specific date announced for the PDC ( most probably after Ramadan) WFP suggested to include the questions/indicators into the VASyr to avoid duplication UNRWA Assessmen t wit AUB still on-going, data collection to be finish soon. Preliminary findings to be presented at the next AWG WFP WFP has prepared an emergency ME package to meet corporate requirements, includes based need information (HH level question) .
