JOB PROFILE Position #00002861 TITLE: Director COMPETITIVENESS AND INNOVATION MINISTRY: FORESTS, LANDS AND NATURAL RESOURCES CLASSIFICATION: STRATEGIC LEADERSHIP WORK UNIT: TENURES COMPETITIVENESS AND INNOVATION SUPERVISOR TITLE: DIRECTOR, COMPETITIVENESS AND INNOVATION SUPERVISOR POSITION #: 00081851 CONTEXT The Competitiveness and Innovation Branch provides ministry leadership on forest competiveness, climate change, adaptation and mitigation, carbon, bio-economy development, log exports and economic analysis. This includes providing solutions to the effects of climate change that include forest sector transformations and investments and forest product innovations. It co-ordinates ministry work on bio-energy and bio-economy and provides economic analysis for a number of areas in the ministry, and is responsible for the provincial log export policy and administrative oversight of the export permit process, supporting the executive and other divisions with data and analyses. JOB OVERVIEW The Director, Competitiveness and Innovation Branch provides strategic advice to Ministry Executive and leadership for the ministry’s work on climate change, carbon markets, bio-economy and related research and business development. The Director is accountable for and leads the provincial log export policy and administrative oversight of the export permit, and leads major complex statistical and policy analysis projects that have significant socio-economic impacts for government for the forest and other natural resource sectors. ACCOUNTABILITIES Leads the development and implementation of strategies, projects, research, guidance and policy for forest sector competiveness, including, harvest impact, economic analysis and multipliers, and trade issues; for carbon projects and business development, climate adaptation and mitigation; and for climate change research, bioeconomy and log exports. Provides advice to the Minister, Deputy Minister, Treasury Board and Cabinet, or Cabinet Committees, as an essential support for strategic decision making on policy, programs, and legislation related to forest sector competiveness, bio-economy, climate change and log exports. Leads the preparation of papers, briefing notes, estimate notes, Treasury Board and Cabinet submissions, and other high level briefing documents to support government interests and initiatives. Identifies, develops, engages and negotiates with key partners and stakeholders to further ministry objectives. Develops and establishes policy for carbon on Crown land in BC that provides the highest return on investment and best stewardship of resources for the public. Develops, maintains and strengthens stakeholder relationships. Acts in the Executive Director’s role as required and contributes to annual strategic, divisional and budget plans. Set branch vision, mission, goals and objectives. Supervises staff including assignment of work, development and evaluation of performance plans, approval of leave, response to grievances and initiation of discipline processes. JOB REQUIREMENTS Master or University degree in Forestry, Natural Resource Management, Climate change, Economics, Commerce/ Business/Public Administration. Minimum of five years’ experience in engaging, establishing and maintaining effective relationships with senior private or public sector contacts and stakeholders. Minimum of five years of proven experience dealing with politically sensitive and provincially significant issues and with developing policy, procedures and corporate practices. Experience in forest sector, natural resource sector management, environment, climate change, or land management. Preference may be given to applicants who have: Strategic leadership experience. Experience leading and coaching, empowering diverse teams. Project management leadership experience.
