1. Introduction
The Counter Terrorism and Security Act 2015 places a new legal duty on specified authorities to have "due regard to the need
to prevent people from being drawn into terrorism". This includes ensuring frontline staff, have a good understanding of the
Prevent & Channel Duties and how to refer a vulnerable person of concern to the Police Prevent Team.
We recommend two training products be selected based on your role and training requirements – one for general
awareness and then one for those who work directly with children, young people and or adults.

All staff that may have contact with adults, children, young people, carers/parents, and or need to be
aware of the Prevent duty as they are a first point of contact for the general service enquiries / the public.

All staff who work directly with adults, children, young people and or their parents/carers.
Refer to 3.3 Workshop to Raise Awareness of Prevent (WRAP) which is aimed at Safeguarding
Leads and operational professionals who could be trained to provide WRAP to all front line
operational staff within there area of responsibility / organisation.
Level 4 & 5 PREVENT leads and support for attendees of the Prevent Strategy & Channel Panel Group.

2. Cheshire East Training Priorities – What’s our Ambition?
2.1 To have a number of WRAP (Workshop to Raise Awareness of Prevent = WRAP) Trained Trainers to support organisations
to deliver the training to others within their organisation.
2.2 To encourage wide organisational promotion of the eLearning for Prevent & Channel General Awareness
2.3 To provide relevant training resource information.
3. Training Resources
3.1 The Home Office released a Prevent e-learning package and Prevent Training catalogue March 2016. These products are
designed to provide information about the available training, and the role we have under the Prevent duty:

3.2 E-Learning –Channel General Awareness
This e-learning course includes information about how Channel links to the government's counter-terrorism strategy
(CONTEST) through the Prevent strategy. It also provides guidelines on how to identify people who may be vulnerable to
radicalisation and how to refer them to the Channel programme. It takes approximately 25 minutes to complete and you can
print off your certificate once you have completed all the questions.

We recommend all public sector and frontline staff complete this training.
3.3 Higher Education & Further Educations - Jisc is accredited by the Home Office to deliver a Workshop to Raise
Awareness of Prevent (WRAP), as a live online facilitated session https://www.jisc.ac.uk/advice/training/workshop-toraise-awareness-of-prevent-wrap This live session will include presentations, videos, discussions and interactive chat, both as

a whole class and in break out groups. Participants share experiences and examples of best practice. This session is a live
online facilitated session, in order to participate you would need:


A PC or laptop running the latest version of Adobe Flash
A headset or headphones and microphone
Due to the nature of the topic, you may wish to join the session from a private room rather than an open office environment.

3.3 Workshop to Raise Awareness of Prevent (WRAP)
A number of workshops will be held to train trainers who can then raise awareness of the Prevent Strategy and Channel Duties
within their organisations to all key front line staff. WRAP is a 2 hour workshop to raise awareness of the Prevent Strategy, to
understand the radicalisation process, and to identify the appropriate safeguarding referral processes including Channel Panel.
This is particularly valuable for anyone working directly with families, young people, and vulnerable adults or has a safeguarding
responsibility within their organisation.
We recommend that Safeguarding Leads undertake this training to enable them to then deliver to other frontline staff.
3.4 Choices: A School Resource
We have a presentation called ‘Choices’ which is designed for Year 9 students - Parts of the presentation may be relevant for use
within other school yrs. The overarching theme behind the presentation is around challenging stereotypes associated with terrorism
and how the choices that you make as a young person can impact on adult life.
If you would like a copy of ‘Choices’, please send a clean USB stick to us, we can then upload the presentation onto it and return
this to you ( send this to our address at the bottom of the page).

4.1 Extremist material online
The internet is used by some people to promote terrorism and extremism. Cheshire Constabulary is committed to protecting
citizens but they rely on people to tell them about the concerns they have.

illegal or which you find offensive.
It is important to remember that
o Prevent is not just about tackling Islamist related extremism
o It is not about spying on communities
o It is not a Police led strategy, we work alongside partner agencies as directed by the Home Office
