SECTION 001113 – ADVERTISEMENT FOR BIDS
NOTICE TO BIDDERS: Qualified bidders may submit bids for project
as described in this document. Submit bids according to the
Instructions to Bidders.
Project Identification/Locations: Steuben County – New Office
Building 20 East Morris Street Bath NY 14810 and New Records
Storage Building 6987 County Route 113, Bath NY 14810
Owner: Steuben County, 3 East Pulteney Square, Bath NY 14810.
Architect: LaBella Associates, D.P.C., Rochester NY 14614
Construction Manager: Werth Construction Services, LLC, 58
Exchange Street, Binghamton NY 13901
Bids will be received for the following Work: Multiple contract project
consisting of the following prime contracts: General Building
Construction, Plumbing Construction, Mechanical Construction,
Electrical Construction.
Contractor shall conform to NYS Prevailing Wage Rates. BIDDERS
are cautioned to anticipate prevailing rate revisions during the project
period. All such revisions shall be considered and included in the
Bid. No additional compensation will be allowed.
REQUIREMENTS OF ARTICLE 8 (SECTION 220-223) OF THE
NEW YORK STATE LABOR LAW
Prospective bidders can access the NYS prevailing wage rate
schedule for this project by visiting the DOL website at:

m.
On the website, entitled Prevailing Wage Schedule Links, you will find
a link for the following topic: View of Previously Requested Prevailing
Wage Schedule. Using PRC# 2017001466 you will be able to access
the updated wage rates.
Owner will receive sealed lump sum bids until the 2:00 PM, Thursday
March 9, 2017, at the County Manager’s Office, 3rd Floor 3 East
Pulteney Square, Bath NY 14810. Owner will consider bids prepared
in compliance with the Instructions to Bidders issued by the Owner,
and delivered at the time, date and location given above. Bids will
thereafter be publicly opened and read aloud.
Bid security shall be submitted with each bid in the amount of 5
percent of the bid amount. No bids may be withdrawn for a period of
45 days after the opening of the bids. Owner reserves the right to
reject any and all bids and to waive informalities and irregularities.
Prebid Meeting: Construction Manager will conduct a prebid
meeting Monday, February 27, 2017, 2:00 PM local time. Office
Building project site, 20 East Morris Street, Bath NY 14810.
Bidder Questions: No questions will be answered at pre-bid meeting.
All questions must be submitted as an RFI. RFI’s will be answered or
clarified via addenda. RFI’s will not be accepted after 12:00 PM,
Thursday, March 2, 2017.

TIME OF COMPLETION
Successful bidder shall begin the Work on receipt of the Notice to
Proceed and shall complete the work within the Contract Time.
BIDDER’S QUALIFICATIONS
Bidders must be properly licensed under the laws governing their
respective trades and be able to obtain insurance and bonds required
for the Work. A Performance Bond, separate Labor and Material
Payment Bond, and Insurance in a form acceptable to Owner will
be required of the successful Bidder.
