PROCEEDINGS OF THE STATE LEVEL TECHNICAL COMMITTEE OF ANDHRA PRADESH MEETING HELD ON 02.03.2015 at APCOB, H.O., HYDERABAD The General Manager (L&A), APCOB welcomed all the participants to the State Level Technical Committee meeting for Andhra Region. She stated that APCOB has been convening the SLTC meeting for the then unified state of Andhra Pradesh to review the scales of finance for various crops and presently in view of bifurcation of the State into the states of Telangana and Andhra Pradesh, the SLTC meeting for Andhra region is being convened with the officials from o/o Commissioner of Agriculture A.P, Commissioner of Horticulture A.P, SLBC A.P, NABARD, major bankers likeSBI, SBH, Andhra Bank and representativesfrom other departments of the residual state of A.P. The Chief General Manager, APCOB also, while welcoming the members of the SLTC, Andhra emphasized the need to review and moderate upon the scales of finance fixed by the respective District Level Technical committees wherein the field level functionaries of Agriculture Department, Horticulture Department, Bankers and progressive farmers participated in the deliberations. He requested all the members, particularly participants fromAgriculture, Horticulture and all other departments as Fisheries, Medicinal and Aromatic plants and Cane commissioner’s office etc,to deliberate and make their suggestions, in moderating the Scales of Finance fixed by DLTC (District Level Technical Committee)of each district and suitably advise any modifications for adoption by the banks. He has also requested all the members for arriving at a consensus for adopting uniform due dates and for synchronization of land records with loaning to avoid double finance. The Chief Manager,SLBC A.Psuggested to base the fixation of SOF taking the gross value of yield,besides cost of cultivation, so as to ensure that the farmer is left with some surplus after repayment of bank loan and also to ensurethat uniformSOF is adopted for a crop which is grown in the neighboring districts Document1 with similar agro climatic conditions. Also suggested to invite a few progressive farmers to the SLTC meeting. In order to improve the flow of agricultural credit adequately at the ground level, the AGM NABARD suggested that for realistic fixation of the scales of finance, amount should necessarily be fixed by all the DLTCs as a range instead of absolute figures. It was also suggested that higher IMBP(Individual maximum borrowing power) is to be fixed as otherwise the purpose of fixing SOF would be defeated. The State Level Technical Committee took up the review of Scales of Finance for each of the irrigated and un-irrigated crops, both for Khariff-15 and Rabi 2015-16Crop-wise and District-wise as fixed by the DLTCs concerned. The SLTC had detailed discussions on the cost of cultivation,components involved in arriving at cost of cultivation, yield and also value of gross yield etc. pertaining to all major crops and decided to recommend suggestive range of scales of finance taking the local factors into consideration. It was advised by SLBC that SOF for Seed production under any crop is not to be included in the scales of finance hereafter as it does not come under working capital requirementand to remove Salt culture too from SOF as it does not pertain to agriculture. The SOF for Mulberry and Tobacco will be communicated to all on receiving the information from the Sericulture department and the Tobacco Board. Further, the SLTC decided to advise the DLTCs not to fix lower scales of finance for crops not being cultivated in their districts as it gives wrong indications/information to other districts which cultivate those crops. In respect of crops under millets some DLTCs fixed the SOF FOR millets as a group, hence are advised to fix the SOF as a range for individual millet crops as jowar,bazra,ragi etc. Similarly DLTCs are advised to fix SOF for specific pulses instead of as a group as some DLTCs have fixed. As regardsTobacco Crop, the Tobacco Board, Guntur was consulted which has clarified that the cost of cultivation of tobacco per hectare works out to Rs. 1,70,000/- which includes cost of maintenance of barn(Rs.4000/-) and also cost of curing(around Rs.24,000/-).Excluding these costs, the cost of cultivation of tobacco works out toRs.142000/- per hectare or Rs.56800/- per acre.Accordingly, the Scales of Finance recommended by SLTC for Arecanut is Rs. 40,000 – 41,000 per acre and SOF recommended for Tobacco Virginia is Rs. 50,000-60,000 and NatuvarietyRs. 23,000-30,000 per acre.
