Executive Summary
Making cycling an everyday and aspirational
form of transport for all
Greater Manchester’s Cycle City vision is
for a healthy, safe, sustainable city region
where people want to live and work. To meet
this vision, we are committed to delivering
investment that will make cycling an everyday
and aspirational form of transport for all.
Our Cycle City programme aims to secure a cultural
shift to make cycling a mainstream form of transport
for everyone, regardless of age or ability. We have set
ourselves an ambitious target for 10% of all journeys
to be made by bicycle by 2025, which we believe is
achievable with sustained investment in Greater
Manchester’s cycling infrastructure.
This transformation has already begun with over £45m
of cycling investment by 2015, enabling the ‘Better By
Cycle’ message to be effectively delivered together with
the offer of training, information and improvements to
cycle routes and facilities.
Our Cycle City Ambition Grant bid
(2015-18)
The second phase of our Cycle City programme will see
the continuation of the main investment frameworks
set out in our original Cycle City bid.
Safe Routes
At the core of our Cycle City programme is delivering
a network of safe routes, that provide seamless
connections between communities and employment
centres, schools and training opportunities.
The second phase of Cycle City investment will see a
network of seven new high-quality cycling routes being
delivered along key corridors in Greater Manchester.
These routes will build on the principles set out in our
original Cycle City bid, providing a total of over 45 km
of new or improved cycle routes offering separate or
protected facilities for cyclists from general traffic,
where possible.
The new and enhanced routes will complement those
already being delivered by the first stage of the Cycle
City programme, as well as local investment and the
DfT’s Local Sustainable Transport Fund and Local
Growth Fund.
Cycle Friendly District Centres
For the first time we will be investing in four new Cycle
Friendly District Centres based on the mini-Holland
model. A package of key routes, quiet street treatments,
20 mph zones and cycle parking facilities will be
delivered, transforming cycling habits in communities.
Cycle Friendly District Centres will extend the reach
of our Cycle City programme to even more potential
cyclists.
Better By Cycle Partner Schools
Building on the existing network of Better By Cycle
Partner Schools developed as part of our original CCAG
bid, we will be extending our successful programme
to an additional ten secondary schools and colleges.
Through working with schools and colleges we are
looking to inspire the next generation of cyclists and
tackle obesity levels in young people by introducing
physical activity into daily lifestyles.
Cycle Parking
We will continue to increase the availability of cycle
parking across Greater Manchester, including the
provision of cycle storage grants for businesses through
our successful Commuter Cycle Project, as well as
grants to social housing organisations and community
groups. This is part of our commitment to make cycling
inclusive and work with harder to reach groups.
Summary
Cycle and Ride Stations
As part of our commitment to enabling sustainable
door-to-door journeys, we will be investing in five
new Cycle and Ride stations. This will encourage
cycling as part of longer journeys, linking to significant
investment in our public transport network and will
include greatly improved access arrangements and cycle
parking facilities.

Our Cycle City programme is underpinned by the
Greater Manchester Cycle Strategy, which provides a
framework for a sustained and strategic programme of
investment in cycling from both the public and private
sectors. To ensure consistency of approach and high
standards of cycle infrastructure, we have also produced
the Greater Manchester Cycling Design Guidance.
Through working in partnership across Greater
Manchester and with the DfT, implementing schemes
that appeal to new and existing cyclists, and delivering
our long term vision, we believe that the next phase
of our Cycle City programme will play a crucial part in
delivering our ambition, with the message in Greater
Manchester being loud and clear - cycling is more
possible than ever before.
