PRESS RELEASE SPECIAL CELL th 13 January, 2012 “Biggest ever seizure of Indian Fake Currency Notes in India by Special Cell, Delhi Police” A team led by Inspr. Ramesh Lamba under the supervision of Shri Bhisham Singh, Addl. DCP/Special Cell has busted an international racket involved in circulating Indian Fake Currency Notes with a huge recovery of FICN worth Rs. 2,24,50,000/- i.e. Rupees Two Crores, twenty-four lacs and fifty thousand only and arrested accused (1) Zeeshan Khan r/o Dabri, Delhi and (2) Ash Mohammad, Distt. Prabudh Nagar (UP). There was secret information for last two months that one of the most wanted criminal Iqbal @ Kana r/o Kairana, Distt. Prabudh Nagar (UP), who is wanted in several cases in India by Central Bureau of Investigation, Delhi Police and other state police and presently hiding himself somewhere in Pakistan, for last few years, is running a network of FICN (Fake Indian Currency Notes) and Arms & ammunition smuggling in India through his aides. As per input he is pumping huge consignments of FICN in India in order to destabilize Indian economy. A team under the supervision of Sh. Bhisham Singh Addl. DCP Special Cell was constituted, which was led by Inspr. Ramesh Lamba and comprising of SI Vidhyadhar, SI Vinay Kumar and SI Pawan Dahyia and his other dedicated team members. Surveillance was mounted and sources were deployed at various places. In the first week of 2nd January 2012 a secret specific input was received that Iqbal @ Kana had planned to pump a huge consignment of FICN running into crores of rupees in India from across the border. The information was developed and teams sent to Bihar, West Bengal, Uttar Pradesh and adjoining states. During the process of developing information it was revealed that Ash Mohammad r/o Lohari, Kairana, Prabudh Nagar (UP) is a key associates of Iqbal @ Kana. It was also revealed that one Hassan r/o Sitapuri, Dabari, Delhi has gone to Pakistan to meet Iqbal @ Kana for procuring the consignment of huge quantity of FICN. On the basis of further information received, a surveillance was mounted by Spl. Cell team in the area of Dabri in Delhi in the morning of 12th January 2012. The police team located one Tempo overloaded with plastic bags (Bundles) entering the vicinity of Sitapuri area around noon. The Mahindra Champion Tempo bearing No. DL 1LN 3600, Green Colour stopped just in front of the house of Zeeshan. One person got down from the tempo was apprehended by the police team, who was identified as Zeeshan Khan s/o Mohd. Hassan r/o Sitapuri Part-1, Dabri, Delhi. Upon suspicion the goods were checked, the tempo was found loaded with 19 Bundles (Lots) containing bales of cloths. Each bundle was containing bales of ladies suits fabric, wrapped around a card-board sheet, labeled with different brand labels suggesting that these were packed somewhere in Pakistan. The card-board sheets of each bale was found heat pressed to avoid detection. On opening these card-board sheets a concealed cavity was noticed in which FICN of denomination of Rs. 500/- and Rs. 1000/- were found packed. Total 9900 FICN notes of Rs. 500/denomination and total 6900 FICN notes of Rs. 1000/- denomination were recovered, totaling to Rs. 1,18,50,000 i.e. One Crore, eighteen lacs and fifty thousand only (FICN). On the basis of spot interrogation of Zeeshan and tempo driver Mahesh, another strong team led by Insp. Kailash Singh Bisht was despatched towards Karol Bagh area to search and trace the other consignment being transported by Ash Mohd in another tempo. Their efforts succeeded and they located the tempo number DL 1LP 2576, Tata AXE loaded with 14 bundles of ladies suit fabrics containing FICN concealed in the cavity of card-board sheets on which ladies suit fabric was wrapped in the similar manner and apprehended Ash Mohammad along with driver of the tempo. FICN worth Rs. 1,06,00,000/- were recovered from the tempo carried by Ash Mohammad. The total recovery of FICN is Rs.2,24,50,000/- i.e. Rupees Two Crores, twenty-four lacs and fifty thousand only. All the FICN notes recovered from both tempos were very similar in appearance and texture with genuine Indian currency, fine quality of texture paper was used and certain security features inserted, which are not easily detectable. The huge recovery running into crores of FICN is one of the biggest ever in the country in the recent past. The interrogation of arrested accused persons and information developed revealed that apparently these fake Indian currency notes (FICN) were brought in India for circulation after hatching a full-fledged criminal conspiracy by Pakistan based Iqbal @ Kana and Hassan and Ash Mohammad, Zeeshan and several other persons based in India. All this has been done to destabilize Indian economy and an attempt to wage war against India at the behest of the person suspectedly based in Pakistan. A criminal case has been registered in this regard. Further investigation is in progress. (Arun Kampani) Deputy Commissioner of Police Special Cell, Delhi 13.1.2012 On 8.1.2012, a racket involving leaking of paper of All India Post Graduate Medical Entrance Examination conducted by All India Institute of Medical Science for filling of the 50% of Post Graduate seats in the Govt. Colleges all over India was busted. 5 persons including a MBBS Doctor, 2 MBAs, 1 under Graduate MBBS and 1 Graduate were arrested. They were identified as (1) Mohit Choudhary, (aged 23 years) S/o Ram Kumar r/o Kala Aam, Bulandsahar, U.P., (2) Amit Punia, (aged 23 years) s/o Dharam Pal r/o Bhiwani, Haryana, (3) Kapil Kumar Sharma, (aged 27 years) s/o Kishan Kumar r/o Jewar, Gautambudh Nagar, U.P. (4) Krishan Pratap Singh (aged 27 years) s/o Dharam Singh r/o Jewar, Gautambudh Nagar, U.P. and (5) Bhishma Singh (aged 27 years) s/o Prem Pal Singh, r/o Jewar, Gautambudh Nagar, U.P. 5 High end mobile phones, 2 minute earphones, 6 shirts having Bluetooth device stitched inside the collars, 1 computer, 1 printer, 1 Maruti Alto Car and 6 medical books were seized. A case under appropriate sections of law was registered. During further investigations it was revealed that there were other doctor candidates appearing in the examination who were to be assisted by the racketeers. Two such candidates were identified. They were subsequently apprehended on 12.1.2012 from the area of Rajinder Nagar of Delhi. They were identified as (1) Dr. Vimal Dangi, (aged 31 years) s/o Sh. Devi Lal Dangi, r/o Old Rajinder Nagar, Delhi and (2) Dr. Sai Balender Bakshi, (aged 35 years), s/o Dr. Amrinder Bakshi r/o Old Rajender Nagar, Delhi. Both of them were subjected to intensive interrogation. It was revealed that both had come in contact with a Doctor doing Post Graduate in a Medical College in Indore where Mohit Chaudhary was also doing his Under Graduate MBBS Course. The Doctor told him that Mohit Chaudhary could help them in the All India Post Graduate Medical Entrance Examination. Accordingly they contacted Mohit Chaudhary in the beginning of January, 2012 and a deal was struck in which Mohit Chaudhary told that if they qualified, they would have to pay Rs. 18 lacs each. In order to ensure that they did not default on the payment, Mohit Chaudhary kept with him all the original certificates of both the doctors. Accordingly, on 7th Jan, 2012 they came and met Mohit Chaudhary in a hotel at Pahar Ganj. Mohit Chaudhary provided them each a shirt with Bluetooth stitched in -2- them, a minute earphone, and sim card. The mobile phones to be used by the doctors were procured by both the doctors from a shop in Connaught Place by using their respective debit cards. On 8th Jan. 2012, Dr. Vimal Dangi went to his examination centre at Tagore Garden and Dr. Sai Balender Bakshi at Rajinder Nagar. Both the doctors after reaching the centres established telephonic communication with the racketeers. The original certificates of both the doctors kept as security have been recovered from Mohit Chaudhary, the kingpin. Dr. VIMAL DANGI Dr.Vimal Dangi is resident of Udaipur, Rajasthan. He completed his 12th in 1998. In 1999 he went for MBBS to Ukraine. He did his MBBS from Odsha State University, Ukraine. He returned back to India in 2005 and after clearing the Medical Council of India Examination, he was provided with Medical Council of India Registration Number. From 2006-2007 he did his Internship from a Government Hospital. In 2009, he worked as a Clinical Researcher in a private hospital in Delhi. In 2010 he joined another government hospital as Research Officer and till date he is employed there. Dr.SAI BALENDER BAKSHI Dr. Sai Balender Bakshi is resident of Jamshedpur. He did 12th from Jamshedpur in 1996. In 1998, he joined MBBS in a Medical College in Karnataka. In 2005, he cleared his MBBS. From 2006-2007 he worked as an Intern in a Government Hospital. Subsequently, he joined as a Non-Academic Junior Resident from July, 2007 to December, 2007 in another government hospital. From 2009 to 2011 he tried to get into Post Graduate Medical Courses but could not succeed. (Satyendra Garg) Joint CP/Traffic, Delhi PRESS RELEASE SOUTH EAST DISTRICT 13.01.2012 Dated: TWO ACCUSED NABBED IN A BLIND MURDER CASE On 12.01.2012, South-East District has arrested two persons namely Umesh S/o Rajinder (age 20 yrs.) R/o H-186, Rajbir Ka Makan, Aali Vihar, Delhi and Raju S/o Om Prakash (age 22 yrs.) R/o H-Block, Sanjay Bhati Ka Makan, Aali Vihar, Delhi and have solved a blind murder case registered vide FIR No.11/12 us/ 302/201 IPC dated 11.01.2012, P.S. Sarita Vihar, New Delhi. INCIDENT On 11.01.2012, at 1230 Hrs. an information vide DD No. 22A regarding a dead body in Aali Vihar Jungle near D-Pocket, Sarita Vihar, New Delhi was received at P.S. Sarita Vihar, New Delhi. On this information, SHO along with staff rushed to the spot and searched for the dead body. After a while, a male dead body, aged about 45 years, height 5’5”, thin built was found lying near the marshy land. The skull of the deceased was badly smashed and there were several other visible injury marks over the body. The deceased was wearing dark black & white striped sweater and red nylon lower. The deceased had also put red & white colour shoes. A dark colour jacket was found laying a few paces away from the body. About 20 paces away from spot on sloping height some blood stained stones were found. Nearby this, apparently some brain matter was also found lying. Since there was no eye witness, a case was got registered on the basis of DD entry and investigation was taken up by Insp. Vijay Kumar Singh, SHO/Sarita Vihar. During investigation, after completing all procedural formalities, the dead body was placed at a conspicuous place near D-Pocket , Sarita Vihar for about an hour. This exercise resulted in establishing the identity of the deceased by his wife Smt. Neeraj @ Sapna who works in Sarita Vihar as a domestic help. It was revealed that the deceased was one Dinesh Kumar, residing at Aali Vihar and used to work as labour/ Garbage collector with MCD, Okhla Industrial Area Phase- II, New Delhi. INVESTIGATION & ARREST Local enquiries were conducted near residence of deceased in Aali Village and at his work place. It transpired that the deceased was last seen near theka Railway phatak, Okhla Industrial Area with one Umesh, a co-worker and Raju. Search for the suspects was taken up and on 12.01.2012 at about 5 P.M. after receipt of information, Umesh S/o Rajinder (age 20 yrs.) R/o H 186, Rajir Ka Makan, Aali Vihar and Raju S/o Om Prakash (age 22 yrs.) R/o H Block Sanjay Bhati Ka Makan, Aali Vihar were apprehended near Aali more, Mathura Road and put to sustained interrogation. During interrogation, both accused persons confessed their involvement in the above said case. Accused Umesh disclosed that there was suspicion that the deceased had poisoned his father a few year back while the deceased and the father of accused Umesh were consuming liquor. After knowing this fact, the accused Umesh made up his mind to avenge the misdeeds of the deceased and was looking for suitable time and place. He was also working at the place where deceased was performing the duties i.e. collecting garbage at MCD, Okhla Phase II. Accused further disclosed that on 10.01.2012 after drawing salary the deceased left the place for his house along with the accused Umesh. Raju also joined them at Railway phatak, Okhla Industrial Area, New Delhi . On the way, they bought and consumed liquor. After that, they all came to Aali Jungle and further started consuming liquor over there. In inebriated condition, deceased disclosed that he had poisoned the father of accused Umesh over some family feud and now he apologize the same. This fact led Umesh to kill the deceased with stones and iron rod while co-accused Raju caught hold of the hands of deceased. BRIEF FACTS : In order to apprehend criminals operating in the area of Malviya Nagar, entire staff of police station was briefed properly and patrolling staff / picketing was strengthened as well as sources were deployed to develop the information about the criminals. During this process, secret information was received through HC Yatender Malik that one notorious robber namely Rashid @ Chotu will come along with his associate Kishan @ Vinod, member of notorious Gaurav Gang will come at Shivalik Road, Malviya Nagar to conduct reconnaissance in a stolen vehicle with a planning to rob cash of mother dairy. This information was shared with the SHO and a team was constituted comprising SI Rakesh Sharma, ASI Hukam Chand, ASI Islamuddin, ASI Gulab Chand, HC Yatinder Malik, HC Kishor, Ct. Om Prakash, Ct. Kosar Mahndi and Ct. Ashok headed by Inspr. Arvind ATO/PS Malviya Nagar under the supervision of Insp. Atul Kumar, SHO/PS Malviya Nagar under the overall supervision of Sh. Manishi Chandra, ACP/Hauz Khas. Around 5.30 PM, two boys without helmet come on a Scooty from S.L. House Picket side. On the instance of informer, SI Rakesh Sharma tried to stop them but instead of stopping the Scooty, rider accelerated the speed to escape from the spot. But they were compelled to stop with the help of barricades and both were overpowered. On enquiry, they were identified as Rashid @ Chotu s/o Liyakat Ali r/o Ward No. 22, Mata Colony Bagpat, UP and Kishan @ Vinod s/o Siya Ram r/o Sahid Bhagat Singh Colony, Gali No 9, Karawal Nagar, New Delhi. Enquiry was conducted about the Scooty, bearing Registration No. DL 3 SBA 5277 but they could not give any satisfactory reply about the ownership of said vehicle. On further verification, it revealed that the said Scooty was stolen from the area of PS Malviya Nagar and in this regard a case vide FIR No. 397/11 u/s 379 IPC PS Malviya Nagar had already been registered. INTERROGATION, PROFILE AND MODUS OPERANDI: Rashid @ Chotu (26 years) s/o Liyakat Ali r/o Ward No. 22, Mata Colony Bhagpat, UP is illiterate. He is married and has two children. Earlier, he worked as laborer at ‘brick bhatta’ in Baghpat. Thereafter, he learnt driving and started driving dumper at the Bhatta. He came in contact with Gaurav when he went to drop bricks near his residence. He offered him to join him and to drive a light vehicle but that time he refused to accept his offer. Later on, when he became unemployed, he accepted the offer of Gaurav as he was in need of money for the marriage of his sister. He started disposing off the stolen vehicles from one place to other and got Rs. 5,000/- for each trip. He also kept one bike for his personal work, which was stolen and given to him by Gaurav. Usually, their area of operation is Delhi, Noida, Ghaziabad and Faridabad. Gaurav is the head of their gang and his associates are Lokesh, Shakeel, Irshad, Sachin and Shakti Pehalwan. His father came in Delhi and started selling helmets on the road side. Kishan is illiterate and joined his father in childhood. Later on, he learnt driving and started driving TSR. He came in contact with auto lifters and joined them in crime. Initially, he was arrested with Mohsin and Bhura in 2007 by the staff of PS Khajuri Khas. Later on, he came in contact with one Lokesh who was resident of Puja Colony and joined their gang. He slowly graduated to committing major crimes like car jacking, robberies, burglaries etc. after coming in contact with Lokesh. Lokesh formed a formidable gang by roping in Gaurav, Sachin, Shakeel Machera and Kishan in his gang and started committing series of crime. They had also developed contacts with the notorious receivers across other States like Punjab, Meghalya, Mewat and Haryana for disposal of case properties. During interrogation, he disclosed that he along with his Gang Leader Lokesh and other associates Shakeel Machera, Gaurav Chawla and Sachin committed sensational robberies in posh area of Noida in H. No. A-68, Sector-41, Noida on the night of 15/12/11. On that day at around 3.30 AM, they had targeted the house of one old lady who is staying at the ground floor along with her husband and her son. He along with his associates duly armed with country made pistols robbed LCD (Samsung), one laptop (Compaq), one mobile phone (Nokia) and some cash. When they threatened the old lady, she pleaded before them, then they enquired about the wealthy-ness of their neighbour. They made old lady to make them gain entry into the house by getting the house opened on the pretext of deteriorating health of her husband. Acting under the fear of her life, old lady got the door opened of her neighbour on the same pretext. Thereafter, the accused persons gained entry into the house and looted the inmates of their belongings viz. 1000 US $, one empty suitcase, 3 SIM cards and some jewellery. The owner of the house Manish was present along with his mother Mamta, wife and one child at the time of robbery. The robbers returned the Mangalsutra of lady and also gave 100 Rs. to the child at the time of retreating from the house. The owner of the house Manish Singh s/o B.N. Singh is working in Merchant Navy. They have also committed carjacking in the area of Kalyanpuri and Trilok Puri area by looting Bolero Cars. Further investigation is in progress to probe into their other involvements and extent of their network in the other states. She is having her office in the name and style of “Crystal Future Career Consultancy Company” at jail road, Hari Nagar, Delhi. She alongwith his partner cheated a number un-employed persons on the pretext of providing employment. Name and Profile of accused person Ms. Pooja Jha, W/o Sh. Amit Jha, R/o WZ-131, Pratap Nagar, Hari Nagar, Delhi, age 23 years. Education- 12th pass. Property Recovered Relevant documents. Incident and Operation On 12/01/2012, complainant Sh. Love Sharma S/o Sh. Satish Kumar R/o back side CCI School, Gandhi Nagar, Charkhi Daadri, Distt. Bhiwani Haryana came to PS Hari Nagar and stated that he is un-employed and one of his friends Anand Narwal informed him that Crystal future career consultancy company, jail road, Hari Nagar, Delhi offers/provides good jobs in reputed MNCs. So the complainant along with three other unemployed persons namely Sunil Reddu S/o Satyawan, Amit Malik S/o Nafe Singh and Deepak Bhardwaj S/o Bijender Bhardwaj deposited Rs.70,000/each (Total Rs. 2,80,000/-) with Mrs. Pooja in the month of August 2011 for getting them good job in MNC with the salary of Rs. 30,000/- PM. Surprisingly, Mrs. Pooja gave the cash receipt of Rs. 11,000/- only to all the above-mentioned four persons. After receiving the letter of appointment from one “ER Telinfra Company Pvt. Ltd. 76 CP Ramanway Abhinavpuram, Chenai India”, all the four persons verified the existence of the company at their own level and found that there is no company in the said name and style at the given address. When they again contacted Mrs. Pooja, she gave one or other excuse and later the above office was found closed. Immediately, a team consisting of SI Surender, HC Surender and Ct. Subhash under the supervision of SHO/Hari Nagar and over all supervision of ACP/Tilak Nagar was formed and on the instance of the secret informer, Ms. Pooja Jha has been arrested. INTERROGATION During sustained interrogation she confessed her involvement. She stated that Prithivi Singh, her partner is the mastermind. He is absconding.
