In Loco Parentis: While you are at school, the staff at Sequim Middle School is responsible for you in place of your parents. When asked to do something by a staff member at school, unless it will endanger your health or safety, you need to do it! Failure to do so may result in suspension from school. GENERAL INFORMATION ABOUT S.M.S. ASB & STUDENT GOVERNMENT: Students have an opportunity to participate in student government through the student council. Every student is represented in the student council through a student representative. The purpose of student government is to promote the welfare of the school, encourage loyalty and school spirit, and develop leadership. Student body officers are elected each May from the 6th and 7th grade class to be prepared for leadership the next school year. ASSEMBLIES: School assemblies are an important feature of a student's education. There are three types of assemblies: Spirit, Ceremonial, and Performance/Award. Students should give their undivided attention to the Master of Ceremonies or any speaker or performer at the beginning and throughout the assembly. Whistling and loud, boisterous behavior are not appropriate. Students are expected to show appreciation by their attention and applause. Each teacher will be assigned to a specific section of the bleachers. Students must sit with their current classroom teacher. Refusal to do so as well as other inappropriate behavior that result in a student being removed from an assembly will result in disciplinary action and/or possible exclusion from future assemblies. ATHLETICS: Students are expected to adhere to the policies and conditions of the Athletic Code as well as the rules established by the coach. No body jewelry is allowed during athletic practices or competitions. All students involved in representing our schools in sports or activities must purchase an ASB card. Exceptions to these rules may be made by the building principal or designee in advance of the event. ACTIVITY CARDS: For extracurricular (non-credit earning) activities, 6th, 7th and 8th grade students will be required to purchase an ASB card. Students who want to be in extracurricular activities, but are financially unable to pay for an ASB card, may be provided with alternative means by which to compensate for the price of the card. ATTENDANCE PROCEDURES: On days that you are absent your parent or guardian should call the school office (582-3503) before 9:00 AM to let us know. If we do not receive a call, a school official may call your parent or guardian to confirm that they know about your absence. You will need to bring a note to school when you return if a parent has not been contacted. Please make every effort to schedule students’ appointments after 2:45. 2 ATHLETIC ELIGIBILITY: A grade run will be done weekly, by the principal, who will inform team coaches which players are ineligible to participate throughout the season. Ineligible players must get extra help from teachers either in the morning before 8:10 or after school from 2:45-3:15 p.m. in order to raise their grade to at least a C -. Students must make these arrangements themselves with their teachers. Athletes who attend after school study time with teachers will arrive at practice at 3:20 with no penalty from coaches. Teachers will be informed every week of the season, by the principal, which students are academically ineligible and teachers should expect these students to come in each day for extra help. On Monday, all athletes will have an electronic grade check done for them. This grade check will be forwarded to all coaches and the SMS athletic director. Based upon the grades on the grade check at this time, coaches will inform athletes whether or not they are eligible to participate for the next week. Students who do not have a C- in each class may still be eligible if they: 1) Have not received any disciplinary referrals the previous week; 2) Have no missing class work; 3) Have at least a B average on formative assessments (daily work, quizzes) and at least a D- on summative assessments ( tests). This information can also be printed out by the ASB secretary for students with less than a C- in a class. This provision is intended to encourage students to continue to work for an overall Cgrade in each class. Ineligible students may only gain eligibility at the time of grade checks. EARLY DISMISSAL or PRE-EXCUSED ABSENCE: Students will be excused for early dismissal if the reason is for illness, medical/dental appointments and services, bereavement, family emergency, court appearances, or if the student has received an approval by the school for a Personal Planned Absence. When you must leave school during the day, please bring a note from your parents or guardian to Mrs. Matthews in the office before school the morning of the appointment. You will be given an early dismissal pass to show your teacher before leaving class. Students must come to the office to check out. The early dismissal slip must be returned to the main office the next day. Students will be expected to make up all class work missed. Verification by a doctor may be required. OPPORTUNITY TO EXCEL: The cafeteria is open on Tuesday and Thursday (from 2:45 – 3:45) for students to stay after and receive help with their homework. Teachers are not always available to help after school and the OTE program is a great option for students who need to use computers or access the library. STUDENTS MUST BE WITH A TEACHER DURING OTE TO RECEIVE A PASS FOR THE 2ND BUS 3 COUNSELORS: Counselors are available to all students. Unless you have an emergency, please fill out a “Request to See the Counselor” form and one of our counselors will send for you when they are available. Forms are located in the student services office. In most situations, discussions with the counselor are considered confidential. The counselors also offer various groups throughout the year that deal with issues surrounding anger management, divorce, abuse and addictions. If you are interested in being a part of one of these groups, don’t hesitate to contact your counselor. DANCES: Sequim Middle School will offer three dances throughout the school year. The “Harvest Festival” the “Winter Fest” and the Spring Fling” Students who are not picked up within a reasonable time may lose future dance privilege. DANCE RULES: Apparel for after school dances must conform to the dress code. NO GUESTS will be allowed at any SMS dance. A student whose classroom behavior is unacceptable or receives a referral (for inappropriate behavior) the week of a social event or dance may lose the privilege of attending. Students who choose to dance in inappropriate ways will be removed from the dance, their parents will be called, and they will be sent home. Please don’t do anything that would take away from the positive atmosphere of the dance. A student who is removed from the dance for unacceptable behavior may receive school discipline. Students attending the dance are to remain within the dance area (Cafeteria or Gym). Anyone leaving the building before the end of the dance will not be admitted back in. Students must be in the dance no later than 15 minutes after it begins unless previously arranged with an administrator. Attendance after this deadline is prohibited and no refund will be available. Dancing which is potentially harmful to any students is expressly prohibited (i.e. moshing, slam dancing, and lifting or throwing students off the ground.) ELECTRONIC DEVICES: No electronic devices will be on school grounds during_the (7:45-2:45) school day. This includes but is not limited to: cameras, recording devices, I pod/ MP3 players and cell phones. These items may be confiscated by school staff. I Pod/ MP3 players or other musical devices will be allowed at lunchtime only. The two exceptions are use of electronics as part of a school assignment or use of a cell phone to contact parents IN STUDENT SERVICES ONLY. If confiscated, reasonable search may occur. 4 EMERGENCY PROCEDURES: Emergency drills are to be taken seriously. Students are expected to maintain classroom conduct throughout the entire drill and to become informed of the exit route for each of their classrooms. FINANCIAL ASSISTANCE: All requests for financial assistance programs will be considered without regard to race, color, national origin, gender, or disability. FINES: Fines will be charged when a student loses or damages school equipment, property or materials. A student must have all fines, and accounts paid to receive transcripts and annuals. FIRE: When you hear a fire alarm, line up and follow the lead of your teacher. Students and the teacher will report to the track area where 1st period attendance will be taken and reported. It is imperative that this takes place as soon as possible. Exit quickly and quietly according to the plan posted in the room. Wait for the bell to ring before returning to the building. In the event of a fire, stay low to avoid smoke. Always be attentive and ready for a change of directions to be given by your teacher or other adults. Fire drills will be practiced on a monthly basis. Earthquake drills and lock down drills will be a part of the middle school drill routine. GLEEKING OR SPITTING: Students should not spit or gleek on people, furniture or the sidewalks of the school or in the building. Spitting in hallways, sinks and drinking fountains is also prohibited. These behaviors will be handled under our progressive discipline policy. GUM CHEWING: Because of numerous incidents of inappropriate gum disposal under desks, on floors and in books, gum chewing is not allowed in the building during the school day. Continued gum chewing may result in a referral to the office. HALL PASSES: Students are required to have a hall pass from their teacher when out of class for any reason. Hall passes are contained in the student agendas! No agenda – no pass. Teachers at each grade level will determine how many passes are allotted each quarter. HANDBOOK CHANGES: Changes in the student handbook may be made during the school year by the school authorities. Such changes will be made available in writing to students. 5 HANDS-OFF POLICY: When students are in the halls or classrooms, there is to be no shoving, pushing, punching, kicking, and no jerking of backpacks. This dangerous behavior can result in someone getting hurt and does not contribute to a positive learning environment. Building discipline may be assigned. HEALTH ROOM: Students must report to class first before coming to the Health Room. If a student becomes ill at school, he/she is to request permission from the teacher to report to Student Services. If the student is too ill to remain at school, we will call the parent or guardian to come for the student. Student Services is not equipped to monitor ill students except on an emergency and short-term basis (1 period or less). For safety reasons…under no circumstances is a student to call his/her parents to come for him/her and leave the premises without the school’s knowledge. Parents: please make sure the school has a valid emergency contact that is authorized to pick up your child in your absence. IMMUNIZATION: In order to protect children against a number of childhood diseases, Washington Law (RCW 28A.210.060) requires that all children admitted to public and nonpublic schools be immunized against diphtheria, tetanus, pertussis, polio, measles, rubella, mumps, and Hepatitis B, and Chicken Pox as appropriate. Students may be excluded if they do not meet the requirements of this law. LIBRARY: The library and technology lab provides resources and equipment students need to complete class projects and assignments. The friendly staff offers instruction in the use of resources and assistance in book selection. Many students use the library and tech lab before school and during lunch for research, quiet reading, word processing, desktop publishing. The Internet is used for curriculum related projects. Internet access is available to students who have completed the Sequim School District’s AUP (Acceptable Use Policy). Each student has the opportunity in her/his classes to get training and receive an AUP. Because the library and lab can accommodate 100 students, it is a busy place! All students are expected to use excellent manners and follow all school rules. Each student must check in with the library staff when entering the library. Regular books and magazines are checked out for two weeks, but reference materials are checked out for overnight only. If a student has an overdue, he is not allowed to check out any more materials until the problem is resolved. Students are responsible for materials checked out in their names. 6 LOCK DOWN: In the case of the need to lock down the building, a staff member will make an announcement over the intercom, stating that a potentially dangerous person/situation exists on or near campus. You are to remain in your class, or if not in a class at the time, go into the nearest one available. The teacher will lock up the room and wait for further instructions. LOST AND FOUND: Backpacks, keys, electronics, wallets, watches, or other items of value found should be turned in to the office so they may be returned to the rightful owner. Failure to do so will constitute theft. At the end of every quarter all "Lost and Found" items will be donated to a charity of choice. LUNCHROOM BEHAVIOR: Behavior and manners used in the cafeteria should be consistent with those used while eating in public. Please observe the following guidelines when using the lunchroom: Sit with feet and legs under the table while eating. Don’t leave the cafeteria until excused. Eat all food and drink all beverages in the cafeteria. Please assist in maintaining a clean, pleasant lunchroom by keeping your table clean and putting everything in its proper place when finished. (Lunch detention will be assigned when trays are repeatedly left) No more than 5 students seated on each side of the table. Remember that the halls are off limits during lunch hour. MAKE UP WORK: If specific classroom assignments are missed because of absence, the student will be given a reasonable opportunity to make up the work missed. Students will work with their teacher to get missing assignments recorded on the “Excuse for Absence Form.” The student receives this form from the Student Services office upon return from absence. Students will be given 1 day to make up missed work for each day the student is absent. No academic penalty will be assessed during this time. MEAL PROGRAMS: Free and reduced price lunches will continue to be available under the guidelines covering income and eligibility that will be distributed to students and parents when school starts. The State Constitution prohibits the school from lending money to students for lunches. If you were receiving free or reduced meals at the end of 2010-11 year, you must re-qualify by filling out a new application this year. Applications are available at your school office. Please fill out one application per child and return them as soon as possible to the school cafeteria. Until you are notified you are responsible for your child’s meals at school. Breakfast: (served 7:45-8:05) The Sequim School District offers breakfast at all five of its schools. The price for breakfast is $1.30. If a child qualifies for free or reduced lunches that automatically qualifies him for free or reduced breakfast. Reduced breakfast is 40 cents and a reduced lunch costs 40 cents. Lunch: Lunch prices will be $2.25 for daily tickets grades 6 through 8. All milk will be 45 cents. 7 MEDICATION: Every effort should be made to schedule the administration of your child’s medication outside of school hours. If this is not possible, it must be understood by the parent(s) and/or guardian(s) that the medication will be administered by the district nurse or by the teacher, principal, health assistant or secretary in the absence of the district nurse. Instruction on administration will be provided by the district nurse. All prescription and non-prescription medication will be kept in a locked cabinet. Exceptions must have a doctor’s note and cleared through the district nurse. Medication to be given at school will require written permission and instructions from a person licensed to prescribe as described in RCW 28A.210.260 & 270. (Forms available in the health room). Medication must be properly labeled with the student's name, name of medication, dosage, and time to be administered. All medication to be administered requires: written orders from a licensed prescriber detailing the name of the medication, dosage, time to be given, and the expected duration of administration. that medication is brought to school in the original container appropriately labeled by the licensed prescriber for the prescription drugs or by manufacturer for non-prescription drugs. that a record be kept designating time and date, and with the initials of persons administering the medication. In addition, the person administering the medication shall first examine it to determine if it still appears to be in the original container accepted by the school in subsection above. that requests for administration of medication are valid only as ordered by the licensed prescriber and the dates indicated in writing, and in no case should the period exceed one school year. no prescribed medication shall be administered by injection by staff except when a student is susceptible to a predetermined life-endangering situation. The parent (s) and/or guardian(s) shall submit a written statement which grants a staff member the authority to act according to the specific written orders and supporting directions provided by a licensed prescriber (e.g., medication administered to counteract a reaction to a bee sting). Such medication shall be administered by staff trained by the district nurse to administer such an injection. This may occur in an extreme life-threatening situation and only in the event that a licensed health professional is unavailable. requests to give injectables other than those given for life-endangering situations will be handled on a case by case basis by the district nurse and administrator and will only be given by a licensed, certified district nurse, or, if appropriate, self administered by the student. 8 The school accepts no responsibility for reactions when the medication is dispersed in accordance with the licensed prescriber's directions. Non-prescription or over-the-counter medication may only be authorized by a parent and/or guardian and must have written orders from a licensed prescriber detailing name of medication, dosage, time given and expected duration of administration. It will be administered under the direction of the district nurse. A student may utilize tobacco cessation medications under the guidance of a licensed prescriber, with parent/guardian consent and only under the direction of the district nurse. Misuse of prescription/non-prescription drugs will be subject to suspension/expulsion. PIERCINGS: Refusal to remove a new piercing will result in the removal of a student from PE class. The district nurse cannot help with the inserting or removing of piercings. RECYCLING: Recycling containers are provided for recycling. Please deposit your recyclable materials in the appropriate bin. SCHEDULE CHANGES: Counselors will make every attempt to create a schedule based on student course selections. Only students who have turned in registration sheets on time and have obtained proper signatures may request a schedule change. Schedule changes must be completed prior to the beginning of each semester. Schedule changes may be considered for changing an elective (based on available space) or changing an inappropriate class (i.e. wrong math class). The counselors are here to help you with your concerns. If you need to rearrange a schedule, make an appointment to see the counselor. SCHOOL SPONSORED EVENTS: Students at all school district sponsored events must follow the Sequim School District rules and regulations and are subject to the authority of school district employees whether the event occurs on or off school grounds. Students who have been suspended from school may not attend after school or evening events. SEQUIM PEAKS: Sequim Peaks is an extra curricular program that provides students an opportunity to observe and interact with mentors from our community. These can be one-time explorations or sets of explorations. Some examples are: ethnic cooking, photography, rock climbing, etc. Students apply to take part. Once their application is accepted and they are given their permission slips, they’ll meet with a faculty member (on a given day) who will accompany them to the site of the exploration. Once they have participated in the exploration, they are required to meet once more to write thank you letters. This program allows students in 6th, 7th and 8th grade to interact together to create a positive connection with the community. Students involved in Sequim Peaks and sports are responsible for the work they missed during explorations 9 SHARING CONCERNS WITH STAFF: From time to time, you may become aware of a situation that needs to be reported to an adult. This may include bullying, harassment, weapons, drugs/alcohol, theft, etc. It’s important for you to realize that without your help, some problems may never be solved. Thus, not only is it a good idea to report problems, it is your responsibility. When you think a situation should be reported, start with the adult staff member closest to the situation – for instance, the classroom teacher or hall monitor. That person can then decide whether to address the situation directly or refer it to an administrator. We want you to know that when you report problems, we will make every effort to keep your name out of the investigation. We know that some students choose not to get involved out of fear of reprisal. We want to protect you, and are usually able to conduct investigations without identifying witnesses. SIGNS AND BULLETIN BOARDS / DISTRIBUTION OF MATERIALS: The distributing of information, placement of material on bulletin boards, or the placing of signs throughout the building must have prior approval through the district office. SKATEBOARDS, BIKES, SCOOTERS & ROLLER BLADES: Skateboards, scooters, bikes and roller blades may be ridden as transportation to school. Students must yield to pedestrians by walking your transportation on the bike path and walkways. They may not, however, be used after school on any school property or at any after school activities. Violations may result in confiscation of equipment or other discipline. All students should wear approved bicycle helmets when riding their bikes or skateboards to school. For security, students are expected not to loiter around the bike rack. If you bring a skateboard, scooter, or roller blades to school, you must secure it during the day. Bicycles need to be locked up on the bike rack, too. STAYING AFTER SCHOOL: Students may stay after school to seek extra academic assistance or participate in school activities. However, students may not remain on school grounds unless involved in a supervised activity. Students not staying after to work with a teacher must be off campus by 3:00 PM. Students who stay after school and are not picked up by 3:15 may lose the privilege of staying after. STUDENT PROPERTY: Students should not bring any items of value to school. This includes large amounts of money. The School District assumes no responsibility for loss of students’ personal property. Articles of value for class display should be locked in a teacher's cabinet or checked in at the office. 10 SUBSTITUTE TEACHER: Throughout the school year, we expect a good relationship between students and the Sequim Middle School faculty in which mutual respect is shown. During this time, it is most important that you, the student, help the substitute teacher by doing your personal best, i.e.: 1. Be in assigned seats on time. 2. Have book and assignments ready to begin the class. 3. Most importantly, be respectful of all requests made. Your teacher will receive a written report from the substitute teacher during the absence. Misbehavior with a substitute teacher may result in more severe consequences than with the regular teacher. TELEPHONE: The only phone available to students during school hours is at the Student Services window and is to be used with staff permission only. School events are announced prior to the event, so students should not plan to use the phone for attendance or transportation purposes or to make after school social plans. Room phones are for teacher directed use only. It is illegal to call 911 if there is not an emergency; the police are required to come to the building for each false 911 call. TRANSFERS AND RELEASES: Any student wishing to attend school in another School District must obtain a release from the Superintendent. It must be submitted to the principal of the resident school no later than March 1 if requesting a change for the following year. Requests for the second semester must be submitted by December 1. Students wishing to transfer from another School District must obtain permission from the Superintendent at 503 N. Sequim Avenue, Sequim, WA, 98382. VISITORS: During school hours or for a teacher conference, parents must sign into the office. However, to request or pick up homework or to leave a message for a student, parents may go directly to the Student Services office. Parents please make arrangements beforehand with the classroom teacher and receive administrator approval to visit or sit in on a class. Inform the office secretary upon your arrival. We are unable to have student visitors at school. 11 BEHAVIORAL RULES & EXPECTATIONS 2012-13 School Year The rules contained herein are meant to regulate student conduct at school, conduct at all school-sponsored activities, and other off-campus conduct that adversely affects the school-learning climate. Some of these rules contain recommended penalties. However, depending on the circumstance of the student’s violation, school authorities may, in compliance with state law and the rules of the State Board of Education, Chapter 180-40 WAC, impose discipline, short-term suspension, long-term suspension or expulsion. AEROSOL SPRAYS: Students are prohibited from spraying aerosols within classrooms, hallways or on other people or their belongings. This includes but is not limited to strong deodorants (Axe), perfumes, prank sprays, etc. ATTENDANCE INFORMATION- Twenty (20) consecutive days of absences will result in a student being dropped from school. EXCUSED ABSENCES - All pre-excused absences are excused. Permission to be absent from school for reason(s) other than illness may be granted when requested by the parent(s) and/or guardian(s) and agreed upon by the school authorities. Absences will be excused if they are for illness, medical/dental appointments services, bereavement, family emergency, court appearances, or if the student has received an approval by the school for a Personal Planned Absence. School related activities requiring a student to miss class count as an excused absence. Upon returning to school following an absence, students must clear their absence by either a note or phone call by a parent and/or guardian stating the time and reason for the absence. Failure to clear this absence may result in the appropriate level of discipline. These excuses become a part of the student's Attendance Record. A pattern of absences or absences in excess of ten (10) days may result in school authorities requesting a doctor’s verification of illness. It is the teacher as well as the student's responsibility to arrange for all make-up work following an excused absence. After a student has been absent for two (2) days due to illness, the school office will assist in obtaining assignments. If this service is necessary, a request should be made to the office. Please allow twenty-four (24) hours for teachers to prepare materials. Students have 1 day to make up missed work for each day they were absent. UNEXCUSED ABSENCES - A student is considered unexcused when he/she misses all or part of a class period without teacher or office permission or fails to report to where he/she is directed. 12 A student whose absences are unexcused may not be allowed to make up work for the days missed. All graded activities shall be treated as if the student had chosen not to participate in them. Parent(s) and/or guardian(s) may be contacted. Unexcused absences will result in disciplinary action. Students missing their bus must make every effort to get to school by their own means. A missed bus, missed ride, or car problems is not a valid excuse for an absence or tardy. Transportation to and from school is the parent's responsibility. CHEATING / PLAGIARIZING: Plagiarism is the taking of language, ideas or thoughts from another person or source and representing them as your work. Students who use plagiarized papers or projects or are involved in any other form of cheating will be subject to reduction in grades and disciplinary action for a first offense. For a second offense a student may be subject to removal from class and/or a failing grade. COMPULSORY ATTENDANCE: In accordance with the state’s mandatory “BECCA” attendance laws and District attendance policies, if a student is absent without legitimate excuse for one third of the student’s educational program day on five (5) or more occasions in a calendar month and/or ten (10) in a year, the School District may file a petition with the juvenile court seeking the court’s jurisdiction over the student’s attendance in school In addition to disciplinary action for nonattendance, unexcused absences may adversely affect a student’s grade if the teacher: (a) has shown a relationship in writing between attendance and instructional goals and objectives of the course; (b) advised the student and parent(s) and/or guardian(s) in writing and by posting at the beginning of the year; and (c) obtained approval from principal for guidelines to be used in classes in which attendance may adversely affect grades or credits. BECCA VIOLATIONS In the Sequim School District, a BECCA violation is defined as missing onethird of the student’s educational program day without permission of the school or parent and/or guardian, or for reasons other than illness. Prior to suspension or expulsion, students are subject to the Compulsory Attendance Law (RCW 28A.225-BECCA Bill) and school authorities will confer with the parent(s) and/or guardian(s) of the student to analyze the student’s absenteeism. (WAC 180.40.245) In an effort to deter students from missing school, all attendance violations are CUMULATIVE for one school year. FIRST BECCA VIOLATION The parent(s) and/or guardian(s) will be notified and the student will be subject to discipline. 13 SECOND, THIRD AND FOURTH BECCA VIOLATION The parent(s) and/or guardian(s) will be notified and the student will be subject to discipline. Supplemental aids and services will be provided by following this process: 1 2 3 4 5 Schedule a parent conference. Take steps to reduce the student’s absence. Adjust the student’s school program or school course assignment, if appropriate. Assist parent and/or student in obtaining services that might reduce/eliminate the cause of absences, if appropriate. Provide the parent and student a copy of the BECCA Law (RCW 28A.225). FIFTH BECCA VIOLATION The parent(s) and/or guardian(s) will be notified that a BECCA Petition will be filed with the Juvenile Division of Clallam County Superior Court. If the allegations in the fact-finding hearings are established by a preponderance of the evidence, the court shall assume jurisdiction until the end of the current school year, and may extend jurisdiction longer. The District is responsible for reporting any additional unexcused absence to the court. The student will be subject to discipline. Supplemental aids and services will be provided by following this process. 6 Schedule a parent conference. 7 Take steps to reduce the student’s absence. 8 Adjust the student’s school program or school course assignment, if appropriate. 9 Provide the parent and student a copy of the BECCA Law (RCW 28A.225). DRESS AND APPEARANCE: All students are expected to come to school or school sponsored activities well groomed and appropriately dressed. Dress and appearance must be modest, not present health or safety problems (i.e. body jewelry in PE), nor be vulgar, offensive or cause disruption. In addition, clothing styles that create conflict or an atmosphere of intimidation are prohibited. Individual teachers may restrict appearance and attire with special consideration for safety, health or disruptive issues. The administration has the authority to make changes at any time to the dress code. If a student does not comply with the clothing expectations, he/she will be subject to discipline orsuspension. A tank top is any sleeveless shirt with a neck-to-shoulder cloth width of less than three (3) inches, a scooped neckline in front or back, or gaping armholes Any clothing directly or indirectly related to gang involvement T-shirts or clothing that puts down a particular group, refers to sex or violence, or uses profanity Sunglasses or eye coverings (other than those prescribed for vision needs) Any clothing that shows an undergarment as part of the style. Spandex pants (unless worn with a long skirt) Face painting, body painting/writing Pajamas or nightwear (No soft soled slippers of any kind) Boxers or underwear worn on the outside of clothing Any clothing or style that causes a disruption to the learning environment. END OF YEAR MISCONDUCT: During the last month of school, students involved in incidents which are considered poor citizenship while under school jurisdiction or involving school property may be denied participation in school activities such as dances, field trips, class parties or end of the year assemblies or ceremonies. FOOD /BEVERAGES: Food, candy, and beverages are not allowed in classrooms, hallways or town center. healthy snacks. Teacher may allow water bottles and FORGERY: The forging of parent/guardian, teacher, or another student signature on any letter to the school or on any school document will result in discipline and/or suspension. Falsely representing a parent/guardian, teacher in any way will result in disciplinary action. Self-signed student notes will not be accepted in lieu of parent signature. GAMBLING: Gambling on school grounds is not permitted unless sanctioned by State law. Violation of this policy will result in discipline, suspension or expulsion. MATCHES (ETC.): Using or possessing matches, lighters, or other fireproducing devices is prohibited and will result in disciplinary action or suspension. PHYSICAL EDUCATION ATTIRE: Gym shoes, socks, athletic shirts, and athletic shorts are a required part of the physical education uniform. In the interest of good health, no body jewelry is allowed, showering is encouraged and special clothing is a necessary part of the program. Gym clothes must be taken home regularly for washing. 15 Any student needing to be excused from physical education due to illness must bring a written excuse from his/her parent(s) and/or guardian(s) to the P. E. teacher. If it is necessary for absence to extend more than 3 days, a doctor's note should be brought to the school office. PE Teachers will issue locks and lockers for storage of physical education gear and valuables. LOCK UP YOUR VALUABLES! For repeated non-suits, discipline and/or loss of credit may result. PORNOGRAPHY: Pornography of any kind is not appropriate on the SMS school campus. Any use or possession of pornography will result in a suspension. PUBLIC DISPLAY OF AFFECTION: Extended kissing, embracing and handholding, are not allowed on school property. Students failing to respect this policy may result in disciplinary action, including suspension or expulsion. SELLING ITEMS AT SCHOOL: The conducting of private business or selling of unauthorized items is prohibited. Property may be confiscated and law authorities contacted. Discipline may be assigned. TARDINESS: The only excuse accepted for tardiness to school will be when there has been an unusual circumstance or an emergency (over-sleeping or missing the bus does not constitute an unusual emergency) and the school has been notified by the parent(s) and/or guardian(s). Unexcused tardiness to school will result in the student being assigned to a lunch detention. Unexcused tardiness to any class will result in the student being assigned to a lunch detention. Multiple, unexcused tardiness (10 or more per semester per class) may result in additional disciplinary action, this may include in school suspension, out of school suspension or a referral to youth court. All class tardiness is cumulative over a semester. Any student who misses fifteen (15) minutes or more of a class period without legitimate reason as determined by the principal/designee is considered to have an unexcused absence. THINK TIME POLICY: Think time discipline is year long discipline and does not “start over” at the semester. It is designed to assist the teacher in dealing with low-level disruptive behavior in the classroom. The student is removed from class in the beginning stages of disruptive behavior and asked to think about correcting the behavior. The student fills out a brief statement indicating his/her commitment to correcting the problem. The student is allowed to return in a few minutes when he is back in control of his attitude and behavior. This is a proactive approach to discipline to avoid emotional confrontation between student and teacher. 16 Classroom disruption that is documented by a Think Time will result in the following interventions: Initial classroom disruption is handled at the classroom level. A reminder to teachers that Think Time is most effective when, at the teachers’ discretion, classroom discipline is combined with building wide discipline. Teachers will contact parents after every two Think Times. Four Think Times will result in an office referral. 1st office referral for excessive Think Times will result in 2 Lunch Detentions. 2nd office referral for excessive Think Times will result in 5 Lunch Detentions. 3rd office referral for excessive Think Times will result in 2 After School Detentions. 4th office referral for excessive Think Times will result in 2 days In School Suspension and a parent conference. 5th office referral for excessive Think Times will result in 2 days Homebound Suspension. 6th office referral for excessive Think Times will result in 5 days Homebound Suspension and the 7th office referral for excessive Think Times will result in 10 days Homebound Suspension. The 8th office referral for excessive Think Times will result in a Semester Suspension. Further referrals for classroom discipline will be processed as disrespect for staff or defiance of school rules and may result in removal from class and a reduced school day. TRUANCY: You are truant if you fail to verify an absence with a parental excuse, leave school without checking out in the office first, leave school at lunch without a pass, are absent from class without permission, fail to attend a scheduled assembly, come to school but do not attend classes, are absent without consent of your parent or obtain a pass to go to a certain place and do not go there. Other instances which may occur. 1st Referral - One day of In School Suspension and a phone call from the school notifying the parent/guardian of the truancy. 2nd Referral –Two days of In School Suspension, written notification sent home to parent; Truancy Petition may be filed with Juvenile Services. 3rd Referral - Three days of In School Suspension and a Truancy Petition filed with Juvenile Services. 4th Referral - Student placed on short-term homebound suspension. Contempt paperwork filed with Juvenile Services. Additional Truancy Referrals – will be disciplined as Exceptional Misconduct (Defiance). WITHDRAWAL FROM SCHOOL: A student withdrawing from school must bring written permission from his/her parent(s) and/or guardian(s). This request is to be presented to the main office. The student will then be given a withdrawal 17 slip, which will be used in checking out. The withdrawal slip is to be brought back to the main office. All fees and fines must be paid before a transcript will be forwarded. 18 SEQUIM SCHOOL DISTRICT NO. 323 CORRECTIVE ACTIONS OR PUNISHMENT Procedure 3241P PARENT/STUDENT July 6, 2006 Administrative Update, March 2006 Board Review 19 GENERAL INFORMATION Administrators establish school rules and expectations focused on maintaining a safe, orderly, and civil learning environment. Student misconduct is generally organized into two categories – unsafe behavior and disruptive misconduct. Consequences are typically assigned in a progressively more severe manner. If misbehavior continues, a student may be removed from the school site and educational services through the suspension or expulsion process. Misconduct is generally reviewed in total, meaning all behavior to date. Restitution is required when damage and costs results from student conduct. Students with identified disabilities are subject to additional disciplinary review procedures consistent with current state and federal law. APPEAL PROCESS Parents and students have due process rights to grieve and appeal assigned discipline, suspension, emergency expulsion, and expulsion in accordance with WAC 180-40. Copies of these provisions can be obtained in the District Administrative Offices. DISCIPLINE RECORDS Discipline records are only available to educators directly involved with a specific student and to the parents of that student. Discipline assigned to students typically starts new each school year. However, misbehavior with continuing safety and disruption concerns may result in consequences that carry over from one school year to the other as well as influence subsequent consequences. EXCEPTIONAL MISCONDUCT There are situations where a student behaves in way that threatens the safety or operation of student and schools in a manner where student actions are considered exceptional misconduct and consequences are not progressive, but rather an immediate suspension or expulsion is warranted to protect student and staff safety and the quality of the learning environment. An Ad Hoc committee has met to define the areas of misconduct and the range of action to be taken. Exceptional Misconduct was reviewed, June 14, 2005 by the Ad Hoc committee consisting of administrators, parents, and community members. IN-SCHOOL SUSPENSION In-school suspension is short-term suspension placement allowing the student to remain at school during the suspension. This option is not available in all situations. Guidelines for the in-school suspension program are as follows: A. A student who is afforded the opportunity to be assigned to the in-school suspension program as an option to an out of school suspension shall agree to the conditions specified by the school principal or designee. 20 B. The in-school suspension program is designed to encourage learning. Students will be expected to work on their classroom assignments at all times. C. Any act of inappropriate conduct while assigned to in-school suspension may result in denial of this alternative to other corrective actions. D. A student shall remain isolated from other students throughout the school day and will be denied the opportunity of participating in any school activities while in the in-school suspension program. E. A behavior contract may be developed while in the in-school suspension program. The student, his/her parent or guardian and a staff member shall sign the contract which defines the expected future behavior of the student. F. Specific rules and building procedures shall be developed by the building principal. JURISDICTION School jurisdiction extends to all school operated activities both on and off campus as well as when in transit to and from school and on field trips. Students may also lose school privileges as a result of off-campus criminal activities that have the potential to threaten the safe and orderly operation of a school. LAW ENFORCEMENT Law enforcement has jurisdiction for all public facilities within their boundaries including schools. Should law enforcement need to interview a student on campus steps will be taken to contact the parents, and if the student is under the age of 12, the parents will be contacted prior to the interview unless there are concerns of child abuse or neglect by the parent. Administrators are to offer to be present in a student support role, unless the law enforcement officer prefers the administrator not be present. Once an interview is complete, administrators are to immediately notify parents that their student was interviewed by law enforcement. The one exception to this is if law enforcement directs the administrator to not notify parents. In this situation, the name of the officer and the time and date of this request shall be noted. In the event student behavior is believed to be in violation of criminal law, the school will determine appropriate school disciplinary action. The administrator shall then refer the incident to law enforcement. Law enforcement shall be immediately involved in an instance of misconduct causing a substantial safety threat or disruption to student learning. Should a student be a witness to a criminal act and provides either a verbal or written statement, the parent shall be informed of this involvement within 24 hours. The District strongly prefers subpoenas not be served to students while on campus. In the instance law enforcement insists on serving a subpoena on campus, the student’s parents shall immediately be notified by school administration. 21 PARENT NOTIFICATION Parents will be notified in the instance of a student losing academic privileges in the form of a suspension or expulsion, prior to the action being initiated. Notification may be completed by telephone, email, a conference at the school, or a visit to the parent’s home or work site. The written disciplinary notice should be hand delivered or mailed. The one exception to notification prior to removal from school shall be when the student is taken immediately into custody by law enforcement. SEARCH The District may conduct a reasonable search of students, student lockers, and desks, as needed to maintain student safety, health, and an orderly learning environment. Students who drive automobiles onto campus may be subject to a vehicle search if there is reasonable suspicion their automobile may contain illegal or dangerous objects or substances. The District regularly uses search dogs to check student lockers for illegal substances. Examples of inappropriate behavior include the accessing, downloading and distributing of inappropriate materials, materials that belong to another person, vandalism, or any other use incompatible with District or individual school policies. The Sequim School District firmly believes that the valuable information and interaction available on the Internet far outweighs the possibility that users may procure material that is not consistent with the educational goals of the Sequim School District. With access to computers and people all over the world comes the availability of material that may not be considered to be of educational value in the school. Please be aware that questionable materials that are not appropriate for this age may be available to inquisitive searchers. Extortion, Robbery/Blackmail/Coercion – Attempting to obtain money, services or property by the use of threat, violence or intimidation and/or stealth will be disciplined as prescribed below. Students found in possession of lost or stolen property will be dealt with as if it were a theft. 6-8 X X X 12. Fighting – Fighting will be defined as a physical altercation. Students may be subject to short-term suspension for attending a planned fight, assault, or failing to immediately disburse if a fight occurs. 6-8 X X X 13. Fire/Arson -Any student who sets a fire on school premises is subject to a charge of arson, which is imposed by legal authorities. The student will be suspended or expelled. Arson is a felony. 6-8 X X X 14. Personal Protection Spray Devices (PPSD) (Ref. Policy #3240) – Students who do not have authorization to carry a PPSD or who unlawfully carry, discharge or transmit a PPSD shall be suspended or expelled as prescribed below. Authorities will be notified. The state law requires that students’ ages fourteen to seventeen (14-17) have parent permission to carry a personal protection spray device (PPSD) that must be registered with and approved by school officials. All offenses are cumulative throughout secondary school years. 6-8 X X X X X 15. Weapons On School Premises (RCW 9.41.250, RCW 9.41.280, RCW 28A.600 and WAC 180.40. Accordingly, it is a violation of District policy for any person to carry on to school premises, school-provided transportation, or other facilities being used for school activities: any firearm; or any dangerous instrument or weapon of any kind such as, but not limited to, a slung shot, sand club, blackjack, billyclub, metal knuckles, any pocket knife, any double-sided knife, any spring or mechanically loaded knife such as a switch-blade, any knife having a blade which opens by force of gravity or centrifugal thrust such as a butterfly knife, any knife with a fixed blade of any length, or any saber-sword dagger or dirk; or any device commonly known as "Nunchaku sticks" consisting of a length of wood, metal, plastic, or similar substance attached to wire, rope, or other means; or any device commonly known as "throwing stars" which are multi-pointed objects designed to embed upon impact from any aspect; or any air gun, including any air pistol or air rifle designed to propel a BB, pellet, or other projectile by the discharge of compressed air, carbon dioxide, or other gas; any disabling or incapacitating items such as electronic stunning/shocking devices; or any object used in a threatening manner with malicious intent and/or used as a weapon which could reasonably be perceived, given the circumstances, as having the ability to cause bodily harm even though not commonly thought of as a deadly or dangerous weapon, such as a starter pistol, flare gun, cayenne pepper, mace, pepper spray, ice pick, elongated scissors, straight razor, or other disabling agents; or any object which looks like a weapon, such as a toy or "dummy" gun, knife or grenade in compliance with RCW 9.41.280, RCW 28A.600 and WAC 180.40. Unless otherwise provided by law, in cases involving the possession of a firearm or an air gun the principal/designee shall, without exception, expel the student for at least one year. In accordance with RCW 28A.600.420, the Superintendent may consider exceptional circumstances when reviewing the year-long expulsion. In cases involving other weapons, the principal/designee shall place the student on long-term suspension, unless expulsion is warranted under the circumstances. Students who make threats with or use a weapon, described above, will be expelled for one year or more. Criminal Acts - Those actions that merit notification to local law enforcement for possible criminal investigation and follow-up will be considered exceptional misconduct regardless of whether the specific act is listed separately as exceptional misconduct. 6-8 X X X X 17. Disruption to the Educational Process – Behaviors, while low level in nature, when continued over the semester or school year that have the longterm effect of disrupting the educational process. 6-8 X X 18. Tobacco – Possession or use of tobacco products. 6-8 X X 19. Trespass – Entering or remaining unlawfully in school buildings or on any part of school grounds without proper authorization. A charge of trespass, with notice to police authorities, may be given to any person who creates a disturbance on school property and whose continued or reoccurring presence may result in a real and substantial disruption to the school environment or pose a threat to the safety and well being of property or person. Students on campus while on suspension and/or expulsion are subject to additional disciplinary action and arrest for criminal trespass. Violators will be subject to discipline, suspension, or expulsion and arrest for criminal trespass. 6-8 X X X X 20. Alcoholic Beverages and Drugs - Student possession, use, or distribution of alcohol and other mind-altering drugs are harmful, illegal, and will not be tolerated. The use and/or possession of alcoholic beverages or dangerous drugs are prohibited by law to minors, and the Sequim School District will comply with the Minor in Possession Law. The State of Washington Minor in Possession Law calls for the withholding of the driver’s license if a minor is convicted of the use and/or possession of alcoholic beverages or dangerous drugs. The possession, use, selling and/or distribution (including the intent to sell or distribute) of any alcoholic beverages, marijuana, hallucinogens, amphetamines, inhalants (“huffing”), barbiturates, narcotics (opiates or synthetic narcotics), cocaine, legend drugs, and dangerous or controlled substance or any “look-alike” substances purported to be such is a violation as is the possession/distribution of drug paraphernalia or the 31 Referral to Law Enforcement (A, S) Expulsion (A, S) Emergency Expulsion (A, S) Long-term Suspension 11-90 Days (A, S) S = Superintendent / Designee Short-term Suspension 1-10 Days (A) A = Administrator Building Based Discipline (T, A) T = Teacher Counseling/Warning/ Loss of Privilege (T, A) Assigned by: possession or distribution of any material symbolizing, glorifying, or advocating the use of alcohol, tobacco or any drug, will result in discipline. All materials will be confiscated. Students, who distribute any drug, look-alike substance, and prescription or non-prescription medication, will receive a suspension of up to ninety (90) school days or expulsion with loss of credit. Parents and legal authorities will be notified. Subsequent violations will result in expulsion from school. There may be specific disciplinary action imposed for violations of the extracurricular code of conduct as well. Discipline involving drugs and/or alcohol shall be adjusted in severity based on several factors. Factors considered may be if the student brought the substance on campus, if they distributed or attempted to distribute, and if they placed themselves and others in an unsafe condition by being under the influence of the substance while involved in school activities. The Sequim School District Discipline program is recognized regionally as exemplifying best practices. This is based on the District’s practice of assigning firm discipline, and then modifying consequences for students who agree to participate in substance abuse assessment and counseling. Students who disregard rules prohibiting drug use and distribution are quickly disciplined out of school, which reduces the risk of drug involvement for the remaining students. Students given a school suspension may have the suspension period reduced or eliminated, if they provide evidence of having completed, or of having scheduled at the earliest possible date, a drug/alcohol use assessment (at the parent(s) and/or guardian(s) and/or student(s) expense) by a state certified drug/alcohol agency which meets the Sequim School District’s criteria for assessment. The reduction for the suspension will be contingent upon the student following the treatment recommendation based on the assessment. Cooperation with the assessment is mandatory. Under certain circumstances, the administration may eliminate the requirement of a drug/alcohol assessment. The student may be readmitted on a probationary basis for the balance of the suspension period or the student’s educational opportunities may be continued in some other appropriate way. Failure to cooperate or follow through with the recommendations of the assessment will result in reinstatement of the suspension. The Sequim School District has contracted with the ESD for drug and alcohol assessment. The assessment and the education class and support groups are available to all students who have been assessed. For more information about drug and alcohol counseling assessment, rehabilitation, and re-entry program, the student is encouraged to see their school counselor. IN ADDITION, out of concern for student health, there are to be no medications at school unless under the direction of the district nurse. Nonprescription and/or over-the-counter medications such as, but not limited to, diet pills, caffeine pills/supplements, pain killers, cold medicines and herbal supplements are prohibited. 1st- Long term suspension with the possible reduction to a short-term suspension of 10 days or less when the student 6-8 /parent agree that the student will submit to a drug/alcohol assessment and follow whatever recommendations are made at student/parent’s expense.
