Complete text of Rules and Appendix I may be found in the current edition of the Rules of Golf. Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match play—Loss of Hole Stroke play—Two Strokes Local Rules Score Card—Any Local Rules listed on the golf course scorecard or posted at the host club are unofficial and have no status in CWAC competition. Out of Bounds—Defined by inside points, at ground level, of white stakes and fence posts. Rule 27-1. Water and Lateral Water Hazard Stakes and Lines—When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. Ground Under Repair—Defined by white lines and/or stakes. French drains are deemed to be ground under repair (Rule 25-1). White-Lined Areas Tying into Artificially-Surfaced Roads and Paths—White-lined areas tying into artificially surfaced roads and paths are part of the obstruction. Aeration Holes—Through the green, a ball that comes to rest in or on an aeration hole may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green. On the putting green, a ball that comes to rest in or on an aeration hole may be placed at the nearest spot not nearer the hole that avoids that situation. Wood Chips and Mulch—Wood chips and mulch are loose impediments, unless otherwise noted in the Notice to Players. Seams of Cut Turf (Sod Seams)—Through the green, seams of cut turf (not the turf itself) are deemed to be ground under repair. However, interference by a seam with the player's stance is deemed not to be, of itself, interference under Rule 25-1. If the ball lies in or touches the seam or the seam interferes with the area of intended swing, relief is available under Rule 25-1. All seams within the cut turf area are considered the same seam. Embedded Ball Through the Green—Local Rule as prescribed in Appendix I is in effect. Distance-Measuring Devices—A player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect her play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 14-3. Accidental Movement of a Ball on a Putting Green— When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, her opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 8-2, 18-3 and 20-1. Note: If it is determined that a player’s ball or ball-marker on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. Conditions of Competition List of Conforming Driver Heads—Any driver the player carries must have a club-head, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the USGA. List of Conforming Golf Balls The ball the player plays must be named on the current List of Conforming Balls issued by the USGA. Pace of Play—See separate 2017 CWAC Pace of Play Policy. Close of Competition— A competition is deemed to have closed when the result has been officially announced or in stroke play qualifying followed by match play when the player has teed off in her first match (Rule 34-1b). The result of a match is considered to have been “officially announced” when the Committee has approved the result as posted on the public scoreboard. Disqualification— When a player breaches a Rule where the penalty is disqualification, she must leave the course immediately. Cellular Phones—Players should ensure that any electronic device taken onto the course does not distract other players. For further guidelines see Decisions 14-3/16 and 14-3/18. Time of Starting— Tee Times: The atomic clock at the tee where the player begins her stipulated round is the official time of starting (Decision 6-3a/2.5). Players will not be paged in advance of their starting time and should arrive at their assigned tee 10 minutes prior to their starting time. Shotgun Start: Players should be ready to play at their assigned hole at the designated start time. Discontinuance of Play—A discontinuance of play by the Committee will be signaled as follows: - Non-dangerous condition: Three consecutive air horn notes, repeated (Rule 6-8b). - Dangerous condition: One prolonged air horn note, repeated. Players shall discontinue play immediately and not resume play until the Committee orders a resumption of play. All practice areas are closed during suspension for a dangerous condition until the Committee declares them open. NOTE: A player has the right to stop play because of the threat of lightning, even if play has not been suspended by the Committee. - Resumption of play: Two consecutive air horn notes, repeated. Serious Breach of Etiquette—Disruptive or inappropriate behavior contrary to the good conduct of the championship in the determination of the Committee will not be tolerated. Further disciplinary action may be imposed, including suspension from future events. PENALTY: DISQUALIFICATION (Rule 33-7). Dress Code—PLAYERS and CADDIES must be properly attired both on the golf course and on the premises of the club. Blue jeans, designer jeans, T-shirts and tank tops are prohibited. Golf shirts must be worn and shorts must be of appropriate length (no jean shorts). This dress code will be used at all CWAC Championships in conjunction with any additional dress code restrictions of the particular golf course involved. A player/ caddie violating this dress code will not be permitted to start the competition. A violation during the stipulated round must be rectified without undue delay or the player/ caddie will not be permitted to continue. Footwear Shoes with traditionally designed spikes (regardless of composition), or spikes made with metal (regardless of design) are prohibited. 2017 CWAC PACE OF PLAY POLICY Stroke Play PACE OF PLAY: Rule 6-7 states, in part: “The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by The Committee,” and thereafter prescribes penalties for slow play. In order to prevent any such penalty, we suggest that you review carefully the following guidelines. MAXIMUM ALLOWABLE TIME: Scorecards have printed on them the MAXIMUM allowable time to complete the play of each hole based on a group’s scheduled starting time. These times are established based on the difficulty of the course and the ability of the field. They include time to search for lost balls and deal with other common occurrences encountered during play. A normal speed of play should result in completing play FASTER than the time indicated on the scorecard. If a group falls behind, they must play efficient golf and make up the lost time. This might mean playing ready golf or continuous putting, which are both permitted in stroke play. It is the PLAYERS’ RESPONSIBILITY to know their group’s position relative to the published Pace of Play and to ensure they play within the published limits. Failure to play within the Pace of Play guidelines will result in a penalty of two strokes. The Rules Committee only may communicate with groups throughout the stipulated round regarding their pace of play position, but are not required to do so. NO WARNINGS ARE ISSUED. LEAD GROUP(S): The lead group(s) must finish their stipulated round within the maximum allowable time established by the Committee. If they finish over their maximum allowable time, each player will be assessed a penalty of two strokes to their score for the final hole. Exception: If the lead group is delayed by play that was sent out before them or that began on the opposite tee, they will be exempt from penalty if they finish over their maximum allowable time but within 14 minutes of the group in front of them. FOLLOWING GROUPS: Any subsequent group must finish their stipulated round within the maximum allowable time established by the Committee. If they finish over the maximum allowable time, they must finish within 14 minutes of the group in front of them. If they finish over the maximum allowable time and more than 14 minutes behind the group in front of them, each player will be assessed a penalty of two strokes to their score for the final hole. EXEMPTION FROM PENALTY: If a group does not finish within their maximum allowable time or within 14 minutes of the preceding group due to circumstances which the Committee deems to be exceptional, but was otherwise in position during the play of the final four holes, the Committee MAY determine not to assess the penalty. Being in position means to be immediately behind the preceding group. GROUPS MAY BE MONITORED: If a player believes that her group is being delayed by the play of another player(s) in her group she should first address the issue with the player(s) involved. If she believes this discussion was ineffective, she may indicate to a Tournament Official on the course that she would like to have her group monitored. The Committee may also monitor a group that is failing to play within the maximum allowable time, whether or not a player has requested it. If the Committee identifies that a player(s) in the group is the cause of the group failing to maintain pace of play and determines other players are playing within the requirements of this policy, those meeting the requirements of this policy may be absolved from penalty while others may not. UNDUE DELAY: If the Committee determines that a group or player(s) in a group are failing to play in accordance with the established guidelines severely disrupting the play of fellow-competitors or following groups, the player(s) or group may be subject to penalty for undue delay. Penalties for undue delay are independent of penalties issued under the above pace of play policy (see Rule 6-7). The CWAC Committee reserves the right to review all penalty situations. CALIFORNIA WOMEN’S AMATEUR CHAMPIONSHIPS PACE OF PLAY POLICY 2017 Match Play Pace of Play Policy: Rule 6-7 states, in part: “The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by The Committee,” and thereafter prescribes penalties for slow play. In order to prevent any such penalty we suggest that you carefully review the following guidelines. Maximum Allotted Time: The maximum allowed time is the maximum time deemed necessary by the Committee for a match to complete its stipulated round. It is expressed in a per hole and aggregate time on your score card. a) A match’s maximum allowable time begins at the assigned starting time, or if the starting time is delayed, at the adjusted start time. b) Time associated with playing the game, e.g. course difficulty and walking times between holes, is included in all maximum allowable times. Definition of “Out of Position”: The first match to start will be considered out of position if, at any time during the round, the match is behind the prescribed schedule as determined by The Committee. Any following match will be considered out of position if it: a) Is taking more than the allotted time to play AND b) Reaches the tee of a par-3 hole and the preceding match has cleared the next tee, reaches the tee of a par-4 hole and the putting green is clear, reaches the teeing ground of a par-5 hole when the preceding match is on the putting green. Both (a) AND (b) must apply for a match to be out of position. Match Out of Position: If a match is out of position, the players in that match may be timed. However, a match will not be notified if they are out of position or if they are being timed. A player(s) may inquire as to whether they are being monitored, in which case the rover or, if applicable, the referee will advise them of their status, but only if they are asked. Timing: If a match is out of position, it may be monitored or timed for failing to comply with this pace of play guideline. When a match is out of position each player in the match is expected to play any stroke within 40 seconds after timing of the player’s stroke begins. The timing of a player’s stroke will begin when she has had a reasonable opportunity to reach her ball, it is her turn to play and she can play without interference or distraction. Except on the putting green, if a player has reached her ball, it is her turn to play and there are no distractions, timing will begin after she has had reasonable time to select her club. Time spent walking backward or forward for determining yardages will count as part of the time taken for the next stroke. On the putting green, timing will begin after a player has been allowed a reasonable amount of time to lift, clean and replace her ball, repair her ball mark and other ball marks on her line of putt and remove loose impediments on her line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. Pace of Play Penalties: Any player in a match being timed, who exceeds the applicable time to play a stroke, will be advised as soon as possible. The following are the penalties, in sequence, for any players in a match out of position who takes more than 40 seconds to play a stroke when it is her turn to play: One bad timing of more than 40 seconds – Warning A second bad timing – Loss of hole penalty A third bad timing – Loss of hole penalty A fourth bad timing – Disqualification NOTE: If the match in question regains its proper position, any previous timing of more than 40 seconds will be carried over for the remainder of that round in the event that the match requires additional monitoring. Rulings or Other Incidents: If a ruling or some other legitimate delay occurs which causes the match in question to lose its position, that match is expected to regain its position within a reasonable time. Seeding for Match Play: Ties in stroke play will be decided by blind draw, except that places of those participating in a playoff will be determined by the order of the public score board and by performance in the playoff. In the event of a match standing all square after 18 holes: The stipulated round is deemed to extend on a hole-by-hole basis beginning on the 1st hole unless directed by the referee to continue on an alternate hole. Caddies: Caddies must register in the starter’s tent for each round. Automotive Transportation: Players and caddies may ride. All spectator carts must stay on the cart paths. Out of Bounds: Defined by inside points at ground level of white stakes, white lines, perimeter fences, inside edges of curbs with OB markers on them or course-side edge of all other roadways throughout the course. With the exception of the road which crosses the 14th hole, a ball which crosses a public road and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course (Decision 27/20). th For hole #7, any ball going beyond the inside edge of the final two stakes along the path to the 8 tee is out of bounds. Loose Impediments: The decorative wood chips throughout the course are loose impediments. th Dropping Zones: For a ball which enters the water hazard to the right to of the 5 green, as an additional option under Rule 26-1 (Water Hazards), the player may, with one penalty of one-stroke, use the dropping zone situated short of the green. For any ball beyond the cart path behind the 14th green, as an additional option under Rule 28 (Ball Unplayable), the player may, with one penalty stroke, use the dropping zone to the back right of the green. Water Hazards: The lateral water hazard to the right of the fairway on hole #6 extends to infinity. In the play of hole #11, the hazard in the front portion of the back 12th tee is deemed to be a lateral hazard.
