Responding to the Sexual Abuse of Persons
with Developmental/Cognitive Disabilities
US statistics document that people living with disabilities are at an increased risk for sexual
abuse over people not living with disabilities. This presentation will cover primary prevention of
sexual abuse of these populations, interviewing considerations, the mindset of sex offenders in
targeting these populations, and witness preparation when people living with disabilities must
testify to sexual victimization.

PRESENTERS:
Krista Hoffman is the founder of Blue Rock Consulting:
Global Consulting on Human
Trafficking and Violent Extremist Groups a consulting group that provides training, technical
assistance and research development. Additionally, Ms. Hoffman is a training, technical
assistance, and research consultant for the US Special Operations Command’s Joint Special
Operation University (JSOU). As a faculty instructor/seminar facilitator, she provides instruction
to both international and US Special Operations Forces on funding sources for violent extremist
groups, human trafficking and child soldiers.
Ms. Hoffman is the creator and former coordinator of the South Central Human Trafficking
Response Team in Pennsylvania, USA. She has trained and provided technical assistance to
anti-trafficking coalitions and human trafficking response teams across Pennsylvania. She has
experience in providing direct service to victims of human trafficking and all forms of sexual
violence and assisting them in reintegration and reunification as well as systems advocacy while
navigating the criminal justice system. She trains law enforcement agencies, officers and the
military on interviewing victims of rape, victims of human trafficking, technology and sexually
violent crimes, the influence of technology on gang rape prevalence, sexual abuse of people
with cognitive disabilities, and victim behavior.
Ms. Hoffman is an adjunct professor for Messiah College in Grantham, PA: developing
curriculum and instruction for courses on Comparative Criminal Justice Systems, Human
Trafficking and Terrorism. She graduated from West Chester University with a Bachelor of Arts
Degree in History. She received a Master Degree in Applied Research from Shippensburg
University.
