The Recreation and Sport Grants Program has four funding categories that are designed to respond to different needs of the community such as; minor to major programming opportunities and capital works applications that increase physical activity through community level recreation and sport. Recreation and Sport Grant program priorities are as follows: Ongoing programs that increase peoples participation rates in physical activity; Programs that utilise public spaces; Programs that are free or at minimal cost; Programs for emerging and minority sports; Programs that show an element of financial sustainability; Improves community access; Page 2 of 9 Facility improvements that: Results in multi-use; Increase carrying capacity; Demonstrate environmentally sustainable practises; Target people from specific population groups, including older persons; and Contribute to the overall vibrancy of the City Minor capital grants that aim to develop concept designs or feasibility studies for projects that are consistent with Adelaide City Council approved Master Plans or Strategies. Who can apply? Applications will be considered from: An organisation or group that is legally constituted as an incorporated association; A not for profit company limited by guarantee; An Aboriginal and Torres Strait Islander Corporation (under the Aboriginal and Torres Strait Islander Act 2006); and An educational institution. What will NOT be funded? Applications ineligible for Council funding; Does not meet the identified priorities of the Active City Strategy. Activities, events or programs occurring outside the Adelaide City Council area; Applications that duplicate an existing service or program that operates in the City; The application will contravene an existing Adelaide City Council Policy or Operating Guideline; The application denigrates or excludes any groups in the community; The application has safety and/or environmental hazards; Applicants who haven’t acquitted on any previous Council funding or finalised outstanding debts; Applications for reimbursement of funds already spent; Applications for training or education in government or private institutions, or research activities that will be offered for assessment in such institutions; Applications for conferences, tradeshows, award ceremonies or travel expenses that are for overseas and interstate; General fundraising activities (the Council may however consider applications for events and activities where they meet the assessment criteria); The funds are for individuals, State or Australian Government departments, other councils or individual private enterprises; Page 3 of 9 Funding requests from commercial organisations operating on an expected profit basis, including ticketed paid entry events, will not be accepted unless it can be demonstrated that there is significant benefit for the City; and The applicant undertakes canvassing or lobbying of councillors or employees of the Adelaide City Council in relation to their grant application during the application and assessment process. Capital Works Grants Only: In addition, Capital Works grant applications will be ineligible if any of the following apply: Applicants have not secured Council as Landlord approval in writing prior to applying for funding; The facility improvements are not integral to an organisation’s or club’s core activity; The facilities are not owned or under the care and control of Council; The application is for fittings that can be removed from the building; The application is for reimbursement for Park Lands sporting lease, licence or permit costs; The application is for purchase or lease of equipment or real estate, repair or maintenance of buildings, purchase of material goods such as office furniture, computers, playground or other equipment; and The application is for routine maintenance costs such as minor top dressing, lawn mowing and weed or graffiti removal. The application is for operational requirements such as insurances. What is the application process? Applicants seeking funding can apply by submitting an application form within the given timeframes. Applications can be received through online or hard copy submission. Hard copy submissions are required to provide two copies. Once submitted, an application will be assessed according to: The eligibility criteria; Assessment criteria; and Available funding. All applicants will be notified in writing of the outcome of their application. Council will endeavour to adhere to the following timelines for assessment and notification: Page 4 of 9 Category Application Turnaround 1. Be Active in the City Major Up to 16 weeks 2. Be Active in the City Minor Up to 10 working days 3. Major Capital Works Up to 16 Weeks 4. Minor Capital Works Up to 10 working days All successful applicants will be required to: Provide to Council a copy of the organisation’s Public Liability Insurance “Certificate of Currency” (minimum $20 million); Provide to Council a tax compliant invoice for the agreed amount of funding plus GST (10%) (if registered for GST); Successful organisations will be required to enter into a Funding Agreement outlining the requirements of the grant prior to the commencement of the project; Reporting and Acquittals All successful applicants (including multi-year funding commitments) will be required to provide a detailed written report on all outcomes of the project funded by Council in the form of an acquittal report document. Acquittal reports will be required within 6 weeks from the conclusion of each project or annually for multi-year funding commitments). Applicants who do not complete and return an acquittal report will be ineligible for any future applications and funding. How are the Recreation and Sports Grants Assessed? Applications will be scored and assessed according to the following criteria: Page 5 of 9 Be Active in the City Grants (both Major and Minor): No. Consideration Weighting 1 Community Benefit 30% 2 The proposal is for community level sport and recreation The proposal demonstrates significant demand for the activity(s) The proposal targets people from specific population groups Activation 30% 3 Marketing/Media Strategy for promotion of community participation and involvement at minimal or no cost Increases people’s participation in physical activity and the number of participants that will be engaged Leads to ongoing participation in regular physical activity post program or event Financial/Risk 30% 4 The proposal is value for money Level of investment by the applicant Capacity of the applicant to deliver the project and manage risk Ability to sustain program (for applicants applying for multiple years funding) Ability to meet criteria of previous funding agreement if applicable. Strategic 10% Aligns with Strategic Priorities, Management Plans and Strategies Total 100% Page 6 of 9 Capital Works Grants (both Major and Minor): No. Consideration Weighting 1 Community Benefit 30% 2 The proposal is for community level sport and recreation The proposal demonstrates significant demand for the activity(s) The proposal targets people from specific population groups Quality of Infrastructure 30% 3 Creating a multi-use facility Improves environmentally sustainability Leads to an increase in community access Financial/Risk 30% 4 The proposal is value for money Level of investment by the applicant Capacity of the applicant to deliver the project and manage risk. Ability to meet criteria of previous funding agreement if applicable. Strategic 10% Aligns with Strategic Priorities, Management Plans and Strategies Total 100% All questions in the application form must be answered and any requested attachments provided in order to be assessed. Applications will then be scored against the specific funding criteria and an overall total score will be allocated to each funding application. The amounts of funding requested per round will determine the number of applications that can be funded within a particular category. What are the funding conditions? An Australian Business Number (ABN) is essential and can be obtained from the Australian Tax Office (enquire by telephone: 13 28 66 or at www.abr.gov.au); The ABN must be provided on application or the application will be automatically returned/rejected; Applications should be supported by the land and/or building owners, committees of management, local council planning authorities and Adelaide City Council, if applicable; Page 7 of 9 The organisation submitting the application for funding will be expected to show a contribution, either in cash or in-kind (labour or materials etc.); Funds must be spent on the project as described in the funding application and be spent within 12 months of the funding becoming available; A request to vary the funding program must be submitted to Council in writing for approval; Successful organisations will be required to enter into a Funding Agreement outlining the requirements of the grant prior to the commencement of the project; Successful applicants will be required to complete all reports on the project, including a funding acquittal, preferably within 6 weeks of agreed completion date and before being eligible for future grant funding from Council; Where appropriate, Adelaide City Council will be acknowledged for their role in supporting the project. This may include media releases, event flyers and boards, and signage at facilities that have been upgraded; Council may impose other special conditions on any successful applications; and All relevant permits, approvals and insurance requirements must be obtained as part of the project and is the responsibility of the applicant. Council may require evidence of these before the grant is issued. Auspice organisations - May auspice a number of applications concurrently per year. Permits and Fees - applicants must apply for a permit to undertake activities on Council land, and can factor this cost into their application. All applicants must provide details of public liability insurance cover if undertaking activities on Council land. Council will not waive fees associated with the delivery of events e.g. road closures, cleaning, waste, site fees etc. Multiple Applications - applications from the same club, group or organisation in both the sponsorship and grants programs will be considered and assessed on their individual merits. Capital Works Categories - Staged projects will be considered providing the request is not for a stage previously funded. IMPORTANT The following information will be required during the online application process, so please ensure you have this information prior to commencing the application process: 1. The applicant organisation’s Australian Business Number and GST status 2. Written evidence of all confirmed partners and other contributions 3. A Certified copy of the applicant organisation’s previous year’s audited financial statement 4. A Certificate of Incorporation for the applicant organisation Page 9 of 9
