 The Energy Strategy for
Bulgaria adopted in 2002, the
Energy Act and the EE Act.
 This Twinning Project
contributes to provide the
adequate, effective and up-todate instruments and
knowledge in accordance with
the Agency’s functions, using
the best from Italian
experience.

 Legislative harmonisation in line with
the acquis as well as to enhance the
EEA staff capacity and operational
tasks under the new Energy Efficiency
Law.

Main Performed Issues
Component 1

Draft of proposals concerning to the Energy
Efficiency Audits (namely climatization
efficiency controls, energy audits, energy
certification); Energy Management Services
(namely Energy Manager appointment in public
and private companies); and Energy Services
Companies (namely ESCOs) were prepared by
the TP.
Main Performed Issues
Component 2 (I)

Activity 2.1 - Final Report of the main
financial incentives to be considered in a
suitable EE Policy was elaborated by the TP.

In particular, ESCOs role and the analysis on
the marked based instruments were also
introduced by the above Report.


Activity 2.2 - Reporting concerning to the
Establishment of monitoring and reporting
schemes was issued by the TP.

Activity 2.3 - Co-ordination with other EE
Agencies and NGO institutions is going to be
concluded.

Component 3 (I)

Activity 3.1 – The Seminars on EU Institutional aspects
were held by MS experts.

Activities 3.2 / 3.3 – Preliminary activities of the Pilot
Projects for Certification of Buildings and Industrial
Audits in the Cities of Sofia, Plovdiv, Rousse, Varna and
Haskovo were performed.

Technical University of Sofia and the EEA Staff have
quite concluded the measuring phase under the
supervision of the MS experts.

Component 3 (II)

Activity 3.4 - Seminars and workshops for the
information campaigns were accomplished by
the TP Partners and Sofia and Plovdiv. On this
path the TP during this Fifth Period is in Rousse!


Method and planning of EE/RES information
campaigns. The planning include
dissemination activities to promote suitable
energy saving behaviour/interventions in the
Households, Commercial, Industrial,
Buildings and Public sectors by energy
sources and end uses.
