Chapter III – Steel Structures
Section 2 – Structural
I. GENERAL PROVISIONS
and after referred to as the resistance to fire) is

requirements laid down in this Regulation.
1.1
1.1.1 This Technical Regulation (hereinafter
referred to as the Regulation), in compliance
with the fulfillment of the essential
requirements for building , defines the technical
characteristics of steel structures in buildings
(hereinafter referred to as the steel structure),
the requirements for the design, performance,
usability, maintenance and other requirements
for
steel
structures,
also
technical
characteristics and other requirements for
construction products intended to be
incorporated into a steel structure (hereinafter
referred to as construction products).
1.4
Building products made of steel to which this
Regulation applies are:
- Steel products (hot and cold formed steel
sections, metal sheet, strips, rods, wires, cast
steel)
- Mechanical fittings
- Welding consumables
- High tensile strength elements
- Structural bearings
- Other construction products for which
requirements are prescribed in the Appendixes
to this Regulation, for installation along with
products of subparagraphs 1 to 5 of this
paragraph.
1.1.2 This regulation applies also to elements in
buildings that are not an integral part of the
steel structure (not structural elements) and the
elements of the steel structure, which do not
affect the mechanical resistance and stability of
the building as a whole.

1.5.1 Steel structure and building products to
which this regulation applies shall have the
technical properties and meet the other
requirements prescribed in this Regulation.
1.1.3 This regulation does not apply to steel
structures that are not covered by the
standards referred to in Appendix "G".
1.2
1.5.2 The components of steel structures
(foundations, etc.), and building products that
are built into steel structure, and which are not
covered by these regulations, shall, except for
the provisions of this Regulation, meet the
provisions of a special regulation governing
such structures.
Design, execution, maintenance and usage of
building shall be such as to fulfill the
requirements laid down in this Regulation

1.3.1 The steel structure is part of the building
complex.
II. TECHNICAL CHARACTERISTICS OF STEEL
STRUCTURES
1.3.2
compliance
with
the
essential
requirements of mechanical resistance and
stability of the building and part of the essential
requirement for fire protection, which refers to
preservation of load- bearing capacity of steel
structures in case of fire during a specified time
period determined by a special regulation (here

2.1.1 The technical characteristics of a steel
structure must be such that during the life of a
building, while complying with the execution
and maintenance specified in the design

documentation of the steel structure, it
withstands
usual
exploitation
and
environmental effects, so that during its
execution and use, foreseeable impacts on a
building do not cause:
- Collapse of a whole or part of the work
- Major deformations to an inadmissible degree
- Damage to other parts of the construction
works or to fittings or installed equipment as a
result of a major deformation of the load
bearing construction
- Damage by an event to an extent
disproportionate to the original cause
be an integral part of the technical design
documentation of the steel structure.
2.1.2 The technical characteristics of the steel
structure, along with the requirements of
Paragraph 2.1.1, shall be such that in the event
of a fire preserve load- bearing capacity of
structure or part of it, during a a period of time
prescribed by a special regulation.
2.4.1 The steel structure shall, after the
reconstruction of the building, have the
technical
characteristics
prescribed
in
paragraph 2.1.1 and 2.1.2 and paragraph 2.3.1
of this Regulation.
2.3
2.3.1 Technical characteristics of the steel
structure must be such that, in addition to
meeting the requirements of this Regulation,
requirements of other specific regulations are
also met which are necessary for fulfillment of
other essential requirements for the building.
2.4
2.4.2 On an exceptional basis from paragraph
2.4.1, steel structure after reconstruction of the
building, which does not significantly affect the
technical properties of the steel structure, have
a minimum of technical characteristics that it
had before the reconstruction (hereinafter
referred to as the existing technical
characteristics in accordance with the
regulations that were in force at the time.
2.1.3 Technical characteristics of the steel
structure specified in paragraph 2.1.1 and 2.1.2
are accomplished by design and execution of
steel structures in accordance with the
provisions of this Regulation.
2.1.4
Preservation
of
the
technical
characteristics specified in paragraph 2.1.1 and
2.1.2 is achieved by maintaining a steel
structure in accordance with the provisions of
this Regulation.
2.4.3 It is considered that the reconstruction of
the building does not have a significant impact
on the technical properties of the steel
structure if the existing technical characteristics
related to mechanical resistance and stability
are satisfactory and if they change max. up to
10%.
2.2
2.2.1 If the steel structure has the technical
characteristics stipulated in paragraph2.1. 1 and
2.1.2of this Regulation, it is considered that the
building meets the essential requirement of
mechanical resistance and stability, and has the
required fire resistance.
2.4.4 The provisions of paragraph 2.4.2 of this
regulation shall not apply to:
- Multiple reconstructions of buildings which
alter existing technical properties of the steel
structure, properties related to mechanical
resistance and stability of the building
- The reconstruction of the building where the
steel structure is damaged so that they present
danger to life and human health, the
2.2.2 Where, in accordance with special
regulations, it is demanded additional
protection of steel structures to meet the
requirements of fire resistance (coverings,
sprinkler installation etc.), that protection shall

environment, nature, other buildings and
things, or the stability of the soil on the
surrounding land.
3.1.2 On an exceptional basis from paragraph
3.1.1, prefabricated elements of steel structure
(hereinafter prefabricated elements) can be
fabricated on the site for the purposes of that
construction site.
2.5
2.5.1 Technical characteristics of protection of
steel structures from corrosion must ensure
fulfillment of the requirements set on Article
2.1 of this Regulation.
3.1.3 The construction site, in addition to the
space specified by the Construction Law,
pursuant to paragraph 3.1.2, includes the
manufacturing facility where the prefabricated
elements, by use of appropriate technology, are
manufactured or prepared for a particular site
and in accordance with the design
documentation of steel structures.
2.5.2 Protection of steel structures from
corrosion must be done in that way such to
ensure the gaining of properties of protection
set under paragraph 2.5.1 of this Regulation
2.5.3 If the protection is done according to
standards referred to in Appendix "H" of this
Regulation it is considered that technical
properties of protection set under paragraph
2.5.1 of this Regulation are insured.
3.2
3.2.1 Construction product manufactured in a
production plant (factory) off-site may be
incorporated into a steel structure only if it
meets the requirements prescribed by this
regulation and if certificate of conformity was
issued for it in accordance with the provisions
of a special regulation.
2.5.4 It is allowed to use other standards other
than those referred to in Appendix "H" of this
Regulation only in case that with those
standards attain the same level of compliance.
2.5.5 Protection of steel structures from
corrosion is considered to be an integral part of
the technical design documentation of steel
structures.
3.2.2 Pre-fabricated element fabricated on
construction site for the purposes of that site,
may be incorporated into a steel structure if
their usability is proven in accordance with the
design documentation of steel structures and
this Regulation.
2.5.6 The corrosion protection of a steel
structure is specified in more detail in Appendix
H of this Regulation.
3.2.3 In the case of non-conformity of the
construction product with the technical
specifications for that product and / or the
design documentation of steel structure,
manufacturer of construction product and
contractor executing the steel structure, must
immediately stop fabrication or and installation
of the product and take measures to identify
and eliminate errors which caused nonconformity
III. CONSTRUCTION PRODUCTS FOR STEEL
STRUCTURES
3.1
3.1.1 Construction products are produced in
manufacturing facilities (factories) off-site,
unless this regulation for certain construction
products prescribes otherwise.
3.2.4 If there is a nonconforming delivery of the
construction product,
manufacturer or

importer shall, without delay, regarding
nonconformity of the product inform
all
customers, distributors, and authorized entity
that are involved in certifying conformity, and
the Ministry of Trade and Industry.
control or issuing the certificates of conformity
of construction products.
IV. DESIGN OF STEEL STRUCTURES
4.1
3.2.5 Manufacturer and distributor of
construction products shall take appropriate
measures
to
maintain
the
technical
characteristics of the construction product
during handling, storage and transportation,
while contractor constructing the steel
structure during transportation, handling,
storage and installation of construction product.
4.1.1 Steel structures must be designed in such
way that during execution of works and service
life of the building, all impacts on the steel
structure must be predicted, resulting from the
method and sequence of construction,
foreseeable conditions of usual usage of the
building, and foreseeable impact of the
environment on the building.
3.3
4.1.2 Project design documentation of steel
structure, in accordance with this Regulation,
must prove that the building during execution
and designed service life, meets all essential
requirements of mechanical resistance and
stability, fire resistance, and other essential
requirements in accordance with relevant
regulations.
3.3.1 Specific properties, verification of
usability, conformity certification and labeling
of
construction
products,
testing
of
construction
products,
specifics
during
designing and execution, necessary control
procedures and other requirements to be
fulfilled by construction products are defined in
the Appendixes to this Regulation, and that:
- Steel products (hot and cold formed steel
sections, metal sheets, strips, rods, wires, cast
steel) - in Appendix "A"
- Mechanical fittings - in Appendix "B"
- Welding consumables - in Appendix "C"
- Tensile elements of high strength - in
Appendix "D"
- Structural bearings - in Appendix "E".
4.1.3 If by this or other specific regulation is not
otherwise specified, usage life of the buildings
referred to in paragraph 4.1.1, must be at least
50 years.
4.2
4.2.1 Mechanical resistance and stability, also
resistance to fire of buildings, are proven in
main design documentation, with calculations
of load bearing capacity and serviceability of
the steel structure for the foreseeable actions
and impacts on the building.
3.3.2 Certification of conformity of products not
covered by standards or significantly deviate
from the harmonized standards referred to in
the Appendixes "A" to "E" referred to in
paragraph 3.3.1 shall be conducted according to
technical specifications for these products.
4.2.2 On an exceptional basis from paragraph
4.1.1, resistance to fire is not required to be
proven, if by a special regulation is not required
specified time of conservation of ultimate limit
state of steel structures in case of fire.
3.3.3 Certification of conformity, in terms of
paragraphs 3.3.1 and 3.3.2 of this article, covers
activities of conformity assessment of
construction products and, depending on the
specified conformity assessment system,
issuance of certificate of factory production
4.2.3 The calculations referred to in paragraph
4.1.1, shall be conducted by the appropriate

calculation procedures, and if necessary
supplemented by test trials, while taking into
account all relevant parameters.
4.2.4 Calculation models and other models
must be such that, when the appropriate entry
parameters are used and the modeling is
carried out correctly, correspond to the
behavior of the structure during construction
and use.
- Exposure class of steel structure parts,
including concrete components,
- A description of the measures of protection
against corrosion
- A description of required fire protection
measures, including data on fire action and an
analysis of possible sources of fire.
2. In the calculation of mechanical resistance
and stability,
- Information on the predictable effects and
their impact on the structure of building,
- Information on the ground for foundation and
earthquake zone,
- Calculation of load bearing capacity and
serviceability of the steel structure for the
foreseeable impacts, and calculation of certain
parts of the steel structure for all phases of
transportation, handling, execution and usage
of building,
- Calculation of global stability of the structure,
- Calculation of resistance of steel structures on
fire, if it is mandatory according to Paragraph
4.2.1 of this Regulation,
3. In the program of quality control and quality
assurance of steel structures:
- Properties those construction products need
to have to be installed in the steel structure,
including adequate information for labeling of
construction products, according to provisions
of this Regulation,
- Tests and procedures to prove the usability of
construction products that are manufactured at
the site for the purposes of that construction
site,
- The control of construction products before
installation on steel structure,
- Tests and procedures proving load bearing
capacity and serviceability of steel structure,
- Conditions of construction
and other
requirements that must be met during the
execution of steel structures, which might have
an impact on the achievement of designed and
specific technical properties of the steel
structure and the fulfillment of the essential
requirements for the building, and
4.3
4.3.1 Design of steel structures, shall be done
according to European standards specified in
Appendix "G" of this Regulation.
4.3.2 It is allowed design of steel structure with
standards, different from the rules set by
European Standards specified in Appendix "G"
of this Regulation, if proven that the application
of these rules meet the requirements of this
Regulation, at least at the level of European
standards specified in Appendix "G".
4.3.3 Appendix "G" mentioned on paragraph
4.3.1 specifies in detail design of steel
structures.
4.4
4.4.1 Design documentation - a project design
documentation of steel structure, which is an
integral part of the main project design of the
building shall include in particular:
1. in the technical description
- A description of the impact of purpose and
usage of building, and environmental influence
on the properties of the steel structure,
- The data from the previous researches and
data from other surveys and studies that can
affect the properties of the steel structure,
- A description of steel structure, including
foundation,
- A description of method of execution of steel
structure
and
installation
of
certain
construction products

- Other conditions relevant to compliance with
the requirements laid down in this Regulation
and other regulations.
4.7.1 In addition to conditions laid down in
paragraphs 4.1 to 4.5 of this Regulation, the
design for the reconstruction of a building, in
which the steel structure is changed, must
necessarily contain data on determined preexisting technical characteristics of a steel
structure.
4.4.2 The requirements of point 3 of Paragraph
4.1.1, depending on the conditions, procedures
and other Circumstances that affect the
construction process can be further elaborated
in the As build design project of steel structure.
4.7.2 Pre-existing technical characteristics of a
steel structure are being determined with
insight into the documentation of the building,
tests, calculations and other appropriate ways.
4.5
4.5.1 If the design of a steel structure, in
fulfilling the conditions of paragraph 4.4 of this
Regulation, specifies the application of
standards from the Appendix to this Regulation
in a way specified in the given Appendix, it is
considered that the steel structure fulfills the
requirements laid down in the part that is
covered by the standard.
V. CONSTRUCTION AND USABILITY OF STEEL
STRUCTURES
5.1
5.1.1 Construction of buildings that contain a
steel structure shall be such that the steel
structure has the technical characteristics and
meet all other requirements laid down in this
regulation in accordance with the technical
solution of the building and the conditions for
execution given in design documentation, and
so that it ensures the preservation of such
properties and usability of the building during
its life.
4.6
4.6.1 In addition to the conditions laid down in
paragraphs from 4.1 to 4.5 of this Regulation,
steel structure project design documentation
that elaborates execution of steel structure
must contain a technical solution for:
- Elements of the steel structure and the
method of their production or fabrication,
- Incorporation of elements in the steel
structure, including the calculation and the
required properties of joints of the elements
with other elements of steel structure,
-Transfer and transport of elements of steel
structures (points of support and suspension,
description of lifting systems, position of the
elements during transfer and transport,
transport path, etc.), and the projected weight
and permitted weight tolerances of elements of
steel structure.
- Arrangement of props, necessary supports
systems and other measures to ensure stability
and prevent damage to the elements of the
structure during transportation, installation and
connection of elements of the structure.
4.7
5.1.2 During execution of steel structure
contractor shall comply with all provisions of
design documentation of steel structure and
technical instructions for installation and use of
construction products and the provisions of this
Regulation.
5.2
5.2.1 When taking over a construction product
that is produced outside the construction site,
contractor must determine:
- Whether the construction product is delivered
with a label in accordance with a special
regulation and whether the data on label
matches the information on the documents

with which the construction product was
delivered
- Whether the construction product is delivered
with technical instructions for installation and
use,
- Whether the properties, including shelf life of
construction product, and data relevant for its
installation, use and impact on the properties
and duration of steel structures conform to
certain characteristics specified in main design
documentation of steel building.
and whose data relevant for installation, usage
and impact on the technical properties and
durability of steel structure are not in
accordance with the data specified in main
design.
5.2.2 The facts determined in accordance with
paragraph 1 of this article are recorded in
accordance with the special regulations on
conducting a construction diary log book,
whereas
documentation with which the
construction product was delivered is stored
among other evidences of the conformity of
construction products that contractor must
have on construction site.
5.5
5.4.2 Installation of construction products and
resumption of work must be approved by
supervising engineer, which is recorded in
accordance with the regulations on conducting
a construction diary log book.
5.5.1 Execution of steel structure must be such
that the steel structure will possess the
technical characteristics and meet the
requirements
specified
in
design
documentation and this Regulation.
5.5.2 Conditions for execution of steel
structures are specified with the program of
control and quality assurance that is an integral
part of the project design documentation, and
at least in accordance with the provisions of
Appendix "H" of this Regulation.
5.3
5.3.1 Specified properties and usability of the
construction product produced on construction
site shall be determined in the manner specified
in the project design documentation and this
Regulation.
5.5.3 If a technical elaboration of the steel
structure, or the conditions in which works are
performed, and other circumstances that may
affect the technical properties of the steel
structure are such that they are not covered
within the provisions of Appendix "H "of this
Regulation, in the program of control and
quality assurance such special condition of
construction must be specified which fulfills the
requirement of paragraph 1 of this article.
5.3.2 Data about the usability and technical
properties of the construction product set
under paragraph 1of this article, contractor
must be recorded in writing by contractor in
accordance with the regulations on conducting
a construction diary log book.
5.4
5.5.4 Appendix "H" referred to in paragraph
5.5.2 and 5.5.3, specifies in more detail
execution and maintenance of steel structures.
5.4.1 It is forbidden to install a construction
product that:
- Is delivered with no markings in accordance
with special regulation,
- Is delivered without technical instructions for
installation and use,
- It does not have properties required by the
design documentation or it is out of shelf life,
5.6
5.6.1 It is considered that the steel structure
has the technical characteristics foreseen in
design documentation and it is usable if:

- The construction products in the steel
structure are built in the specified way and have
a certificate of conformity according to
paragraph 3.2.1 of this Regulation, or evidence
of usability according to paragraph3.2. 2 of this
Regulation,
- The conditions for construction and other
circumstances, which may affect the technical
properties of the steel structure, were
consistent with the requirements of the project
design documentation,
- A steel structure has evidence of load bearing
capacity and serviceability determined by test
load, when it is prescribed as mandatory, or
required by project design documentation, if for
checking of these facts the specified records or
documentation exist.
VI. MAINTENANCE OF STEEL STRUCTURES
6.1
6.1.1 Maintenance of the steel structure must
be such that the during the lifetime of the
building it retains its technical characteristics
and meet the requirements of project design
documentation and this regulation, and other
essential requirements that structure must
meet in accordance with a special regulation.
6.1.2 Maintenance of a steel structure that was
built with previous standards and regulations
must be such that during the lifetime of the
building it retains its technical characteristics
and meet requirements of project design
documentation and regulations with which
building was constructed.
5.6.2 It is considered that the usability of the
steel structure is verified if the conditions in
paragraph 5.6.1 and Article 5.5 of this
Regulation are fulfilled.
6.2
6.2.1 Maintenance of steel structure implies:
- Regular inspections of steel structure, at
intervals and in the manner specified in project
design documentation, this Regulation and / or
special provisions made in accordance with the
provisions of the Construction Law.
- Extraordinary examinations of steel structure
after any emergency events or at the request of
inspection,
- Conducting work with which steel structure
retains or returns technical properties specified
in project design documentation,
this
regulation or regulation pursuant to which the
steel structure was constructed.
5.7
5.7.1 If it is determined that the steel structure
doesn’t possess the technical characteristics
foreseen in project design documentation,
subsequent tests must be carried out in order
to prove that steel structure meets the
requirements of this Regulation.
5.7.2 The evidence of prove referred to in
paragraph 5.7.1, shall be considered part of the
as build design.
5.7.3 In the case that it is confirmed that the
attained technical characteristics of steel
structure do not meet the requirements of this
regulation it is necessary to prepare project
design documentation for rehabilitation of steel
structure.
6.2.2 Compliance with the prescribed
maintenance conditions of steel structure, in
accordance the project design documentation is
documented in forms of:
- Reports of inspections and tests of steel
structure,
- Records of maintenance works,
- Some other adequate way, if by this regulation
or other regulations adopted in accordance

with the provisions of the Construction Law it is
not defined otherwise.
documentation of the building and this
Regulation.
6.3
6.3.2 By the maintenance of the building or by
any other way the technical characteristics and
fulfillment of specific requirements for steel
structures must not be endangered.
6.3.1 For maintenance of steel structure is
permitted to use only those construction
products,
which
meet
the
technical
requirements, and for which certificate of
conformity is issued according to special
regulation, or which usability has been proved
in accordance with the project design
6.4
6.4.1 On the execution of maintenance work of
steel structures, provisions of this Regulation
relating to the execution of steel structures
shall
be
applied.

APPENDIX A
STEEL CONSTRUCTION PRODUCTS
A.1 SCOPE
A1.1 this Appendix, in accordance with paragraph 3.3 of this Regulation lays down the technical
characteristics and other requirements for steel construction products, which are an integral part of the
steel structure also prefabricated components specified in Appendix "F" of this Regulation, and
procedures for certifying the conformity of steel construction products unless this Regulation provides
otherwise.
A.1.2 Technical characteristics and other requirements, and certifying of conformity of steel
construction products are conducted in accordance with standards set forth in Section A.6 of this
Appendix, the standards to which these standards indicate, the provisions of this Appendix, and in
accordance with the provisions of a special regulation.
A.1.3 Steel construction products within the meaning of item A 1.1 of this Appendix are products
manufactured in a production plant (factory) for such kind of product, and include:
Products made of non-alloyed structural steels
a) Hot-rolled sheets, sections, bars, rods and wires
b) Hot-finished structural hollow sections
c) Cold-rolled sheets, sections, strips and wires
d) Cold-formed hollow sections
Stainless steel products for
e) Hot and cold rolled sheets, sections, bars, rods and wire
f) Welded circular steel tubes
g) Seamless steel tubes
Founding products
h) Steel casting
A.2 SPECIFIC PROPERTIES, CERTIFICATION OF CONFORMITY AND MARKING
A.2.1 specific properties
A.2.1.1 The technical properties of steel construction products must meet the general and specific
requirements essential for the ultimate purpose, and must be specified according to standards stated in
Section A.6.of this Appendix, to standards to which these standards indicate, as well as the provisions
of this Appendix.
A.2.1.2 Technical properties of steel construction products must be specified in the project design
documentation of steel structure.

A.2.2 Certification of conformity
A.2.2.1 Certification of conformity of steel construction products specified in paragraph A.1.3.of this
Appendix shall be carried out:
- According to procedures and criteria of Appendix ZA of standard EN 10025-1 for hot rolled products of
structural steel, Appendix ZA of standard EN 10210-1 for structural hollow sections of non-alloy and fine
grain steels, and Appendix ZA of Standard EN 10219-1 for cold formed hollow sections of non-alloy and
fine grained steel, provisions of this Appendix and the special provisions.
A.2.3 Labeling
A.2.3.1 steel construction product manufactured according to the technical specification must be
marked on the bill of lading and in the product itself under the provisions of this specification. The mark
must contain a reference to the appropriate specification in accordance with a special regulation.
A.3 TESTING
A.3.1 Sampling, sample preparation and testing of steel construction products, depending on the type of
product is conducted according to the standards to which the standard listed in paragraph A.6 indicate.
A.4 CONTROL BEFORE INCORPORATION
A.4.1 Steel construction product manufactured according to the technical specification for which
compliance is verified in the manner prescribed in this Appendix, and a certificate of conformity is
issued, may be incorporated in the steel structure if it complies with the requirements of project design
documentation of steel structure.
A.4.2 Before installation of steel construction product appropriate supervisory actions specified in
Appendix "I" of this Regulation shall apply.
A.5 MAINTAINING OF TECHNICAL PROPERTIES
A.5.1 Manufacturer and distributor of products, also contractor, shall take appropriate measures to
maintain technical properties of the steel construction product during handling, transportation, loading,
storage and installation according to technical regulations and manufacturer instructions.
A.6 LIST OF STANDARDS

MECHANICAL CONNECTION ELEMENTS
B.1 SCOPE
B.1.1 In this Appendix, in accordance with paragraph 3.3 of this Regulation, technical characteristics and
other requirements are specified for mechanical connection elements in steel structures, and the way of
certifying their conformity unless specified differently in this Regulation.
B.1.2 Technical characteristics and other requirements and certifying of conformity of mechanical
connection elements are determined or conducted in accordance with the standards stated in item B.6,
standards to which those standards indicate and the provisions of this Appendix, and in accordance
with provisions of a special regulation.
B.1.3 Mechanical connection elements, within the meaning of item B.1.1 of this Appendix, are elements
stated in item B.2.1.4, (a) to c)), of this Appendix, produced in a production plant (factory) for such kind
of a product.
B.2 SPECIFIC PROPERTIES, CERTIFICATION OF CONFORMITY AND MARKING
B.2.1 Specified properties
B.2.1.1 Technical properties of mechanical connection elements must fulfill general and special
requirements essential for the end purpose and must be specified in accordance with the standards
stated in item B.6 of this Appendix and standards to which these standards indicate, as well as the
provisions of this Appendix.
B.2.1.2 Technical properties of mechanical connection elements must be specified in the design of a
steel structure.
B.2.1.4 Types of the mechanical connection elements are:
a) Screws with nuts and washers,
b) Rivets,
c) Pins.
B.2.2 Certification of conformity
B.2.2.1 Certification of conformity of mechanical connection elements from item B.2.1.4 of this
Appendix is conducted in accordance with the procedure and criteria of Appendix ZA of standard EN
15048-1, and EN 14399-1, and provisions of this Appendix and a special regulation.
B.2.3 Marking
B.2.3.1 Mechanical connection elements produced in accordance with a technical specification are
marked on the bill of lading and on packaging in accordance with provisions of that specification. The
mark must contain the reference to that specification, in accordance with a special regulation.

B.3 TESTING
B.3.1 Taking of samples, preparation of samples and testing of mechanical connection elements,
depending on a type of a mechanical connection element, is conducted in accordance with standards to
which the corresponding standard from item B.6 refers.
B.4 CONTROL BEFORE INCORPORATION
B.4.1 Mechanical connection elements produced in accordance with standards specified in paragraph
B.6 of this Appendix for which the conformity is verified in the way laid down in this Appendix, and the
certificate of conformity is issued, may be incorporated in the steel structure or the elements of the
steel structure if they conform with the requirements of the project design documentation of that steel
structure.
B.4.2 Before the installation of mechanical connection elements appropriate supervisory activities must
be conducted as laid down in Appendix I to this Regulation.
B.5 MAINTAINING OF TECHNICAL PROPERTIES
B.5.1 The producer and distributor of mechanical connection elements and the contractor employed are
obliged to undertake appropriate measures to maintain the properties of a product during handling,
transport, storing and installation according to technical instructions of a producer.

E.1.1 In this Appendix, in accordance with Article 13 of this Regulation, are specified technical
characteristics and other requirements for structural bearings used in steel structures, and the way of
certifying their conformity, unless specified differently in this Regulation.
E.1.2 Technical characteristics and other requirements and certifying of conformity of structural
bearings are determined or conducted in accordance with the standards stated in paragraph E.6,
standards to which those standards indicate and the provisions of this Appendix, and in accordance with
provisions of a special regulation.
E.1.3 Types of structural bearings, within the meaning of paragraph E.1.1 of this Appendix, are stated in
item E.2.1.2, (a) to e)), of this Appendix, produced in a production plant (factory).
E.2 SPECIFIC PROPERTIES, CERTIFICATION OF CONFORMITY AND MARKING
E.2.1 Specific properties
E.2.1.1 Technical properties of structural bearings from paragraph E.2.1.2 , (a) to e)), must fulfill general
and special requirements essential for the end purpose and must be specified in accordance with the
standards stated in item E.6 of this Appendix and standards to which these standards indicate, as well as
the provisions of this Appendix.
E.2.1.2 Types of structural bearings:
a) Elastomeric bearings
b) Roller bearings
c) Pot bearings
d) Spherical and cylindrical PTFE bearings
e) Guided bearings and restrained bearings.
E.2.2 Certification of conformity
E.2.2.1 Certification of conformity of structural bearings from item E.2.1.2 of this Appendix is conducted:
- in accordance with a system of assessing of conformity and procedures and criteria of Appendix ZA of a
corresponding standard from the list in paragraph E.6, for structural bearings for which the standards
contain Appendix ZA,
- in accordance with a system of assessing of conformity 1 and appropriate procedures and criteria of
assessing of conformity, for all properties of structural bearings specified with a corresponding standard
from the list in paragraph E.6, which properties refer to the fulfillment of the essential requirement of
mechanical resistance and the stability of the building and fire resistance, for structural bearings for
which the standards do not contain Appendix ZA, and provisions of this Appendix and a special
regulation.

E.2.3 Marking
E.2.3.1 Structural bearings from item E.2.1.2 of this Appendix, produced in accordance with technical
specifications, are marked on the bill of lading and on packaging in accordance with provisions of those
specifications. The mark must contain the reference to the specification, in accordance with a special
regulation.
E.3 TESTING
E.3.1 Taking of samples, preparation of samples and testing of structural bearings, depending on their
type, is conducted in accordance with standards to which the corresponding standards from paragraph
E.6 of this Appendix refer.
E.4 CONTROL BEFORE INCORPORATION
E.4.1 Structural bearings produced in accordance with technical specifications for which the conformity
is confirmed in the way laid down in this Appendix and the certificate of conformity is issued, may be
incorporated in a steel structure if they conform to the requirements of the project design
documentation of that steel structure.
E.4.2 before installation of product appropriate supervisory activities must be conducted as laid down in
Appendix I of this Regulation.
E.5 MAINTAINING OF TECHNICAL PROPERTIES
E.5.1 Producer and distributor of structural bearings and the contractor employed are obliged to
undertake appropriate measures to maintain the properties of a product during handling, transport,
storing and installation, all according to technical rules and manufacturer’s instructions.

APPENDIX F
PREFABRICATED ELEMENTS
F.1 SCOPE
F.1.1 In this Appendix, in accordance with paragraph 3.3 of this Regulation, are specified technical
characteristics and other requirements for prefabricated elements used in steel structures (hereinafter:
prefabricated elements), unless specified differently in this Regulation.
F.1.2 Prefabricated element within the meaning of item F.1.1 is the element produced or fabricated at
the place different from its final place in the building, at a construction site for needs of that
construction site or in a production plant for production of prefabricated elements, made of steel
products produced in accordance with the Appendixes A to F, and of eventually other products.
F.1.3 Technical characteristics and other requirements and certifying of conformity of prefabricated
elements are determined and conducted in accordance with paragraph F.1.3.1 and F.1.3.2 of this
Appendix respectively, and in accordance with provisions of a special regulation.
F.1.3.1 Technical characteristics and other requirements, and attestation of conformity for use of a
prefabricated element fabricated in accordance with a project design documentation of a steel structure
are determined and conducted in accordance with the requirement of that project design
documentation.
F.1.3.2 Technical characteristics and other requirements, and certifications of conformity of a
prefabricated element fabricated in accordance with technical specification (standard norm or technical
approval) are determined and conducted in accordance with that specification.
F.2 SPECIFIC PROPERTIES, CERTIFICATION OF CONFORMITY AND MARKING
F.2.1 Specific properties
F.2.1.1 Technical properties of prefabricated elements must fulfill general and special requirements
essential for the end purpose in the building, and must be specified in accordance with the standard SK
EN 1090-1 and standards to which these standards indicate, as well as the provisions of this Appendix.
F.2.1.2 Technical properties of steel products from which the prefabricated element is fabricated or
produced must be specified in accordance with Appendixes A, B, C, D or E of this Regulation.
F.2.1.3 Prefabricated element is fabricated or produced for:
a) Structural use (element of a partially prefabricated steel structure, element of a prefabricated steel
structure or as separate structure),
b) Non-structural use (formwork, fences, etc).
F.2.1.4 Technical properties of prefabricated elements must be specified in project design
documentation of a steel structure, and in case of a prefabricated element produced in accordance with
technical specification, they shall be specified in the technical specification for this element.

F.2.2 Attest of feasibility for use and certification of conformity
F.2.2.1 Attestation of feasibility for use of a prefabricated element fabricated in accordance with a
project design documentation of a steel structure is conducted in accordance with the project design
documentation of a steel structure and provisions of this Appendix, and includes the requirements for:
a) Manufacturers fabrication control and type of approval of a prefabricated element, and
b) Supervision of a production plant and supervision of manufacturer’s fabrication control of a
prefabricated element, in the way appropriate for the attainment of technical characteristics of a steel
structure in accordance with this Regulation.
F.2.2.2 Certification of conformity of a prefabricated element produced in accordance with technical
specification is conducted in accordance with provisions of that specification, and provisions of this
Appendix and a special regulation.
F.2.3 Marking
F.2.3.1 Prefabricated element fabricated in accordance with the project design documentation of a steel
structure is marked on a bill of lading and on the element itself in accordance with the requirements in
project design documentation.
F.2.3.2 Prefabricated element produced in accordance with a technical specification is marked on a bill
of lading and on the element itself in accordance with provisions of that specification. The mark must
contain the reference to that specification, in accordance with a special regulation.
F.3 TESTING
F.3.1 Prefabricated element fabricated in accordance with project design documentation of a steel
structure is tested in accordance with that design documentation.
F.3.2 Prefabricated element produced in accordance with technical specification is tested in accordance
with that specification.
F.4 DESIGN
F.4.1 Prefabricated element is designed in accordance with provisions of Appendix G and Appendix H,
and the provisions of this Regulation.
F.4.2 Design of a prefabricated element must prove technical characteristics and behavior of
prefabricated elements in all phases of the foreseen useful life of the elements, i.e., for the phases of
fabrication, transfer, storing in the storage, transport to the construction site, incorporation, use,
maintenance and disassembly.
F.5 CONSTRUCTION, FABRICATION AND PRODUCTION
F.5.1 When constructing a steel structure with prefabricated elements the rules laid down in Appendix I
of this Regulation must be applied correspondingly, and:

- Specifications related to all phases of the foreseen useful life of elements,
- Specifications related to constituent materials and standards that certify the conformity of those
materials,
- Specifications related to use and maintenance, stated in the design documentation of a steel structure
and/or technical instruction for incorporation and use.
F.5.2 When fabricating a prefabricated element the provisions of Appendix I of this Regulation must be
applied correspondingly.
F.5.3 When fabricating a prefabricated element the rules specified in corresponding technical
specification for that product must be followed.
F.6 CONTROL BEFORE INCORPORATION
F.6.1 Prefabricated element fabricated in accordance with a design documentation of a steel structure
may be incorporated in a steel structure if the conformity of steel products is certified and if the
usability of a prefabricated element is proven in the way determined in the design documentation of a
steel structure and this Appendix.
F.6.2 Prefabricated element produced in accordance with technical specification for which the
conformity was certified in the way determined in this Appendix and the certificate of conformity was
issued, may be incorporated in a steel structure if it conforms with the requirements of the project
design documentation of that steel structure.
F.6.3 Before the incorporation of a prefabricated element into steel structure appropriate supervisory
activities must be conducted as prescribed in Appendix I of this Regulation.

DESIGNING STEEL STRUCTURES
G.1 SCOPE
G.1.1 In this Appendix, in accordance with paragraph 4 of this Regulation, is prescribed rules for
designing of steel structures of buildings, unless specified differently in this Regulation.
G.1.2 The provisions of this Appendix refer to designing of steel structures of buildings taking into
account basics of calculations and actions on structures, geotechnical design and design of structures
resistant to earthquakes.
G.2 DESIGN, CALCULATION AND CONSTRUCTION
G.2.1 Rules for designing steel structures are specified with European (Kosovo) standards in series SK EN
1990, SK EN 1991, SK EN 1993, SK EN 1997 and SK EN 1998, with national Appendixes given in nationally
determined parameters within particular standard, and standards indicated by standards in these series.
G.2.2 When performing basic calculations and actions on steel structures, the European (Kosova)
standards in series SK EN 1990, SK EN 1991 and SK EN 1993 apply, including the associated nationally
determined parameters, and standards indicated by standards in these series.
G.2.3 When designing steel structures related to earthquake resistance, the European (Kosova)
standards in series SK EN 1998 apply, including the associated nationally determined parameters, and
standards indicated by standards in this sequence.
G.2.4 When designing steel structures, the European (Kosova) standards in series SK EN 1993 apply,
including the associated nationally determined parameters, and standards indicated by standards in
these series.
G.2.5 For geotechnical design the European (Kosova) standards in sequence SK EN 1997 apply, including
the associated nationally determined parameters, and standards indicated by standards in this
sequence.
G.2.6 If in accordance with paragraph 4.2.1 of this Regulation calculation of resistance to fire activity
according to SK EN 1993-1-2 is not conducted, a steel structure of a building designed in accordance
with provisions of this Appendix must satisfy general principles of protection from fire activity.
G.3 TECHNICAL PROPERTIES OF STEEL PRODUCTS, MECHANICAL CONNECTION ELEMENTS, WELDING
CONSUMABLES, HIGH STRENGTH TENSILE ELEMENTS AND STRUCTURAL BEARINGS

H.1 SCOPE
H.1.1 In this Appendix, in accordance with Article 27 of this Regulation, are prescribed technical and
other requirements and conditions for construction of steel structures and supervisory activities and
control procedures in the construction of steel structures, as well as maintenance of steel structures,
unless specified differently in this Regulation.
H.1.2 Technical and other requirements and conditions from item H.1.1 of this Appendix are
determined, i.e., execution and maintenance of steel structures is conducted in accordance with
standards from item H.4.1 and H.4.2 of this Appendix, standards indicated by these standards and
provisions of this Appendix and in accordance with provisions of a special regulation.
H.1.3 Also applied to execution and maintenance of steel structures are the corresponding standards for
construction and maintenance of other kinds of products used in steel structures in accordance with
