FOR APPROVAL OF THE DRAWING LOT PROCEDURE FOR THE ASSIGNEMENT OF THE
PARTY WHICH WILL PROPOSE THE SEVENTH MEMBER OF THE CEAZ , IN THE ELECTION
FOR LOCAL GOVERNEMENT BODIES 21.06.2015

OBJECT:
Approval of the drawing lot procedure for the
assignement of the party which will propose the seventh
member of the CEAZ , in the election for local
governement bodies 21.06.2015.
LEGAL BASIS:
Article 23, point 1, letter "a", the Law nr.10019, dated
29.12.2009 "The Electoral Code of the Republic of Albania",
amended.
Central Election Commission, after examining the submitted documentation and hearing
the discussions of representatives of political parties on the manner and form of drawing
lots for the assignement of the party that will propose the seventh member of CEAZ;

Për miratimin e procedurës për hedhjen e shortit për caktimin e partisë që do të propozojë
anëtarin e shtatë të KZAZ-ve në zgjedhjet për organet e qeverisjes vendore të datës
21.06.2015.
The Electoral Code of the Republic of Albania, defines in Article 29, point 1, letter "b",
that the seventh member is proposed in half of the CEAZ by the main party of the
parliamentary majority, while the other half by the main party of the parliamentary
opposition, according to objective criteria based on:
i) random selection;
ii) equal distribution in the electoral territory.
CEC decision no. 4, dated 21.01.2015 "for the assignement of the political parties which
have the right to submit proposals for members of the CEAZ, for elections to local
government bodies, dated 21.06.2015", has decided that the the seventh member of
CEAZ will be proposed in their half by the Socialist Party, the main party of the
parliamentary majority, and the other half by the Democratic Party of Albania, the main
party of the parliamentary opposition, based on the outcome of the lot that will be
thrown at the CEC, between these two parties, the main party of the parliamentary
majority and the main party of the parliamentary opposition.
As a result of the drawing lot, EAZ keeps a serial number according to the law no.10019,
dated 29.12.2009 “ Electoral Code of the Republic of Albania” , amended . Each EAZ it
correspond one odd number and the drawing lot is cast based on principle , in CEAZ and
EAZ ranked with odd number , the seventh member will be proposed by each party who
participate in the lot and, in CEAZ and EAZ ranked with even number the seventh
member will be proposed by the other party.
FOR THESE REASONS:
The Central Election Commission based on Article 23, point 1, letter "a", article 29, point
1, letter "b" of the Law nr.10019, dated 29.12.2009 "The Electoral Code of the Republic
of Albania", amended,
DECIDED:
1. Drawing the lot for the seventh member of CEAZ will cast according to the following
procedures:
a. Two strips of paper on which is written "Socialist Party of Albania" and "Democratic
Party of Albania", are closed in two balls of the same form and exterior color and
placed in a transparent container.
b. Two strips of paper on which is written "the CEAZs ranked with an odd number" and
another strip "The CEAZs ranked with even number", are closed in two balls of the
same form and exterior color and are placed in a second transparent container;

c. A representative of the CEC, draws one of the balls that are in the first container.
The representative of the party, whose name is on the paper inside the ball
withdrawn, or in his absence, an employee of the administration appointed by the
CEC, pull the first one of the two spheres, which are located in another container
and where noted: "The CEAZs ranked with an odd number" or "The CEAZs ranked
with even number". This party has the right to propose the seventh member of
CEAZs according to setting (odd or even) made in the sphere of drawing. The other
party has the right to propose the seventh member of CEAZs according to setting
(odd or even) in the sphere of the left.
2. After drawing of lots, the Central Election Commission announces the his outcome
decision
This decision comes into effect immediately.
