Architectural
Exterior Colors and Paint
(See Policy Resolution No. 98-1)
 Exterior colors must be maintained unless the homeowner submits a request and receives approval for a color
change. At times, the Board may also request a change in color. (Please use “Stoneleigh Architectural Action
Approval form”.)
 Twin units must be the same color and should be painted at the same time.
 Shutters and front door must be the same color.
 Storm door must match the front door or trim.
Fences and Walls
(See Policy Resolution No. 98-1)
 Height generally 5 1/2 feet; wood fences must be made of Western red cedar; no paint or stain. Free of ivy or
plants. Two approved lattice styles are laid out in policy resolution on the Stoneleigh website. Wood sealer
recommended.
 Brick fences must match brick on house unless a variance is requested.
 Contractors must follow Stoneleigh approved specifications as laid out in “Stoneleigh Approved Fence Design”
document on the Stoneleigh Website.
Fence and Gate Style

Front Exterior light
 Front light fixtures shall be colonial style light and be either black or brass. It is recommended that residents
leave on front porch light on at night to improve nighttime lighting. Using the “Dusk to Dawn” light socket
adapters is helpful, they are readily available at hardware stores.
Front stoops /and front railings/lead walkways
 All front stoops are unpainted concrete. If concrete has been resurfaced, it should be maintained and repaired
when needed. Resurfacing the concrete must be in a gray color consistent with the color of standard concrete
 All lead walks repair and maintenance is responsibility of the HOA and should not be painted or
changed. However, homeowners should keep lead walkways clear (snow/ice) and safe for passage.
 Iron railings must be painted with black gloss or black semi-gloss rust resistant paint.
Gutters
 Gutters and downs spouts must match trim and be maintained.
Rear Patio awning

Roof
 Must be replaced when in disrepair.
 Any change in shingle color must be approved by the Board of Directors (Use Stoneleigh Architectural Action
Approval form.)
 All shingles must be uniform and the same color and style.
Sheds/Exterior additions
 Any shed must be lower than the height of fence and may not be erected without the written permission of
Stoneleigh Association. And no exterior additions are allowed.
Shutters
 Shutter color must match the front door.
 Shutter style is either slats or double panes.
Storm/Screen Door
 Storm and screen door must be full view style made with one piece of glass or screen.
 Glass must be plain and void of decoration or etchings.
 Not permitted are quasi full view doors in two pieces or wrought iron security doors.
Windows
 All windows are double hung.
 Each sash must create a grill design with six panes
 All back doors and side door windows must also be paned (mullions) with a grill design as well.
Miscellaneous
Lighting
 Stoneleigh has low lighting. It is helpful to have residents leave their front and back porch lights on at night to
help people walking in the area. Using the “Dusk to Dawn” light socket adapters is helpful, they are readily
available at hardware stores.
Pets
 Fairfax county law and Stoneleigh covenants require that pets be on a leash at all times and that owners pick
up after their pets. Fairfax County leash ordinance code for reference (Section 41.1-2-4 Unrestricted dogs
prohibited; leash law (a) No dog shall run unrestricted, as defined in Section 41.1-1-1, in the County. Any
person who is the owner of a dog, found unrestricted in the County, shall be in violation of this Section.)
Snow
 Given our recent significant snow challenges, additional planning and guidelines will be developed in 2016 to
better manage future snow events.
 Currently, Blade Runners is under contract to perform Stoneleigh snow removal and are responsible for
cleaning our parking lots; side-walks and lead sidewalks. Blade Runners typically performs service when there
is 2 or more inches of snowfall.
 Buckets of sand and salt are place at strategic locations for homeowner use when needed.
 Remember to be a good neighbor and help others who need assistance in clearing their front steps or digging
out their cars.
 Snow presents unique challenges for all of us with regards to parking. Fairness suggests that if someone spent
2 hours digging out a guest spot, it should be theirs until snow melts enough that other spots become

available. Snow of less than approximately 3 inches does not pose the same challenges. Any guest spot
should be considered available to anyone on a first come basis. Ultimately, no guideline covers all scenarios.
Please use your best judgement in favor of respecting your fellow neighbors.
Trash
 Trash is picked up every Tuesday and Friday. Trash cans need to be placed outside rear gates before 7 am the
day of pick up and brought in at the end of the day. Please call McLean Trash with questions 703 442-7387.
 Recycling day is Friday.
 All garbage must be placed in closed bags and in a trash can with a lid. Compliance with this requirement
continues to be a chronic problem at Stoneleigh. Violations of this guideline are subject to $50 per
occurrence fines which will be enforced. Rodent and wild animal problems ae exacerbated when residents
do not use closed containers with lids. Please comply with this requirement in order to t keep our community
rodent free.
 Recycling: Knowing what to recycle can be a confusing. Below are a few guides to help you decide
what goes into your recycling bin. Recyclables are picked up with the trash every Friday and should be
empty and clean; no food or soiled materials as this attracts pests. If your recyclables consistently
exceed the space of your recycle bin, please consider getting a larger bin.
 Fairfax County has moved to single-stream recycling, which means you no longer need to separate
your paper, glass and plastic. It can all go into the blue bin together.
 Yard waste (grass, brush, leaves) should be in clear bags, paper bags, or reusable containers.

Vehicles, Parking and Towing

Each residence has one assigned numbered parking spot.
Guest parking spots are Stoneleigh’s common property and do not belong to any homeowner. Courtesy would
suggest you use your own assigned parking spot first and save guest spots for guests and visitors.
 If you park in someone else’s designated space, they have the right to have your car towed and you will be
responsible for costs.
 Vehicles may not be stored on Stoneleigh property even in assigned spaces. If you are to be gone for an
extended time please notify a Board member.
 No sign of a commercial nature will be permitted on any vehicle kept and parked overnight at Stoneleigh.
 No double parking or parallel parking along yellow painted curbs is allowed.
Landscaping Guidelines
(Applies to all residents’ homeowners and tenants.)
 Stoneleigh HOA maintains all common grounds.
 Please check the landscaping guidelines in the welcome packet to see what homeowners/residents can plant
without board approval and what requires board approval.
 It is not permitted to plant flowers or shrubs parallel to lead sidewalks.
 Removal of or damage to any existing sod is not permitted.
 Plants may not encroach adjacent property
 Fences or boarders of wood or plastic in front of townhouses are not permitted.
 Patio areas inside fences must be maintained. Weeds and grass are not permitted to grow high.
 No front or rear yard shall be allowed to present an unsightly condition. Front lawn areas must be kept neat
and aesthetically pleasing. Front yards must be free of bicycles, strollers, children's toys, dead plants,
furniture, broken or damaged pottery, garden equipment, or other personal property.
 Any resident knowingly damaging landscape will be charged for needed maintenance or repairs.

Homeowner Responsibility with regard to Tenants
(See Amendment to Deed of Dedication Stoneleigh Association)
 It is the responsibility of every Stoneleigh lot owner to include the following paragraph in any lease contract,
entered into for a Stoneleigh lot:
“Tenants’ rights to use and occupy the premises shall be subject and subordinate in all respects to the
provisions of the covenants and by-laws of the Stoneleigh Association and to such other rules and
regulations as the Stoneleigh Board of Directors may from time to time Promulgate. Failure to comply
therewith shall constitute a material breach of this lease.”
These guidelines exist to maintain the look and value of our property. But we understand that each homeowner
wants to take pride in their own home aesthetic; there are opportunities for homeowners to make updates while
remaining within the approved guidelines. Please note, the Stoneleigh Board of Directors has approved these
guidelines and standards and most have been in place in excess of 20 years. Lack of awareness of these
guidelines does not excuse or justify non-compliance. The list above is a condensed version of our guidelines. A
complete list of policy guidelines are provided to all new homeowners and are on the Stoneleigh website for
