INSTRUCTIONS TO SERVICE PROVIDER
Request for Proposal - Skills for Biogas Plants
1. Definitions
a. “Agreement” means the Agreement signed by the Punjab Skills Development
Fund (PSDF) and the Service Provider along with all the attached documents
thereto.
b. “Board” means Board of Directors of PSDF, a company incorporated under
section 42 of the Companies Ordinance 1984.
c. “Client” means PSDF.
d. “Day” means calendar day.
e. “Data Sheet” means such part of the Instructions to Training Service Providers
used to reflect specific conditions.
f. “Eligible Person” means any person who falls within the category defined in the
data sheet for training under the Skills for Biogas Plants.
g. “Foreign Personnel” means Personnel who at the time of being so provided had
their domicile outside Pakistan.
h. “Government” means the Government of the Punjab and all its associated
departments,
agencies,
autonomous/semiautonomous
bodies,
local
Governments, boards, universities and similar other organizations.
i. “Instructions to Service Providers” means the document which provides
shortlisted Training Service Providers with all information needed to prepare their
Proposals.
j. “Training Service Provider” means the organisation responsible for managing
training, reporting, record keeping and delivering the projects under the
agreement.
k. “Local Personnel” mean Personnel who at the time of being so provided had their
domicile inside Pakistan.
l. “LOI” means the Letter of Invitation sent by the Client to the shortlisted Service
Provider.
m. “Personnel” mean temporary or permanent staff employed by Service Provider
and assigned to perform the Services or any part thereof.
n. “Professional Staff” includes management, training or monitoring staff of Service
Provider.
o. “Proposal” means the Technical Proposal and the Financial Proposal.
p. “RFP” means the Request for Proposal prepared by the PSDF for the selection of
a Training Service Provider.
q. “Services” mean one or more of the services specified in the data sheet and
ancillary activities performed by the Service Provider in pursuance of the
Agreement.
r. “Trainee” means any eligible person who is resident of the target area and is
selected for vocational training by the Service Provider.
s. “Target Area” means any area defined in the data sheet.
t. “Terms of Reference” (TOR) means the document included in the RFP as a
Section which explains the objectives, scope of work, activities, tasks to be
performed, respective responsibilities of the Client and the Service Provider, and
expected results and deliverables of the assignment.
2. Introduction
2.1. The Client named in the Data Sheet will select an entity (Training Service
Provider) for each district-Bahawalpur, Bahawalnagar, Lodhran,
Muzaffargarh, Rahim Yar Khan, Vehari, Khanewal, Lahore, Sheikhupura,
Faisalabad, Chiniot, Sargodha, Gujranwala and Narowal in accordance with
the method of selection specified in the Data Sheet for providing Services.

2.2. The shortlisted Training Service Providers are invited to submit a Technical
Proposal and a Financial Proposal for Services required for the assignment
named in the Data Sheet. The proposals should be in separate marked and
sealed envelopes. The Proposal will form the basis for agreement
negotiations and ultimately for signing of the Agreement with the selected
Training Service Provider/s.
2.3. Training Service Providers should familiarize themselves with the
assignment conditions and take them into account while preparing their
Proposals. To obtain first-hand information on the assignment, they are
encouraged to attend a pre-proposal conference if one is specified in the
Data Sheet.
2.4. Attending the Capacity building seminar is mandatory. Training Service
Providers should contact the Client’s representative named in the Data Sheet
to obtain additional information on the Capacity building seminar. They
should ensure that the PSDF officials are informed well-ahead of time in
case they wish to visit the Client.
2.5. The Client will provide at no cost such inputs as specified in the Data Sheet.
2.6. Training Service Provider/s shall bear all costs associated with the
preparation and submission of their proposals and agreement negotiations.
The Client is not bound to accept one or any proposal and reserves the right
to annul the selection process at any time prior to Agreement award, without
thereby incurring any liability to the Service Provider/s.
3. Conflict of Interest
3.1. PSDF policy requires that Training Service Provider/s supply professional and
objective Services and at all times, hold the Client’s interests paramount,
strictly avoid conflicts with other assignments or their own corporate interests
and act without any consideration for future work.
3.2. Without limitation on the generality of the foregoing, Training Service Provider
shall be considered to have a conflict of interest and shall not be recruited
under any of the circumstances set forth below:
a. Conflicting assignments
A Training Service Provider (including its Personnel) or any of its affiliates
shall not be hired for any assignment that, by its nature, may be in conflict
with another assignment to be executed for the same or for another
Client. These cases include, but are not limited to the following:
 Any entity engaged for providing training services under a project shall
not be engaged for third party monitoring for the same project.
 An entity selected for Services shall be excluded from downstream
supply of any other service related to the Assignment other than a
continuation of the “Services” under the on-going Assignment.
Training Service Providers assigned for a specific project, shall not
undertake any other assignment which, by its nature, may be in
conflict with any of their other past or present assignments.
 Training Service Providers must notify the Client if they own any
proprietary products or systems which they may recommend to a
Client, or if they hold any interest in such products, to ensure
transparency and to ensure that no conflict shall arise in the evaluation
and application of their recommendations.

b. Conflicting relationships
 A Training Service Provider (including its Personnel) or any of its
affiliates that has a business or family relationship with a member of the
PSDF Board, Management, or staff who is directly or indirectly involved
in the preparation of Terms of Reference, selection process of Training
Service Providers and/or supervision of the Agreement may not be
awarded an Agreement unless conflict stemming from this relationship
has been resolved in a manner acceptable to the Board throughout the
selection process and the execution of the Agreement.
 Training Service Provider/s have an obligation to disclose any situation
of actual or potential conflict that impacts their capacity to serve the best
interest of their Client and Trainees, or that may reasonably be
perceived as having this effect. Failure to disclose said situations may
lead to disqualification of the Training Service Provider/s or the
termination of its Agreement.
 Current employees of the Client shall not work as Training Service
Providers.
3.3. Fraud and Corruption
a.
PSDF requires Training Service Provider/s participating in provision of
Service/s to adhere to the highest ethical standards, both during the
selection process and throughout the execution of an agreement. In
pursuance of this policy, PSDF defines, for the purpose of this
paragraph, the terms set forth below as follows:

“Corrupt practice” means the offering, giving, receiving, or
soliciting, directly or indirectly, of anything of value to influence the
actions of any employee of PSDF in the selection process or in
agreement execution;

“Fraudulent practice” means a misrepresentation or omission of
facts in order to influence a selection process or the execution of
an agreement;

“Collusive practices” means a scheme or arrangement between
two or more with or without the knowledge of the Client, designed
to establish prices at artificial, non-competitive levels;

“Coercive practices” means harming or threatening to harm,
directly or indirectly, persons or their property to influence their
participation in a procurement process, or affect the execution of
an agreement.
b.
PSDF will reject a proposal for award if it determines that the Training
Service Provider recommended for award has directly or through an
agent, engaged in corrupt, fraudulent, collusive or coercive practices in
competing for the agreement in question. PSDF may also impose
penalties on a Training Service Provider, including declaring it ineligible,
either indefinitely or for a stated period of time, for PSDF funding, if at
any time it determines that the Service Provider has, directly or through
an agent, engaged in corrupt, fraudulent, collusive or coercive practices
in competing for, or in executing, a PSDF funded project.
c.
PSDF will have the right to inspect Training Service Provider’s accounts
and records and other documents relating to the submission of
proposals and agreement performance, and have them audited by
auditors appointed by PSDF.
d.
Training Service Providers shall furnish information on commissions and
gratuities, if any, paid or to be paid to agents relating to this proposal
and during execution of the assignment if the Training Service Provider

is awarded the Agreement, as requested in the Financial Proposal
submission form.
4. Proposal Submission
Shortlisted Training Service Provider/s may submit single technical proposal for one
or more districts. Its evaluation will be valid for all districts indicated in the Proposal.
However separate Financial Proposal for each district will be required.
5. Proposal Validity
The Data Sheet indicates how long the Proposal must remain valid after the
submission date. During this period, Training Service Provider/s shall maintain the
availability of professional staff nominated in the Proposal. If the need arises; the
Client may request Training Service Provider/s to extend the validity period of their
proposals. Those who agree to such extension shall confirm that they maintain the
availability of the professional staff nominated in the Proposal, in their confirmation of
extension of validity of the Proposal. Training Service Providers may submit new
staff in replacement, which would be considered in the final evaluation for agreement
award. Training Service Providers, who do not agree, have the right to refuse to
extend the validity of their Proposals.
6. Eligibility of Engaging Other Partners
In case a shortlisted Training Service Provider intends to associate other
implementation partner/s, it cannot do so in accordance with instructions provided in
the data sheet.
7. Clarification and Amendment of RFP Documents
7.1. Training Service Providers may request a clarification of any of the RFP
documents up to the number of days indicated in the Data Sheet before the
proposal submission date. Any request for clarification must be sent in
writing, or by standard electronic means to the Client’s address indicated in
the Data Sheet. The Client will respond in writing, or by standard electronic
means and will send written copies of the response (including an explanation
of the query but without identifying the source of inquiry) to all shortlisted
Service Providers.
7.2. At any time before the submission of Proposals, the Client may amend the
RFP by issuing an addendum in writing or by standard electronic means. The
addendum shall be sent to all Service Providers and will be binding on them.
7.3. Training Service Providers shall acknowledge receipt of all amendments.
The client may, extend the deadline for the submission of Proposals in order
to give Training Service Providers reasonable time for making amendments
in their Proposals.
8.
Preparation of Proposals
8.1. The Proposal, as well as all related correspondence exchanged by the
Training Service Provider and the Client, shall be written in the language (s)
specified in the Data Sheet.
8.2. In preparing their Proposal, Training Service Providers are expected to
examine in detail the documents comprising the RFP. Material deficiencies
in providing the information requested may result in rejection of a Proposal.

8.3. While preparing the Technical Proposal, Training Service Providers must
give particular attention to the following and should understand that:
 Sub-contracting of any service is not allowed
 Provision of evidence of previous training experience is required
 Training Service Provider cannot propose more than 1000 trainees
9. Technical Proposal Format and Content
Training Service Provider/s shall provide Technical Proposal on the prescribed
Format (Section 3) enclosed in this RFP. The Technical Proposal shall not include
any financial information. A Technical Proposal containing financial information will
be declared non responsive.
10. Financial Proposals
10.1. The Financial Proposal shall be prepared using the attached Format (Section
4). It shall list all costs associated with the provision of Services and
admissible expenses mentioned in data sheet.
10.2. PSDF will consider costs in the manner specified in Data Sheet.
11. Taxes
11.1. Training Service Provider/s will be subject to local taxes (such as: value
added or sales tax or income taxes on non-resident Foreign Personnel,
duties, fees, levies etc.) on amounts payable by the Client under the
Agreement. However, the Client will state in the Data Sheet if the Service
Provider is subject to payment of any taxes. The quoted costs should be
exclusive of taxes which will be the basis for evaluation. However, the
Training Service Provider should specify applicable taxes in the Financial
Proposal, which will be discussed in agreement negotiations and applicable
amounts will be included in the Agreement.
11.2. Training Service Provider/s should quote the price of their services in
Pakistani Rupees. Commissions and gratuities, if any, paid or to be paid by
Training Service Provider/s and related to the assignment will be listed in the
Financial Proposal.
12. Submission, Receipt, and Opening of Proposals
12.1. The original proposal shall contain no interlineations or overwriting except as
necessary to correct errors made by the Service Providers themselves. The
person who signs the proposal must initial such corrections. All pages of the
proposals must be numbered and should bear initial of the person who signs
the proposal. Submission letters for both Technical and Financial Proposals
should respectively be in the attached format.
12.2. The CEO or an authorized representative of the Training Service Provider
shall initial all pages of the original Technical and Financial Proposals. In
case of latter, an authorization shall be provided which shall be in the form of
a written power of attorney accompanying the Proposal or in any other form
demonstrating that the representative has been duly authorized to sign.
12.3. Hard copy of the Technical Proposals shall be sent to the addresses referred
to in Data Sheet. All required copies of the Technical Proposal are to be
made from the original. If there are discrepancies between the original and
the copies of the Technical Proposal, the original governs.
12.4. The Technical Proposal shall be placed in a sealed envelope clearly marked
“TECHNICAL PROPOSAL”. Similarly, the district wise Financial Proposals

shall be placed in sealed envelopes clearly marked “FINANCIAL
PROPOSAL” followed by the name of the assignment along with name of
district and with a warning “DO NOT OPEN WITH THE TECHNICAL
PROPOSAL”. The envelopes containing the Technical and Financial
Proposals shall be placed into an outer envelope and sealed. This outer
envelope shall bear the submission address and title of the Assignment
mentioned in data sheet and clearly marked “DO NOT OPEN, EXCEPT IN
PRESENCE OF THE OFFICIAL APPOINTED, BEFORE SUBMISSION
DEADLINE”. The Client shall not be responsible for misplacement, losing or
premature opening if the outer envelope is not sealed and / or marked as
stipulated. This circumstance may be case for Proposal rejection. If the
Financial Proposals are not submitted in separate sealed envelopes duly
marked as indicated above, this will constitute grounds for declaring the
Proposals non-responsive.
12.5. The Proposals must be sent to the address/addresses indicated in the Data
Sheet and received by the Client not later than the time and the date
indicated in the Data Sheet, or any extension to this date in accordance with
these instructions.
12.6. Any proposal received by the Client after the deadline for submission shall
be returned unopened.
12.7. The Client shall open the Technical Proposal immediately after the deadline
for their submission. The envelopes with the Financial Proposal shall remain
sealed and securely stored.
13. Proposal Evaluation
13.1. From the time the Proposals are opened to the time the Agreement is
awarded, the Training Service Providers should not contact the Client on any
matter related to its Technical and/or Financial Proposal. Any effort by
Training Service Providers to influence the Client in the examination,
evaluation, ranking of Proposals, and recommendation for award of
Agreement may result in the rejection of the Service Providers’ Proposal.
However the Client may contact the Service Provider for seeking clarification
of any aspect of technical proposal or demand any missing information.
13.2. Evaluators of Technical Proposals shall have no access to the Financial
Proposals until the technical evaluation is concluded.
14. Evaluation of Technical Proposals
14.1. The evaluation committee shall evaluate the Technical Proposals on the
basis of their responsiveness to the Terms of Reference, applying the
evaluation criteria, sub-criteria, and point system specified in the Data Sheet.
Each responsive Proposal will be given a technical score (St). A Proposal
shall be rejected at this stage if it does not respond to important aspects of
the RFP, and particularly the Terms of Reference or if it fails to achieve the
minimum qualifying technical score indicated in the Data Sheet.
15. Financial Proposals
15.1. During the technical evaluation, the committee may amend number of
proposed trainees of a trade or change location of training. If any
amendment is made in the technical proposal, the Training Service Provider
will be informed accordingly and will be given the option to revise financial
proposal.

15.2. The financial Proposals of those Training Service Providers who achieve
score above the minimum qualifying technical score shall be opened.
15.3. After the technical evaluation is completed, the Client shall inform the
Training Service Providers, who have submitted proposals, the technical
scores obtained by their Technical Proposals and shall notify those whose
Proposals did not meet the minimum qualifying score or were considered
non responsive to the RFP and TOR, that their Financial Proposals will be
returned unopened after completing the selection process. The Client shall
simultaneously notify in writing Training Service Providers that have secured
the minimum qualifying technical score, the date, time and location for
opening the Financial Proposals. Training Service Provider’s attendance at
the opening of Financial Proposals is optional. The opening date shall be set
so as to allow interested Training Service Providers sufficient time to make
arrangements for attending the opening.
15.4. Financial Proposals shall be opened in the presence of the Training Service
Providers’ representatives who choose to attend. The name of the Training
Service Providers and their technical scores shall be read aloud. The
Financial Proposal of those who met the minimum qualifying mark will then
be inspected to confirm that they have remained sealed and unopened.
These Financial Proposals shall be then opened, and the total prices read
aloud and recorded.
15.5. The Evaluation Committee will correct any computational errors. When
correcting computational errors, in case of discrepancy between a partial
amount and the total amount, or between word and figures, the formers will
prevail. In addition to the above corrections, all activities and items
described in the Technical Proposal but not priced, shall be assumed to be
included in the prices of other activities or items.
15.6. Quality and Cost Based Selection (QCBS) method will be used for evaluation
of proposal. The lowest evaluated Financial Proposal (Fm), on the Training
Fee per Trainee basis, will be given the maximum financial score (Sf) of 100
points. The financial scores (Sf) of the other Financial Proposals will be
computed as indicated in the Data Sheet. Proposals will be scored using
combined technical (St) and financial (Sf) scores using the weights (T = the
weight given to the Technical Proposal; P = the weight given to the Financial
Proposal; T + P = 1) indicated in the Data Sheet: 𝑆 = 𝑆𝑡 ∗ 𝑇 + 𝑆𝑓 ∗ 𝑃.
15.7. All the firms will be ranked based upon the combined technical and financial
score. The final selection will be made to ensure adequate quality, coverage
and achievement of the set targets.
16. Negotiations
16.1. Negotiations will be held at the date and address indicated in the Data Sheet.
The invited Training Service Providers will, as a prerequisite for attendance
at the negotiations, confirm availability of all Professional staff. Failure in
satisfying such requirements may result in the Client proceeding to negotiate
with the next-ranked Training Service Provider.
16.2. Representatives conducting negotiations on behalf of the Training Service
Provider must have written authority to negotiate and conclude an
Agreement.
17. Technical Negotiations
17.1. Negotiations will include a discussion of the Technical aspect of Service and
any suggestions made by the Training Service Provider or the Client to
improve the Terms of Reference. The Client and the Training Service

Providers will finalize the Terms of Reference, staffing schedule, delivery
schedule, logistics, and reporting.
These documents will then be
incorporated in the Agreement as “Description of Services”. Special
attention will be paid to clearly defining the inputs and facilities required from
the Client to ensure satisfactory implementation of the assignment. The
Client shall prepare minutes of negotiations which will be signed by the Client
and the Training Service Provider.
18. Financial Negotiations
18.1. If applicable, it is the responsibility of the Training Service Provider, before
starting financial negotiations, to determine the tax amount to be paid by the
Training Service Provider under the Agreement.
18.2. The financial negotiations will reflect the agreed technical modifications in the
cost of the services. Financial negotiations can involve the remuneration
rates for staff or other proposed unit rates if there is a revision of scope or if
the bid rate exceeds the available budget or the limit fixed by PSDF Board of
Directors.
19. Availability of Professional Staff / Experts
19.1. Having selected the Training Service Providers on the basis of, among other
things, an evaluation of proposed Professional staff, the Client will require
written assurance that the Professional staff will be actually available. The
Client will not consider substitutions during agreement negotiations unless
both parties agree that undue delay in the selection process makes such
substitution unavoidable or for reasons such as death or medical incapacity
or other extenuating circumstances. If this is not the case and if it is
established that Professional staff were offered in the proposal without
confirming their availability, the Training Service Provider may be disqualified
and next Training Service Provider with highest score will be invited. Any
proposed substitution shall be agreed beforehand and must have equivalent
or better qualifications and experience than the original candidate and be
submitted within the period of time specified in the letter of invitation to
negotiate.
20. Conclusion of the Negotiations
Negotiations will conclude with a review of the draft Agreement. To complete
negotiations the Client and the Training Service Providers will initial the agreed
Agreement. If negotiations fail, the Client will invite next Training Service Provider
with the highest score to negotiate an Agreement.
21. Award of Agreement
21.1. After completing negotiations the Client shall award the Agreement to the
selected Training Service Providers and promptly notify all Training Service
Providers who have submitted proposals. After Agreement signature, the
Client shall return the unopened Financial Proposals to the unsuccessful
Training Service Providers.
21.2. The Training Service Provider is expected to commence the assignment on
the date and at the location specified in the Data Sheet.

22. Confidentiality
Information relating to evaluation of Proposals and recommendations concerning
awards shall not be disclosed to the Training Service Providers who submitted the
Proposals or to other persons not officially concerned with the process, until the
publication of the award of Agreement. The undue use by any Training Service
Provider of confidential information related to the process may result in the rejection
of its Proposal and may be subject to the provisions of the relating to fraud and
corruption.
23. Performance Bond
The compliance of performance bond may be required, if specified in the datasheet.

Punjab Skills Development Fund (PSDF)
Training Service Providers may bid for supply of training services
in more than one district. However, the bids will be evaluated
district wise. Top scoring Training Service Providers (TSP) in each
district will be awarded the contract. A TSP may get selected in
multiple districts, however, no TSP will be awarded more than
1000 trainees.
Lead Organisation can be one of the following types:
 Formal training institutes
(A training institute will deemed to be formal if it is
registered with an accredited / statutory certification
authorities such as National Vocational & Technical
training Commission (NAVTTC), Punjab Board of
Technical Education (PBTE), National Training Bureau
(NTB), HEC recognized university for the relevant trade
AND/OR regularly conducts training activity)
 HEC-Accredited Universities
 Section 42 Companies
 Public Sector Training Institutes
 NGOs Registered with Pakistan Centre for Philanthropy
and having experience of biogas plant construction/training
 Firms in the business of Biogas Construction and having
proven training experience.
The Lead Organisation must fulfill the following conditions also:
i. Must be registered with any Government authority or
regulatory body.
ii. Must have valid NTN / FTN in name of the entity /
organisation
iii. Must have audited financial statement for the financial year
2011-12 or 2012-13 issued by an ICAP Licensed
Chartered Accountant (Public institutions are exempted
from this condition).
iv. Must agree to open a separate bank account for funds
provided by PSDF.
v.
Must agree to allow PSDF assigned auditors to check the
accounts opened for PSDF funding as and when required.
 Must not be blacklisted by any organisation or is
blacklisted/ debarred by PSDF. (Bidding entities are
strongly advised to read “Policy for Blacklisting/Debarring
of Training Service Providers” at www.psdf.org.pk/ under
downloads.

Formation of consortium to enhance the capacity for community

selection of suitable, interested and deserving candidates who
are willing to work in the field after successful completion of
the training.
Training will start only after training locations, facilities and training
materials have been approved by PSDF.

Taxes

The main objective of the vocational training to be imparted under PSDF’s Skills for Biogas
Plants scheme is to promote income generation and employment opportunities of the target
population. Another important objective of the scheme is to provide support services for
shifting operation of agriculture tube wells on biogas.
Responsibilities of Training Service Provider:

Selection and placement of a dedicated team for the delivery of the project covering all
aspects of the project.
Select training sites at different locations (only one class of a course at one location will
be allowed).
Arrange training premises at identified sites and make provision of required machinery,
equipment, tools, furniture and other physical facilities (e.g. washrooms, back-up power,
drinking water etc.) ensuring availability of appropriate training and other facilities at
each location.
Endeavour that the training premises meets the following standards
a.
Provides a space of at least 15 sq. feet for each person (excluding any training
equipment) to each trainee
b.
The classroom has proper ventilation, plastered & white washed and is not used
for any other purpose such as storage,
c.
If a room of a house is used for training, it must have separate access and must
be separate from the residential premises
Engage competent and qualified instructors and support staff and arrange their training
for delivery of training at a uniform standard at all locations.
Develop an internal monitoring system to assure quality training delivery.
Establish a system for providing reports to PSDF within stipulated time through regular
mail, email and/or on a web-based data management system as per requirements and
monitoring guidelines developed by PSDF.
Get the facilities and arrangements inspected by PSDF before start of training.
Mobilize the communities from the respective feeder area and select eligible and suitable
persons as per PSDF specified criteria, from the target group for the proposed skills
training.
Ensure provision of vocational training in specified trades using the approved curriculum
and manuals & following the agreed parameters.
Provide all learning aids, teaching materials, consumables as per demand of curricula,
and additional facilities free of cost to the trainees (all costs on account of these items
will be included in training fee which will be paid by PSDF).
Carry out internal monitoring to ensure quality training delivery.
Facilitate and provide access to PSDF monitoring team to the training locations.
Prepare and submit invoices to PSDF for release of funds as per actual enrollment and
PSDF guidelines.
Disburse stipend to the trainees, and maintain record of disbursement in the specified
manner. Manage a transparent system of payment of stipend to trainees (all record to
be maintained).
To arrange for internal testing and issue completion certificates to successful trainees,
Arrange for a simple graduation ceremony on course completion and inform PSDF at
least one week before the event.
Maintain a separate bank account (for funds received from PSDF) and financial records
relating to the assignment.
Display prominently signboards relating to the training, as per PSDF approved design.
Assist PSDF in any post-training study related to employment/placement of trainees
and/or assessment of improvement in financial/economic activity.
Establish linkage of the trained persons with employers or business clients.

Assist PSDF in the arrangements of graduation ceremony, if arranged by PSDF (cost of
such ceremony will be borne by PSDF).
Fulfill any other obligation agreed in the contract.

a. In case of non- compliance of the responsibilities, financial penalties will be
applicable.
b. Training Service Provider will not charge any money from the trainees at any stage of
the training process, be it enrolment, training delivery or certification.
