Joint Conference
Memorandum of Understanding (MOU)
Between
Kansas Chapter American Public Works Association
and
Kansas County Highway Association
This is an agreement between Party A, hereinafter called Kansas Chapter American Public
Works Association (APWA) and Party B, hereinafter called Kansas County Highway
Association (KCHA).
I. Purpose and Scope
The purpose of this MOU is to clearly identify the roles, responsibilities and distribution
of funds as they relate to the planning, organizing and hosting a Joint Conference
between APWA and KCHA.
Approximately every three years the two agencies hold a Joint Spring Conference with
the location and date to be determined.
II. Responsibilities Under this MOU
Planning of future Joint Conferences between both parties, it is the desire of both
parties to follow the following guidelines:
• Have co-planning directors, one from each Party
• The site selection of the location and the hotel for the joint conference shall be a
joint effort between the two co-planning directors with approval of both parties
executive boards
• All contracts will be jointly signed by both parties
• Have equal number of planning members make up the Planning Committee
• Agree to the number and topics of joint sessions and break-out sessions and
share equal responsibilities in finding speakers for each topic
• Each Party shall be responsible to develop their own topics and find their own
speakers for each of their own breakout session
• Planning for the Scholarship Auction will continue to be lead by the APWA
Scholarship and Auction Committee but assisted by the KCHA members to find
vendors and donations to be included in the Scholarship Auction
• The golf tournament will be jointly planned and typically is not a large revenue
provider but any profits will be distributed as described below
III. Funding Distribution
It is the intent of both Parties to grow the size of the Joint Conference and to make it a
successful Joint Conference for all that attends. Both Parties have profited greatly from
