10.4.19 The AQO for mean annual nitrogen dioxide (NO2) concentrations

(see Table 10.7) has been consistently exceeded at all but two of
the continuous monitoring sites shown in Table 10.7. The
exceptions are at: Horseferry Road where compliance was
achieved in 2007 and 2012.
10.4.20 At the Old Kent Road roadside locations the degree of
exceedance of the AQO is substantial.
Whilst the degree of
exceedance is lower at the Elephant and Castle urban
background sites, the AQO has been consistently exceeded. The
exceedance of the AQO for annual NO2 concentrations is
expected in areas which have been declared AQMAs.
10.4.21 With regard to particulate matter, the PM10 concentrations
measured have generally met the AQO for the annual mean
concentration introduced in 2004.
10.4.22 The AQO for the number of days that the 24hour mean PM10
level exceeds 50μgm-3 was not met at Old Kent Road in 2003.
During 2003 there were well-recorded PM10 episodes related to
periods of hot weather and easterly winds, especially during the
hot summer of that year.
10.4.23 Various initiatives have been implemented or are being explored,
both individually and jointly, by the London Boroughs and by the
Greater London Authority. These include the introduction of
congestion charging, the low emission zone, increasing the
roadside testing of car emissions and the introduction of on the
spot fines for non-conforming vehicles (see paragraphs 10.2.2122 and 10.2.25 above).
The Site is within the London
Congestion Charging Zone, being at its southern boundary.
Air Quality in Vicinity of the Site
10.4.24 The data shown in the Table 10.9 indicates that the AQO for
annual average NO2 concentrations has been exceeded, or has
been close to being exceeded at all the monitoring stations close
to the Site between 2007 and 2011.
10.4.25 Since 2012 LB Southwark has recommenced diffusion tune
monitoring in the borough to supplement the data from the more
accurate continuous monitoring stations.
