Modernbuildingdesignandconstructiontechniques,especiallythoserequiredto satisfyrequirementsforLEED-certifiedbuildingdesigns,makeitdifficultor impossiblefortheCountytoprovidereliabletwo-wayradiocoverageforfirst respondersoperatinginsideofbuildings.Two-wayradiocommunications enhancementsystemshelpensurethesafetyofbuildingoccupantsandfirst respondersbyextendingthecoverageofapublicsafetycommunicationssystemto theinteriorareasofthebuildingthroughtheuseofspecialbi-directionalamplifiers (BDAs)andanetworkofindoorantennasstrategicallylocatedtoprovidereliable publicsafetyradiosystemcoveragethroughouttheinteriorofabuilding.TheBDA andnetworkofantennasisknowncollectivelyasaDistributedAntennaSystem (DAS). DASsystemsmustbedesigned,installed,maintainedandrepairedbyqualified personneltoensurethattheymeetthecoveragereliabilityrequirementsof NFPA72-2013anddonotcauseunintendedharmfulinterferencetotheCounty’s radiosystemorotherusersoftheRFspectrumlicensedbytheFederal CommunicationsCommission(FCC). TheFCCrequiresthatDASsystemsbeeitheroperatedbythelicenseeofthepublic safetyradiosystem,orexplicitlyauthorizedbythelicensee.Additionally,the licenseemustentertheDASintoanationwideregistrymaintainedbytheFCC,so theappropriatepartiescanbecontactedshouldtheDAScauseinterferencetoradio systemsoperatedbyotherlicensees. TheCountyoperatesatensite,sixteenchannel800MHzanalog/digitalsimulcast trunkedradiosystemforfirstrespondercommunications.TheCounty’sOfficeof InformationTechnology(OIT)hasresponsibilityfortheday-to-dayoperation, maintenanceandmanagementofthesystem. Thisdocumentisintendedtoprovideguidancetobuildingownersanddevelopers whoarecontemplatingprojectsintheCountythatarerequiredthemeetthe requirementsofNFPA72-2013,andtoDASsysteminstallationfirmsoperatingin theCountyandinstallingNFPA72-2013compliantsystemstomeettheCounty’s FireAlarmCoderequirements. Incertainoccupancies,suchasthosewithsmallerfootprints,orthoselocatedin closeproximitytooneoftheCounty’stransmissionsites,itmaybepossibleto achievereliablepublicsafetyradiocommunicationscoveragethroughoutthe occupancyandmeetcoderequirementswithouttheuseofaradiocommunications enhancementsystem.Publicsafetyradiocoverageintheseoccupanciesmustmeet thesamereliabilityrequirementsasthoseoccupanciesthatrequirearadio communicationsenhancementsystem. • Theapplicantengagestheservicesofaqualifiedintegratororconsultantto assessavailableradiocoverageatthelocationoftheoccupancyanddetermineif publicsafetyradiocoveragereliabilityintheoccupancywillmeetcode requirementsafteritisfullyconstructedandfinished,withouttheuseofatwowayradiocommunicationsenhancementsystem,andunderfullfoliage conditions. • Onceconstructioniscomplete,andpriortooccupancy,owners/developersmust submitalltestdocumentationandaCertificateofRadioCoverageCompliance, signedandsealedbytheengineerofrecordtotheFireMarshal’sOffice,stating thatthepublicsafetyradiosystemcoveragereliabilitywithintheoccupancywas testedinaccordancewiththeprovisionssetforthinNFPA72-201314.4.10(1-3) andA14.4.10,andmeetstherequirementssetforthinNFPA72-201324.5.2.2, 24.5.2.3. • TheCertificateofRadioCoverageComplianceshallbepostedatthefirealarm controlpanel,oratthemainelectricalpanelifnofirealarmcontrolpanelis present.Testingforcoveragereliabilitycomplianceandcertificationmustbe Two-WayRadioCommunicationsEnhancementSystemRequirements Page6 performedunderfullfoliageconditions,betweenthemonthsofMayand September. • Iftestingdeterminesthatpublicsafetycoveragereliabilitydoesnotmeet coderequirements,acompliantradiocommunicationsenhancement systemmustbeinstalledandtestedpriortoissuanceofthecertificateof occupancy. Two-WayRadioCommunicationsEnhancementSystemRequirements Page7 RadioCommunicationsEnhancementSystem ImplementationProcess TheCountyhasdefinedthefollowingprocessforownersordevelopersplanning newoccupanciesormodificationstoexistingoccupanciesthatrequirearadio communicationsenhancementsystemtoensureoperationoftheAnneArundel Countypublicsafetycommunicationsysteminsidebuildings. 1.ConductSystemPlanningandDesign TheapplicantincludesanNFPA72-2013andIBC2015complianttwo-wayradio communicationenhancementsysteminthedesignrequirementsfortheproject.A qualifiedintegratororinstallationfirmishiredtodesign,installandactivatethe two-wayradiocommunicationsenhancementsystemasapartofthebuilding project.OITprovidesconsultationassistancetotheintegrator/installeranddirects theselectionofthedonorsite(s)fortheproposedtwo-wayradiocommunications enhancementsystem.Theapplicantmustobtainaseparatelow-voltagepermitto covertheinstallationofthetwo-wayradiocommunicationenhancementsystem. Thefirealarmcontractorisresponsibleforthefirealarmpermitapplication,and integrationoftheradiocommunicationsenhancementsystemintothefirealarm supervisorynotification/alarmpanel. 2.SubmitRetransmissionApplication Integrator/installercompletesaRetransmissionApplicationforeachBDAheadend inthesystemdesign.RetransmissionApplicationsmustincludetheLowVoltage PermitNumberassignedforthework.OwnersubmitsRetransmission Application(s)andproposeddesigndocumentation(systemdesigndiagrams,billof materialsandfloorplandiagrams)toOIT. 3.OITCreatesEntryinFCCSignalBoosterDatabase AstheFCClicenseeforthefrequenciesthatwillbeusedbytheproposedtwo-way radiocommunicationsenhancementsystem,OITutilizesthecontactinformation providedintheRetransmissionApplicationtocreateanentryforthetwo-wayradio communicationsenhancementsystemintheFCC’sSignalBoosterdatabase. Applicants,integratorsandinstallersshouldnotcreateentriesintheFCC SignalBoosterdatabaseforproposedtwo-wayradiocommunications enhancementsystemsthatwilloperateonfrequencieslicensedtotheCounty. 4.ObtainOITReviewandProvisionalRetransmissionAuthorization OITconductsatechnicalreviewoftheproposeddesign.Uponapprovalofthe design,OITissuessignedProvisionalRetransmissionAuthorizationtoowner,which authorizesoperationofthesystemforthepurposesofinstallation,testingand Two-WayRadioCommunicationsEnhancementSystemRequirements Page8 optimization.TheProvisionalRetransmissionAuthorizationisvalidforaperiodof oneyearfromdateofissuance. 5.PerformSystemInstallation Theintegrator/installerproceedswithinstallationoftheapprovedsystemin accordancewiththeproject’splanandschedule.Substantialdesignchangesfrom thosespecifiedintheinitialdesignmustbeapprovedbyOIT(e.g.,selectionofa differentdonorsite,selectionofdifferentmodelBDA,selectionofadifferentdonor antenna,additionsorchangestonumberoflineamplifiersinthedesign,and changestoequipmentroomlocationinbuilding). UpdatedOITreviewandapprovalisnotrequiredforminorchangesthatdonot impactthenumberofactiveamplificationdevicesusedbythesystemorimpactthe donorsite(e.g.,changestothenumberorlocationofindoorcoverageantennasin thedesign). Thetwo-wayradiocommunicationenhancementsystemshouldnotbeactivatedfor optimizationandtestingwithoutpriorOITapproval.OITstaffmay,attheirsole discretion,requirethataninitialdesensetestbeconductedpriortoinitialactivation toensurethatnoharmfulinterferenceoccurstotheCounty’s800MHzradiosystem. Thissectioncontainstechnicalandoperationalrulesallowingtheuseofsignal boostersinthePrivateLandMobileRadioServices(PLMRS).Rulesforsignal boosteroperationintheCommercialMobileRadioServicesunderpart90arefound in§20.21ofthischapter. (a)Definitions.Thedefinitionsinthisparagraphapplyonlytotherulesinthis section. ClassAsignalbooster.Asignalboosterdesignedtoretransmitsignalsononeor morespecificchannels.AsignalboosterisdeemedtobeaClassAsignalboosterif noneofitspassbandsexceed75kHz. ClassBsignalbooster.Asignalboosterdesignedtoretransmitanysignalswithin awidefrequencyband.AsignalboosterisdeemedtobeaClassBsignalboosterifit hasapassbandthatexceeds75kHz. CoverageareaofaPLMRSstation.Alllocationswithinthenormalreliable operatingrange(servicecontour)ofaPLMRSstation. Deployasignalbooster.Installand/orinitiallyadjustasignalbooster. DistributedAntennaSystem(DAS).Anetworkofspatiallyseparatedantenna nodesconnectedtoacommonsourceviaatransportmediumthatprovideswireless servicewithinageographicareaorstructure. Operateasignalbooster.Maintainoperationalcontrolover,andresponsibility fortheproperfunctioningof,asignalbooster. Signalbooster.Adeviceorsystemthatautomaticallyreceives,amplifies,and retransmitssignalsfromwirelessstationsintoandoutofbuildinginteriors,tunnels, shieldedoutdoorareasandotherlocationswherethesesignalswouldotherwisebe tooweakforreliablecommunications.Signalboostersystemsmaycontainboth ClassAandClassBsignalboostersascomponents. (b)Authoritytooperate.PLMRSlicenseesforstationsoperatingonassigned channelshigherthan150MHzmayoperatesignalboosters,limitedtothe servicebandforwhichtheyareauthorized,asneededanywherewithinthe PLMRSstations’servicecontour,butmaynotextendthestations’service contour. (1)PLMRSlicenseesmayalsoconsenttooperationofsignalboostersbynonlicensees(suchasabuildingownerorasignalboosterinstallation Two-WayRadioCommunicationsEnhancementSystemRequirements Page16 contractor)withintheirservicecontourandacrosstheirapplicable frequencies,butmustmaintainareasonablelevelofcontroloverthese operationsinordertoresolveinterferenceproblems. (i) Non-licenseesseekingtooperatesignalboostersmustobtaintheexpress consentofthelicensee(s)ofthefrequenciesforwhichthedeviceor systemisintendedtoamplify.Theconsentmustbemaintainedina recordableformatthatcanbepresentedtoanFCCrepresentativeor otherrelevantlicenseeinvestigatinginterference. (ii)Consentisnotrequiredfromthirdparty(unintended)licenseeswhose signalsareincidentallyretransmitted.However,signalboosteroperation isonanon-interferencebasisandoperationsmayberequiredtoceaseor altertheoperatingparametersduetoarequestfromanFCC representativeoralicensee’srequesttoresolveinterference. (2)[Reserved] (c)Licenseeresponsibility;interference.PLMRSlicenseesthatoperatesignal boostersareresponsiblefortheirproperoperation,andareresponsiblefor correctinganyharmfulinterferencethatsignalboosteroperationmaycauseto otherlicensedcommunicationsservices.Normalco-channeltransmissionsare notconsideredtobeharmfulinterference.Licenseesarerequiredtoresolve interferenceproblemspursuantto§90.173(b).Licenseesshallactingoodfaith regardingtheoperationofsignalboostersandintheresolutionofinterference duetosignalboosteroperation.Licenseeswhoareunabletodeterminethe locationorcauseofsignalboosterinterferencemayseekassistancefromthe FCCtoresolvesuchproblems. (d)Deploymentrules.Deploymentofsignalboostersmustbecarriedoutin accordancewiththerulesinthisparagraph. (1)Signalboostersmaybeusedtoimprovecoverageinweaksignalareasonly. (2)SignalboostersmustnotbeusedtoextendPLMRSstations’normal operatingrange. (3)Signalboostersmustbedeployedsuchthattheradiatedpowerofeach retransmittedchannel,ontheforwardlinkandonthereverselink,doesnot exceed5Wattseffectiveradiatedpower(ERP). (4)ClassBsignalboostersmaybedeployedonlyatfixedlocations;mobile operationofClassBsignalboostersisprohibitedafterNovember1,2014. (5)ClassBsignalboosterinstallationsmustberegisteredintheFCCsignal boosterdatabasethatcanbeaccessedatthefollowingURL: www.fcc.gov/signal-boosters/registration. Two-WayRadioCommunicationsEnhancementSystemRequirements Page17 (6)Goodengineeringpracticemustbeusedinregardtotheradiationof intermodulationproductsandnoise,suchthatinterferencetolicensed communicationssystemsisavoided.Intheeventofharmfulinterference causedbyanygivendeployment,theFCCmayrequireadditionalattenuation orfilteringoftheemissionsand/ornoisefromsignalboostersorsignal boostersystems,asnecessarytoeliminatetheinterference. (i) Ingeneral,theERPofintermodulationproductsshouldnotexceed−30 dBmin10kHzmeasurementbandwidth. (ii)Ingeneral,theERPofnoisewithinthepassbandshouldnotexceed−43 dBmin10kHzmeasurementbandwidth. (iii) Ingeneral,theERPofnoiseonspectrummorethan1MHzoutsideof thepassbandshouldnotexceed−70dBmina10kHzmeasurement bandwidth. (7)Signalboosterpassbandsarelimitedtotheservicebandorbandsforwhich theoperatorisauthorized.Ingeneral,signalboostersshouldutilizethe minimumpassbandthatissufficienttoaccomplishthepurpose.Exceptfor distributedantennasystems(DAS)installedinbuildings,thepassbandofa ClassBboostershouldnotencompassbothcommercialservices(suchas ESMRandCellularRadiotelephone)andpart90LandMobileandPublic SafetyServices. (e)DeviceSpecifications.Inadditiontothegeneralrulesforequipmentcertification in§90.203(a)(2)andpart2,subpartJofthischapter,asignalboostermustalso meettherulesinthisparagraph. (1)Theoutputpowercapabilityofasignalboostermustbedesignedfor deploymentsprovidingaradiatedpowernotexceeding5WattsERPforeach retransmittedchannel. (2)Thenoisefigureofasignalboostermustnotexceed9dBineitherdirection. (3)Spuriousemissionsfromasignalboostermustnotexceed−13dBmwithin any100kHzmeasurementbandwidth. (4)Asignalboostermustbedesignedsuchthatallsignalsthatitretransmits meetthefollowingrequirements: (i) Thesignalsareretransmittedonthesamechannelsasreceived.Minor departuresfromtheexactproviderorreferencefrequenciesoftheinput signalsareallowed,providedthattheretransmittedsignalsmeetthe requirementsof§90.213. (iii) Theretransmittedsignalscontinuetomeettheunwantedemissions limitsof§90.210applicabletothecorrespondingreceivedsignals (assumingthatthesereceivedsignalsmeettheapplicableunwanted emissionslimitsbyareasonablemargin). (5)OnorafterMarch1,2014,asignalboostermustbelabeledtoindicate whetheritisaClassAorClassBdevice,andthelabelmustincludethe followingadvisory (1)Inon-linepoint-of-salemarketingmaterials, (2)Inanyprintoron-lineowner’smanualandinstallationinstructions, (3)Ontheoutsidepackagingofthedevice,and (4)Onalabelaffixedtothedevice: “WARNING.ThisisNOTaCONSUMERdevice.Itisdesignedforinstallationby FCCLICENSEESandQUALIFIEDINSTALLERS.YouMUSThaveanFCCLICENSEor expressconsentofanFCCLicenseetooperatethisdevice.YouMUSTregisterClass Bsignalboosters(asdefinedin47CFR90.219)onlineatwww.fcc.gov/signalboosters/registration.Unauthorizedusemayresultinsignificantforfeiture penalties,includingpenaltiesinexcessof$100,000foreachcontinuingviolation.” [78FR21564,Apr.12,2013] Two-WayRadioCommunicationsEnhancementSystemRequirements Page19
