SECTION 1 – OBJECTIVES (BYLAW 1)
1.1
NAME OF ORGANIZATION (ARTICLE 1)
1.1.1
OCTRA
The Organization shall be known as the Ontario Competitive Trail Riding Association Inc. herein
after referred to as the Association or OCTRA. (Orig.1.1.1)
1.2
OBJECTIVES (ARTICLE 2)
1.2.1
THE OBJECTIVES & PUR POSES:
a) Encourage the growth and popularity of Long Distance Riding: Competitive Trail, Set
Speed, Endurance, Mileage and Ride ‘n Tie riding events. (Orig.1.2.1, Rev.02/13)
b) Establish a standard set of rules and quality for managing and judging Long Distance
Riding events (Orig.1.2.2, Rev.02/13)
c) Encourage and maintain a high standard of horsemanship and sportsmanship amongst
competitors. (Orig.1.2.3)
d) Encourage the selection, care, training and conditioning of horses for Long Distance
Riding. (Orig.1.2.4)
e) Provide guidance and help to clubs and groups in establishing and running Long Distance
Riding events by making available literature, mailing lists and other pertinent matter.

f)
Ensure that all ride Long Distance Riding events are run humanely so as to avoid cruelty

2.1
CATEGORIES (ARTI CLE 4)
2.1.1
GENERAL
a) General membership shall be open to all individuals and shall be of the following classes:

SENIOR (ADULT) MEMBERSHIP
a) INDIVIDUAL – is open to an individual 18 years of age or older, as of January 1st.

b) LIFETIME – is available when “opened” by a Resolution at any general meeting of the
association and is automatically granted after 30 consecutive years of membership in

c) HONORARY – is open to individuals who perform outstanding services for OCTRA.
Honorary members shall be elected for life by a simple majority of the members present
at any regular or special meeting of OCTRA. (Orig.1.4.2c)

MEMBERSHIP/DUES (ARTICLE 5)
2.2.1
YEAR
a) The membership year shall be from January 1 to December 31 inclusive (concurrent
with the Fiscal Year, see 3.8.1). (Orig.1.4.1)
2.2.2
FEES/DUES
a) New - upon payment of membership fee for the current year, will be eligible to have
results tabulated for year-end awards. (Orig.2.15A.1b)
b) Renewal – are payable for all classes of membership within 60 days of the start of the
membership year (Orig.1.5.1)
i)
Renewal after June 30th of the current year will NOT be eligible to have results
tabulated for year-end awards. See 10.1.1
ii) Failure to pay dues as required - See 2.3.1b
c) The dues for all classes of membership shall be reviewed and set annually by the OCTRA
Board of Directors and announced at the Annual General Meeting. (Orig.1.5.3)
2.3
SUSPENSION/REINSTATEMENT (ARTICLE 6)
2.3.1
SUSPENSION
Any individual, Family, Junior, or Associate membership shall be suspended, for the following
reasons: (Orig.1.6.1)
a) Voluntary resignation in writing. (Orig.1.6.1a)

b) Non-payment of membership fees – shall forfeit all voting and other privileges until
such dues are paid. (Orig.1.5.2)
c) Outstanding debts, for other than membership fees, owing to OCTRA for a period of
more than 90 days, until such debts are paid, or the issue is resolved by the Board of
Directors (Orig.1.6.1c.) also see 3.8.6
d) Conduct deemed to be prejudicial to the best interests of the Association, upon a
motion voted upon by the Board of Directors. (Orig.1.6.1b)
e) Any rider attempting to continue on trail after being judged unfit to do so by the
Control Judges will be disqualified and suspended from participation in any further
OCTRA sanctioned events (Orig.2.7.6e Amended 02/12)
i)
The length of the suspension shall be determined by the Board of Directors.

ii) The suspension must be determined within three months of the date of the
infraction. (Orig.2.7.6e)
iii) The rider shall be notified in writing of the Boards decision. (Orig.2.7.6e)
f)
2.3.2
Any person who is suing OCTRA will be temporarily suspended from entry into OCTRA
events until such time as the suit is resolved. (Orig.1.6.2)
REINSTATEMENT
a) Any suspended member may be reinstated by the Board of Directors following reevaluation of the circumstances. A two-thirds majority vote of the entire Board of
Directors is required. (Orig.1.6.3)

VOTING
a) All members in good standing (except Junior and Associate members) may vote at all
general or special meetings of the association. (Orig.1.7.1)
b) All votes must be in person save if, in the opinion of the presiding officer

At any Meeting of the association. any matter of sufficient moment arises to
warrant a vote of the entire membership; the presiding officer may direct a written
ballot to be mailed/emailed to each member to be returned by mail/email before a

ii) Between meetings, a vote may also be taken by mail/email on matters deemed
by the President to warrant such action (Orig. 1.7.3, amended 2011 to include

3.2
MEETINGS (ARTICLE 11)
3.2.1
ANNUAL GENERAL MEETING
a) Shall take place no later than 90 days after the year end as specified in 2.1.1a
(Orig.1.11.1)
b) The Secretary shall send written notice of such meeting to all members in good standing
not less than 30 days prior to the holding of said meeting. (Orig.1.11.2)
3.2.2
SPECIAL MEETIN GS
a) Special meetings of the general membership may be called by the President and/or
Board of Directors. (Orig.1.11.4)
b) Such meetings must be called when requests, in writing (including e-mail) are sent to
the Secretary, by two-thirds or more of the membership of the Board of Directors, or of
the membership eligible to vote. (Orig.1.11.4)

c) The Secretary shall send written (including e-mail) notice of such a meeting to all
members in good standing not less than 14 days prior to the meeting. (Orig.1.11.4)
3.2.3
BOARD OF DIRECTORS MEETINGS
The Board of Directors shall meet at the request of the President. The Secretary shall send
written notice of all such meeting to all members of the Board of Directors not less than 14
days prior to the meeting. (Orig.1.11.3)
3.2.4
RULES FOR MEETINGS
a) All meetings shall be conducted under Roberts Rules of Order. Roberts Rules of
Order shall govern all meetings insofar as those rules are not inconsistent with or in
conflict with these Bylaws, the Articles of Incorporation of this Association, or applicable
Provincial or Federal laws. (Orig.1.11.5)
3.3
QUORUM (ARTICLE 12)
3.3.1
QUORUM
A quorum shall consist of twenty-five members in good standing at an annual, regular or
special meeting of OCTRA, or five members of the Board of Directors at a Directors meeting.

RESOLUTIONS (ARTICLE 13)
3.4.1
CONSTITUTION CHANGE
Any motions which involve changes to the Constitution, Rules and Regulations (Bylaw 1
and 2) must be sent to the Secretary at least 60 days prior to the annual general or
regular meeting. (Orig.1.13.1)
3.4.2
RESOLUTIONS RECEIVED
The secretary shall send a copy of all resolutions received to all members in good standing
along with a written notice of such a meeting as specified in Bylaw 1, Article 11. (Orig.1.13.2)

BY-LAWS AMENDED
This or any other by-law may be amended at any regular or special meeting of OCTRA by at

3.5
ELECTIONS (ARTICLE 8)
3.5.1
THE ELECTION OF OFFICERS & DIRECTORS
The Election of Officers & Directors will be by way of dated vote. The personal profiles and
ballots are to be published and received by the general membership no later than 30 days
prior to the AGM of each year. Ballots are to be returned to the Nomination and Elections
Committee prior to the start of the AGM. The ballots are to remain sealed until directed by
the President at the AGM. If no nominations are received for a specific position, nominations
from the floor during the annual general meeting will be accepted. (Orig.1.8.3) See 3.4.1

AT A MEETING AT WHIC H ELECTIONS ARE HELD
At a meeting at which elections are held, the President shall appoint a committee of the two
persons to act as Judges of Election. (Orig.1.8.6)
3.6
OFFICERS & BOARD OF DIRECTORS (ARTICLE 9)
3.6.1
THE FUNCTION OF THE BOARD OF DIRECTORS IS TO
a) To promote the objectives of the organization in a fiscally responsible manner and
facilitate the running of the organization to the benefit of its members. (Orig.1.9.1a)
b) The Board is further expected to operate in a clear and transparent manner, maintaining
adequate communication between itself (the board) and the membership at large.

3.6.2
BOARD OF DIRECTORS
The Board of Directors shall consist of a President, Vice-President, Secretary, Treasurer
(known as officers) and five Directors elected at large. (Orig.1.9.2)
3.6.3
ALTERNATE DIRECTOR
The Alternate Director shall be that person receiving the next highest number of votes after
the election of director(s). (Orig.1.9.3)
3.6.4
OFFICER VACANCY
If the position of an officer becomes vacant for whatever reason, the BOD may by resolution
fill the vacancy with an OCTRA member in good standing. (Orig.1.9.4)
3.6.5
SECRETARY
The President shall appoint a Recording Secretary, Membership Secretary and an Archivist.

3.6.6
DUTIES OF OFFICERS SHALL BE AS FOLLOWS : (ORIG.1.9.6)
a) PRESIDENT -shall preside at all meetings of OCTRA. He/she shall appoint Committees
subject to the approval of the Board of Directors and shall be an ex-officio member of
all Committees. He/she shall have the power to call special meetings.
b) VICE PRESIDENT -shall act in the absence of the President and shall carry out all duties
assigned by the President.
c) SECRETARY - shall keep on file all correspondence and records (including minutes) and
shall conduct such correspondence as may be necessary to carry out the business of the
Association.
d) TREASURER -shall keep and maintain accounts of all monies and other assets of the
Association.
3.6.7
MISSING MEETINGS
Any member of the board missing 3 (three) consecutive meetings without extenuating
circumstances be removed from their position on the board. (Orig.1.9.7)
3.7
COMMITTEES (ARTI CLE 10)
3.7.1
NOMINATIONS & ELECTI ONS COMMITTEE
a) The President shall appoint a nominating committee of three OCTRA members in good
standing no later than October 1 of each year. Nominations for Officers and Directors
are to be submitted to the Nominations and Elections Committee no later than 60 days
before the AGM. If no nominations are received for a specific position, nominations from
the floor during the AGM will be accepted. (Orig.1.8.1, Amended 2011)
b) The Nominations and Elections Committee shall open, count and announce the results
of the election at the AGM held each year. (Orig.1.8.4)
3.7.2
STANDING COMMITTEES
and Organizational Positions will be appointed by the President with the approval of the Board
of Directors. (Orig.1.10.1)

SPECIAL COMMITTEES
Special Committees shall be appointed by the President as the occasion arises.
Any such committee, so appointed, shall cease to function when its terms of reference have
been fulfilled by the filing of a report to the Board of Directors by said committee or,
alternatively, when disbanded by resolution of the Board of Directors. (Orig.1.10.2)
3.7.4
EDUCATION COMMITTEE
a) Will design programs that will be approved by the BOD to teach and train people that
are interested in becoming either a Technical Delegate or Steward. (Orig.2.1.17) See
A.1.5
b) Once the programs are in place and the first set of people are trained as such, this
section will be removed and replaced with: The Board of Directors will only appoint
persons that have proven proficiency and passed related OCTRA programs. (Orig.2.1.17)
3.8
FINANCES (ARTICLE 14)
3.8.1
THE FISCAL YEAR
Shall be from January 1 to December 31 inclusive. (Orig.1.14.1)
3.8.2
FINANCIAL REPORT & BOOKS
The Treasurer shall present to the Annual Meeting a report of receipts, disbursements and the
financial position of the Association; shall make the books available for inspection to any
member in good standing upon two weeks written notice. (Orig.1.14.2)
3.8.3
SIGNING AUTHORITY
The Treasurer, the President, and a third member of the Board of Directors, appointed by the
Board of Directors will have signing authority. Two of three signatures are required.

3.8.4
FINANCIAL REVIEW
There shall be an annual review of the finances of the Association by a person with knowledge
of accounting procedures appointed by the Board of Directors. (Orig.1.14.4)
3.8.5
EXPENDITURE APPROVAL
Expenditures, in addition to those presented in a budget and approved by the membership,
that exceed $2000.00 must be approved by a 2/3 majority of the membership at any regular
or special meeting of OCTRA. (Orig.1.14.5)
3.8.6
ACTION REGARDING RECEIPT OF NSF CHEQUES
a) Upon notification from a financial institution of a returned cheque, payable to OCTRA, a
service charge (decided by the Board of Directors and based on current fees associated
with that financial institution) will be added to each returned item. The OCTRA Treasurer
(or designate) shall send Notice of the outstanding balance due to OCTRA resulting from
the returned cheque and of the service charge. (Orig.1.14.6)
b) The Notice referred to in the preceding paragraph shall also state that the parties will
be suspended effective, after a period of fifteen (15) calendar days from the date of
mailing of the Notice, until payment in full, including the service charge is received by
the Treasurer (or designate) and postmarked/electronic transaction dated and submitted
to the OCTRA Treasurer (or designate) within fifteen (15) days of mailing of the Notice.

c) If the returned cheque was issued in payment of any event/program sanctioned by the
OCTRA BOD, the horse(s)/rider(s) mileage/completion/points/awards which the

requesting sanctioning by the same Ride Management will be suspended until payment

DISSOLUTION (ARTICLE 15)

DISSOLUTION OF THE ASSOCIATION
may be authorized by at least a two-thirds majority of the members present at a regular or
special meeting called for the purpose subsequent to which the appropriate officers shall take
whatever action is necessary to complete said dissolution in compliance with applicable

4.1
APPLICATION/INFRACTIONS (ARTICLE 7)
4.1.1
THE PURPOSE OF THESE RULES
The Purpose of these rules is to protect the animal and provide fair and equal conditions for
competition. (Orig.02/13)
4.1.2
OCTRA SANCTIONED EVENTS
a) Are open to any member of the Genus Equus and the word “horse” used throughout
these rules refers to a Genus Equus. (Orig.2.2.2, Rev.02/12)
b) All OCTRA sanctioned events are open to any riders whether holding full annual
membership, or using single event/day membership of the Association, except for the
biannual Provincial Championship (Orig.2.2.1, Rev.02/13)
c) The Board of Directors may bar any horse or rider at their discretion, (Orig.2.2.4,
Rev.02/12). Also, see 4.3.1 Sportsmanship/Behaviour and 4.4.2 Behaviour/Safety
4.1.3
KNOWLEDGE OF THE RULES
a) All competitors and officials are responsible for knowing OCTRA Rules and any additional

4.1.4
JUDGES DECISIONS
a) The Control Judges will have the final decision as to

POLICY ON DRUGS – “NO DRUG RULE”
a) No liniments, salves, salt packs, drugs, or medication of any kind may be used except
under the direction and advice of the Head Control Judge. Any such treatment must be
marked on the horse’s scorecard and MAY result in disqualification at the discretion of

b) The administration of any internal drug or fluids shall automatically disqualify an

4.2.6
ADDITIONAL HEALTH REQUIREMENTS (ARTICLE 6)
a) Any equine showing any signs of contagious or infectious disease shall not be allowed
to start the ride and the owner and/or rider will be asked to remove same from the
grounds. (Orig.2.6.1)
b) Any horse may be barred from entry by the Ride Management under the advisement of
the Board of Directors if the horse is known to have a recurring medical problem that
may endanger its life. (Orig.2.6.5)
c) It is recommended that nursing mares or mares in foal six months or more not be

d) Ride Management may impose any health rule it deems necessary, however, any
requirement other than Government regulations must be stated in the rules of the ride

4.2.7
DOGS
a) If dogs must be brought to a ride, they must be kept restrained at ALL times.

4.2.8
SMOKING

FOOTWEAR
With heels (not less than 1cm), OR use of breakaway stirrups, OR use of basket/cage type
stirrup covers while mounted is mandatory for all riders under the age of 18 years and is

4.3.5
PARENTAL/GUARDIAN CONSENT REQUIREMENTS – FOR JUNIORS

A rider may ride un-sponsored at the discretion of Ride Management and with parent(s) or

a) The rider must be 14 years of age or older as of the date of competition. (Orig.2.2.8a,

b) Have requested the exemption from sponsorship in writing to the OCTRA Secretary and

two recovery control point checks are ideal on a 64km (40 mile) ride, but frequency of
such checks depends on the prevailing conditions, i.e. speed of ride, roughness of

RIDER COMPLETION CERTIFICATES
a) Shall be awarded to each horse and rider who finishes a ride in satisfactory condition.
These certificates indicate the km/mileage achieved and accrue for Year End Mileage

g) At such time as the horse is entered in OPEN Division, he/she will no longer be eligible
in the NOVICE Division, regardless of the number of NOVICE rides he/she has completed.

a) Objective/Purpose is to provide a unique training opportunity in a competitive setting
at a distance and speed appropriate to horse and/or rider experience, and to test the

SAFETY

b) In compliance with the Highway Traffic Act, we ask that all riders and horses stay on the
right-hand side when traveling on roadways, and runners remain on the left (facing
oncoming traffic). (Orig.2.7.11b)
6.3.2
FORWARD MOTION
a) The same horse and rider team, or Ride ’n Tie horse and runners, must be maintained
throughout the ride. (Orig.2.7.9c, Rev. 02/12)
b) Mileage/Set Speed/Endurance/Ride &Tie – Riders may dismount and advance
along the trail with their horses at any time during the ride. (Orig.2.12A.10, Rev.02/12)
c) Competitive Trail
i)
Riders may not advance on the trail while dismounted except to lead their horses
by, through or over a specific obstacle. (Orig.2.11A.4)
ii) IF A SHOE IS PULLED A RIDER MAY DISMOUNT AND WALK THE HORSE TO THE

TAILING/SHARING

PACING/GIVING WAY
a) All posted or verbal instructions from any of the ride officials concerning the pace to be
maintained over any part of the trail must be obeyed by all riders. (Orig.2.7.8)

FOLLOWING THE TRAIL
a) All entrants must complete the trail as laid out by Ride Management. (Orig.2.7.9a)
b) Horse and rider must pass all control points and stay on the trail as marked.

c) If an entrant leaves the trail for any reason (deviate from the trail), he/she must
return where he/she exited and continue from that point and then complete the course
as indicated. Failure may result in disqualification. (Orig.2.7.9b and 2.11A.9c)

Competitive Trail - The rider must return on horseback to that point, and then
complete the course as indicated. (Orig.2.11A.9c)
d) A rider who has missed a section of trail - At the discretion of the Ride Management,
may be permitted to ride the missed section without subsequently repeating the entire
trail as marked. In this case the rider will receive only the mileage credit for the day
providing they complete the ride within the maximum time allowed. (Orig.2.7.9a)
6 .3.6
TYING/HANDING OFF – RIDE ‘N TIE ONLY
Teams may tie as many times anywhere along the trail provided:
a) The ties do not obstruct the trail. (Orig.2.13A.8, Rev 02/12)
b) Horses must not be tied to vehicles. (Orig.2.13A.7)
c) Unless otherwise posted, tying on private property is not permitted. (Orig.2.13A.7)
d) Horses are not to be hand held, unless otherwise instructed by Ride Management.

e) Competitors and Pit Crews may not tamper with tied horses, or deliberately influence

a) Horses must be adequately stressed prior to incoming Heart Rate, H/R readings being

a) Head Control Judge – Will be designated and must be eligible to apply for Licensure

a) A rider who feels that Ride Management has made a mechanical error in the calculation
of his/her ride penalties/points has the option of making a complaint to OCTRA.

b) Mechanical errors are defined as transposition errors, addition errors, and/or time
miscalculations. The following procedure must be followed. (Orig.2.8.1)

FILING A GRIEVANCE – RE MECHANICAL ERRORS
a) The Judging Card, along with a letter of complaint, must be sent to the OCTRA VicePresident within two weeks of the receipt of the ride results. (Orig.2.8.2)

OCTRA Year End Top Ten in any three (3) of the four disciplines for at

A consistent record demonstrating a high completion rate.
iii) Horse has been short listed for a national or international event more than
once.
iv) A record of longevity and performance. For example, the horse has been
in competition for more than five (5) years with 80% or greater top ten
finishes.

Additional Stall of Fame considerations (Orig.2.16D.1b)
i)
Horse must have shown qualities of achievement that were above all
others competing at that time.
ii)
Achievements outside OCTRA recognized events will be taken into
consideration providing the horse has achieved a good measure of his/her
successes in OCTRA sanctioned events.
For example:
If a horse has shown a high level of success at out of province
competitions they should also be listed, but will not be considered if it’s
at home success is only slightly above average.
11.4.2 NOMINATIONS

Horses may be nominated for this award at any time. For example: If a horse
was retired 15 years ago, and records can prove that the horse competed at a
level that separated it from other horses competing at that time, it would be

A.1.5
STEWARD OR TECHNICAL DELEGATE
a) The Board of Directors may appoint a Technical Delegate and/or Steward
to any event, if in the opinion of the Board of Directors it would be in the best
interests of OCTRA or the Event. (Orig.2.1.16)
i)
Endurance – The AERC Steward requirements govern and the Steward
is appointed according to AERC rules. (Orig.2.12A.1b)
b) The Technical Delegate – (Orig.2.1.16)
i)
Should be knowledgeable in the technical aspects of distance riding.
ii) Is responsible for ensuring Ride Management and volunteers are
conducting the event within OCTRA rules.
iii) Should advise the Ride Management of any concern regarding layout of
any of the staging areas.
iv) Is to inform Ride Management of any procedural corrections made to
technical personnel.
iii) May also act as Steward if appointed by the BOD
iv) Will make a report and submit that report to the BOD and Ride
Management.
vii) Any final decision made by the Technical Delegate is binding on Ride
Management. In EXTREME cases the Technical Delegate may revoke the
Sanctioning of the event at any time (an event without sanctioning is
NOT covered by OCTRA Insurance).
c) The Steward – (Orig.2.1.16)
i)
Must be well versed in OCTRA rules.
ii) Act as a consultant to any rule concerns.
iii) Will investigate any concerns about broken rules.
iv) Will inform Management of any broken rule.

vi) Will submit a report to the BOD and Ride Management
d) Ride Managers are responsible for providing accommodations, meals and
