Purpose
In late 2010, the Estes Park Board of Trustees adopted a uniform Sign Code to regulate the display and use of
signs, banners, and flags within Estes Park. Subsequently, the Sign Code has been revised and updated. The
current version of the Sign Code may be found at http://www.colocode.com/estespark/estespark_17.pdf.
The Rotary Club of Estes Park sponsors the Estes Park Duck Race, an annual community-wide event that
displays a significant number of signs, banners, and flags for the event and, hence, is regulated by the Sign
Code. The Duck Race maintains its headquarters at XXXXX.
The Duck Race falls within the definition of a Community Special Event as defined in Chapter 17.66.170 of
the Sign Code. As such, the Duck Race is required to submit a Master Special Event Sign Plan. The Plan is
valid for subsequent re-use in future Duck Races as provided by the Code and will require slight revisions
every year. This document constitutes the required Sign Plan.

Duck Race Sign Plan
This Sign Plan is divided into sections based on the venue and timing of various events during the Duck Race.
In some cases, a venue will be posting materials on an extended basis and other venues will be posting
materials on a short-term basis.
For the purposes of the Duck Race, several of the venues mentioned below are considered as on-site premises.
In fact, there are several foci of the Duck Race activities during the Race season and, as such, each of these
venues may be considered as an on-site premise. For each venue, an indication will be made as to whether the
venue is considered as an on-site premise or an off-site premise or a Town Sponsored Special Event premise.
In order to provide a useful visual record of each sign, photographs or graphics are included. Where feasible,
each photograph includes a “measuring stick” as part of the photograph in order to provide a permanent
record of the color and size of the sign. It should be noted that the measuring stick is NOT part of the actual
sign.
Visitor Center
A banner will be posted at the outdoor display stand at the Visitor Center with the following
specifications in accordance with Chapter 17.66.180, Town Sponsored Special Events, of the Municipal
Ordinances:


Timing: the banner will be emplaced not more than 14 days before the Duck Race and removed
not later than 1 day after the Race.

Responsibility: the Estes Park Special Events Department will be responsible for the setup, takedown, and storage of the banner.
As available, the light poles at the Visitor Center will be augmented with Duck Flags. There will be
approximately 5 flags mounted, depending on the availability of suitable holders on the light poles and
availability of flags.


Location: All available flag-ready light poles around the Visitor Center.

Timing: the flags will be emplaced not more than 14 days before the Duck Race and removed not
later than 1 day after the Race.

Responsibility: the Estes Park Special Events Department will be responsible for the setup and
take-down of the flags. The Duck Race Committee will be responsible for the delivery and
storage of the flags outside the Race season.
Highway 34/36 Corner
The main Duck Race banner will be posted on the northwest corner of the Highway 34/36 intersection in
accordance with Chapter 17.66.180, Town Sponsored Special Events, of the Municipal Ordinances.


Elkhorn Avenue
As available, Duck Race flags will be placed on the light poles along Elkhorn Avenue in accordance with
Chapter 17.66.180, Town Sponsored Special Events, of the Municipal Ordinances.
There will be approximately 50 flags mounted, depending on the availability of suitable holders on the
light poles and availability of flags.


Location: All available flag-ready light poles along Elkhorn Avenue from the Highway 34/36
intersection to West Park Center.

Timing: the flags will be emplaced not more than 14 days before the Duck Race and removed not
later than 1 day after the Race.

Responsibility: the Estes Park Special Events Department will be responsible for the setup and
take-down of the flags. The Duck Race Committee will be responsible for the delivery and
storage of the flags outside the Race season.

Fairgrounds Marquee
The Fairgrounds marquee will be updated to include an announcement of the Duck Race in accordance
with the marquee regulations published by the Special Events Department a the Stanley Fairgrounds.

Venue: Stanley Fairgrounds

Material: Free-standing marquee sign

Size: Historically, the event uses 2 lines on the marquee to advertise the Duck Race. If there are
no other events taking place during that time period, the Duck Race can use all four lines. The
size of the marquee lettering area is approximately 10’x4’, so the 2-line area is 10’x2’. The sign
is lighted, and can be seen by Westbound and Eastbound traffic on Hwy 36. The sign area = 20
square feet for the 2-line version and 40 square feet for the 4-line version.


A temporary banner will be placed at a suitable location attached to the temporary office space occupied
by Duck Central at 302 Big Thompson Avenue, in accordance with Chapter 17.66.190, Temporary
Banners Commercial Use, of the Municipal Ordinances.


Responsibility: the Duck Race Committee will be responsible for the setup, take-down, and
storage of the banner.
A Duck Race flag will be placed at a suitable location attached to the temporary office space occupied by
Duck Central, in accordance with Chapter 17.66.190, Temporary Banners Commercial Use, of the
Municipal Ordinances. This flag is only displayed during the hours that Duck Central is open for
business.

Venue: On-site premise


permitted in Chapter 17.66.190, Temporary Banners Commercial Use, of the Municipal

storage of the flag.
Various posters promoting the Duck Race will be attached to the inside of suitable windows at Duck
Central. These posters conform to Chapter 17.66.170.5(a) and are exempt from square footage limitations
as specified in the Municipal Ordinances.


Nicky’s Restaurant & Resort
Three banners will be placed at Nicky’s at 1350 Fall River Road in accordance with
Chapter 17.66.170.5(b) of the Municipal Ordinances.
A Duck Race banner will be securely attached to the entrance sign leading to the Nicky’s Resort and
Steakhouse on Fall River Road in accordance with Chapter 17.66.190(d) of the Municipal Ordinances.


Fall River Road in accordance with Chapter 17.66.190(d) of the Municipal Ordinances.

after the Race. At the same time, the duck cage will be returned to storage.

Responsibility: the Duck Race Committee will be responsible for the setup, take-down, and

Finish Line at Riverside Plaza
A banner will be securely attached to the bridge located at the confluence of Fall River and Big
Thompson River in Riverside Plaza at 110 E Riverside Drive in accordance with Chapter 17.66.190(d) of
the Municipal Ordinances.


Three sandwich boards will be posted at Riverside Plaza in conformance with Chapter 17.66.070(2),
Temporary Signs. The sandwich boards will display the schedule of events for Race Day.
