The City of Goodyear believes and encourages collaboration
and partnership opportunities
The Partnership required participation by 1) the Arizona
Department of Water Resources (ADWR); 2) the Arizona
Department of Environmental Quality (ADEQ); 3) the US EPA;
4) the Principle Responsible Parties (PRP); and 4) the City.
• ADWR & the City – developed groundwater exemption
• ADEQ and the PRP – developed discharge and use permits
• City and PRP – developed access agreements
• EPA and PRP – developed remedy and plans

Access and Reuse Agreement – Phoenix Goodyear Airport
North Superfund Site (PGA-N)
• Makes all City property available for remediation
a) Increases efficiency for both the City and remediation activities
b) Decreases permit times
c) Construction standardization
• PGA-N agrees to deliver up to 100,000 gallons per day of
remediated groundwater or up to 200,000 gallons per day in peak
to the City free of charge
• The City will use this remediated groundwater at its largest
Community Park

Access and Reuse Agreement – Phoenix Goodyear Airport
South Superfund Site (PGA-S)
• Makes all City property available for remediation
a) Increases efficiency for both the City and remediation activities
b) Construction standardization
• PGA-S agrees to deliver up to 720,000 gallons per day of
remediated groundwater to the City
• If remediated water is provided to the City
a) All permit fees are waived - $tens of thousands of dollars
• The City will use a major portion of this remediated groundwater at
the City Cactus League Spring Training Ball Park Complex

Benefits to the City
• Community Park – water commodity savings of $75,000 per
year
• Spring Training Ball Park Complex – water commodity
savings of $250,000 per year
• Groundwater exemption savings for both projects - $75,000
per year
