Hearty congratulations for getting back to your seat and taking charge of your legacy. In
order to strengthen your hands in administration we are eager to contribute our mite, and
have the following issues to suggest you:
1) Power Famine:
You may please consider taking up the waste land development with weed plantation of
4-5 year cycle, which can survive in any drought condition, and link up this to rural
development and rural employment. Make these plants as captive fuel to biomass power
plants by encouraging technocrats and industry. Each plant can be set up at 5 to 10 MW
and you can afford to promote over 100-200 plants in your state. Decentralised power
would minimize transmission losses. You may encourage co-op. societies to take up
power-distribution which would facilitate close monitoring and create further
employment.
The investments for this program could be mobilized through carbon revenue from
international market.
2) Employment generation through fly ash brick activity:
There is huze potential for employment generation through fly ash brick industry in
Tamilnadu. The previous government considered to encash fly ash without tapping its
potential otherwise, but you can revolutionise the scenario. We are the developers of
FaL-G technology for the production of fly ash bricks, which we have disseminated
throughout the country as service activity. Over 12,000 plants are working throughout
the country and, in your state, over 1000 plants are located against the potential for 8000
plants that can create employment to over 0ne lakh workers.
You can link up this activity to CDM/carbon revenue and use the funds for development
activity. By replacing clay bricks, fly ash bricks earn carbon credits for not using any
thermal energy. Our institute has already tied up with the World Bank on a 6.00 million
dollar contract (bundling over 112 fly ash brick units) and distributed already over Rs. 3.5
crores to fly ash brick manufacturers for the last three years. When we signed
Rs. 24 crore contract at 112 units, you can imagine the potential of revenue at 8000 units.

You can make fly ash brick activity as the state program, create rural employment, earn
carbon revenue through CER/VER revenue in the international market and channelize the
revenue for development activity.
You can use high strength fly ash bricks (200-400 kg/cm2) for rural infrastructure projects
such as pavements, check dams etc. You may please tap Central funds under ‘Pradhan
Manthri Grameen Sadak Yojana’ and provide pavements in all your villages with
100-years of guaranteed performance.
We can extend our services to you in all the above programs. Right now I am touring your
state on inspection of fly ash brick units. I can reach you any day before 24th instant as I
will be in your state.
We are going to distribute over Rs. 4.00 crores this year as carbon revenue to fly ash brick
entrepreneurs. There are over 25 units from your state in this program. If you agree, we
will conduct this cheque distribution program in your state in August, and welcome you
to distribute the cheques to the beneficiaries over your august hands. This works as an
awareness program in your state and demonstrates your commitment to the cause.
