Subject Matter Expert:
This three-day course addresses the key elements of spectrum
management in a deployed operational context. This includes the
organisation, policy, processes and procedures required to effectively
manage the electromagnetic spectrum. It will address the principles of
effective spectrum management including acquisition, planning and
deployment of spectrum dependent capability; the spectrum management
process from mission preparation to deployment, sustainment and
recovery; multinational doctrine and proposed national, joint and single
service policy, doctrine, organisation and procedures; examples of good
practice and operational anecdotes; practical exercises based on realistic
deployed scenarios.
Our SME joined the Royal Corps of Signals in 1988
as an apprentice Radio Telegraphist, graduating
from the Army Apprentices College Harrogate in
1990. Over the next 18 years he served at Brigade,
Division, Training, NATO and Joint organisations
reaching the rank of Warrant Officer Class 1 in the
appointment of Yeoman of Signals. He has served
in the Persian Gulf (Op GRANBY) 1990, Northern
Ireland (Op BANNER) 1997-1998 and 2002-2004,
Afghanistan (Op HERRICK) 2005 and Iraq (Op
TELIC) 2008. He was commissioned into the Royal
Corps of Signals in 2009 as a Traffic Officer.

(acting as Battlespace Spectrum Management
(BSM) SME and providing deployable capability for
PJHQ/JFHQ)
• Operational deployment as BSM in Afghanistan
(2005/2006) in Kandahar (Task Force Helmand) and
Kabul (HQ ISAF)
• BSM in Iraq 2008 in Basra (Joint Force CIS
(Middle East))
• BSM for 3 x JFHQ exercise (Joint Venture) in
2004, 2005, 2006
• BSM for JFHQ exercise in Falkland Islands
(Falklands Forum) 2006
• Produced and delivered first UK BSM course for
Defence College of CIS (DCCIS)
• Instructed UK BSM on NATO frequency
managers course

Day Two:
The Spectrum Management Process
Plan/Prepare
• Collect and process spectrum data
• Collect and process equipment data
• Identify the force spectrum requirement (electronic order of battle)
• Define the spectrum management strategy and concept of operations
• Identify spectrum freedoms and constraints
• Acquire spectrum to support the force requirement, with or without
host nations support
• Produce and issue a BSM plan
Operate/Sustain
• Manage the BSM plan (implement, maintain, review and update)
• Advise HQ staff and co-ordinate / liaise with host nation, multinational
forces and other actors
• Coordinate with spectrum stakeholders
• Manage the Joint Restricted Frequency List (implement, maintain,
review & update)
• Conduct interference resolution
Recover/Transition
• Enable the transition to host nation civil spectrum management
authority
• Handover spectrum management responsibilities to an incoming
military force
• Post operational analysis to inform acquisition and drive improvement
