Closed Circuit Television (CCTV) - Questionnaire
IS A CCTV WARRANTED?
Five (5) warrants have been identified to capture the most common uses of Closed Circuit
Television (CCTV). While there are other purposes and uses for CCTV, the warrants developed
to date have focused on the following five.

warranted for your application, please fill out the appropriate questionnaire on the following
pages for the warrant you selected and email the completed questionnaire to

CCTV Warrant - 1:
Traffic Observation (see page 3)
Purpose: To visually observe traffic conditions in order to determine if
alternate signal timings are appropriate (either to flush special event
traffic or to commuter traffic by manually implementing time of day flush
plans).
CCTV Warrant - 2:
Traffic Verification (see page 5)
Purpose: To allow traffic operations personnel or emergency response
teams to visually verify traffic flow and/or incidents (e.g. crashes, debris in
roadway) in order to activate or dispatch appropriate response and post
message to traveler information systems.
CCTV Warrant - 3:
Weather Verification (see page 7)
Purpose: To allow maintenance dispatchers and traffic control personnel
to verify weather conditions on the roadway, either to guide traveler
information dissemination or to dispatch snow removal and treatment
operations.
CCTV Warrant - 4:
Traveler Information (see page 9)
Purpose: To allow travelers to understand traffic delay and road weather
conditions by viewing images of the roadway from the Internet prior to
departing.
CCTV Warrant - 5:
Field Device Verification (see page 11)
Purpose: To allow traffic or maintenance operations personnel to verify
operational functionality of in-field devices (such as Dynamic Message
Signs, road/lane closure gates, and other devices).

CCTV Warrant - 1: Traffic Observation
Purpose: To visually observe traffic conditions in order to determine if alternate signal timings
are appropriate (either to flush special event traffic or to commuter traffic by manually
implementing time of day flush plans).

1. Are there typically periods of time at least twice per week of ‘loaded’ cycles (i.e. where
the vehicles in the queue do not all dissipate in one green cycle) that last 15 minutes or
longer?
2. Does the signalized intersection have significant cross street traffic such that visual
observation is needed before flushing the primary route (i.e. in order to verify that the
secondary street is not backing up)?
3. Do pre-timed flush plans exist and would local policy only allow implementation of flush
timing plans with visual observation verifying the need?

CCTV Warrant - 2: Traffic Verification
Purpose: To allow traffic operations personnel or emergency response teams to visually verify
traffic flow and/or incidents (e.g. crashes, debris in roadway) in order to activate or dispatch
appropriate response and post message to traveler information systems.
Please answer the following questions.

1. Does the candidate location allow visual verification of incidents, queues or other events
within an area that encounters incidents as frequently as twice per month for arterial
streets or once per month for freeways?

CCTV Warrant - 3: Weather Verification
Purpose: To allow maintenance dispatchers and traffic control personnel to verify
weather conditions on the roadway, either to guide traveler information dissemination or
to dispatch snow removal and treatment operations.

2. Do winter weather events have a significant impact to travelers at this location (due to
such circumstances as either: local terrain, lack of alternate routes, winding or steep
routes), and it is a location that travelers are frequently concerned about?
3. Are there no nearby weather sensors reporting accurate and real-time conditions such as
visibility, precipitation, or pavement temperatures, or if nearby weather sensors have
been found not to be trusted as a single source of information about weather events?
4. Is the area not regularly traveled by DOT personnel able to manually report weather

CCTV Warrant - 4: Traveler Information
Purpose: To allow travelers to understand traffic delay and road weather conditions by viewing
images of the roadway from the Internet prior to departing.

basis (i.e. each commuter day is a candidate for congestion)?
