1. Context
Islamic Relief (IR) is an international relief and development charity which envisages a caring
world where people unite to respond to the suffering of others, empowering them to fulfill their
potential. We are an independent Non-Governmental Organization (NGO) founded in the UK in
1984. Islamic Relief Worldwide has offices in more than 30 countries providing various
humanitarian relief supports in line with agreed norms of international humanitarian charters and
substantive standards and guidelines. IRW started operations in Kenya in 1993 with its one-toone orphans sponsorship programme through a local CBO in Mandera district, Northern Kenya.
It opened a fully-fledged office in March in 2006 at the height of drought in the Horn of Africa.
Since then IRW has been providing humanitarian and development assistance to vulnerable
communities. Over the years it has implemented various humanitarian, recovery and disaster risk
reduction (DRR) programmes in northern Kenya; Mandera, Wajir and Garissa.
Since 2006, IR Kenya programme has addressed short-term emergency needs, medium-term
rehabilitation programmes and the longer term strategic needs of the poor through development
disaster risk reduction (DRR) interventions. Emergency interventions encompass targeted
feeding programmes, distribution of seeds and tools, water and public health initiatives for those
suffering the effects of drought, flash floods and other disasters. Rehabilitation and longer term
development aim to build the capacity of the poor to enable them to take responsibility for their
own development needs – to make a sustainable impact on poverty. Through working in chronic
food deficit areas and in the most disadvantaged areas of Northern Kenya, IRK has ensured that

its programmes target those who are most vulnerable. These programmes include food security
and livelihoods, health and nutrition, education, water and sanitation, child-welfare and other
special Programmes.
In Consortium with Agakhan Foundation (AKF) Nomadic Council for Nomadic Education in
Kenya (NACONEK), IRK is building on their existing platforms to improve social and economic
opportunities for youth in Lamu, Garissa and Mandera, with IRK having specific focus in
Mandera. IRK intends to build the capacity of the targeted by organizing them into informal and
formal savings groups, youth will have a diversified source of income and be equipped with
financial safety nets to protect against unforeseen shocks. Through increased awareness about
government youth funds and linking skilled groups of youth to them, IRK will facilitate the
training of the youths on business skills using the ILO Start and Improve Your Business (SIYB)
training curriculum (Generate Your Own Business Idea (GYBI), Start Your Business (IYB) and
Improve Your Business (IYB). Training will be conducted to both staff and beneficiaries in
Mandera County, delivering small business development trainings using the ILO Modules.
2. Overview
The consultant will build the capacity of youth groups in aspects of small business selection,
initiation, management and development using the ILO curriculum, Start and Improve Your
Business (SIYB).
The Start & Improve Your Business (SIYB) programme is a management-training programme
with a focus on starting and improving small businesses as a strategy for creating more and better
employment in developing economies and economies in transition. The SIYB consists of three
training packages, Generate Your Business Idea (GYBI), Start Your Business (SYB) and
Improve Your Business (IYB) for both literate low literate people. The overall SIYB objective is
to contribute to economic development and to the creation of new and better jobs. The immediate
objectives are to:
 Enable development organizations, specifically women’s organizations, to effectively and
independently implement business start up and improvement training and related
activities for potential and existing entrepreneurs;
 Identify potential and existing small entrepreneurs, both women and men, through these
development organizations to start viable businesses and to increase the viability and
profitability of existing enterprises, and to create quality employment for others in the
process.
The SIYB is a system of interrelated components developed to achieve highest impact and
sustainability. The rationale for GYBI is to orient maturing and market ready GSLAs towards
small business using clear criteria to decide to engage in small business and select what business
to engage in. The GYBI training will aim to give basic skills and orientation to enable GSLA
members make meaningful decisions about business selection. It will help them to determine and
adopt appropriate characteristics for small business idea development. The GYBI will encourage
Group Savings and Loans Association (GSLA) members to build their own capital for investing
in small business as opposed to using all of it on direct consumption. Target beneficiaries will
therefore be selected based on their performance in economic strengthening activities.

3. Delivery Strategy
The GYBI training course will take three days per group of 20 to 25 participants. After the
training, the potential entrepreneurs will require follow-up support by project technical staff to
implement their business ideas and to start their own businesses; follow-up will occur between 3
and 4 months after the initial GYBI training. The GYBI training shall be delivered by a
consultant, who is familiar with the local context, can evaluate client satisfaction with the
training received during and after the service delivery process and feeds that impact data back
into the design of future training courses, to continuously improve the offering.
The training will be conducted using the ILO-SIYB programme and therefore will be delivered
using a variety of training methodologies, including:
 Lecture
 Brainstorming
 Discussions, open and group
 Exercises, group and individual
 Short field visits.
 Case studies
 Role play
 Business games.
Participants for the training will be selected from Mandera County using the project selection
criteria based on their performance within the GSLA. Training will consist of educating clusterselected individuals from functioning GSLA groups according to pre-agreed criteria (e.g.,
performance within the GSLA group, basic level of literacy, adoption of production behaviour
such as agriculture, livestock, small business etc.).
4. Scope of Work
This scope of work describes activities to be performed and deliverables to be submitted by the
SYBI expert during the month of April 2017 training exercise to the Mandera youths.
Core objective of the assignment: To enable youth GSLA members carefully selected from
Mandera county program sites to learn practical basic business management skills reflective of
their current and aspirational business levels and to enable participants to apply the same in
their day to day small business operations.
The specific objective of GYBI training is to enable potential youth entrepreneurs to find
out whether they are the right person to start a business and to develop a feasible business
idea. By the end of the training course, these potential entrepreneurs will have a concrete and
feasible business idea which can provide an opportunity for participating GSLA members to
make low risk decisions on their suitability for entrepreneurial activities or whether to use their
savings capital in some other area of household production activities. The business idea will be
the starting point for developing a business plan. GYBI training is designed to assist potential
entrepreneurs to, among others:
 Conduct an entrepreneurial self-assessment and guidance to how entrepreneurial
characteristics can be improved.

Generate business ideas. The participants are guided in how to analyze their own skills
and knowledge and how to exploit this knowledge and skills for setting up a business.
Analyze and select the most feasible business idea. Screening of the feasibility of each
business idea and identification of the idea that is most attractive, that has least negative
impact on the environment and is best suited to their personal situation.
5. Activities Prior to The Training
1. Prepare training program and submit to IRK in advance. The program will be based on
the GYBI with case studies, and will draw on experiences from similar trainings. The
training program will incorporate best practice adult learning methodologies to
effectively meet the training objectives. The programme will include an outline of
sessions, objectives per session, methodology to be used per session and materials to be
used.
2. Prepare training materials in English and if possible local language. The training will be
largely practical in nature, supported by accessible training materials, and be in line with
the SIYB guidelines relating to conducting training sessions to community facilitators.
3. Conduct a pre-training meeting with the sample of the envisaged trainees so that the
consultant is knowledgeable about the participants’ business sub sectors, are familiar with
the profile of the participants’ training needs analysis (TNAs) and are able to devise the
training objectives to suit the requirements of the trainees.
4. Conduct short field visits at the selected trainees’ businesses to gain sound understanding
of the type of businesses participants are in and tailor the training program accordingly.
5. IRK Country staff will coordinate with the field office staff to ensure logistical
preparations are clear, and that relevant clusters have identified persons according to the
pre-agreed selection criteria.
6. The training will include a pre- and post-questionnaire developed in advance by the
consultant to gather basic measurement of participants’ knowledge in the relevant areas.
The training will also include use of the Economic Activity Report form for cluster
reporting on the use of the GYBI post-training.
7. Deliverables
1. Appropriate Training Needs Analysis (TNA) tools and description of methodology that
engages trainees appropriately.
2. Training plan and materials reflecting, demonstrating a variety of training methodologies
as described above, and in an appropriate language for the target audience.
Methodologies selected should demonstrate local acceptability, best-practice related to
adult learning, and ability to meet the over-arching learning goal and session-specific
outcomes. These materials will reflect International Labour Organisation (ILO) standards
of quality.
3. Workshop action plans that commit trainees to implement the required improvements.
4. Detailed training report in English language, to include description of TNA activities and
findings, pre-and post-test reports, both of individual trainees and summarised, of each

specific training session, key lessons learned and recommendations for future
development of this activity, list of participants, feedback on the suitability of the training
approaches and suggested changes to the training methodologies to more suit the target
audiences and recommendations for improvements.
5. Follow-up plan for tracking trainees’ progress of application for 3 months after the
conclusion of the initial training sessions, with a focus on capturing levels of change in
individual business activities including description of developing case studies from
amongst the trainee cohort.

9. Qualifications
The moderator should possess the following qualifications;







Advanced Degree business management, entrepreneurship or any other related field.
Relevant extensive experience business development and incubation training
Past experience in training marginalized groups especially youths
Certification by ILO/FKE – should be in the list of the certified trainers
Excellent report writing and presentation skills,
Ability to pay attention to details,
Familiarity with Microsoft Office Suite for applications.
9. Bid Document Comprises.
The bid document prepared by the bidder shall comprise of the following:
 Fully completed IRK Dossier - Questionnaire
 A brief summary of the Company Profile with detailed physically verifiable contact
address and outlining the technical staff and their CVs.

10. Bid Currencies
The bids prices shall be quoted in Kenya Shillings (Kshs).

11. IRK's right to accept any bid and/or reject any or all bids
IRK reserves the right to accept any bid and to annul the bidding processes and reject all
bids at any time prior to award of consultancy contract, without, thereby incurring any
liability to the affected bidder or bidders or any obligation to inform the affected bidder or
bidders on the grounds of its action.
12. Evaluation
12.1 IRK will examine the prequalification documents to determine completeness, general
orderliness, sufficiency in responsiveness and bid.
12.2 The potential consultant shall not contact IRK on matters relating to their bid from the
time of opening to completion and official communication sent to them. Any effort by
the potential supplier to influence IRK in the evaluation shall result in disqualification.
12.3 Prequalification will be based on meeting the minimum criteria regarding the
applicant’s legal status, general and particular experience, personnel and responsiveness
to RFP.
12.4 The applicants must have registered offices(if a company) and IRK reserves the
discretion of visiting physical premises from which the applicant conducts business if so
desired to confirm existence and capability to deliver the assorted items.
12.5 Due diligence will be undertaken and any bidder found to be in breach and has
provided false information will be disqualified.
13. Employment of Minors
The consultant shall not employ children in executing the contract. The Consultant shall
observe International conventions relating to child labor namely the UN Convention No.182
on worst forms of child labor and convention No. 138 on the minimum age for admission to
employment.

The consultant undertakes to comply with all applicable laws and to ensure that it does not
engage in any kind of criminal activity including but not limited to bribery, fraud,
corruption, terrorism and to maintain ethical business practices as well as not to commit any
Prohibited Acts defined as:i) To offer, promise or give any person a financial or other advantage;
ii) To request, agree to receive or accept any financial or other advantage not
expressly provided for as an inducement or a reward for the performance of any
function or activity in connection with this Agreement;
