Job Summary:

The e-learning Manager will further the London Ambulance Services’
education services by leading online training opportunities for both clinical
and non-clinical education

The e-learning Manager will manage and support the design, development,
implementation and evaluation of online training as part of a blended learning
delivery

The e-learning Manager will manage the budgetary process with the third
party vendor responsible for technically supporting e-learning within the Trust
and as such be the point for all Trust enquiries relating to e-learning
infrastructure
Special responsibilities:
1.
To provide Trust-wide expertise and leadership to support the development of
the e-learning component of blended approaches to education and training
2.
To lead the development and implementation of the Trust’s e-learning
educational strategy that forms part of the overall blended learning strategy
3.
To work with internal and external e-learning developers to source and
develop e-learning material for delivery through the host platform
MAIN TASKS AND RESPONSIBILITIES
Delivery

Responsible for the management of the e-learning development function
across the LAS

Develop and maintain a suite of e-learning modules that are up-to-date and
quality assured by subject matter experts (SMEs), the Education Governance
Manager and the Clinical Education & Training Manager

Work closely with the education department, medical directorate, managers,
and staff to manage the delivery and utilisation of e-learning as a part of a
blended learning solution

Manage resources to ensure optimum service delivery in accordance with
agreed performance measures

Responsible for the design and development of the e-learning hosting and
learning management system Moodle that will be used for all staff within the
Trust to access e-learning and their learning management.

Identify and discuss potential enhancements to e-learning host platform to
improve effectiveness and user satisfaction

Review and source appropriate external e-learning sites and provide access
to them through the host platform

Ensure that learning outcomes are captured through e-learning and fed into
the Trust’s learning management system

In conjunction with the education department, to maintain and develop the
information resources held within the host platform
Development

In partnership with key stakeholders and SMEs, identify e-learning
requirements within the blended learning approach and agree, with the
Training Services Group, the development of new e-learning modules

Responsible for the process and coordination of agreement of e-learning
content to be developed through the use of storyboarding, with sign off from
SMEs and education and development leads

Develop e-learning content as appropriate with support from internal
development expertise

Where appropriate, lead e-learning development of agreed content through
negotiations with external providers, leading on their commissioning through
the provision of highly technical expertise with the support of the procurement
department

Responsible for ensuring the delivery quality of e-learning content and
functionality through User Acceptance Testing (UAT) coordination

Resolve highly complex technical issues through influencing and negotiating
with internal and external suppliers where there may be conflicting priorities
and information.

With external providers and internal partners, use an Information Technology
Infrastructure Library (ITIL) project management approach towards the
development and implementation of new modules

Ensure all developments conform to the required standards and those
methodologies and processes, (as stated in ITIL methodologies) and are
agreed and adhered to, with the support of IM&T

Ensure all modules meet their statutory and mandatory requirements, as well
as those requirements for the learning outcomes; liaising with IM&T, SMEs
and Education Governance Manager to quality assure the process for the
development and end product of e-learning modules

Regularly review the effectiveness of all e-learning modules, both for content
and for learning outcomes

Ensure that e-learning materials are up-dated and amended as appropriate
using e-learning authoring and content development software
Strategic

Develop and agree the Trust’s e-learning strategy that must be integrated
with the wider education and development strategy for both the clinical and
non-clinical workforce of the LAS.

Lead on the development of the e-learning strand of the overall education
strategy with the education department, in conjunction with the Clinical
Education & Training Manager, and Learning & OD Manager

Responsible for the planning of the long-term (1-2 year) e-learning training
plan across the organisation that must be integrated with the face-to-face
CPD training plan and also providing flexibility to meet the Trust’s resourcing
and operational requirements to meet performance.

Utilising staff survey feedback and other feedback from staff, implement
initiatives aimed at improving the level of support that is available to staff
around education with a focus on e-learning and personal and career
development

Develop and agree e-learning policies and practices to ensure modules are
standardised across the LAS and conform with NHS standards

Develop and implement policies and practices which reflect the LAS’s
commitment to high achievement through effective e-learning and the use of
new technologies for learning opportunities

Ensure that all e-learning modules are Equality Impact Assessed to ensure
that all barriers to e-learning are identified, and alternative delivery
mechanisms are put in place if appropriate

Assist in monitoring departmental learning and development strategies,
policies and procedures to help in ensuring uniformity of standards across the
department

Assist and advise on the design of quality systems and review mechanisms to
ensure the consistent delivery of all clinical education and development to
defined quality standards, with a focus on e-learning

Ensure continuous review, development and maintenance of the quality and
professional standards of e-learning and its interaction with education
services, ensuring that they enable these services to be successfully
delivered to the highest standards

Take a lead on identifying and implementing newest technologies to assist
the e-learning process

Contribute to the commissioning process for education & training both locally
and centrally

Develop appropriate partnerships and effective inter-professional and cross
boundary working, both within the Trust and with other relevant educational
and professional organisations


Provide line management for the e-learning administrative member of staff

Provide leadership and support to the internal e-learning resources team in
the development of e-learning content

Provide advice and mentorship for all direct reports, agreeing both personal
performance outcome plans (objectives) and personal development plans
(PDP). Provide regular appraisal and feedback to facilitate their achievement,
managing performance issues effectively and constructively

Employ and continuously develop an enabling, supportive and empowering



Responsible for the procurement of e-learning content and additional
technologies and resources from external providers ensuring delivery of value
for money and quality of product

Responsible for the e-learning departmental budget; including all aspects of
staff, technologies and services

Manage resources within agreed financial budgets and in compliance with
Standing Orders and Standing Financial Instructions. Take corrective action
where necessary and update the Assistant Director of OD regularly on the
projected end of year financial position to ensure financial balance

Contribute to the annual budget setting process and assume responsibility for
developing any local bids for additional funding as part of the overall service
planning process
