Our Oktoberfest Stated Meeting was well attended with
Kitsap Peninsula and Olympic
Peninsula Shrine Clubs coming
together to be the honor guard
for the evening. Our entertainment, Happy Han’s, informed the nobility of their
close connection to the Shrine as a Past Potentate once
played in their band.
Our Haunted Village is up and running with the first
weekend exceeding last year’s start. The wet weather
was a factor this year with a dash of high winds. I
want to recognize and thank all the volunteers who
made this year’s Haunted Village event a success. We
simply cannot do it without you. No matter if you
spent an hour or a full shift; it’s you who took time out
of your lives to support the Temple’s efforts in putting
on this fundraiser.
November 14 is Kash for Kid’s night where the unexpected could and has happened. Bowling for turkeys
has been popular in recent years, I encourage you to
invite friends and family to this enjoyable evening to
possibly win a turkey or two and have FUN. Remember buy as many tickets as you want and win as many
turkey’s as you can.
Nobles, let us all head in to November thankful for
what we have. I ask you to remember the sacrifices our
Armed Forces personnel and others have given so that
we may be thankful. Remember the true meaning of
the Season is the giving and sharing with those less
fortunate than ourselves and support our communities
as they have supported us. Enjoy the Holiday Seasons
ahead and may your hearts be filled with the joy you
bring to your family, friends and the Shrine Hospitals
for Children.

The Leadership Search Committee has the task of
identifying Nobles with leadership talents, management experience, a positive attitude and a desire to
become involved in the management of Nile Shrine by
running for the position of Oriental Guide.
Nobles, we need someone who is willing to give of
themselves and to keep this part of Shrinedom alive
and well. It will take strong leadership and skilled
management to keep our facility healthy and productive as we move into the challenging years ahead. As
Oriental Guide you will be part of the management of
this facility and have the opportunity to learn and to
influence Nile’s future. It is a rewarding and honorable
experience. If you believe that you qualify and wish to

meeting with the committee.
Other positions up for election each year include the
Recorder and Treasurer. If you have the desire and the

Shriners Hospitals for Children. We had a great time
and talked to many people.
There were around 250 to 300
nurses in attendance.
The Greeters Crab Feed in
October went well. The crab was excellent and the
service was good. Our thanks go to the greeters for
this wonderful annual event.
At this writing, the Haunted House is running well. It
is showing signs of being the best ever.
Sunday, November 2nd at 2:00 pm in the Potentates
Lounge is our 3rd and last informational meeting for
next year’s Nile Mexican Rivera Cruise. The cruise
departs San Diego on Friday March 6th and returns
Saturday March 14th. We have had lots of interest at
the two previous meetings. There is still time to sign
up. Please come and have an enjoyable afternoon, and
learn about next year’s cruise from the AAA representatives. There will be door prizes and snacks available.
Friday November 14th is our annual “Kash for Kids”
Turkey Raffle. Zem Zem at 5 pm, dinner ($15) at 6
pm, Turkey Raffle (80 turkey’s) after dinner. The meeting is open to all. Please come and support our kids.
Our golf ball drop event for Sunday July 26, 2015 is
in full swing. We are selling 3,000 golf balls for $5.00
a ticket. The golf balls will be dropped from a helicopter. Each booklet has 10 tickets in it to sell. Each
booklet is worth $50.00. Sell the tickets and return
the ticket stubs to the office with the $50.00. We need
everyone to help sell tickets. Come to the office and
pick them up. All proceeds go to Shriners Hospital for
Children and it is tax deductible.
Don’t forget, our December meeting is the election
of our 2015 officers. It is important that you attend
and vote for the Nobles you would like to see lead our
Temple through 2015.
We are still looking for a Photography Committee.
Duties are to take pictures at Nile activities in 2015.
The committee will need to cover as many events as
possible throughout the year taking pictures to send in
to our web page. Let me know if you would like to be
involved in this.
If you want to attend a Shrine club meeting near you
contact the Nile office. They can tell you when, where,
and what time the club meets, or look in the SWN.

The Daughters of the Nile Pageantry Unit started a
Drapery Fund by donating $200. We are hoping that
we can work together and raise enough money so new

We have a beautiful facility at Nile with the golf
course, restaurant, Temple, and picnic grounds.
We are looking for Nobles to be on a committee to
organize and execute events for Nile and for Shriners
Hospitals for Children in 2015. Job Description: Meet
as a committee to brainstorm event ideas, organize
and execute events for 2015. Starting ASAP, you will
be expected to meet at least once a month or more if
required by the Chief Rabban. There are several events
planned that need to be organized now and there are
dates set aside next year for your new ideas. The Divan
cannot do it by themselves. It’s time for some Nobles
to step up and show how much you love this organization and our philanthropy Shriners Hospitals for
Children. Please volunteer your time to help Nile and
Our Children.

Greetings Nobles, as November brings a definite close
to Nile’s parade season, it also brings the beginning of
the Holiday Season .
Once again, thanks all of the Clubs and Units for your
participation in all six of the Pote’s-Call parades. I am
hopeful that the 2015 parade season will find two or
three more of the Units and Clubs that have not been
able to participate again. The 2015 parade season will
have nine Pote’s-Call parades so be prepared.
Our last parade was “Railroad Days” at Granite Falls
and it was well attended by Nile and the spectators. A
great breakfast was provided by Damascus Lodge, so
before the parade fellowship was definitely abundant.
Please keep in mind the stated meeting on the 12th has
been moved to Friday the 14th. It will be “Kash for
Kids Nite” and the Turkey Raffle. I hope you win one
and have a happy Thanksgiving to you and yours.
Oriental
Band
The band is considering a modification in our parade
costumes. It has been suggested that we go Chinese
wearing our Tong skull caps modified with pigtails
and keep the green pants and yellow shirts. No more
dark glasses, robes, head scarves with bands, beards or
make up. Another suggestion is is the same costume
but wear fezzes. Yet another is to just change robes. A
decision can wait a few months, but possibilities will
be discussed at future business meetings.
The Band has agreed to slightly alter monthly meetings. Band practices will be on the 1st and 3rd Tuesdays,
our business meeting will still be the 2nd Tuesday and
on the 4th Tuesday we can practice sections or have full
band practice or have a BBQ party with our ladies.
This should add some excitement to our gatherings.
At our November business meeting we will have nominations for Pasha I & II as well as a 3 year trustee.
Start gearing up for the Oriental Band Crab Feed –
February 14, 2015 – Valentine’s Day.
Our goal: top our 2014 PNSA participation in Butte,
August 13 - 15, 2015.
Shurtah

At the October meeting there was a lively discussion
of the Evergreen State Fair and the “barbequed beef
sandwich” booth that the Shurtah operates. The attendance at the Fair was good, but the income for all
of the food vendors was down. This was due in part to
increased admission, parking and ride prices.
There was a discussion of the need for a “Facility Manager” here at the Nile Center. This manager
would have complete authority over budgets and staff.
The manager would be supervised by the Board of
Directors and would not be subject to “suggestions
and directives” from Past Potentates or current officers
of the Divan.
We discussed collecting an additional $20 per member
over the annual dues to cover the cost of each member’s “libation donation.” This would give the Refreshment Captain a funds for re-supplying his inventory.
This additional annual fee will require a change in the
By-Laws, and the Executive Committee is presently
working on this idea, which was supported by the
members present.
All activity committees are reminded that unless you
have a signed contract from Marcus, you may not have
a date for your upcoming event. There is a charge for
the use of any room in the Nile Center. This change in
building policy is due to our current economic situation
and lends credence to the need of a Facility Manager.
Nile Shurtah members are reminded to note that the
scheduled Annual Christmas Party is to be held at the
NOVEMBER 2014
Nile Shrine Center on Saturday, December 20 with
times and menu to follow. Be sure and mark this date
onto your calendars.
The next regular meeting of the Nile Shurtah shall be
on Wednesday, November 5th at 5:30 pm.
Sportsmen’s
Club

The Grand Opening of our new facility down by the
lake was very successful. Everyone loved the great
murals, bar, leather furniture, lighting, new carpet,
barbecue, tent, new bathroom and new shooting range
for BB gun, air rifle and archery.
We are gearing up for more events with the Cub
Scouts, Boy Scouts, Rainbow Girls, Daughters of the
Nile, Friends of the NRA and for teaching hunter
saafety for the State of Washington.
We are also working on special events for club members. Here is your chance to join us for fun, excitement
and being a part of something great. We exist to serve

We meet the 2nd Tuesday of each month at 6:00 pm for
a social hour and a 7:00 pm meeting.

Fall has definitely arrived and our snowbirds will soon
be leaving for warmer climates.

The Halloween cross country event was canceled due
to bad weather. Bridge and Mexican Train were played
in the club room instead and the games were enjoyed
by all. Lunch followed play in the Gold Room and was
planned by the past captains. Thank you all.
Mark your calendars for the Trophy Lunch to be held
on December 2. Guests are welcome. New officers will
be installed and tournament winners will be honored
for their successes in 2014.

At our meeting of October 22, President DJ Synnott
outdid himself by having a representative from Ameriprise provide guidance on the investment climate in
this country. The answer appears to be – just hang in
there, things will get better.
DJ advised that next month he plans to have the Nile
Oriental Guide candidates visit the Club and present
their qualifications. Nile needs good, smart leadership
and this will be an opportunity to plan on your selection for that job. That meeting will be held on Wednesday, November 19 at 11:30 am at the Big Fish.

We had a wonderful turnout of Nobles and Ladies for
the Oktoberfest in September, hosted at GerberHaus
by Dick and Margaret Gerber. Noble Dick performed
wonderfully at the grill, turning out delicious brats and
mouth-watering tender ribs. Helpers were Pam Brandon and Cathy Wangstad.

Holly Auction. This will be held on Saturday, November 8 at the Nile Shrine Center. The silent auction will
be open for viewing and bidding at 4:00 pm, dinner
served at 5:30 and the live auction opens at 6:30. It
should be a fun-filled evening. If you have questions,

The stated meeting will be held on Wednesday, November 12 at the Scottish Rite Center. The 6:00 dinner will

As we enter the Holiday Season we take our cue from
the Founders who cut activities to celebrate home

BYLAWS
NILE SHRINERS
Located in Mountlake Terrace, Washington
GOVERNMENT OF NILE SHRINERS
The Nile Shriners shall be governed by the Articles of Incorporation, the Bylaws, and any General or Special Orders from time to
time in effect of the Shriners International and these bylaws.
ARTICLE II - NAME, SEAL AND LOCATION
SECTION 1. The name is and shall be “Nile Shriners.”
SECTION 2. The seal of Nile Shriners shall be in the form as set
forth herein.
SECTION 3. The Nile Shriners headquarters shall be located in
Nile Shrine Center addition to Mountlake Terrace, Snohomish
County, Washington. Unless otherwise designated by the U.S. Postal Service, its address shall be 6601 244th Street S.W., Mountlake
Terrace, Washington 98043-2750.
ARTICLE III - NILE SHRINERS MEETINGS
SECTION 1. Stated Meetings of Nile Shriners shall be held on
the second Wednesday, or other day designated by the Potentate,
of each month except June, July and August. Any Stated Meeting
may be omitted at the discretion of the Potentate provided at least
one Stated Meeting is held on the second Wednesday of a month
in each calendar quarter. All Stated Meetings shall begin at 7:00
p.m. or a time designated by the Potentate if the meeting is on a
day other than the second Wednesday. The Annual Meeting shall be
held at the Stated Meeting in December, at which time the Officers
and Representatives of Nile Shriners shall be elected and budgets
for the coming year approved. The installation of the elected and
representatives shall be in the Stated Meeting in January.
SECTION 2. The Potentate may call special meetings at any time,
but notice must be given to each member stating the business to be
considered and no other business than that specified in the notice
may be transacted.
SECTION 3. Notice of the time and place of all meetings shall
be given each member by mail, sent to him at the address listed for
him with the Recorder. The notice of all meetings and ceremonial
sessions may be published in the “Smile with Nile”or any other
bulletin or news publication mailed to the members.
SECTION 4. Except, where contrary to the Shriners International
or these Bylaws, the conducting of business at Nile Shriners Meetings shall be governed by Roberts Rules of Order.
ARTICLE IV - OFFICERS
The Officers of Nile Shriners shall be those specified by the Shriners International Bylaws and they shall be elected and appointed,
they shall have the duties as provided by the Bylaws. The Elected
Divan shall be known as the Board of Directors, and shall meet at
the call of the Potentate, who shall be its Chairman. The meetings
will be held in accordance with the Shriners International Bylaws.
ARTICLE V - DUTIES OF NILE SHRINERS OFFICERS
In addition to the duties imposed on the Officers by the Shriners
International Bylaws, the Nile Shriners Officers shall have the
following duties:
POTENTATE
a. Chief Executive Officer. The Potentate is the Chief Executive
Officer of Nile Shriners and shall exercise general supervision
over the Nile Shriners.
b. Responsibilities: He is responsible to the Shriners International for the government of Nile Shriners.
c. Observation of law: He shall require the Nile Shriners, its Officers and members to observe Shrine Law and the Nile Shriners
bylaws at all times.
d. Appointments: He shall appoint the “Appointed Divan”and
other Committees as he deems necessary.
e. Records: He shall require that accurate records be kept, and
just accounts rendered.
f. Returns: He shall require that the regular returns are made to
Shriners International. That candidate fees, annual per capita
taxes, hospital levies and assessments.
g. Meetings: He shall require that all required Stated Meetings
are held annually, of which one shall be the “Annual Meeting.”
h. Orders: He may issue orders to Nobles, Clubs, Units and
Organizations within his jurisdiction to comply with matters
over which he has authority. All such Orders shall be confirmed
in writing, and mailed to the affected Noble, Nobles, Clubs,
Units or Organizations.
i. Nile Shriners Attorney: He shall, with the approval of the
Official Divan, appoint the Nile Shriners Attorney. The Nile
Shriners Attorney shall be a Noble and a member of the Bar,
who is learned and experienced in the law.
j. Financials: He shall sign all contracts for the Nile Shriners
when properly approved.
k. Power: He shall have full power and authority over the use
of the Nile Shriners facilities, subject to the provisions of these
bylaws.
I. He shall have full power and authority over the Organization,
operations and activities of all Nile Shriners Units and Clubs.
CHIEF RABBAN
a. Duties: In addition to his other duties, the Chief Rabban,

in conjunction with the Board of Directors, must prepare and
complete a proposed annual budget of the Nile Shriners as
required by Shriners International Bylaws, for the ensuing year
in time for submission at the Annual Nile Shriners Meeting, at
which the budget is to be approved.
b. Acting Potentate: if the office of Potentate becomes vacant
for any reason, the Chief Rabban shall act as Potentate until a
Special Election, if
more than six (6) months before election, is held and the office is
thereby filled.
BOARD OF DIRECTORS
The Board of Directors shall consist of the Nile Shriners Official
Divan members.
a. Quorum: Three (3) members of the Official Board of Directors shall constitute a quorum.
b. Meetings: The Board of Directors shall meet on the call of
the Potentate, who shall be its Chairman. He must call the meeting when requested by three (3) Official Divan Directors. Meetings may be conducted in person, by telephone, or other means
of direct communication by which all parties may participate
in all comments and conclusions as well as in the voting on any
resolution heard or observed by all members present.
c. Notice: The Recorder shall give not less than three (3) days
written or electronic notice to each Director of the Board of
Directors including the time and place of the meeting. Notice
may be waived in writing prior to or subsequent to such meeting.
d. Budgets: The Chief Rabban, in conjunction with the Board
of Directors, shall prepare and complete a proposed Nile Shriners budget for the ensuing year.
1. Report or cause to be reported to the appropriate Stated
Meeting of Nile Shriners, any proposals for amendments to,
or departures from the budgets and the reasons therefore;
2. Cause copies of the complete budgets for the succeeding
year to be made available upon request, to each member at
least seven (7) days prior to the meeting at which it is to be
considered. The proposed budgets shall be in detail, and in
accordance with the Uniform Chart of Accounts prescribed
by the Shriners International, together with the amount
budgeted for the preceding year.
e. Multiple Budgets. Budgets shall be submitted for the following:
1. Nile Shriners Operating Budget;
2. Nile Shriners Capital Budget;
3. Nile Holding Corporation Operating Budget;
4. Nile Holding Corporation Capital Budget.
f. Unauthorized acts: Except as specifically provided by these
bylaws, the bylaws of Shriners International, or a resolution of
the Board of Directors, ratified by the Nobility, no Unit, Shrine
Club, group of persons or a person has the authority, express or
implied, to act as the agent of, to act on behalf of, or its act or
omission to obligate or bind the Nile Shriners.
g. Where provided for in the Nile Shriners Operating Budget,
the Board of Directors shall employ and supervise the Caterer,
Greens Keeper and Assistants, the Golf Professional and
Assistants, and others employed to provide services for Nile
Shriners, not otherwise provided for in these bylaws. They shall
establish salary ranges and other personnel requirements within
the budgets covering the same. They shall establish greens fees,
other fees, rentals and charges for use of the golf course, picnic
areas and the rules, regulations, terms and conditions governing
such use.
RECORDER
a. It is the duty of the Recorder to:
1. a. Keep accurate minutes of the proceedings of the Nile
Shriners.
2. b. Issue notice to the members of each meeting.
3. c. Keep just and accurate account of each member of Nile
Shriners.
4. d. Keep a register of the members of Nile Shriners showing the name, age, occupation, date of creation, address, and
any with drawl, death suspension or expulsion, as the case
may be.
5. e. Furnish his facsimile to the Shriners International
Recorder.
6. f. Issue Official Shrine Cards to members who are entitled
to the same.
7. g. Affix the Official Seal of the Nile Shriners to, and attest
official documents.
8. h. Shall cause to be made, each year, a current written
inventory of all Nile Shriners property and furnish copies
thereof, to the Board of Directors upon request.
9. i. Shall maintain permanent historical files for the Nile
Shriners Charter, Articles of Incorporation or Association,
Bylaws and Amendments thereto and other official documents
and for all papers and documents, including explanatory
correspondence, involving Nile Shriners real property, past
and present. At the Annual Meeting render a complete report
of the membership and other matters in which the Recorders
Office is concerned.
10. j. Shall cause all instruments of payment approved or
authorized by the budgets to be signed by the Treasurer or in
his absence, by the Potentate and in the Potentates absence, by

other member of the Board of Directors and remit the same.
11. k. Carefully preserve and file his memoranda of payment
of obligations of the Nile Shriners.
12. l. Shall issue purchase orders prior to purchases in excess
of one hundred ($100.00) dollars or such other amount as
shall be from time to time fixed by the Board of Directors,
unless otherwise covered by an approved written contract.
13. m. With approval of the Board of Directors, shall employ
and supervise such office assistants, clerical, janitorial, and security personnel as may be required for efficient operation of
his office, and fix their compensation to the extent provided in
the Nile Shriners Operating Budget.
TREASURER
Duties of the Treasurer:
1. a. Act as Chief Financial Officer of Nile Shriners, under the
general supervision of the Potentate.
2. b. Act as custodian of all funds.
3. c. Sign all checks for withdrawal of funds, unless otherwise
unavailable when the Potentate or his designee may act in his
stead.
4. d. When requested at any meeting of the Nile Shriners, give a
financial report of the Nile, since the last report.
5. e. Prepare, from books and records of the Nile then submit at
the Annual Meeting of Nile Shriners the following information;
a. 1. Annual statement of financial condition of the Nile.
b. 2. Annual Operating Statement.
c. 3. Any supplementary reports or statements required to disclose the true financial condition, nature and condition, current value of the assets, operating results, sources of income
of the Nile Shriners and the Nile Holding Corporation.
d. 4. Keep the books of accounts and records of the Nile.
Present books and papers to the Auditor for his annual audit.
e. 5. Upon written request of not less than ten (10) members
in good standing, shall make financial reports available for
inspection by those members during regular office hours.
f. 6. Shall arrange funds for payment of all bills that have
been approved in the budgets of the Temple.
g. 7. In consultation with the Board of Directors, shall invest
and reinvest funds of Nile.
h. 8. Receive all funds accruing to the Nile, promptly deposit
them to the credit of the Niles approved depositories.
i. 9. Shall be responsible for all bookkeeping and accounting
relating to the Nile as provided by Shriners International
Bylaws. Shall with the approval of the Board of Directors
employ and supervise all bookkeeping personnel and shall fix
their compensation to the extent provided for in the operating budget.
j. 10. Shall arrange for the annual audit of the financial
records of the Nile using an independent Certified Public
Accounting firm voted upon, and approved by the Board of
Directors.
ARTICLE VI - BOARD OF TRUSTEES
SECTION 1. COMPOSITION.
The Board of Trustees shall be composed of seven (7) elected members. The Potentate, Chief Rabban, Recorder, and Treasurer shall
act as advisors to the Board of Trustees. Five (5) of the Trustees
shall be regular members of any working or performing Units,
or from the general membership other than Past Potentates. Two
(2) of the Trustees shall be Past Potentates of Nile Shriners. If a
Trustee elected ceases to be a member, his office as Trustee shall be
ipso facto be vacated.
SECTION 2. ELECTION
a. All Trustees shall be elected for a three (3) year term. A vacancy among such Trustees shall be filled for the unexpired term
by election at the next
Stated Meeting, which follows by at least 30 days, from which
the vacancy occurs. No member of the Board of Trustees shall
hold any elective office of the Nile.
b. A prior member of the Board of Trustees must be off the
board for a minimum of one (1) year before he may again run
for a board position.
c. The position of any member of the Board of Trustees shall
be declared vacant if three (3) unexcused absences occur in any
calendar year, as determined by the Chairman of the Board and
any such vacancy shall be filled in accordance with Section 2(a)
of this Article.
d. All members previously elected to a five (5) year term will
complete their terms.
SECTION 3. DUTIES
The duties of the Board of Trustees shall be to review and advise
the Board of Directors regarding:
a. The income and expenditures of the General Funds of the
Nile within the budgets provided for in these bylaws.
b. Investments and reinvestments of funds of the Nile in such,
bonds, deposits and securities as may be authorized by the laws
of the State of Washington
for investment of Trust Funds.
c. All contractual arrangements chargeable to the capital budget
and operating budget.
d. Nile Shriners budget and capital budget.
SECTION 4. ORGANIZATION
a. At the first meeting of the Trustees, following the annual elec-

tion, they shall elect from the elective Trustees a Chairman and
Vice Chairman. The
Recorder, who is Ex Officio, shall act as Secretary.
b. An individual may not serve as Chairman of the Board of
Trustees more than two (2) of the three (3) years of his elected
term.
SECTION 5. MEETING
The Trustees shall meet monthly, and at such other times as the
Chairman may direct. The Chairman may call special meetings. In
the event of the failure of the Chairman to call such a meeting, the
Potentate may call the meeting.
SECTION 6. QUORUM
A majority of the elected members constitute a quorum.
ARTICLE VII VI - THE BUILDING AND
GROUNDS COMMITTEE
SECTION 1. MEMBERSHIP
The Buildings and Grounds Committee shall consist of five members, two of whom shall be the Potentate, or other member of the
Board of Directors, and the Recorder. The other three, appointed
by the Potentate, shall be members who are not serving on the
Board of Directors. The appointed members should have a good
working knowledge of the physical plant of the Nile property and
the activities conducted thereat, and may be reappointed from year
to year in order to achieve a continuity to the extent practicable.
SECTION 2. DUTIES
a. Prepare and submit to the Chief Rabban for inclusion in next
year’s Operating Budget, recommendations for the maintenance
of the Nile building, for the maintenance of the Golf Course,
the Picnic grounds, the outbuildings on Nile property, equipment and furniture located therein, other than Unit or Club
Equipment. All Unit and Club equipment is the property of
Nile Shriners and under the direction of the Potentate.
b. Prepare and submit to the Chief Rabban for inclusion in the
next year’s Capital Budget, recommendations for improvements
to, or replacement of existing facilities of the Golf Course,
picnic grounds, out buildings, Nile building and grounds for
new equipment or replacement of existing equipment used on
the Nile property in such detail and with justification as shall be
from time to time required.
c. Be responsible for the general repair and upkeep of the Nile
buildings and grounds. For the maintenance of the picnic
grounds, outbuildings, and facilities attendant thereto, within
the budget provided therefore, subject however, to the contract
authority vested in the Board of Directors.
d. Assist the Recorder in maintaining an inventory of Nile
property coming within the committee’s jurisdiction.
e. A majority of the members of the Building and Grounds
Committee shall constitute a quorum, and such majority shall
elect from their number a Chairman and Vice Chairman. The
Recorder shall act as Secretary of the Committee meetings when
in attendance. Meetings of the committee shall be called by the
Chairman, or as otherwise directed by the Potentate.
ARTICLE VIII VII - NILE SHRINERS FINANCIAL AFFAIRS
AND FISCAL REGULATIONS
SECTION 1. FISCAL YEAR
The fiscal year shall be the calendar year.
SECTION 2. FIDELITY BONDS
The Nile Shriners, at its expense, shall procure a corporate surety
bond indemnifying it against loss resulting from infidelity, defalcation, or misappropriation by its officers, employees or Nobles of
its funds, assets or property. The Board of Directors shall set the
surety and the amount of such bond.
SECTION 3. BUDGETS
a. The Chief Rabban, in conjunction with the Board of Directors, shall prepare and complete the proposed budgets for the
ensuing year. The Board of Directors shall cause copies of the
completed budgets for the succeeding year to be made available
upon request to each member at least seven days prior to the
annual meeting. The proposed budgets shall be in detail and in
accordance with the Uniform Chart of Accounts prescribed by
the Imperial Council, together with the amount budgeted for
the preceding year.
b. The Nile Shriners shall have the following budgets:
1. A Nile Operating Budget which shall provide projections
of the income and expenses for the usual routine operation
and maintenance of the Fraternal activities of the Nile and
for the maintenance and operation of the golf course, picnic
grounds, temple buildings and grounds and their furnishings,
fixtures and equipment.
2. A capital budget for new acquisitions and for improvements to, and replacement of existing temple property, real
and personal.
3. Nile Shriners shall maintain a fund, henceforth known as
Nile Shriners Maintenance and Improvement Fund. Said fund
shall consist of gifts made to Nile Shriners under the name of
“DAD”(dime a day), for specific purposes to repair, maintain,
restore, and lor replace Nile Shrine buildings and furnishings. In no event shall the monies be used to pay for regular
operating expenses of the Temple or for funding of new
capital investments. Expenditures from this fund may only be
made with the majority consent of the Nobility.

4. When the operating and capital budgets have been adopted
by the Nile Shriners, they shall be binding upon the Potentate
and he shall maintain said budgets and the expenses of the
Nile during the year to which the budgets apply, provided
however, with the approval of the Nile Shriners, he may
amend and add items within said budgets.
5. The Board of Directors shall report or cause to be
reported to the appropriate Stated Meeting of the Nile Shriners, any proposals for amendments to, or departures from
the budgets and the reason therefore.
6. Except as specifically provided by the bylaws of Shriners
International, the Nile, or resolution of the Board of Directors, ratified by the Nile Shriners, no Unit, Shrine Club,
group of persons or a person has the authority, express or
implied, to act as the agent of, to act on behalf of, or by its
act or omission, to obligate or bind the Nile Shriners. Unauthorized expenditures shall be the responsibility of the party
incurring the same.
ARTICLE IX VIII - AUDIT
The Nile Shriners shall have its accounts audited at the close of
each year, by a firm of Certified Public Accountants. A report of
each audit shall be submitted to the Board of Directors, and to
Shriners International Recorder as provided by Shriners International bylaws. Copies shall be made available for review by the
membership upon request.
ARTICLE X IX- LIFE MEMBERSHIPS
SECTION 1.
A Member shall become a life member of Nile Shriners upon:
a. Election by the Nile Shriners for meritorious service.
b. By payment of a lump sum equivalent to 20 years dues to the
Recorder, by a member in good standing. All money received from
Life Memberships shall be placed in a trust fund, and only the
income from such fund shall be withdrawn.
c. Upon application by a member who has had a membership in,
and payment of dues to Nile Shriners for thirty five years.
d. Nobles made Life Members after July 29, 1991 are exempt from
regular annual dues, but are not exempt from the hospital levy, or
per capita tax payable to Shriners International.
e. Nobles made Life Members prior to July 29, 1991, are exempt
from regular dues and per capita tax, but must pay the hospital
levy. Ufe Members are entitled to certificates, cards and all rights
and privileges of a regular member.
ARTICLE XI X - FEES AND DUES
SECTION 1. The fee for initiation into Nile Shriners shall be:
January -March .............$300.00 $350.00
April-June ....................$280.00 $330.00
July -September. ............$260.00 $290.00
October -December ....... $240.00 $270.00
This includes dues, per capita, Shriners Hospitals for Children
contribution, and Fez.
SECTION 2. Dues will be established by the Board of Directors
and approved by the nobility. Proposed changes in the annual dues
must be presented in written form, and presented as a resolution
at a Stated Meeting, as noted in Para 332.2(f) of the bylaws of
Shriners International.
The amount of $5.00 of the dues shall be placed into a permanent
Building and Grounds Trust Fund. The funds from this account
may only be used with the approval of the Nobility at a Stated
Meeting or Special Meeting called by the Potentate. The amount
of $1.00 of the dues shall be used to defer the costs of publishing
the Smile with Nile.
SECTION 3. The Recorder may remit the dues of a member upon a
showing of good cause.
SECTION 4. If a member fails to pay his dues on or before March
31, the Recorder shall send him a notice by First Class Mail via
United States Postal Service to the address listed for such member
with the Recorder. Such notice shall advise him he is in arrears.
If a member fails to pay his dues by July 1, the Recorder report
such delinquency with recommendations, if any, to the Board of
Directors for action. Requests for suspending members for nonpayment of dues will be presented to the Nobility for approval at
the November Stated Meeting.
ARTICLE XII XI - AMENDMENTS
SECTION 1. BYLAW AMENDMENTS
a. These Bylaws may be amended or changed by a proposal submitted in writing and read, published, and passed by two thirds
majority as provided
for in the Shriners International Bylaws.
b. No amendments or changes shall become effective until approved by Shriners International.
SECTION 2. When a change is made by Shriners International
affecting Shrine Law, and the change affects the Bylaws of Nile
Shriners, the Bylaws of Nile Shriners are changed ipso facto to
conform with those of Shriners International and shall be complied with.
ARTICLE XIII XII - POTENTATES JEWELS
Potentates jewels procured by Nile Shriners shall be owned by Nile

Nile Shriners of Shriners International, a Fraternal Corporation, not for profit, deriving its rights and powers from Shriners
International, and organized and existing under, by the virtue of
and in accordance with, the provisions of Chapter 80 of the Laws
of 1903 of the State of Washington, providing the Incorporation
of Subordinate Lodges of Free and Accepted Masons, and other
Fraternal Societies, as an assurance for the continuance of its
Corporate existence, hereby adopts the following provisions into
its Corporate Bylaws, to conform to Section 334.9 of the Shriners
International Bylaws, to wit:
Nile Shriners of Shriners International, hereby reiterates that
it yields to obedience to Shrine Law; that it exists solely as a
non-profit Corporation having no purpose than that of acquiring, owning, selling, or otherwise disposing of, and mortgaging
Real Estate, and other erection, maintenance and operation of
buildings thereon, for its own use and that no part of its assets or
funds shall inure to the benefit of individuals personally, except in
payment for services actually rendered or performed.
ARTICLE XVI XV - SUPERSESSION AND CERTIFICATION
These bylaws, changed December 10, 2014, supersede all prior
Bylaws and any amendments thereto of Nile Shriners.

IMPERIAL POTENTATE MESSAGE···
Dear Fellow Nobles,
While serving as Imperial Potentate, I find myself
spending a lot of time traveling from one event or
meeting to the next. This is worthwhile because it provides opportunities to meet so many of you – on both
the fraternal and hospital side – and really see how important Shriners International and Shriners Hospitals
for Children are to our members, staff, patients and
families.
The Shriners Hospitals for Children Open concluded
just days ago in Las Vegas. Of course, it was a topnotch professional golf tournament, and the winners
took home a handsome purse, and countless memories. But it was more than that – it was a tremendous
opportunity to share what it means to be a Shriner
with many new friends, and a chance to showcase the
impact Shriners Hospitals for Children can have on
the lives of children.
Our National Patient Ambassadors, Joe Dertinger of
Minnesota and Katie Ladlie of Missouri did an outstanding job of sharing their stories – and of challenging the pro golfers to learn a bit about living with a
disability in a very personal and tangible way through
an event called “The Hospital Experience.” I want to
commend and thank everyone whose months of effort
and planning were clearly evident throughout the
highly successful weeklong event. We have asked nobles to remember their pride in being a Shriner – the
Shriners Hospitals for Children Open and all it signifies is certainly a source of pride. This event should
make us all proud to be Shriners, especially because
of the awareness it builds worldwide. Congratulations
to the 2014 Shriners Open Champion, Ben Martin, on
his first ever PGA TOUR victory. Martin finished at
20-under 264 to bring home the trophy.
Prior to the golf tournament, we were in St. Louis for
the cornerstone laying ceremony for the new hospital,
which is scheduled to open early next year. It was an
honor to witness our brother Masons from the Grand
Lodge of Missouri perform this particularly moving
and traditional ceremony. More than 700 Masons
and Shriners from the Midwest were on hand to witness this special occasion. It is always wonderful when
Masons and Shrine-Masons can gather and work
together. We look forward to continued progress on
the St. Louis hospital, and to opening day.
Emphasizing Membership
It was our pleasure to attend the 2014 Shriners International Membership Seminar earlier this month.
More than 300 nobles and their ladies representing
118 temples attended the interesting and informative event as well as representatives from the Grand
Lodges and Daughters of the Nile. I would like to
challenge the temples to strive for 100 percent participation in 2015.
Congratulations to seminar leader Imperial Sir Jeff
Sowder, Chairman of the Imperial Membership Committee and Imperial Oriental Guide, for presenting
such a successful event. As we mentioned during the
meeting, the most important work happens now –
after the participants have returned home and shared
what they learned with the nobles at their temples,
and plans for implementing the information are made.
As we stress at every opportunity, remember why you
became a Shriner, and make the fraternity and your
part in it a source of pride in your life.
We spend a significant amount of time attending
Shrine Association meetings. These events are a great
opportunity to learn more about what is happening
in the fraternity at a more local level. It is important
to remember that we are hundreds of thousands of
members strong – and each member is important and
valued. It was my pleasure to meet the August Shriner
of the Month Carl E. Hall of Ainad Shriners at the
recent Great Lakes Shrine Association meeting. The
Shriner of the Month Award program was initiated
to honor our local unsung heroes – the “everyday”
Shriner you can always depend on to do the work that
needs to be done. Temples and hospitals can make
nominations for this award. To learn more, please visit

Remembering Our Soldiers
At the end of the month, we will participate in the annual wreath-laying ceremony, along with leaders and
members of the International Association Legions of
Honor, at the Tomb of the Unknowns at Arlington
National Cemetery. The monument recognizes services
of an unidentified soldier and honors the memory
of all soldiers who gave their lives in war. We were
honored to be part of a similar event last June at the
Canadian National Military Cemetery in Ottawa, Ontario, honoring the memory of Canadian soldiers lost
in war. Thousands of our own brothers have served in

Ten Tips for Dealing with Aging Parents , Part I of II

1. Getting old is financially scary
No matter how much money one may have, thinking
about covering the expenses associated with aging
or dealing with the unknown can be extremely scary.
What if your elderly parent doesn’t have enough insurance or savings to pay for long term care or a terminal
illness such as cancer? Talking to a qualified professional to make sure any possible expenses are covered
can be vital. If you need help finding retirement or
eldercare services contact your Masonic Outreach
Services staff.
2. Talking about changes in life is extremely hard
Talking about moving (whether to downsize or to a
find a care facility), losing the ability to drive, or having to budget can be hard subjects for an aging parent
to face (actually having to plan for it can be even more
overwhelming). Taking small steps with a goal in mind
can be very helpful. Writing down every step needed
and crossing them off as goals are met can make it
easier to complete each step, even if it seems to make
the list of tasks to complete even longer. Meeting with
a financial planner, placement manager, or insurance
professional can be the first step to creating these lists.
3. Aging parents are often in denial
Adjusting to circumstances caused by aging can cause
a lapse of judgment including denial. Thinking about
possible illness, moving, finances, and mortality can
be overwhelming. To an aging parent, they may think
they have many years ahead of them to complete
goals, spend time with grandchildren, and plan for
long term care. Remind them that it is in their best
interest and the interest of family that they plan. It
will also help them reach their goals of possibly traveling, early retirement, retirement in general, buying a
vacation home, etc. Early planning will ensure their

needs, wants and desires are fulfilled without interference from family or the government. Broach any topic
lightheartedly and with ease, this may help an aging
parent feel non-threatened and elevate the denial they
may feel.
4. Asking for help or even thinking about it can be
overwhelming
There are certain things no one wants to lose no
matter how old they are. No one wants to hear that
they cannot drive, they shouldn’t live in their home
by themselves or that they cannot perform tasks that
many people their age and/or older may be able to
fulfill without issue. Many people don’t realize how
important their freedom is until they lose it or when
the loss is eminent. Assisting your aging parent as they
lose one freedom to the next can be difficult; they may
not see that the new-adjusted lifestyle chosen for them
is a good one. But helping them put it into perspective
by showing them how much they are cared for and
how you are concerned for their health and safety will
certainly help.
Aging Parents may need a little help but may not ask
for it. It’s often hard for parents to ask for help or
even admit they need it. Focus on paying attention to
the aging parent, most needs can simply be observed.
Does the parent struggle in certain tasks? Is there
something you can do to help the aging parent without them asking? Can asking indirect questions lead
to an answer? Even asking directly “Mom, was there
something you needed help with?”

SHRINERS HOSPITALS
EBOLA PREPARATIONS

I would like to update everyone on the precautions
Shriners Hospitals are taking to protect our patients,
their families, our wonderful volunteers, and our
staff at our 22 hospitals. Your Shriners Hospitals for
Children are taking a very pro-active position when it
comes to Ebola.
But first, I would like to reassure everyone that Shriners Hospitals has been taking these types of infectious diseases very seriously for years. Every one of
our hospitals has a very robust program in place to
protect against these threats. Each of these programs
have had an in house “infectious disease coordinator.”
With the presence of Ebola now within the borders of
the United States, last Friday your Joint Boards took
an additional “pro-active” position to enhance our
programs.
On the recommendation of our senior staff we
ordered top of the line, CDC approved, specialized
Personal Protection Device suits (PPE’s). Each of our
22 hospitals will receive these. These PPE’s will greatly
enhance our capability by supplementing the current
PPE equipment we have on hand.
In addition, we directed each of our 22 locations to
immediately update their infectious disease plan of
action specifically addressing this Ebola issue. The
revised plans are to include new training and protocols for our first response teams to respond to if this
situation comes to our doors.
This will require our medical staff and hospital
volunteers to increase their vigilance as observers of
who enters our buildings. In addition, we are requesting our Hospitals and Temple Coordinators, on the
day before transporting patients and families to our
hospital, to ask the family if any of them are showing
any contagious signs. If they are, we will reschedule
their appointment.
What are these signs and symptoms of concern? We
need to know if our patients, or any of their family
members, are showing signs of a fever, nausea or are
vomiting. In addition have they complained of fatigue
or diarrhea, or do they have skin lesions.
Prevention if the first step. We want to be sure our
great Shrine Drivers who day after day bring the children and their families to us from their homes are not
put in harms way.
In no way is there a need to panic! We are just being cautious. The optimist in me feels that now that
America is becoming increasingly aware of the situation that we will do the right thing and keep this
deadly virus from becoming a real national concern as
it is in Western Africa.
And remember, there are many fever related illnesses
at this time of the year that have nothing to do with
Ebola. Many children have Upper Respiratory or GI
illnesses, that although not Ebola, are still quite contagious and harmful to other children.
We should all just be cautious and err on the side of
not allowing any infections to enter our hospitals and
be spread to our other children or their siblings. This
has been the mission of our infectious disease coordinators for years. We are just enhancing it.
Be assured, your hospitals are ready. Let’s make it a
real team effort...
