Draft Neighbourhood Plan Strategy
Newsletter No. 2 – October 2016
Brisbane City Council is preparing a neighbourhood plan for the Coorparoo and Districts
area, which includes parts of Coorparoo, Greenslopes, Camp Hill, Holland Park and
Holland Park West.
As part of the process, Council has been working with the community to prepare a draft
strategy that outlines a vision for the area’s future and a framework to guide future
development.
Neighbourhood planning is one way to help protect the things we love about the area and
work to improve it for everyone. The draft strategy includes a range of proposals to
support growth in appropriate locations and protect character housing.
The outcome of the neighbourhood planning project will be a Brisbane City Plan 2014
amendment to update the rules for new development in the local area.
There’s a number of ways to make a comment, and feedback is open until Monday 31
October 2016.
Note that the draft strategy may propose changes affecting you or your property. Take a

Why plan for the Coorparoo and Districts area?
Brisbane is growing and this means changes for parts of Coorparoo and Districts in the
future. In accordance with the Queensland Government’s South East Queensland
Regional Plan, by 2031 Brisbane will need to cater for an additional 156,000 more homes
than we had in 2006.
The neighbourhood plan is a chance for the community to shape the future of the area
and focus new homes and businesses in the best locations. Logan Road has good public
transport and it makes sense to encourage new economic growth and services along the
corridor, particularly at growth nodes at Greenslopes, Greenslopes Mall and Holland Park,
and protect other areas and streetscapes with character housing.
A vision for Coorparoo and districts
To help draft the neighbourhood plan, Council has combined community ideas and input
with the findings from technical studies to draft a vision statement describing what the
Coorparoo and Districts area could be like in 20 years. Why not have your say and tell us
what you think?
Combining city convenience with quiet, suburban living, Coorparoo and
Districts is a place to settle and stay. Leafy, creek-side neighbourhoods of
contemporary family homes, apartments and townhouses transition into hilly
suburbs dotted with traditional houses showcasing Brisbane’s character.
Here, old and new blend together seamlessly. Wide, shady paths connect
homes to a patchwork of parks, wetlands and sporting fields where locals
relax and play.
Everything is within easy reach of homes, from schools to shops and public
transport stops. This is a place of warmth and community. A wide choice of
homes makes it possible to live here at all stages of life.
Three bustling shopping precincts cluster along Logan Road, which forms a
busy movement and activity spine through the area.
Each has its own unique appeal, with beautiful outdoor spaces that invite
shoppers to gather and linger. Stylish offices and apartments above the
shops and cafes add vitality and a feeling of safety, day and night.
Smaller neighbourhood centres with unique shops and cafes, scattered
throughout the community, have wide appeal, contribute to a sense of
belonging and bring colour and convenience.
A retail and employment hub around the hospital supports local jobs and
powers Brisbane’s flourishing knowledge and health economy.
Achieving the vision
The planning ideas in the draft Coorparoo and Districts Strategy fit within four themes
to describe how Council proposes to collectively achieve the vision. See the draft

Neighbourhood character
To preserve green, leafy neighbourhoods and older, intact character streets, the draft
strategy proposes to:
 provide increased protection for character housing in locations where streetscape
character remains intact
 support new housing in key locations, particularly where close to public transport,
centres and parks.
Lively centres
To create a connected network of vibrant centres that function as discrete community
hubs, the draft strategy proposes to:
 support growth and activity within and around the centres of Greenslopes,
Greenslopes Mall and Holland Park. This includes providing for mixed‑ use
development (residential and business) on the centre fringe and an expansion of
centre activities next to Greenslopes Mall between Raff Avenue and Plimsoll Street
 support a new local centre with mixed‑ use development next to the Greenslopes
Private Hospital
 investigate opportunities to enhance the function of smaller neighbourhood centres
as inviting and active community spaces.
Getting around
To make it easier and comfortable for people to move around and through the plan
area, the draft strategy proposes to:
 support an easier to navigate and more direct connection to the Greenslopes
Private Hospital along Denham Street, connecting the hospital to the Greenslopes
Mall and Logan Road
 investigate opportunities to increase the efficiency and safety of traffic, pedestrian
and cyclist movement along Logan Road
 investigate options to improve access between the Greenslopes Busway Station
and Greenslopes Private Hospital.
All things green
To protect and enhance the area’s green and leafy nature and existing green spaces,
the draft strategy proposes to:
 require new development to incorporate large setbacks for ‘deep planting’, and
on larger sites provide green spaces or plazas
 investigate opportunities for extra facilities at Thompson Estate Reserve and
ways to increase community access to Stephens Mountain
 identify locations where small-scale community activities and commercial
activities such as coffee carts and cafes may be appropriate within and
adjoining parks
 protect Stephens Mountain as a local landscape feature by limiting building
heights around the mountain.

How to have your say
Now is the key time to have your say about the future of your neighbourhood and
consider what it
means for you. The draft strategy, along with your feedback, will be considered when
Council prepares the draft neighbourhood plan.
1. Complete the online feedback form at www.brisbane.qld.gov.au. This is the
easiest
way to provide feedback.
2. Talk one-on-one with a Council planner about what the draft strategy means for
you or find out more about how to have your say.
 Any time from 11am-1pm or 5-7pm, Thursday 20 October 2016 at
Greenslopes Mall, 700 Logan Road, Greenslopes.
 Any time from 10am-12 noon, Saturday 22 October at Martha Street
shops,
near Leicester Street, Camp Hill.

Neighbourhood plan timeline
Background research
Late 2015-mid 2016
Council undertook research to understand the key issues and opportunities affecting
the area’s future. Community input included more than 500 survey responses,
discussions with 76 residents at information kiosks, and feedback from more than 20
Community Planning Team members at
each of four workshops.
Draft strategy
Mid-2016
Council has released the draft strategy for community feedback based on earlier
community input, background research and expert studies. This sets out Council’s
ideas for a future
neighbourhood plan.
Draft neighbourhood plan
Late 2016-early 2017
Following community feedback on the draft strategy, Council will prepare the draft
neighbourhood plan. This draft plan will also be advertised for public submissions
following
a review by the Queensland Government.
Adoption and gazettal
Late 2017
Once approved by the Queensland Government, the neighbourhood plan will be
adopted and
form part of Brisbane City Plan 2014.
