ROLE STATEMENT Community Hubs in Schools Development Officer DEPARTMENT: Community Wellbeing DIRECTORATE: Community Services AWARD CLASSIFICATION: Band 7 REPORTS TO: Coordinator, Family and Children’s Services ROLES REPORTING TO THIS ONE Nil PRIMARY OBJECTIVE(S): DATE: September 2013 The primary objectives of the position are to: Establish and facilitate a strong partnership between community, government, business and philanthropy Enable and support a place-based service system development in schools Develop professional networks with schools and community hub staff Interface with local, state and federal government to work with other funded programs and to secure further resources to meet the projects outcomes Collaborate with the Centre for Child Community Health, Murdoch Children's Research Institute to provide professional development and training, online hub resources to hub leaders in schools Provide overall project management and report against the project outcomes as required KEY RESPONSIBILITIES Key Result Area Project Planning Management and Governance Major Activities Outcome Requirements Develop project tools to ensure the community hub project contains the same elements and are consistent in content and approach for ease of monitoring and reporting across all school sites. Work in partnership and consultation with service and funding agencies to coordinate and implement the project. Develop strategies for building sustainability to program coordination and network support to schools. Identify objectives, target outcomes, potential risks and issues associated with project implementation and sustainability Provide network support and professional development support to school hub staff. Co-ordinate the project EOI process and selection panels. Support the project governance committee. Develop reporting templates and processes to ensure timely reporting to the local governance committee and the steering committee. 1 All school hub implementation plans are monitored to ensure reporting of targets are in line with business, funding body agreements Delivery of project outcomes are completed within specified timeframes Representation of council and all meetings attended as required Evaluation completed within specified timeframes Project development in ,line with legislation and best practice guidelines Communication Strategy Training and Learning Pathways Community Development Represent Council at appropriate meetings, forums and other events as required. Monitor implementation of activities in schools Attend team, departmental and organisational meetings as required Ensure evaluation activities are undertaken in a timely manner and reported as required to the project governance committee. Keep abreast of changing legislation, new trends, developments and best practice in support of migrant families Lead the development of a communication strategy utilising other internal City of Greater Dandenong council resources. Promote and support the participation of the target communities and key stakeholders in the project. Provide support to those projects which identify training and learning pathways for migrant women and their families Ensure training pathways build and strengthen the individual capacities of migrant women to actively participate in the community and support the development of language, literacy and learning skills of their children. Establish and maintain strong networks with a diverse range of stakeholders who may have competing needs. Facilitate networking opportunities for service providers across the community hub project in schools. Work collaboratively with schools and service providers, community groups and parents to build community capacity developing, implementing and sustaining initiatives for migrant women and their families in the community Develop links and consult with key stakeholders including local migrant service providers and schools to assist in the identification of possible strategies to strengthen service delivery of community hubs in schools Facilitate community education and training opportunities for school staff, community groups and individuals in Greater Dandenong. Represent Council positively at all times and foster positive working relationships across Council and with project partners and stakeholders 2 Communication Strategy developed and implemented utilising internal resources Community stakeholders engaged and participating in project Provide opportunities for training and networking Networks developed and maintained with service providers through the community hubs Community Hub initiatives developed and implemented Parent/carers and local service schools are consulted in regard to local issues and possible strategies. Professional Development opportunities are available to school staff, community groups and interested individuals on supporting migrant families. Operations, Administration and Budget Identify funding opportunities and in liaison with the Coordinator Children’s and Family Services make applications as appropriate to support the community hubs in school project. Assist the Coordinator Children’s and Family Services in the preparation of the community hub budget and in monitoring income and expenditure against the budget. Ensuring performance to and reporting against external and internally agreed key performance indicators. Funding identified and sought for project particularly to support their needs of migrant families. Budgets developed and monitored. All key reporting completed Business Unit Responsibilities Undertake Emergency Management duties as required. Decisions and actions taken by the Schools in Hubs development Officer may have a significant effect on the project being managed or on the public perception of the wider organisation. Where this position provides input to project formulation, the work may be of an investigative, analytical or creative nature, with the freedom to act generally prescribed by a more senior position. The quality of the work of this position can have a significant effect on the policies which are developed. This position will have input into policy development within their area of expertise and/or management. CHALLENGES KEY COMMUNICATIONS Undertaking the accountabilities of the position, the position incumbent will overall: Engage with schools in the development, planning and implementation of strategies that will enhance the outcomes for migrant women and their families in the City of Greater Dandenong. The ability to demonstrate effective leadership internally and within the community, acting as a key change agent across service/program, sectoral and organisational boundaries. Demonstrated analytical skills, along with report writing, submission writing and program development skills and experience. This position requires skills, showing initiative in, managing time, setting priorities and planning and organizing one’s own work and where appropriate that of other employees so as to achieve specific and set objectives in the most efficient way possible within the resources available and within a set timetable despite conflicting pressures. Exceptional project management, research, conceptual and analytical skills Knowledge and experience working in school and education settings Knowledge of community development principles. Experience in community work with skills in working effectively with community members, particularly migrant and refugee community members. Knowledge of various service delivery integration models and the ability to implement and promote integration between services / projects. An understanding is required of the long term goals of the Community Services Directorate and Council and of its values and aspirations and of the legal and political context in which it operates, Demonstrated knowledge and experience in place-based service delivery, early childhood practice and integrated service delivery. 4 Communication Skills Required: This position requires an ability to gain co-operation and assistance from clients, members of the public and other employees in the administration of broadly defined activities and to motivate and develop employees. The incumbent must also be able to liaise with their counterparts in other organisations to discuss and resolve specialist problems and with other employees within their own organisation to resolve intra-organisational problems. Computer skills in a diverse range of customer service applications and PC based office applications such as Microsoft Windows, word processing, spreadsheets, presentations and communication tools. Sound governance principles and demonstrated political acumen.Understanding of community capacity building and skills in implementing community development strategies to meet required needs. An understanding of how to engage marginalised groups and isolated members of the community. Knowledge of the relationships between, and ability to develop linkages with, different sectors (eg not-for-profit, businesses, organisations, community groups and individuals) Demonstrated ability to be flexible and to show initiative and creativity in the development of services. Understanding of budget and expenditure management. Knowledge of and familiarity with the principles and practices of budgeting and relevant accounting and financial procedures are required. DECISION MAKING The position, responsible for coordination of the Schools in Hubs development programs and the incumbent will be required to use initiatives to enable and support a place-based service system development in schools and develop professional networks with schools and community hub staff, This position will be responsible for decision making at the project/operational level for the schools and community hubs project, including day to day expenditure and processing of specific requests for funding. This position is essentially one of being problem solving in nature. The nature of the work is specialised with methods, procedures and processes generally developed from theory or precedent. The problem solving process comes from the application of these established techniques to new situations and the need to recognise when these established techniques are not appropriate. Guidance is not always available within the organisation, In policy formulation, the primary challenge will be intellectual and will typically require the identification and analysis of an unspecified range of options before a recommendation can be made. Demonstrated understanding issues impacting on migrant women and their families Demonstrated project management skills including program planning, design, implementation and evaluation within a community development framework. Demonstrated knowledge of community development principles. Highly developed written and verbal communication and presentation skills, interpersonal and organisational skills. Strong negotiation and conflict resolution skills including the ability to facilitate meetings and workshops to maximise participation by individuals. Demonstrated ability to work as a member of an effective team. Experience in networking, coordinating, and liaising with a wide range of service providers and other relevant bodies. Ability to engage with diverse community members including marginalised groups. Working with Children Check.
