EHRN’s mission is to promote humane, evidence-based harm reduction approaches to drug use, with the aim of improving health and protecting human rights at the individual, community, and societal level. The Network's geographical focus includes Central and Eastern Europe and Central Asia (CEECA), which consists of 6 sub-regions: the Baltics (Estonia, Latvia, Lithuania), Central Europe (Czech Republic, Hungary, Poland, Slovakia, Slovenia), South-Eastern Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro, Romania, Serbia), European Countries of the Commonwealth of Independent States (Belarus, Moldova, Russia, Ukraine), Caucasus (Armenia, Azerbaijan, Georgia), and Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan). All EHRN members contribute to advocacy efforts, technical assistance and information sharing aimed at achieving EHRN’s three main objectives: Reforming governmental and legal policies related to drug use and harm reduction Building capacity for quality harm reduction services that meet the needs of people who use drugs Increasing funding for harm reduction, especially from domestic sources. As a regional network, EHRN plays a key role as a liaison between local, national and international organizations. EHRN ensures that regional needs receive appropriate representation in international and regional forums, and helps build capacity for advocacy, drug user community mobilization and service provision at the regional and national levels. EHRN draws on international good practice models and on its knowledge about local realities to produce technical support tailored to regional experiences and Eurasian Harm Reduction Network Page 1 of 4 needs. Finally, EHRN builds consensus among national organizations and drug user community groups, helping them to amplify their voices, exchange skills and join forces in advocacy campaigns. On April 1, 2014 EHRN launched the regional program “Harm Reduction Works – Fund It!”. It is a three-year (2014 – 2016) program, funded by the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (the Global Fund). The US $6 million grant is targeted to five countries in Eastern Europe and Central Asia (EECA), namely Belarus, Georgia, Moldova, Kazakhstan and Tajikistan. In addition to this, the Ukraine and Lithuania holds special partner status within the said program. Full information about EHRN can be found on www.harm-reduction.org 2. Type and object of the tender This is a tender to select an organization for providing services listed in the Terms of Reference available in Annex No 1 to this Invitation. 3. Requirements for tender applicants and Bids (proposals) submission procedure 3.1. Mandatory requirements for organizations participating in the tender are as follows: 3.1.1. Confirmation of legal status 3.1.2. Experience in developing solutions as per Annex 1. 3.2. - The following documents shall be submitted: a document confirming the legal status of the organization specifying the date and place of its registration; - brief description of the main areas of the organization’s activities and its operational experience (2000-2500 symbols max); - filled out “Bid Application Form” (Annex 1). Bids (proposals) of interested companies shall be submitted to EHRN via email and by the deadline specified in Clause 4 of this Invitation. Only those bids that are drawn up in accordance with the form approved (Annex No 2 “Bid application form”) and meet the requirements of this Invitation shall be accepted for this Tender. Bids that do not meet the requirements specified shall not be considered. Deadline for submission of bids – 2015 11 30 12:00 (CET). 5. Methodology of proposal selection and evaluation criteria The winner of the tender shall be selected by the Assessment Panel composed of EHRN Secretariat staff members. The Assessment Panel shall make its decision by taking into account the following criteria: a. Compliance of the documents submitted with the mandatory requirements EHRN specified in this Invitation (see 3.1.); b. Experience of the organization in developing design solutions for multicultural environments (evaluation to be carried out on the basis of the documentation submitted as per 3.2.); c. Price of services (indicated as per standard form provided in Annex 1). The final decision shall be taken by a majority vote of the members of the Assessment Panel. The tender results will be announced in writing on weeks 49-50 (starting November 30, 2015). 6. Contractual obligations The Service Provision Contract with the winning organization shall be signed within 30 days from the announcement of the tender results. The final scope of work to be performed by a winning organization will be agreed within the period of negotiations on the Service Provision Contract to be signed between EHRN and the winning organization.
