Tools and effective methods for the activities in software development have been devised and led to a better understanding of software development process. However, today there is still a need to improve our understanding about software development, especially in the area of software design. Software Engineers have mostly applied ad-hoc, experience-based techniques to date. Most of these practices have on the whole resulted in unreliable and costly products. Furthermore, because of hardware technology advances, the size and quantity of software systems have greatly increased. Yet, our ability to reduce the unit software error rate has not improved correspondingly. Recent observations conclude that the fundamental causes of software development failures today are the same failures caused in traditional engineering fields of some 100 years ago. For a long time, Software Engineering has served as a bridge between other disciplines and their information needs. Its application domain has broadened and evolved day by day, and also the complexity of the engaged problems has increased. This special issue will introduce state-of-the-art and advanced techniques for developing software systems dealing with generation, distribution, analysis and use of information. Recent progress, ideas, problems and solutions relating to the information theoretical aspects of software engineering and its applications will be discussed, providing developers with a guide for appropriate concepts of design and process in order to solve the problems on designing and developing information systems. The scope of the special issue is not only limited to the Information Engineering concerns- such as entity analysis, Cluster Analysis, Data flow and Data Analysis, but also the areas focused on the presentation and understanding of the high throughput data- such as artificial intelligence, data mining, information retrieval, and bioinformatics- will be covered. We are going to seek papers primarily in the domains of Health, Education & Defense. All submissions will be peerreviewed and judged on correctness, originality, technical strength, significance, quality of presentation, and relevance to the special issue topics of interest.
