2nd Quarter 2016 General Meeting – Minutes
Monday 2nd May 2016
1. Meeting Opened 7:30pm at TAFE SA Regency Park campus. Peter Hood in Chair.

2. Minutes of previous GM (2015 1st Quarter GM): Accepted - moved by Darrin Field, seconded
by Danny Maul. Carried.
3. Actions from previous GM minutes: Nil.
4. President’s Report.
 Peter Hood discussed that the entry cut-off date for the National Circuit Excel event
at Morgan Park raceway in September has now passed. Peter Hood also reported
that the Queensland Racing Drivers Association has an upcoming State Round in late
May which features Circuit Excel, and is offering half price entries for first time
interstate competitors.
5. Secretary’s Report.
 Nothing to report.
6. Treasurer’s Report:
 Andrew Young did report on Wayne Pannowitch’s behalf that finances are healthy,
and a finance report will be submitted by Wayne at a later date.
7. Promotions Committee Report:
 Martyn Butler has secured Stanvac Auto Wreckers as the Circuit Excel round sponsor
for Round 2, and looks likely that Frank’s Towbars will be the round sponsor for
Round 4.
8. Technical Committee Report:
 Discussion was held in regards to the process our new category scrutineer, David
Shaw, should follow when scrutineering cars at future events. Peter Hood admitted
scrutineering at Round 1 was not well organised with David Shaw prior to the event.
After much discussion, it was agreed the following process will be used (Peter Hood
to discuss and get approval from Vince Ciccarello):
o A shed with a suitable concrete floor will be provided for the category
scrutineer at each event.
o The category scrutineer will primarily be checking for compliance against the
Eligibility Checklist (as published on the Circuit Excel SA website), but can
also check for compliance against the wider Group 3E Circuit Excel technical
specifications and applicable CAMS General Requirements.
o Any car found to be in breach of a rule, will be reported to the Clerk of
Course and be relegated to the rear of field for the next race. If multiple cars
are in breach, they will be relegated in speed order. If a breach is deemed
serious enough, the category scrutineer may request with the Clerk of
Course, that the entrant be excluded from the event.
o The category scrutineer will aim to scrutineer each top 5 finisher across the
event, and then randomly choose others as time and workload permits.
o At the end of each session (i.e.: practice/qualifying/race), as cars re-enter
the paddock from pit lane, the category scrutineer will either:
 Display a whiteboard with car numbers targeted for scrutineering.
 Point out and place a sticker on, or issue a slip to the drivers of each
car targeted for scrutineering.
o If a car has been targeted for scrutineering, the car must be made available
immediately to the category scrutineer (i.e.: parked at the allocated shed),
and the driver must report to the category scrutineer. Failure to do so will
result in the entrant being reported to the Clerk of Course and the entrant
will relegated to the rear of field for the next event.
o The above information to be relayed to all Circuit Excel competitors after the
general driver’s briefing at each event.

To assist with the scrutineering of car’s, it was raised that the club purchase the
following tools, to be purchased using club finances by Treasurer upon his return (in
the interim, David Shaw will seek out best retail price, or better brand alternatives):
o Vehicle Dolly (Snap-On $399) for checking for locked differentials.

9. Competition Secretary Report:
 No report submitted. Ashleigh Bennett did mention that no progress had been made
in regards to a proposal for a Speed event (non-racing) club championship.
Committee asked that Ashleigh speak to Nathan Green at next possible chance to
progress a proposal.
10. Circuit Excel Management Committee (CEMC) Update:
 Andrew Young reported that Brenden Mclean from CAMS, will be personally
reviewing and suggesting improvements/clarifications to the Group 3E Circuit Excel
technical specifications, and will also be making a decision in regards to the legality
of Victorian running events with supplementary regulations that overrule the Group
3E Circuit Excel technical specifications.
 Andrew Young reported that the winner of the September National Circuit Excel
event would be entitled to car number ‘1’, but would only be able to display it at the
following National event. Andrew raised the idea of South Australia hosting a
national event in 2017. After some discussion, it was suggested the club discuss with
the Sporting Car Club of SA, the possibility of hosting a National Circuit Excel event at
either of the two-day events (i.e.: Round 2 or 3) of the 2017 State Motor Racing
Championships.
 Andrew Young reported that other states have been reporting cracking on the
forward control arm mounts on some cars. Discussion suggested the cracking may
be isolated to early model X3’s (1994 – 1996 Single Cam models) which may have
had an official re-call by Hyundai for a similar issue. The CEMC are looking into the
option of amending the technical specifications to allow the strengthening of the
mounts to overcome issue. Discussion moved onto other reported failures in
suspension and brake components, such as cracking in brake rotors, front hubs, and
wheel bearing failures. The committee asked the Secretary to send an email to all
members asking they be vigilant for such issues.
11. General Correspondence: Not Applicable.
12. Other Business:
 Darrin Field suggested that with the club hiring a shed at the next round for the
category scrutineer, the club should hire a double bay shed, and invite category
sponsor Stillwell Hyundai to display a demo car and advertising/banner, as a way of
adding value to their sponsorship. It was also suggested the round sponsor could
also advertise products/services in the shed. Martyn Butler suggested the round
sponsor be provided with a minimum of four entry tickets as a gesture of
appreciation.
 Darrin Field has a contact that is able to produce stickers of the club logo, which are
available to purchase for $2 each.
 Peter Hood raised the idea of holding an endurance race, discussion suggested it
would have to be held at a Sporting Car Club State Championship Round, and may
not be possible due to time constraints. Martyn Butler raised the idea of a reverse
grid race. Discussion suggested that when previously raised, the idea lacked support
due to risk of further damage to cars.
 Discussion was had about driving standards, and the need to report incidents and
poor driving to the Clerk of Course.
 David Shaw raised the idea of holding a club dyno-day. Reported he could arrange
such an event at Blackwood dyno, which would involve multiple tests per car, at a
cost of $66 per car, including a BBQ lunch. Discussion suggested previously call for a
free dyno event at TAFE SA was poorly supported.
