VAT Liabilities - Liability of services provided by Doctors. Changes introduced from 1.5.07 following the D’Ambrumenil ECJ ruling . Full details of the liability of the key services provided by doctors can be found at section 3 of VAT Notice 701/57 Health Professionals (January 2007). All services whose primary purpose is the protection, maintenance or restoration of the health of a person are exempt VAT. As from 1.5.07, services which enable a third party to make a decision (for example whether to award a benefit, or compensation, or a pension), are subject to the standard rate of vat.
