Summary:
This input contribution includes a draft CEPT contribution to ITU R WP 5D on “spectrum needs” to
highlight the following issues

In accordance with Resolves 1 of the Resolution ITU-R 238 and with CPM19-1 Decision, the
spectrum needs shall be expressed in terms of amount of spectrum. If needed, this
spectrum needs could be expressed according to various spectrum ranges. In that context,
France suggests the following frequency ranges :
o between 24 and 35 GHz,
o between 35 and 55 GHz,
o above 55 GHz.

There should normally be no need to refer to specific candidate band when addressing
spectrum needs. IUT R WP5D shall refrain from any consideration about suitability of a
candidate band in that context of spectrum needs.

Moreover information on national plans for 5G are not relevant for ITU R 5D and could be
submitted to TG5/1 if needed. If some of these frequency bands from a national plan are out
of the scope of Resolves 2, they are also out of the scope of Agenda Item 1.13. Those
bands will not be addressed by TG5/1.
Proposal:
France invites ECC PT1 to consider and approve the attached draft CEPT contribution for
submission to ITU R WP 5D.
Background:
Resolution ITU-R 238 relates to studies for IMT identification including possible additional
allocations to the mobile services on a primary basis in portion(s) of the frequency range between
24.25 and 86 GHz for the future development of IMT2020. In particular, this resolution is composed
in two parts:
- the spectrum needs for the terrestrial component of IMT between 24.25GHz and 86 GHz
reflected in Resolves 1
- the sharing and compatibility studies between IMT2020 systems and incumbent (and
primary) services within a list of frequency bands in Resolves 2.
The first part is covered by decides 2 of the CPM19-1 Decision and is under the responsibility of
WP5D.
The second part is covered by decides 6 of the CPM19-1 Decision and is under the responsibility of
TG5/1.
During the last IUT R WP5D meeting, discussions were initiated about the relevance to convey
information related to 5G national plans when carrying out the spectrum needs.

SPECTRUM NEEDS
1 Introduction
Resolution ITU-R 238 relates to studies for IMT identification including possible additional
allocations to the mobile services on a primary basis in portion(s) of the frequency range
between 24.25 and 86 GHz for the future development of IMT2020. In particular, this resolution
is composed in two parts:
- the spectrum needs for the terrestrial component of IMT between 24.25GHz and 86 GHz
reflected in Resolves 1
- the sharing and compatibility studies between IMT2020 systems and incumbent (and
primary) services within a list of frequency bands in Resolves 2.
The first part is covered by decides 2 of the CPM19-1 Decision and is under the responsibility of
ITU WP5D.
The second part is covered by decides 6 of the CPM19-1 Decision and is under the
responsibility of TG5/1.
A large amount of work shall be done by ITU R WP 5D to support the preparation WRC 19. In
consequence, ITU R WP 5D should avoid to address issues outside of this scope and should
identify solutions to reduce the complexity of its future work.
2. Information provided by administrations to ITU-R WP5D on 5G
national plans
Information provided by some administrations with regard to their national considerations on
suitable frequency bands for the fifth generation (5G) mobile communications are not under the
responsibility of ITU R WP5 D. This should be submitted directly by these administrations to
TG5/1.

In addition, it is noted that if some of these frequency bands are out of the scope of Resolves 2,
they are also out of the scope of Agenda Item 1.13 and will not be addressed by TG5/1.
3. How to express spectrum needs
In accordance with Resolves 1 of the Resolution ITU-R 238 and with CPM19-1 Decision, the
spectrum needs shall be expressed in terms of amount of spectrum. If needed, this
spectrum needs could be expressed according to various spectrum ranges. The following are
suggested
 between 24 and 35 GHz,
 between 35 and 55 GHz,
 above 55 GHz
There should normally be no need to refer to specific candidate band and WP5D shall
refrain from any consideration about suitability of a candidate band. In any case, any
reference to a candidate band shall be strictly limited to a band belonging to the list of bands
that is provided in Resolves 2.
4. Conclusions
In accordance with Resolves 1 of the Resolution ITU-R 238 and with CPM19-1 Decision, the
spectrum needs shall be expressed in terms of amount of spectrum, If needed, this spectrum
needs could be expressed according to various spectrum ranges. France suggests the following
frequency ranges:
 between 24 and 35 GHz,
 between 35 and 55 GHz,
 above 55 GHz
