Training Strategy

Introduction
This strategy provides a framework for the delivery of training by Hillingdon Local
Children's Safeguarding Board and Safeguarding Adults Board.
It is a joint strategy aimed to support the learning and development of all those who work
in Hillingdon with children and young people and Vulnerable adults. As many key themes
of safeguarding overlap both children and adults the board has brought training provision
together, to ensure multi-agency awareness and learning.
Training in respect of Safeguarding children has the overarching principle at both strategic
and operational level is to achieve better outcomes for children and young people by
fostering:

a shared understanding of the tasks, processes, principles, roles and
responsibilities outlined in national guidance and local arrangements for
safeguarding children and promoting their welfare
more effective and integrated services at both the strategic and individual case
level
improved communication and information sharing between professionals,
including a common understanding of key terms, definitions and thresholds for
action
effective working relationships, including an ability to work in multi-disciplinary
groups or teams
sound child focused assessments and decision-making and
learning from Serious Case Reviews (SCRs) and reviews of child deaths
Multi-agency training in respect of safeguarding adults has been introduced following
implementation of the Care Act 2014. The aim is for all professionals working with
vulnerable adults to have:

a shared understanding of safeguarding vulnerable adults, the tasks, processes
and roles and responsibilities implemented by the Care Act on a national level, and
local arrangements.
Improved multi-agency communication and shared understanding of key terms,
definitions and protocols
Understanding of the key changes in legislation and implications for practice.

Hillingdon LSCB and SAB Learning and Development Provision
The annual programmes delivered by Hillingdon LSCB and SAB will be multi agency. They
have a focus on the skills, knowledge and behaviours required for inter-agency working.
Courses will be aimed at those staff who are in regular and/or intense irregular contact
with children and young people and/or their parents or carers and who work
predominantly with them and/or staff who are in regular and/or intense irregular contact
with vulnerable adults.
Course objectives will identify which group the course is aimed at. Hillingdon LSCB and
SAB aim to foster a culture of multi-agency working and communication and therefore
some training courses will be jointly facilitated by the boards in order to address the often
complex and dynamic interrelated subjects in safeguarding adults and children.
The provision of learning and development will be based on lessons from serious case
reviews, management reviews, multi-agency audits, the Hillingdon LSCB and SAB business
plan, annual training needs analysis and other requirements as identified during the
course of the year. It will also link to requirements from other boards and where
appropriate share with other Safeguarding Boards and agencies so as to avoid duplication
with single agency programmes and maximise the use of resources and shared expertise.
The programme will be flexible to meet demands and will make use of both internal
expertise and trainers, as well as commissioned specialist training providers and Elearning.

Evaluation and Monitoring
All course programmes will be evaluated and monitored in line with Hillingdon LSCB / SAB
quality assurance framework and other appropriate performance management tools such
as the pan London evaluation toolkit for LSCB's.
Impact of learning on practice
Hillingdon LSCB and SAB recommend that Line managers follow up impact of the learning
in practice with their staff via staff supervision and appraisals as well as sharing practice
at team meetings, case reviews and peer reviews. Hillingdon LSCB multi-agency Audits of
practice will also incorporate impact of learning. All evaluation and monitoring will inform
future learning and development of programmes.

practice.

The Role of the Learning and Development Sub committee
Hillingdon LSCB and SAB joint learning and development sub-committee was established
to ensure the continuing development of all staff in order to safeguard and promote the
welfare of children and young people and vulnerable adults.
The role of the training sub group is to establish what training has taken place across a
variety of agencies and to determine whether it has had the intended, beneficial effect on
the performance of those who attended.
Reports about training attendance, impact on performance and training issues are
circulated to subgroup members. This way the both the LSCB and SAB board members
can be satisfied that value for money is achieved and that they are fulfilling their statutory
requirement.

development appropriate to their role
Programmes run at full capacity with learning outcomes that are multi agency
Positive evaluations from delegates including impact on multi agency working

Charging Policy
All delegates from agencies that do not contribute to the Hillingdon LSCB budget will be
charged to attend Hillingdon LSCB training courses. This includes all Hillingdon Schools,
academies, private day care providers, nurseries and voluntary sector organisations.
Cancellation charges will apply to all agencies if delegates fail to attend on the day or fail
to advise Hillingdon LSCB in advance of the course that they are no longer able to attend.
Any Charges in respect of attendance at Safeguarding Vulnerable Adults training will be
identified on a course by course basis.
This learning strategy will be reviewed annually to revise and amend as required.
