ФОРУМ «БЕЛАЯ ВОДА СИБИРИ 2017» (19-30 августа)
The provisional program of the forum:
1. Day - 17 August 2017, Tomsk city
Welcoming the forum participants, the first conference meeting, introduction of participants and
volunteers. Acquaintance with organizers and the program of the forum.
The forum’s opening ceremony at the sports complex “Backwater District” (Medvezhii Ugol) at
Kopylovo village, Tomsk district. Gala dinner.
2. Day – 18 August 2017, Tomsk city
The first introductory and training rafting session. Checking the participants’ equipment in the
teamwork. Training of the guide-instructor team. Forming the rafting teams of the forum
participants. Teambuilding. Introduction and assigning of the guide instructors.
The round table: conference of the masters of rafting sport, discussion on the modern
development of the international rafting. Perspectives, tendencies and acute issues of rafting.
Reach a common idea on the acute topics. Discussion of the rules and regulations of the
championships and competitions, international championships of the past years.
Sight-seeing program: going in the Siberian countryside – Kazak Ostrog (fortress) of the XVII
century, tour to Asino village, Tomsk region (100 kilometers from the city centre), visiting the
cultural-tourist complex “Sibirskaya usadba N. A. Lapsakova” (Siberian estate of the N. A.
Lapsakov).
Conference meeting with the legendary Russian traveler – Eugene Kovalevsky. The discussion
topic – international tourism and extreme travelling.
3. Day – 19 August 2017, Tomsk city
Participating in the international contest festival “Axe day – 2017” in Zorkaltsevo village,
Tomsk region.
Gala dinner to celebrate the ending of the first part of the forum, final preparations for the trip to
Altai Republic.

4. Day – 20 August 2017, Tomsk city – Gorno-Altaisk city – Chuya River, Altai
Republic
The transfer of the participants to Altai Republic. A journey 1200 kilometers long in the central
Siberia. Visiting various tourist attractions. Srostki village, the motherland of Vasily Shuckshin,
Katun River sights. Journey along the Chuisky path.
5. Day – 21 August 2017, Chuya River, Altai Republic, camp at the Behemoth rapid
Training rafting sessions of the participants down the Chuya river, rapids Burevestnik,
Behemoth, Slalomny.
Conference: safety of the boat trips. Safety regulations, rules of conduct.
Conference: milestones – the first international rafting championships in 1989 on the Chuya
river. The story, a glimpse in the history, organizers. International friendship despite the
problems in politics. The heroes of the times long gone. The participants of the championship.
Horseback riding to the “Sorrow” (Pechali) lakes and “Maiden tears” (Devichii slezy) waterfall,
Chuisky range.
6. Day – 22 August 2017, Chuya River, Altai Republic, camp at the Behemoth rapid
Training rafting sessions of the participants down the Chuya river, rapids Turbine, Horizon.
Visiting Kalbak-Tash natural boundary, famous for the cave art. One of the most ancient places
of Gorny Altai. Open discussion on the topic of the Gorny Altai identity and its annexation by
the Russian Empire.
Transfer to the Bashkaus River valley.
7. Day – 23 August 2017, Bashkaus river, Altai Republic. “Bashkaus” camp, Ulagan
district.
Rafting down the Bashkaus river. Saratansky Canyon.
Journey along the Argut River through the “Karagem Break” (Karagemsky proryv) to the Argut
village (Arkyt in the local dialect), visiting the valley, following the confluence of the Argut and
Karagem rivers, rich with ancient burials, barrows, petroglyphs. If we got any luck – reaching
Belukha from the Mensu glacier. Renting Ural rovers, jeeping tour.
Throatsinging, introduction to the guests of the forum – the natives of Gorny Altai, their art and
crafts, the history of Gorny Altai and national costumes.
8. Day – 24 August 2017, Bashkaus river, Altai Republic. “Bashkaus” camp, Ulagan
district.
Rafting down the Bashkaus river.
Journey along the Argut River through the “Karagem Break” (Karagemsky proryv) to the Argut
village (Arkyt in the local dialect), visiting the valley, following the confluence of the Argut and
Karagem rivers, rich with ancient burials, barrows, petroglyphs. If we got any luck – reaching
Belukha from the Mensu glacier. Renting Ural rovers, jeeping tour.
Transfer to the Chulyshman River valley. Camp Chulyshman.

9. Day – 25 August 2017, Chulyshman River, Altai Republic. “Chulyshman” camp,
Ulagan district.
Rafting down the Chulyshman river.
Accurum natural border, Katu-Jaryk range, Kurkure Waterfall, Chulchin Waterfall, Kudyrge
barrow (the archeologists revealed a burial complex of more than 60 constructions: fences,
stonework, barrows of the 6-7 century AD. The excavations provided a profound material,
illustrating the culture and life of the ancient turk tribes, inhabiting the Chulyshman valley).
Conference: The ancient history – following the path of the Silk Road.
10. Day – 26 August 2017, Katun River, Ilgumen rapid, “Three Bogatyr” (Tri
Bogatyrya) camp
Transfer to the Katun River valley, “Three Bogatyr” camp at the Ilgmen rapid.
Meeting sportsmen, organizers, spectators, seeing the place of the traditional Russian rafting
competition “Ak-Talai-Margaan”, which can be translated as “Challenging the White Water”
from Altai language.
Round table with the best Russian rafting teams. Open discussions. The mail topic of all
discussions – Russian sport. The project of the WRC in Russia.
11. Day – 27 August 2017, Katun River, Ilgumen rapid, “Three Bogatyr” (Tri
Bogatyrya) camp
Participating in the Russian National Rafting Cup of the international rafting team, formed of the forum
participants. Disciplines SPRINT and HEAD TO HEAD
The best national costume and national dish contest among the forum participants.
Festive dinner – Peace for the World!
Conference: international rafting championships in Russia. The problem of refereeing at the
international rafting championships. The participants of the conference are the leading organizers
and referees of the Russian rafting championships.
12. Day – 28 August 2017, Katun River, Ilgumen rapid, “Three Bogatyr” (Tri
Bogatyrya) camp
Participating in the Russian National Rafting Cup. Discipline SLALOM.
Trekking to the ancient burials of the northern Silk Road period. A tour to the mountains:
“following the path of Kazak pioneers” and “The story of the annexation of the Altai to the
Lands of the White Tsar”.
13. Day - 28 August 2017, Katun River, Ilgumen rapid, “Three Bogatyr” (Tri
Bogatyrya) camp
Participating in the Russian National Rafting Cup. Discipline DOWNRIVER.
Preparations for the final forum’s event – The International Friendship Rafting, trainings.
14. Day – 29 August 2017, Katun River, Ilgumen rapid, “Three Bogatyr” (Tri
Bogatyrya) camp

The International Friendship Rafting – the final event of the forum, rafting down the Katun River
on big rafts from the inflow of the Katun River Ilgumen to the inflow of the river Ursul (3 hours
long).
Final gala concert. Awarding certificates, gifts and prizes.

Terms and Conditions on the competitive selection
1. General provisions
1.1. Terms and Conditions on the competitive selection of the International cultural and sports rafting forum “White
water of Siberia – 2017” (hereinafter – the Forum) gives general provisions, denoting general principles and
regulations of the Forum participants’ selection.
1.2. Current Terms and Conditions denote the goals, aims and the procedure of the competitive selection, criteria of
the selection of the contestants/
1.3. The competitive selection is prosecuted by the Forum organizing committee in order to ensure proper targeted
selection of the Forum participants.
1.4. All the information on the Forum, including current Terms and Conditions, application forms and other documents
necessary for the participation in the competitive selection, as well as the information about those who were
selected is posted on the organizers websites - http://slalom-tomsk.ru/ and the official social media group –
https://www.facebook.com/WHITEWATEROFSIBERIA2017/
1.5. There are two programs of the competitive selection:
- contest among the citizens of the Russian Federation, countries of near and far abroad in terms of the state program of the Federal
agency ROSSOTRUDNICHESTVO - “New Generation – 2017” («Новое Поколение-2017») - 30 participants
- contest among the citizens of the Russian Federation, countries of near and far abroad on a paid basis – 30 participants
2. The tasks of the competitive selection
The main task of the competitive selection is to form the group of the Forum participants from among the
candidates (hereinafter

The competitive selection is organized the Forum organizing committee, represented by the Project Leader

4. Eligibility
4.1. The total number of the Forum participants from among the candidates is 60 people. The participants must be at
least 21 year old.
4.2. The participants of the Forum can be from the countries of near and far abroad, citizens of the Russian
Federation – representatives of a cultural or spot community of their country, highly motivated, leaders and
activists of the public organizations, motivated to enhance international links, share experience and knowledge.
4.3. The participants of the forum are to bring the following equipment: helmet, life jacket, dry top, wetsuit.
4.4. Organizers reserve the right of changing the number of the participants.
4.5. To participate on the non-payment basis, in terms of the state program of the Federal agency
ROSSOTRUDNICHESTVO - “New Generation – 2017” («Новое Поколение-2017») the participant must also
correspond to the following conditions:
- Aged 25-35;
- The cost of the return ticket from the place of living/work/study or place of temporary presence should not be
more than 800 US dollars.
5. Entry guideline
5.1. To participate in the competitive selection candidates are to send the Organizer the application and contest
tasks. The participants should give the type of the program they are applying for – on a paid basis or “New
Generation – 2017” in the application form.
Application form, given in the Annex 1 of these Terms and Conditions (hereinafter Application Form) should be
sent to the Tomsk Region Slalom and Rafting Federation e-mail: [email protected],

5.2. An agreement on processing personal data (Annex 2) and essay should be included in the letter.
5.3. There should be three documents included in the letter: Application form, agreement on processing personal
data, essay. There also should be a link to the video hosting with video resume in the body of the letter,
otherwise the work will not be considered in the contest.
5.4. The competitive selection is made basing on video resume and essay on one of the topics suggested by the
Organizer.
5.4.1. Essay:
Languages: preferably English, Russian.
Topics (choose one):
1). Wonderful Russia – a fairytale for the travelers from all over the world
2). Rafting as a means of teambuilding and making friends
3). International communication via shared interests
4). International sport today
Contents of the essay:
- analysis of the current situation in the chosen topic: agendas, acute problems, perspectives.
- analysis of the measures taken by the government, various social groups and organizations or individuals
in order to solve current problems in the topic chose. Pros and cons.
- presenting your own opinion on the current situation and approach to the current problems.
- resources needed for the approach described. Plan of action, designed to implement the idea described.
- prospective of the approach implementation.
- other.
Essay requirements:
- font Times New Roman, size 12, space 1,5
- up to 3 pages long

Video resume “Self presentation and motivational speech on the participating in the forum “White
water of Siberia – 2017”
Video length: up to 3 minutes.
5.4.2.
Quality: 480р and higher
Format: video resume, self presentation, describing skills, hobbies, motivational speech on the participating in the
forum “White water of Siberia – 2017”
Language: preferably English, Russian
Filename: Last name, First name_“White water of Siberia – 2017”.
Hosting: video should be uploaded on Youtube or any other video hosting, and the link must be posted in a
comment to the post in the official contest group on Facebook with a hashtag #WhiteWaterOfSiberia-2017 and
#БелаяВодаСибири-2017.
Video resume requirements: contest works cannot include any material incompatible with public morality or
prejudicial to personal dignity or privacy; discriminating on the race, gender, ethnic, religious, social basis;
containing scenes of violence and cruelty to animals, etc.
ATTENTION! By submitting a video for the contest the participant will be regarded as having granted the
Organizer the right to use the video resume in the forum advertising campaign and for other purposes.

5.5. A committee is formed in order to select the winners out of the number of the contest participants.
Representatives of the organizing companies form the committee.
5.6. The Committee evaluates the contest works (essay and video resume) according to the criteria given below and
grants them 0-10 points per each of the criteria given.
5.6.1. Essay evaluation criteria:
- Conceptual integrity: validity of the ideas given, depth of the problem analysis, text structure, logics and
reasoning of the author’s position.
- Novelty of the idea and approach presented: the author presents his/her own opinion on the problems
given.
- The coverage of the subject and background knowledge: having vast knowledge on the subject, general
knowledge.
- Creativity and original approach to the presentation of material.
5.6.2.
Video resume evaluation criteria:
- Novelty of the idea and original approach to the presentation of material: there are restrictions only in
terms of the task – to present yourself, the format of this video presentation is up to you to decide.
- Communicative skills: good, literate speech, ability to make people listen to your speech with interest,
emotional involvement.
- Presentable appearance: an ability to ingratiate yourself to people, good humour.
- Likes, reposts, comments to the video as results of voting on the official page of the Contest on Facebook.
5.7. Protocol of the Competitive Selection is formed after the boarding of the Committee. The lists of those who
successfully pass the selection are formed by the Committee in the period of ten working days after the
application deadline.
5.8. Results of the competitive selection will be posted on the official page of the Contest on Facebook.
5.9. Those who successfully pass the selection will receive a notification from the Organizers.
6. Application procedure and deadlines
6.1. Filled applications of the participants must be submitted not later than June 1, 2017.
6.2. The board of the Committee is scheduled not later than June 10, 2017
6.3. Those who successfully pass the selection should submit all the data necessary for invitation and obtaining visa
to the Russian Federation not later than June 15, 2017.
7. Fees and method of payment
7.1. For those who participate in the forum on a paid basis the fee is 60 000 rub (sixty thousand rubles) per one
participant.
7.2. If you are willing to order the merchandise box of the Forum (including jacket, cap, T-shirt, bottle, journal, pen
and other) you should submit a fee of 7000 rub.
7.3. The payment must be made in cash or via transfer to the account not later than July 30, 2017.
