REGULATORY REQUIREMENTS
To address those fire hazards and life safety
concerns, SCDF require the Operator to put in place
the following:
Approval/Major Modification Stage:
1) Engage a Competent Person
2) Submit the plans for the fire and rescue management works
3) A proposal for Emergency Response Plan (ERP)
4) A proposal for the Company Emergency Response Team (CERT)
5) A risk assessment report
SCDF Issue approval
Completion Stage:
1) Certification on supervision of fire and rescue management works
2) A report on the Emergency Response Plan (ERP)
3) A report on the Company Emergency Response Team (CERT)
4) Appointment of the Fire and Rescue Coordinator (FRC)
5) Conformity Assessor Report (CAB) (if necessary)
SCDF Issue COC
Renewal of COC:
1) Certification by Competent Person
Operational Stage:
1) Conduct site audit check
(after site inspection)
ASRA (Amusement Rides Safety Act)
Under the ARSA, Operator is required to engage a
Competent Person (CP) to fulfill the fire hazard and life
safety concern requirements
CP can be Registered Architect or Registered Engineer
Penalty
Fine
Operator of ride who is found to have contravened the
regulations is liable for the maximum fine not exceeding
$2,000 or to imprisonment for a term not exceeding 12
months or to both.
Withdrawal of approval and certificate
Under section 37.—(1) of ARSA, The Commissioner of Civil
Defence may at any time withdraw any approval granted
under section 36(3)(a) or any certificate of compliance.
