Welcome and Introductions
Violette Mouchaileh (AEMO) welcomed participants to the Shared Market Protocol (SMP) workshop
and noted that the purpose of this workshop is to start some work ahead of the transitional IEC and
the new IEC being established.
Violette Mouchaileh advised that the AEMC have confirmed that the release of the draft determination
scheduled for Thursday 24 March 2016 has been delayed, and will now be released on Thursday 7
April 2016. The AEMC indicated the delay is due to an extension of time being required for legal
drafting.

B2B Transactions
Lee Brown (AEMO) noted that the first advice paper published in relation to the work that AEMO
completed in consultation with stakeholders on Shared Market Protocol (SMP) in 2015, refers to a
number of services, which includes:



‘Infrastructure Services’ which is a list of services that typically require some form of physical
activity. These types of services are carried out today under the current arrangements,
however each will need to be reviewed to consider the inclusion of new parties in the market
and the competitive market framework;
‘Advanced Services’ that were adopted by the AMEC in the National Electricity Rules (NER)
Minimum Services Specification; and
Other potential services and notifications
It is reasonable to consider that at least the Infrastructure Services and the Advanced Services that
made their way into the Minimum Services Specification in the NER, will be considered in the B2B
development following the SMP/Updating the electricity B2B framework rule change. A large number
of the 48 on the list appear to fit into this category.
For each service that fits into the Infrastructure and Advanced Services categories described above,
there will be a body of work to determine the requirements and options to be made available to fit
different needs or business models – in the same way that AEMO have recently approached the use
of Change Requests (CRs) in Market Settlement and Transfer Solutions (MSATS) (i.e. it appears
reasonable for the systems to support the various ways, within reason, that the market wants to
operate).
As an example, there may be several options for the submission of a new connection request or a
meter change request, each of which could have their own response and notification requirements, or
alternatively it could be found that there is a one-size-fits-all option.
Lee Brown confirmed that for this meeting, we will be working through the list to confirm:





That the meaning and intent is clear;
If the meaning and intent clearly links to the service types called out in the SMP advice papers
(in other words, the concept is captured already in principle);
Whether the requirement should be considered elsewhere – in other procedures or systems;
Whether the B2B procedures can deal with the matter raised; and
What would happen if the B2B procedures didn’t accommodate the messaging on 1
December 2017.
The information gathered at the meeting will enable AEMO to prepare briefing material for the
transitional governance group that AEMO are looking to establish on publication of the draft
determination.

AEMO consider that this group will then take on the role of setting the agenda and activities moving
forward.
Lee Brown acknowledged that the current B2B transactions list may not be an exhaustive list of the
variations on the notifications, service types and themes that the new Information Exchange
Committee (IEC) may determine is required in the future B2B framework, but that we appear to have
sufficient information to progress the discussion and that more requirements can be captured as
things develop.
Lee Brown stepped through each of the 48 B2B transactions and information was captured against
each to enable a consolidation with the original list of transactions considered in the AEMO SMP
advice.

4. Summary and Next Steps
Violette Mouchaileh noted that SMP Workshop scheduled for the 5 April 2016 will be rescheduled post
the release date of the SMP draft determination. A calendar invite will be issued to participants in the
coming days.
AEMO will combine the output of the review with the original service list in the AEMO SMP advice and
develop a consolidated service list. AEMO will use this list to commence work on communications
mapping at the next workshop.
