1. About this handbook
This handbook provides a complete list of Yarra Valley Water’s standard products, services and prices.

Section 1 provides a brief overview of pricing specifically focusing on Yarra Valley Water’s function as a water and
sewerage service provider and the roles of the Essential Services Commission (ESC) and the Victorian Government.

Price regulation
The ESC is the economic regulator of the Victorian water sector. They operate under the Essential Services Commission Act 2001
and their role encompasses the regulation of prices as well as monitoring of service standards and market conduct. The ESC
regulates those prescribed and declared services listed in the Water Industry Regulatory Order 2014 and for Yarra Valley Water,
these services include potable and recycled water services, sewerage services, connection services and services to which
developer charges apply.
1.5
Price determination
On 26 June 2013, the ESC made its determination on pricing for principle services and customer service standards for a five year
period commencing on 1 July 2013.
In addition to its principal services, Yarra Valley Water provides a range of other products and services that are associated with
prescribed services. Prices for some of these products and services have been approved by the ESC while the prices of other
products are set by Yarra Valley Water using the ESC’s pricing principles.

2. Principal charges
For both residential and non-residential customers a two-part tariff structure is used for water, recycled water and sewerage
charges. The total charge for each service comprises of a fixed system charge and a variable usage/disposal charge.
Trade waste charges are structured in a similar manner to water supply and sewerage charges. They comprise of a fixed trade
waste contract fee which is based on the risk ranking of the discharger and variable charges based on the mass and volume of
trade waste being discharged.
Yarra Valley Water also bills and collects waterways and drainage charges and parks charges on behalf of Melbourne Water
Corporation (MW) and the Parks Victoria respectively.
2.1
Water supply
Water charges contribute to the cost of harvesting, storing, treating, transferring and delivering of potable water supplies.
Since October 2004, a residential pricing structure for volumetric charges has been in place to promote water efficiency. The
structure comprises of a rising step tariff to ensure water efficient customers are rewarded with lower bills. For water use above a
specific level of consumption, a higher price will be paid. Step tariffs are widely regarded as the fairest and most effective way to
price water to encourage efficiency. They also recognise the need to provide water for essential domestic use at an affordable
price.
There are three step tariffs and the price increases as water usage increases. In quarters 1 and 2 (July to December 2016),
residential customers will pay $2.5993 per 1,000 litres (1 kilolitre) for water use up to an amount equal to 440 litres times the
number of days in the meter reading period. Any use in excess of this will be charged at $3.0536 per kilolitre up to 880 litres times
the number of days in the period. Water in excess of this will be charged at $4.5416 per kilolitre. The number of days in the meter
reading period can vary between 85 and 95 days. In quarters 3 and 4 (January to June 2017) the prices will increase to $2.7494,
$3.2037 and $4.6917 respectively.
Non-residential customers pay a single volumetric charge for all water usage.

2.2.1
Residential & non-residential sewage disposal charge (SDC)
For both residential and non-residential customers, the sewage disposed from a property is a calculated volume that is based on
the volume of water entering a property rather than directly measured, avoiding the impracticality of individually metering sewage
flows. The calculation estimates the wastewater discharged from the toilet, bathroom, kitchen and laundry fixtures into the
sewerage system. The SDC is a volumetric charge applied to the estimated sewage discharge from a property.
A formula is used to calculate the volume of sewage being discharged to the sewerage system for a typical customer in Yarra
Valley Water’s service area. In relation to residential customers, the formula recognises that the proportion of water discharged to
the sewerage system varies from month to month primarily due to the amount of water being used outdoors. So in summer months
less of the water entering a property is discharged to the sewerage system as this is the peak usage time for watering gardens.
Different dwelling types discharge to the sewerage varying proportions of the volume of water entering a property
•
Houses with drinking water only – the most common dwelling type and are subject to permanent water use rules.
•
Houses with drinking water and recycled water supplied via a third pipe – customers are not restricted in their outdoor use
of recycled water and thus the proportion of total water (potable plus recycled) entering a property and discharged into the
sewerage system is less than houses with drinking water only.
•
Flats and units – customers generally have less outdoor use and thus the proportion of water entering a property and
discharged into the sewerage system is more than houses with drinking water only.
The formula for calculating the volume of sewage from residential properties is:
VSR = VW x SF x DF
Where:
VW is the volume of water supplied to the property (total of drinking and recycled water);
SF is the seasonal factor derived by dividing the number of days in a meter reading period by the sum of the number of days which
fall within each particular month within the meter reading period multiplied by the relevant seasonal index
DF is the discharge factor

Recycled water charges contribute to the cost of treating effluent from class B or C to class A, and storing and delivering recycled
water supplies.
Yarra Valley Water is committed to providing alternatives to potable water where practically and economically feasible and where
the alternative is fit for purpose. In some areas, customers are supplied with class A recycled water for outdoor use and some
indoor use (e.g. toilet flushing)

Trade waste
Trade waste charges contribute to the cost of collecting, transferring, treating and disposing of critical pollutants discharged by nonresidential customers into the sewerage system.
Trade waste is wastewater produced from the operations of industry and commercial businesses and is usually more contaminated
than normal domestic sewage. It may contain chemicals, metals, high organic loads, fats, greases and detergents. The presence of
large amounts of these substances in the sewerage system increases the risk of environmental damage and increases the cost
and risk associated with sewage treatment. Trade waste must be extensively treated at a sewage treatment plant before it can be
safely recycled and/or disposed to the environment. Managing trade waste risk is a significant issue involving continual monitoring
of discharges, education and assistance to customers.
Trade waste charges are structured in a similar manner to water, recycled water and sewerage charges. They comprise of a fixed
trade waste contract fee which is based on the risk ranking of the customer and trade waste discharge fees, based on the mass
and volume of trade waste being discharged.
Yarra Valley Water assigns all its trade waste customers a risk rank according to a risk rank algorithm which takes into account
specific customer information and discharge characteristics including:
• customer location relative to treatment plant,
•
the volume of trade waste discharged,
•
the nature of the customer’s business activity,
•
the nature and quality of the customer’s trade waste,
•
the customer’s compliance history, where available,
•
risk to personal health and safety,
•
risk to the sewerage system (transport and/or treatment),
•
risk to the quality of recycled water or bio solids from the sewerage system, and
•
risk to the environment.
Yarra Valley Water may change a trade waste customer’s risk rank due to the customer’s changed circumstances and/or updated
information.
2.4.1
Application fees for trade waste agreements
New trade waste customers and existing customers wishing to renew their agreement, pay an application fee that contributes to the
cost of assessing the impact of the trade waste discharge on the sewerage transfer and treatment systems.

Trade waste contract fees
All trade waste customers pay an annual fee to cover the operational costs incurred in the regulation, maintenance and
consultation of trade waste customers. Customers are subject to a stepped fee based on their risk ranking, with highest risk
customers paying the highest fees.

Trade waste discharge fees
Discharge fees for trade waste are related to the cost of treating the discharge and depend on the volume of trade waste
(measured in kilolitres) and the mass of the pollutants contained within the waste (measured in kilograms).
Category B trade waste customers are not subject to volumetric and load based trade waste charges.

Trade waste time and material based charges
Trade waste charges on a time and material basis will apply to non-standard trade waste management and can include, but not be
limited to, instances such as:

Trade waste locked batch discharge management;
Site visits by Yarra Valley Water’s trade waste officers can be required to check locked batch compliance prior to
discharge. Please note that a minimum of two hours will be charged for each visit on any day and if visits are conducted
on a public holiday, Sunday rates will apply.

Trade waste stage 2 non-compliance management
A non-compliance process is implemented in instances where trade waste dischargers do not comply with their legal
requirements either under the relevant legislation (Water Act 1989 and Water Regulations 2014) or the requirements
contained within their trade waste agreement or consent. This may range from (but not be limited to) sample noncompliance, where the trade waste discharge is adjudged not to comply with the conditions stipulated in the agreement or
consent, to a customer not providing meter readings, sample results or maintenance or calibration certificates at the
required frequency.
The trade waste stage 2 non-compliance management process is implemented in instances where trade waste customers
continue to have reoccurring non-compliance events after initial notice and warnings have been issued. This stage of noncompliance involves that the customer being requested to attend a meeting with Yarra Valley Water to discuss reasons for
the breach and actions taken or proposed to prevent recurrence. Please note that a minimum of two hours will be charged
for any such meeting. Yarra Valley Water’s officers will continue to take and analyse samples of waste during this period
to ensure the non-compliance event is adequately managed from the occupational health and safety (OH&S), the asset
protection and environmental perspectives.

Food waste charges apply in respect of the discharge of food waste not attracting other trade waste charges. Food waste includes
any matter, whether water borne or not, consisting solely or partly of food, food particles or food scraps, which had constituted part
of or had been generated during production of a meal other than on residential premises or residential property.

Retention of access to trade waste services
Disused trade waste treatment systems are a potential risk to Yarra Valley Water’s assets, systems and people if left unattended.
Currently we permit property owners retain unused trade waste treatment systems rather than disconnect them from the sewerage
system upon payment of a retention of access to trade waste services fee.
Property owners may transfer liability for the treatment systems to any future tenant by requesting them to complete a trade waste
application form and submit it to Yarra Valley Water. When the tenant possesses a trade waste agreement with Yarra Valley Water,
the retention of access to trade waste services fee charged to the property owner will cease.
When the tenant vacates the site, the property owner is again presented with the choice to retain the treatment system and pay the
fee, or disconnect the treatment system from the sewerage system.
Asset protection charge
Occupiers of commercial and industrial premises must enter into a trade waste agreement or obtain a trade waste permit before
discharging trade waste into the sewerage system. A condition of discharging trade waste for certain customers is an appropriate
pre-treatment device installed in accordance with Yarra Valley Water requirements.
The asset protection charge covers the additional cost incurred by Yarra Valley Water due to uncontrolled discharge flows into our
sewerage system. This charge will persist until the installation of the appropriate pre-treatment has been confirmed or otherwise
consented to by Yarra Valley Water.
Administering variation requests
Variations from the trade waste standard may be requested by trade waste customers from time to time and this charge recovers
the cost to process these variations. The payment of the variation processing fee is independent of the outcome of the variation
request.

Administering non-compliance
A non-compliance process is implemented in instances where trade waste dischargers do not comply with their legal requirements
either under the relevant legislation (Water Act 1989 and Water Regulations 2014) or the requirements contained within their trade
waste agreement or consent. This may range from (but not be limited to) sample non-compliance, where the trade waste discharge
is adjudged not to comply with the conditions stipulated in the agreement or consent, to a customer not providing meter readings,
sample results or maintenance or calibration certificates at the required frequency.
Yarra Valley Water will charge the non-compliant customer a fee to cover our costs in negotiating and managing the noncompliance. Laboratory analysis costs may be charged on an actual cost basis in addition to the administering non-compliance
charge.

NCCs are upfront charges applicable when a customer builds or develops a property and connects to Yarra Valley Water’s water,
sewerage and/or recycled water networks.
Yarra Valley Water is responsible for providing shared infrastructure assets (including headworks, treatment plants, pumping
stations, trunk mains and sewers) with sufficient capacity for development in accordance with timing as shown on Development
Sequencing Plans (DSP). NCCs collected contribute towards the cost of providing the shared infrastructure.
In addition to paying NCCs, developers are responsible for providing reticulation assets and the incremental financing cost
associated with bringing forward the provision of shared infrastructure assets if they are required ahead of Yarra Valley Water’s
predetermined timing as shown on the applicable DSP.
2.5.1
Scheduled NCCs
The scheduled charge is applied on a ‘per lot’ basis which means that it may be levied on any connection of a new customer that is
separately titled or is, or can be individually metered.
Yarra Valley Water has established three special charging areas and the boundaries of these areas are shown on plans available
on our internet site www.yvw.com.au. Development within these areas will attract the applicable special area charge.
Development in all other areas will attract the standard charge.

2.5.2
Negotiated (non-scheduled) NCCs
At any stage Yarra Valley Water may calculate and apply a negotiated NCC in lieu of the scheduled NCC if the cost of providing
infrastructure for a development varies materially from that assumed in the calculation of the scheduled NCC.
The negotiated NCC will:
•
have regard to the incremental infrastructure and associated costs attributable to the connection
•
have regard to the incremental future revenues that will be earned from customers at that connection
•
be greater than the avoidable cost and less than the stand alone cost of the connection
2.5.3
NCC Charging Units
The ESC has given Yarra Valley Water the flexibility to choose the most appropriate charging units for NCCs and the units should
reflect the amount of capacity needed to service the connection. Yarra Valley Water may use meter size as the charging unit for
water and recycled water and fixture units as the charging unit for sewer.
The NCCs shown in table 12 above relate to a property with a 20mm meter. Properties requiring larger meters will incur a multiple
of the NCC shown.
2.5.4
Incremental financing costs (IFC)
In addition to NCCs, Yarra Valley Water may calculate and levy an IFC equivalent to the financing cost associated with bringing
forward the provision of shared infrastructure assets. The charge is calculated on the basis of:

the development-specific capital costs associated with connecting a customer or group of customers
•
the financing costs that may be attributable to bringing forward the timing of the provision of shared assets required to
connect to the existing network.

2.6
Charges Yarra Valley Water collect on behalf of others
2.6.1
Waterways and drainage charge collected on behalf of Melbourne Water (MW)
The waterways and drainage charge is collected on behalf of MW. Funds raised are used for a range of programs to protect and
improve the health of our rivers and creeks, and provide regional drainage services, flood protection and flood warning systems
throughout the Port Phillip and Westernport region. The charge applies to all serviced properties located within MW’s waterway
management district.
There are three categories for charges to customers
•
residential properties located within the urban growth boundary (UGB) are charged flat rate
•
rural properties located outside of the UGB but within the waterways management district are charged flat rate
•
charges for non-residential properties are based on a property’s net annual value (NAV) at 1990 levels of valuation and is
calculated by applying a rate to the NAV and is subject to a minimum charge.

Parks charge collected on behalf of Parks Victoria
The parks charge is collected once every year on behalf of the Department of Environment, Land, Water and Planning. Funds
raised go to Parks Victoria, Zoos Victoria, the Royal Botanic Gardens and the Shrine of Remembrance for the development,
management and maintenance of metropolitan parks, gardens, trails, waterways, and zoos.
The charge is based on a property’s NAV at 1990 level of valuation and is calculated by applying a rate to the NAV. A minimum
charge applies for the majority of ratepayers.

3. Miscellaneous products and services
In addition to providing water, sewerage and other prescribed services, Yarra Valley Water provides miscellaneous products and
services.
Miscellaneous fees and charges reflect the retail price Yarra Valley Water will charge a customer directly for a product or service.
Yarra Valley Water may provide other services not listed in this handbook and these would be provided on an actual cost basis.
3.1
Price methodology
Where miscellaneous products and services are associated with the provision of prescribed services, the prices are set using the
ESC pricing principles and recover the actual cost of providing the service calculated on the basis of the aggregate of:
•
direct third party or contractor invoice cost;
•
direct marginal internal costs, including labour, materials and transport costs; and
•
a fair contribution to overheads.
3.2
Land development products
3.2.1
Land development applications
Land development applications are made at various times through development – planning, whole estate and stage of estate.
These applications result in information provided to the developer on the terms and conditions under which development can
proceed including conditions relating to extending Yarra Valley Water’s services to a property or subdivision (an engineering
consultant is usually engaged by the owner to undertake the design, construction and survey of the services).
Where the developer requests a priority service, an additional charge may be levied (normal fees, charges and associated
metering products will be charged in addition to this priority service). The priority service includes multi-unit development
applications and works compliance (early release).
3.2.2
Pressure sewer contribution
This is a contribution levied on the developer of land that is to be serviced by pressure sewer pumping units. The contribution is
levied at the time of development and reflects the cost of installing pressure sewer pumping units when building on a lot
commences.
The charges reflect the cost to provide a “standard connection” and where it is determined at the time of connection that a “nonstandard connection” is required, the owner will be required to contribute the difference between the actual cost and the “standard
connection” contribution.
3.2.3
Contribution for connecting to temporary pump station
A temporary sewage pump station was constructed by a developer to service their development in Kalkallo. Developers wishing to
outlet to this temporary pump station are required to contribute towards the cost.
3.2.4
Works warranty bond
Works Warranty Bond for newly constructed Water and/or Sewer assets constructed is to cover any rectification works during a 2
year period after Acceptance of Works Certificate has been issued.

3.3
Property development products
3.3.1
Connection / disconnection applications
A fee is charged to cover the cost of processing applications for the connection to the sewer and water supply systems.
3.3.2
Pressure and flow information
Water pressure and flow information is used by hydraulic consultants in the design of large general, fire hydrant and fire sprinkler
service installations. This type of information is often required to be provided to councils by consultants.
3.3.3
In-line booster pump
An in-line booster pump may be required where water pressure or flow meets customer charter minimum standards but does not
meet the customer’s requirements.

3.3.4
Private water main service (trunk service)
A private water main service may be approved where an existing property does not abut a water main. The supply to the customer
is in accordance with the terms and conditions of a temporary supply agreement.
3.3.5
Build over easement application (BOE)
An approval is required to build any structure or carry out earthwork over an easement and/or within 1 metre of a Yarra Valley
Water asset.
3.3.6
Recycled water audit fee
To reduce the possibility of cross connections between drinking water and recycled water, audits of the customer’s recycled water
plumbing are undertaken by Yarra Valley Water.
3.3.7
Mandatory sewer inspection fee
Development in close proximity to the Greenvale Reservoir is required to have mandatory inspections of plumbing works to ensure
there will be no leaching of sewage into the reservoir. These inspections are undertaken by the Victorian Building Authority (VBA).
3.3.8
Community Sewerage connection application
Yarra Valley Water provides sewerage services to unsewered properties under our Community Sewerage program and connection
to the sewerage system will help improve the environment and public health. An application is required to be submitted prior to
connecting to the sewerage system.
3.3.9
Closed circuit television (CCTV) inspection fee
This charge applies when CCTV investigation is required to assess the condition/location of existing Yarra Valley Water assets
when work is proposed over or in close proximity to our assets as part of a development application. This investigation will allow for
relevant conditions to be placed on development applications.
3.3.10 Asset purchase for abandonment
This charge applies when a customer requests the abandonment or to take over the ownership of an existing Yarra Valley Water
asset. The cost will vary and is based on the type, length and age of the asset.
3.3.11 Application fee for new water connection to an existing meter group
An application fee used for applications where the customer has requested to alter the metering arrangements for existing 2 lot
developments and existing developments who are billed for water usage by a percentage of total water usage.
3.3.12 Administration fee
Where conditions of connection have already been issued and the customer requests a change or additional work, an
administration fee is charged. This fee does not include




3.5 Drinking and recycled water – large water service connection, valve and hydrant insertion
A large water service connection is provided via a tee insertion from Yarra Valley Water’s main to a property. Divide valves and
hydrants can be provided at customers request to provide alternative supply. These insertions are arranged by Yarra Valley Water
and the work is undertaken by our installation contractor.
A single detector check valve is installed on a fire service to detect any non-fire-related usage.

3.6 Other products
3.6.1
Remote Supplement
This is an optional mechanism that allows remote meter reading. It is additional to standard meter charges and can be purchased
with a new meter. Note that not all existing meters are suitable to be fitted with the remote supplement.

3.6.2
Wasted site visit
This charge will be applied when Yarra Valley Water is unable to perform the connection works that have been booked due to the
customer failing to meet the conditions required for the work to proceed or where the customer requests the connection works be
cancelled or rescheduled within 6 hours of the scheduled time.
A simple wasted site visit is for connection / meter size up to and including 50mm. A complex wasted site visit is for connection /
meter size greater than 50mm.
3.6.3
Standard plugging
This charge is for the disconnection of a service pipe from Yarra Valley Waters main and does not include excavation to expose the
main, reinstatement or traffic management. A small standard plugging is for meter sizes up to and including 50mm. A large
standard plugging is for meters size greater than 50mm.
3.6.4
Complete plugging supplement
This charge is a supplement to, and can only be purchased with, a standard plugging. It includes obtaining services information and
road opening permits, site and traffic management, excavation to expose the main and reinstatement. It is applicable to both
drinking water and recycled water services.
A small complete plugging supplement is for meter sizes up to and including 50mm. A large complete plugging supplement is for
meters size greater than 50mm.
3.6.5
Emergency repair
This is where a licensed plumber attends a sewer blockage on a customer’s property to alter or repair internal sewer pipes. A PIC
number will be provided as part of the emergency repair application which is to be used by the licensed plumber to book (make
available) internal sewer works for a drainage inspection by the VBA (formerly known as the PIC). A copy of the property sewerage
plan will also be provided where one is available.
There is no charge for the cost of the application, but a charge will be incurred for the provision of the property sewerage plan.
3.6.6
Relocate meters in recycled water areas
In order to prevent cross connections between drinking water and recycled water, Yarra Valley Water must carry out works to
relocate meters in recycled water areas. The scheduled charge will apply for drinking water and recycled water meters that are to
be relocated a distance up to 600mm.
Relocations more than 600mm will require a plugging, new connection and associated metering products the cost of which is the
responsibility of the applicant.
3.6.7
Relocate service for new estate connection
This charge applies when a customer requests a new estate connection - drinking water or combo drinking water & recycled water
and has requested to have the service relocated up to 600mm.
3.6.8
Remove / collect meter
This is where the customer requests the removal of 20mm and 25mm water meters that are no longer required and does not
require any work to be carried out on our water main.
3.6.9
Add / remove meter on an existing manifold (no plugging)
This charge applies when a customer either requests an additional meter to be added to an existing manifold or requests the
removal of a meter from an existing manifold.

Note: this product only applies if the existing connection from the manifold to the Yarra Valley Water water main does not need to
be resized. This product does not include the cost of additional metering products, application fees associated with the request to
remove and replace the meter and new customer contribution fees. New customer contribution fees are applicable if a meter is
being upsized and/or additional meters installed.
3.6.10 Extra over for after hours
This is an additional charge where a tapping or plugging is required to be performed outside of normal business hours. It does not
include the cost of the tapping or plugging.
3.6.11 Preliminary site assessment
Site visit to ascertain current Yarra Valley Water metering products/services on site, where existing information is not available or
site conditions have changed without the knowledge of Yarra Valley Water.
3.6.12 Overflow Relief Cap
This product is an anti-infiltration device, which seals against storm water entering sewer drains during flood conditions whilst
providing effective vent and overflow functions. This device is required in predetermined development areas.
3.6.13 Missing meter replacement application
An application fee is to assess a request a replacement for a missing meter. This fee does not include metering products

Customer information request products
3.7.1
Property sewerage plan
Actual cost
A plan showing internal property sewerage drains. When changes are made to the internal sewerage pipes the customer must
provide a new plan to Yarra Valley Water.

3.7.4
Information statement / rates settlement statement
Vendors of property in Yarra Valley Water’s area are required to provide potential purchases with an information statement from
Yarra Valley Water prior to contract signing under the Sale of Land Act 1962 (section 32 (2)(b)). This statement is to detail any
encumbrance affecting the land (excluding those shown on land titles), works required to be carried out, matters outstanding and
any relevant rate or charge. A rates settlement statement can be requested prior to the settlement of the property
3.7.5
Special meter read
Vendors of properties may request an actual meter reading on or about the time of the property settlement in order to calculate an
accurate settlement amount.
3.7.6
Meter test
If a customer disputes the accuracy of a water meter reading a fee is imposed to test the meter. Meter testing can be carried out by
either an onsite comparison test or offsite by an independent NATA accredited laboratory to a nationally approved standard. We
will provide you with the results of the test within five working days of its completion.
If the test shows that the meter is not meeting standards specified in Yarra Valley Water’s Customer Charter, we will replace the
meter and refund any amount you may have been overcharged. If the test shows that the meter was working accurately, you will be
required to pay the test fee.
3.7.7
Flow test
As a Yarra Valley Water customer, we will ensure that you have a flow of water to your meter equal to or better than the minimum
indicated for your size in the table below.
There may be unusual circumstances when we are unable to supply you with a minimum flow. These times may include droughts,
emergency interruptions, or planned interruptions, during high demand periods on very hot summer days and during fire
emergencies. Where practical we will advise you in advance.

If you believe your flow rate does not meet the minimum standard, you can test your flow rate by timing how long it takes to fill a 10
litre bucket at the tap adjacent to your water meter.
The following table indicates how long this should take if your meter is either 20 or 25 mm in diameter. To check the size of your
meter, look at the serial number printed near the dials. Each serial number begins with M (metric), followed by a letter A, B, C or D.

Alternatively, you can call us on 132 762 and we will send out a Maintenance Officer to test your water service. If the test
establishes you are receiving equal to or more than the minimum flow you will be charged the cost for the test.
If the flow rate is below the minimum rate we will take action to rectify the problem where the problem is found to be up to the outlet
(customer side) of the water meter. You are responsible for any problems beyond the meter on your property.
If you are supplied from a privately water main service (trunk service), you will have to pay for the full cost of repairs to any service
pipes between Yarra Valley Water’s water main and the meter.

3.8.1
Fire service charge

An annual charge per fire service applied to properties provided with a fire service. The fire service charge contributes to the costs
of harvesting, storage, treatment, transfer and delivery of fire service water at the pressures and flows required for firefighting. The
charges also contribute to the costs involved in auditing and management of fire services.
Where fire services are unmetered, the fire service charge includes an estimated value of water used by services of that type.
3.8.2
Hydrant usage
A customer who wishes to draw water from a hydrant in Yarra Valley Water’s area must obtain a hydrant usage permit and pay for
water used.

3.8.3
Unchlorinated water
Some of our customers are remote from water reticulation mains and are provided with a water supply direct from Melbourne Water
aqueducts. This water is untreated and is intended for non-potable purposes only.
3.8.4
Kinglake sewerage charge
A charge levied on Kinglake customers in lieu of the sewerage service charge and sewage disposal charge.
3.8.5
Community Sewerage connection contribution
Community sewerage (formally backlog) is a term used to describe a sewerage system that is provided to service properties or
areas of Melbourne which are not connected to a traditional reticulation sewerage service. A contribution charge will be levied as
an annuity over 20 years and will cease to be charged once customers connect to the Yarra Valley Water sewerage network.

3.9 Restricting or restoring a water supply (for non-payment)
Under section 141(1) (h) of the Water Act 1989, Yarra Valley Water can restrict a customer’s water supply for non-payment of any
money due to Yarra Valley Water. A fee may also be imposed for removing a restriction device.
Water supply is not restricted where customers can demonstrate that they are facing financial hardship and agree to negotiate a
payment plan with Yarra Valley Water.

3.10 Freedom of information (FOI) charges
An application fee will by charged to customers requesting access to documents under the Freedom of Information Act 1982. A
search fee for the identification of documents will apply on a per hour basis. Photocopying of these documents will be charged per
A4 page.

3.11 Recycled water (non-residential)
Class B and C recycled water is supplied to some customers for irrigation and manufacturing purposes. The price is set on a case
by case basis using following pricing principles prescribed by the ESC in their determination:
Recycled water prices should be set so as to:
•
have regard to the price of any substitutes and customers’ willingness to pay;
•
cover the full cost of providing the service (with the exception of services related to specified obligations or maintaining
balance of supply and demand); and
•
include a variable component.
3.12 Chargeable works
Chargeable works are those works that can only be carried out by Yarra Valley Water’s maintenance contractor/partner due to
either the specialist skills required or the high risks to Yarra Valley Water’s assets associated with the work. The cost of providing
the works varies from site to site and the charge will be calculated in accordance with the ESC’s pricing principles.
The charge is the aggregate of

direct third party or contractor invoice cost;
•
direct marginal internal cost, including labour, materials and transport costs;
•
a fair contribution to overheads
