BOARD POSITION ROLES AND RESPONSIBILITES
Subject to the limitation of the Articles of incorporation, and the Laws of the State of Washington, all corporate powers shall be exercised by, and
the elected Board shall control the business and affairs of the Association. The Board will be the governing body of the Association insofar as
Rules, policies, and the by-laws and amendments thereto, and such other matters as the Board and its officers may bring before them. The Board
shall be responsible for the enforcement of all GEJFA league rules and corporate policies established by Inglemoor Junior Football. They shall
have authority to address all violations and impose any appropriate penalties.
The highest degree of ethical conduct is expected of all participants in the program. This includes strict adherence to both the spirit and the letter
of the rules and regulations of this program. The use of alcohol, profanity and tobacco during practices, games or at Northshore school facilities is
strictly prohibited. All rule infractions or conduct contrary to the ethical standards of this program are subject to review by the Grievance
Committee, and can result in penalties being assessed against violators. Depending on the degree and nature of the violations, penalties could
range from probation to expulsion of any adult or player from the program.
A majority of the voting membership shall be sufficient to remove any Board member for cause. The officers of the Association shall hold office
until their successors are chosen and qualified, except that the Board may declare a vacancy in the event that an officer fails to attend three
consecutive meetings or fails to perform the duties of his/her office.
President & GEJFA Representative
Shall be the principle executive officer of the System and will administer the by-laws and Rules of the IJF as set forth by the Board. Will appoint all
committees. Will administer the by-laws and rules of the IJF as set forth. Will receive and review all grievances. Will be given certain discretionary
powers to permit carrying out the policies of the Board. Will be an Ex-Officio member of all committees. Will have prime responsibility for recruiting
new board member candidates from among the membership. With the exception of the annual meeting of members, the President shall only vote
on issues to break a tie.
Shall have the prime responsibility for making decisions related to scholarships.
As Greater Eastside League Representative, the President will represent and advise the IJF Board on all matters pertaining to The Greater
Eastside Junior Football League (GEJFA). Will carry out all policies and vote in accordance with the decisions set forth by the IJF Board as its
representative on the GEJFA Board. Will work with the Registrar to maintain complete and accurate team rosters. Will conduct team certification
including weigh-in to ensure that players are placed on a team in accordance with GEJFA and IJF rules. Will be responsible for the training and
orientation of all weigh-masters. Shall have the prime responsibility for insuring that all players and coaches are in compliance with league rules
and policies. The President shall be authorized to temporarily suspend any individual or activity that poses an immediate physical danger, safety
hazard or is a gross violation of league or IJF rules. Serves as standing member of the Coaches Selection Committee. Will report to the Board on
conditions related to the above duties.
Executive Vice -President
Shall be the principle operating officer of the association and will assist the President in administering the by-laws, policies and rules of the IJF as
set forth by the Board. Shall serve as the President in the Presidents absence. Will be given certain discretionary powers to permit carrying out the
policies of the Board. Shall have the prime responsibility for insuring that all standards related to safety, training, equipment, discipline and other
football matters are conducted properly. Chairs Coaches Selection committee. Shall monitor and maintain records on coaches’ background
checks and training requirements, Will be responsible for the League Safety Program, maintain a roster of coaches and medical assistants who
have received first aid training.
Will work with the GEJFA league representative, and other Board members as required to organize and conduct all preseason coaches meetings.
Will report to the Board on conditions related to the above duties.
Secretary/VP High School Booster Liaison
Will assist the President, in the recording of the minutes and any other matters pertaining to the distribution of all information to the membership,
staff and Board. The Secretary will handle the general correspondence, newsletters and record keeping associated with IJF administration. The
Secretary will prepare the annual calendar for the association with input from the Board. The Secretary will distribute minutes of meetings in
written form to the Board members within two days of the meeting. Will be a liaison for IJF in creating a partnership with the IHS Booster Club. Will
report to the Board on conditions related to the above duties.
Treasurer/Co-Treasurer
This board position can be a single position are can be shared by two persons (co-Treasurers). In the case of Co-Treasurers, both individuals will
be elected by the Board and will share responsibility as required. Will be custodian of all property of the IJF. Will receive all monies that accrue to
the IJF from any source other than registration, and deposit them in a bank, in the name of the IJF. Will submit the financial record of the IJF to the
Board for audit when directed and at least once a year. Will see that all authorized bills are paid promptly and will assure that no payments are
made or unauthorized obligations are incurred. It shall be the function of the Treasurer, in conjunction with the President, to prepare an annual
budget for board approval. A monthly financial statement will be submitted in writing, at each Board meeting. The Treasurer will be responsible for
filing out state and Federal Exemption Certificates for the IJF. Will report to the Board on conditions related to the above duties.
Vice-President Player and Coaches Education
Will research training tools which will aid in the development and growth of coaches and players throughout IJF. Will
communicate upcoming clinics, camps, seminars etc. to the Board, Coaches, and throughout the organization. Coordinate with
other Board members to schedule, and develop IJF’s summer football camp. Will aid in streamlining progression at all age
levels to ensure consistency and aid incoming coaches to follow IJF’s methodology and create the tools to build a successfully
and winning organization. Additionally, will be responsible for ensuring all coaches have passed required certifications and
background checks. Will report to the Board on conditions related to the above duties.
Vice-President High School Liaison
Will partner with the High School Football Organization to develop and share training tools which will aid in the development and
growth of coaches and players throughout IJF. Will coordinate with other Board members to communicate shared information
regarding but not limited to upcoming clinics, camps, and seminars. The main intent and focus is streamlining progression at all age
levels to ensure consistency and preparation for when the player reaches the high school level. Will report to the Board on conditions
related to the above duties.
Registrar
Will be responsible for distributing all IJF participant forms. Will organize and conduct the annual signup process for all players. Works with the
school district and others to insure proper community notification of IJF registration. Will maintain a complete and accurate database with records
on each player for two years. Will be responsible for the collection and storage of age verification records for each player. Will work with the
League Representative to maintain complete and accurate rosters. Will report to the Board on conditions related to the above duties.
Vice-President Marketing, Advertising, & Recruiting
Responsible for the developing a marketing strategy. Being an ambassador for the organization, and building relationships within the
community. The goal is to drive broader awareness, and donor support for the organization. Creating and improving methods of advertising
drawing positive attention, interest, and parent involvement to IJF. Implement stronger recruiting practices with the intent to build IJF’s
registration of players, coaches, and draw in persons for officiating. Will report to the Board on conditions related to the above duties.
Vice-President Equipment
Shall have the prime responsibility for the inventory, distribution and repair of all equipment. Will maintain a complete and accurate equipment
database with distribution and repair history for every piece of equipment. Will be responsible for the training and orientation of all equipment
volunteers and coaches. The Board will make the final decision regarding what equipment will be retired, purchased and from whom it will be
purchased based on information provided by the Equipment Coordinator and Equipment Officers. Will report to the Board on conditions related to
the above duties.
Vice-President Scheduling
Will have prime responsibility for securing practice fields and stadium game dates for the season. Will submit a letter outlining the league requests
to the Northshore School District upon approval of the Board. Will serve as the liaison to the Northshore School District field’s office. Will work with
the GEJFA league scheduler to schedule regular, post season and playoff games. Will report to the Board on conditions related to the above
duties.
Vice-President Field Operations
Shall have prime responsibility for the management and scheduling of IJF Field Managers. Will insure all field managers are properly trained in
GEJFA, NSD and IJF Field Management requirements. Will insure field “set up” and “tear down” is in place for all IJF home games. Monitors
performance of the field managers to insure compliance with all appropriate rules and policies. Will report to the Board on conditions related to the
above duties.
Vice-President Fund Raising
With concurrence of the Board, will propose and conduct all IJF fundraising activities including the selection and management of vendors to
perform activities like Concessions, and Merchandise sales. Manages and improves methods of fund raising with the intent to lift the obligation of
raising funds from the IJF families, and rotating it to the businesses of the community. Manage the primary family fund raiser approved by the
Board to supplement Registration Fee’s etc. Coordinates the Team Picture process. Works with representatives from each team to accomplish the
above tasks. Ensures all fundraising activities and programs are in compliance with State and Federal laws pertaining to non-profit organizations.
Will report to the Board on conditions related to the above duties.
Vice-President Player Safety
Will attend safety clinics, classes, and other training workshops related to the equipment and sport of tackle football. Ensure all
teams at each level have a qualified/certified 1st aid representative on coaching staff. Aid in training coaches on equipment fit,
concussion and heat awareness. Ensure proper methods of tackling are being use, for the safety of the IJF players. Will recommend
for adoption by the Board such rules, policies and equipment necessary for the maximum safety of youth tackle football participants..
With assistance of other Board members, development communication to be shared with the IJF community. Will report to the Board
on conditions related to the above duties.
Vice-President Flag
Will work with other Board members to schedule and set up the field for flag home games. Will communicate with other organizations
regarding the development of the Flag program. Ensure all teams have a qualified parent coach(es). Will report to the Board on
conditions related to the above duties.
All Board members may be required to perform other duties as pertains to their specific office or as directed by the Board.
