COMMUNITY CAPACITY BUILDING GRANTS PROGRAM 2010-11 GUIDELINES and APPLICATION FORM TIER 1 (up to and including $2 000) ROUND TWO Aim The aim of the Community Capacity Building Grants Program is to improve Tasmanians’ participation in the social, economic, political and cultural life of their community by building individual and community capacity. The Tasmanian Government recognises and values the important role that local government, not-for-profit community organisations and community groups play in delivering events and projects that support Tasmanian communities. Funding Funding will be made available through round two of the Community Capacity Building Grants Program to eligible organisations through a competitive grant process. Priority areas Applications up to and including $2 000 will be accepted for events and projects that: • enable access to economic activities, sport and recreation, arts and culture for community members who face barriers to participation; • provide opportunities to develop life skills; and • celebrate diversity, promote social inclusion and involve the wider community. Examples include multicultural events, positive ageing initiatives, annual celebratory events such as NAIDOC Week (1 July 2011), Seniors Week (October 2011) and International Day of People with Disability (3 December 2011). Organisations may submit more than one application. Timeframes Round Two of the 2010-11 Community Capacity Building Grants Program opens on Saturday 12 February 2011 and closes 5 pm on Monday 4 April 2011. Late applications will not be accepted. It is anticipated that notification for successful applications will be provided in late May 2011. Projects funded by this program are to be finalised by 29 February 2012. Community Development Division D e p a r t m e n t o f P r e m i e r a nd C a b i ne t Principles Events and projects should be developed using a high degree of participation and engagement with community during the planning and development stages. Partnerships between organisations to deliver events and projects are strongly encouraged. In kind funding from organisations applying and partnering organisations is also encouraged. In order to ensure that your project meets the aim of this grant program you may email a draft project proposal to the Community Development Division at [email protected]. Please allow up to five working days to receive feedback about your proposed application. Assessment Criteria Applicants must address all of the assessment criteria. 1. How your project or event will improve Tasmanians’ participation in the social, economic, political and cultural life of their community by building individual and community capacity. 2. The main objectives that the project or event aims to achieve. 3. How community members are involved in the project or event. 4. How the project or event represents value for money (assessed against your budget). Funding conditions and eligibility Funding conditions All funding is subject to the conditions of a Letter of Offer. Equipment, building, refurbishment and maintenance projects will only be funded if it is an integral part of the proposed project or event. Competitions, commercial or fund raising activities will not be funded. Funding is not available for staff wages unless it involves extra hours specifically for the project or event. Funding must be spent on the project as described in the application (any changes will need to be provided to the Department of Premier and Cabinet for approval). Projects and events must be covered by public liability insurance. Organisations seeking retrospective funding for projects or events that have already started or have been completed will not receive funding. Projects and events must be not-for-profit. Eligibility Local government and not-for-profit, incorporated community organisations may apply for funding to deliver projects and events in Tasmania. Not-for-profit organisations or community groups that are not incorporated are eligible to apply but must be sponsored by an incorporated organisation. The sponsoring organisation must provide a letter to attach to the application to confirm that it will accept the relevant legal and financial requirements. State and Australian Government agencies, government and non-government schools, colleges and tertiary institutions, political parties, for-profit organisations and individuals will not be funded. Projects that require ongoing funding will not be considered. Organisations that currently have a grant from the Department of Premier and Cabinet with reporting and acquittal obligations past their due date will not receive funding from this grant round until the reporting and acquittal obligations for the previous grant are completed. Organisations and groups interested in applying for funding for social enterprises or micro-credit programs are encouraged to refer to the Social Inclusion Unit’s Community Development Finance Fund at www.dpac.tas.gov.au/divisions/siu or contact 1800 204 224. Application process Applicants must complete the application form. Application forms are available at www.dpac.tas.gov.au/divisions/cdd Organisations may submit more than one application on separate application forms. It is preferred that applications are typed and are submitted electronically at [email protected] Faxed applications will not be accepted. If you have any difficulty accessing the application form please call 1800 204 224. Your organisation will be contacted to acknowledge the receipt of your application within five working days. If you do not receive receipt of your application within this time you will need to contact 1800 204 224. Assessment In April 2011, an independent statewide panel will provide recommendations on the initiatives to be funded. The panel will include representatives from the North, North West and South of the State. Applications will be assessed against the assessment criteria and on the merit of the project or event. Recommendations will be approved by the Minster or their delegate. Successful applicants will receive a Letter of Offer outlining the funding conditions. Unsuccessful applicants may request feedback on their application by sending an email titled ‘request for feedback’ to [email protected] or by calling 1800 204 224. Reporting and Evaluation If funded, your organisation will receive a Final Report form from the Department of Premier and Cabinet during 2011. The information from your Final Report will be used to evaluate the Community Capacity Building Grants Program and for internal reporting requirements in the Department of Premier and Cabinet. Organisations need to provide a budget outline to explain how the grant was spent and provide receipts for any purchases on request from the Department. Your organisation may also be required to sign and return a Statement of Compliance to declare that the grant has been spent as described in your grant application. The final report must be completed by 29 February 2012.
