Filming Fees
Film companies visiting the City of Oakland (not having a permanent office and/or
not headquartered in Oakland) are not required to obtain an Oakland business
license.
The permittee shall pay the City of Oakland for the City’s costs in providing the
services of City employees for filming activity on City property. Fees for City services
are due and payable within ten (10) working days after permittee receives the
invoice (with the exception that fees for police services are paid at the Police
Department in advance). It may be required that the permittee make a fee deposit
or prepay fees prior to filming.
The schedule of fees for City service and use of City property is established as part of
the City’s Master Fee Schedule (Ordinance No. 9336) as follows:
1. FILM PERMIT: The fee for the Film Permit is $50 per day for still photography and
short subject, $100 per day for commercials, music videos, industrials, and $150 per
day for television and film production.
2. ENCROACHMENT PERMIT: The fee for the Encroachment Permit, which is a onetime assessment for the production, is $65 for sidewalks and $160 for streets.
3. FIRE PERMIT: The fee for the fire permit is $150.
4. FIREFIGHTER SERVICES: The average fee for these services, with a minimum of
five hours per firefighter, is $50 per hour. The fee for these services is computed at
the hourly overtime rate (time and one-half) pursuant to rank.
5. POLICE SERVICES: The average fees for these services, with a minimum of five
hours per police officer, is approximately $55 per hour. The fee for these services is
computed at the hourly overtime rate (time and one-half) pursuant to rank.
6. OTHER CITY EMPLOYEE SERVICES: The fee for these services (with the exception
of police and fire) is computed at the hourly overtime rate (rate and one-half, plus
fringe benefits) pursuant to job classification.
7. RENTAL OF CITY REAL PROPERTY: The rental fee for facilities is $500 per day for
filming, $250 per day for construction and cleanup, and $50 per hour for still
photography. The exceptions to this fee schedule are City Hall and Dunsmuir Estate
at $1,500 per day for filming, $750 per day for construction and cleanup, and $150
per hour for still photography.
8. RENTAL OF CITY EQUIPTMENT: The fee is computed at the actual prorated cost to
the City.
9. PARKING METERS: The fee of $7.50 per day per meter is assessed for taking a
meter out-of-service.
Modification of rental fees mandated by the City’s Master Fee Schedule may be
recommended by the Film Coordinator with prior approval by the City Council when
at least one of the following criterion is met:
1. The production company has a permanent office located in the City of Oakland.
2. The film activity (not including construction and cleanup) is more than ten (10)
consecutive days at a City-owned facility.
3. The film activity is for charitable, nonprofit of educational purposes.
4. The total production budget is documented below $500,000.
