Residential Cycle Parking Second Stage

London Borough of Lambeth
Residential Cycle Parking
Second Stage Consultation Report
Author: Genstacia Bull
Date: October 2014
1
1. Introduction
A key part of Lambeth’s cycle strategy is to provide new and existing cyclists with secure overnight
parking by introducing Lambeth Cycle Hangars.
The Lambeth Cycle Hangar is a secure cycle parking unit designed by Lambeth Council and Cycle
Hoop Ltd. The cycle hangar is no bigger than a small car, providing a safe place for cyclists and those
wishing to take up cycling to store their bikes.
For the first stage consultation, Lambeth Council asked residents of 35 streets where there had been
requests for hangars if they there were generally in support of cycle parking. The response was
positive and now we have consulted on proposed locations for hangars.
Base =494
The chart above shows that overall 53% were in favour of the proposed cycle parking bay.
The table below shows how individual streets responded to the proposed cycle parking bay in their
street. (Eight people who responded were neutral and only sent in just comments they are not
included in the table below). Maplestead Road residents and St Martin’s Road residents sent in a
petition stating their opposition to the location of the bike hangars.

Comment Themes
The main comments for each street were as follows:
ALBERT SQUARE

cycle parking for the square itself might be useful
AlBION TERRACE

An excellent idea

A bike hangar by or near Larkhall Rise/Albion Avenue /Killyon Road would be useful as cyclist
from Larkhall Estate can benefit.

“I would also point out that all the houses in Athlone Rd are single occupation houses and
everyone has either a space outside the front of the house or a garden in which a bicycle can be
parked so I really see no need for these ‘bike hanger.”
ALDEBERT TERRACE

Great we are very keen on this and will certainty take up two bike spaces

Hangars are unsightly (3)

The houses all have front basement which are large enough for bikes to be security stored
overnight as well as large hallways inside (2)

Bike hangars will reduce parking (3)

Agree with proposal in principle but do not want it outside or near my house (3)

Hangar should be placed next to motor cycle bay between no 2 and Albert Square, where it would
overlooked from across the road by no 3-11 approximately. This was the site agreed by residents
association and council representatives.

Neither proposed location would be preferred
Suggested location:
o
Aldebert Terrace next to 15 Aldebert Square
o
On the parking bay on St Stephens Terrace adjacent to 8 Aldebert Terrace
“Aldebert Terrace lies in the Albert Square Conservation Area and has recently been the subject of
NEP works which involved extensive pavement widenings. ……. ASSA committee is therefore
opposed to the locations shown in the consultation.”
AQUINAS STREET

I will welcome this facility

This is a conservation area

Aquinas street is too narrow (2)

Eyesore (2)

Noisy and disruptive

Good idea but wrong location

Suggested location: around the corner on Duchy street or Coin street.
ARODENE ROAD

This is a great initiative

Selected locations are well chosen as they cover both ends of the street and both sides of the
road and leaves sufficient space for traffic flowing out of Helix Gardens.
4

Excellent news but I wonder if the proposed locations might be awkward as they are areas with
dense resident parking needs. We will use hangars wherever they are placed.

Great idea but I wouldn't want bike hangar outside my home because of potential noise.

Waste of space for car parking.

Suggested location - the area across the road at the end of number 68 where there is no window
in front of the proposed unit.
ATHLONE ROAD

Really impressed with the consultation and the clarity of the information

There is no room for parking. The surrounding roads have parking permits as well as commuters
parking on our road. There is not enough space and installing a bike hangar will make that worse.
BEECHDALE ROAD

Great idea (2)

No more street furniture the houses in this area have ample space at the front & back gardens
and hallways.
BRANKSOME ROAD

Eyesore
 Restrict parking in vicinity
Suggested location - proposed location of 54 should be outside 50.
CHESTER WAY

Definitely interested

Good idea

Unsightly obstruction

Very noisy (2)

Two bays in Chester Way are excessive. The design of the bay is incongruous with a
conservation area.
DENNY STREET

It would be good to have another hangar at the other end of Denny street

This is a conservation area (3)

They are ugly and spoil the look of the area.

Object to this proposal on the grounds that it is unnecessary- all houses in this street have a

garden or backyard, unsightly, and unhelpful because parking is already a problem
DOVERFIELD ROAD

Houses in this street have front gardens and back gardens. (2)

It will be an eyesore

Not enough space for parking.
FENTIMAN ROAD

Splendid

Brilliant idea

The site outside no 62 and 163 look as if they are too close to junction so could be unsafe
for cyclist and pedestrian if motorist views are blocked –especially children
5

Further clutter is undesirable (2)

Will car parking space (2)

Units are ugly and an eyesore
FIELDHOUSE ROAD

Ugly and not keeping with conservation area. (6)

Will attract crime (2)

Noisy

Hangars should be place at the end of the road rather than at the front of someone’s house. (2)

It will take up parking space (2)

The hangars are not as secure as people think. Recently moved from a property where thieves
cut through these.

What will it look like in a month, or years time

Concern about the noise
FINSEN ROAD

Waste of money!

Who is going to clean it?

Eyesore (4)

Shortage of parking space (2)

Stealth Tax
Suggested Bike location:
o
Place it on the Ruskin Park side of the street
o
Place it on the Finsen Side of the road facing the park.
GLENELDON ROAD

Take up valuable parking space

Waste of money

Magnet for crime
 It will be under utilised
Suggested Bike location:
o
The first one should be outside 5 Gleneldon Road where there is a loading bay that is
rarely used. It should be in that section of Gleneldon Road between the Mews and
Bournavale Road. It should not be outside 18 Gleneldon Road which is a busy area.
GLENFIELD ROAD

Ugly, it is a conservation area (4)

Perfect for houses without a garden but it is not needed here.

Better location will be on either end of the road
HAILSHAM AVENUE

Strongly approve of this initiative (2)

Great Idea (8)

It may cause trouble makers hanging outside the property of where the hangar is located.

“Whilst I think it's an excellent idea and would most definitely use it, I would like to request for its
position to be moved to the opposite location of where is currently proposed. I believe the
proposal is near the 10/12 Hailsham avenue but I feel it would be better placed opposite the road,
6
next to the drop kerb. The reason I believe this may be better is:
1. It will stop people parking on the drop curb which is an issue and we have many new mums
with buggies and disabled neighbours needing the drop curb and it's sometimes blocked.
2. If any cyclists unlock their bicycles early (such as myself at 6am) that it does not disturb anyone
in the flats - as is opposite and directly behind it would be a garden
3. Allows for better visibility as can be seen easier from the flats from number 2-30 Hailsham
avenue.
4. Will stop people dumping rubbish on the corner of the street as currently people regularly pull
up and dumb rubbish including large sofas, wardrobes, etc. With the bike hangar next to the drop
curb, people would not easily be able to stop and dump rubbish.”
HEYFORD AVENUE

Great Scheme

Sheds will become battered and unloved over time cluttering the street we have spent years
beautifying with trees.

Shortage of car parking space. (2)

Eyesore and litter trap
Suggested Bike location:
o
The proposed location for no 11 is in an area where there is evening and weekend car
parking space pressure – due to nearby bays and restaurant un South Lambeth and less
of two parking bays from traffic calming measures (grassed road outside no1 Heyford
Avenue) that bay should be sited further down Heyford Avenue outside no 17 or no4.
HILLSIDE ROAD

Great idea

Concerns about parking space
HURST ROAD
 Parking space concerns
Suggested Bike location:
o
There is more space across the road, either in front of the flats, further along the street or
by the Art Gallery. There is also space at this end of the street by the bin cupboards.
KEMPSHOTT ROAD






Waste of public money
Parking space concerns
Majority of houses have sheds
Eyesore
Great idea (3)
“I am writing my capacity as a NHW co-ordinator for Kempshott Road…... The feedback has been
overwhelming positive, except for the residents outside their property”.
KIRKSTALL ROAD



Perfect location, good idea (4)
Ugly and it is a conservation area
Concerns about negative impact on property price and potential to attract louts.
Suggested Bike location:
o Please place a hangar at the top of Kirstall Road
7
o
Outside no 67 – can the disabled bay be reviewed.
LARKHALL RISE

Disrupt two way flow of traffic
Suggested Bike location:
o Rectory Grove is already Grove is already congested making it difficult and dangerous
(particularly towards Larkhall Rise) to navigate for both drivers and cyclist. Opposite no 92-90
or in the Old Town area around the shops where the roads are wider.
o
Outside no 56 would be a second potential location as it would be out of the way of
traffic
LEANDER ROAD
 Great idea, very keen, very excited, excellent initiative. (10)
 Parking space concerns
 Suggestion for proposed location outside no 72 to be relocated to one of the disabled bays.
MAPLESTEAD ROAD
 Will attract crime
 Parking space concerns 2
 Noisy
 Ugly
Suggested Bike location: Either end of Maplestead Road
Petition from Maplestead Road
The petition above was signed by residents from twenty seven door numbers in Maplestead Road.
NAVY STREET
 Good thing but location suggested us a bad due to noise and lack of parking on the street (2)
 Not enough parking space (3)
Suggested bike location:
o Agree with the storage unit in principle but feel it could go at the Egdeley Road end of
the street where there are double yellow lines.
NORFOLK HOUSE ROAD
 Security issues and greater potential for crime (2)
 Fantastic idea! (2)
 Parking space concerns
8


Ugly (2)
Will encourage more fly-tipping
RAVENSDON STREET
 Eyesore and it is a conservation area
 Parking space concerns
 Unfairly noisy
RECTORY GROVE
 Ugly
 Proposed bike hangar outside 77 Rectory Grove will be too close to the busy junction with
FitzWilliam Road
Suggested bike location
o Please place outside 34 or 36 Rectory Grove as this location would mean residents
would not lose part of the designated parking.
SAXBY ROAD
 There is not sufficient demand to warrant a cycle hangar at the cost of a car parking space
ST MARTIN’S ROAD
 Noisy and has the potential to attract vandalism
 Not enough space for parking
STIRLING ROAD
 Suggested Bike Location – Proposed hangar outside 29 should be relocated to the parking bay
parallel to no 14. This is technically Grantham Road it serves the corner of both road.
SUDBOURNE ROAD
 Useful as bring the bike into the house causes damage.
 Delighted about it – only concern is noise (2)
 Very Excited
 Brilliant!(3)
Suggested Bike Location:
o Prefer for the proposed bike hangar near no 40 will be placed a little further down
outside a disused garage entrance where it blocks no gates
o Outside the school will be a better location for the bike hangar.
TELFERSCOT ROAD
 Keen to rent a space
 More ugly street clutter (2).
THORNTON AVENUE
 Great scheme
9
Petition from St Martin’s Road
The petition above was signed by residents from nine door numbers in St Martin’s Road.
10
22. Summary and Conclusion
Twenty three streets had a majority of respondents that supported the proposed cycle
parking locations and these locations will be prioritised for new cycle hangars.
On six streets, there were either no responses or balanced views. These locations may be
considered for future phases of cycle parking provision if a different location would be more
acceptable to residents.
Cycle parking will not be provided under current funding on those streets that expressed
strong concerns about impact on the street scene.
