To: PROSPECTIVE BIDDER RE: REQUEST FOR PROPOSAL (RFP) 12-00035, Addendum Number 3 The California Correctional Health Care Services (CCHCS) has received additional questions that have been brought forth by a potential proposer prior to the deadline for submission of questions. The questions and answers contained in this document constitute an amendment to this RFP. 1. Our 2011 and 2010 Annual 10-K financial statements total at 750 pages. Would it be possible to either accept, (a) our financial statements on CD only, or (b) condensed summary versions of our 2011 and 2010 statements, resulting in less pages? a. A condensed summary version of the Bidders 2011 and 2010 annual financial statements is acceptable for this initiative. 2. Is there a domestic water supply line for each of the stations at CHCF? a. No there is not a domestic water supply line. There is a water room where the mix is done centrally and is piped to the chairs. 3. Will we need to supply the water boxes/fluid connectors/electrical GFIs for installation at CHCF? a. Water boxes and connector for DI water, acid and bi-carbonate are in a recessed box at each station. Electrical GFI are at each station. 4. What type of water supply is being used at CHCF, domestic well or municipal? a. Domestic – City of Stockton. 5. Can we have access to getting a water sample of the water supply at CHCF? a. The City of Stockton water is not connected to site as the tanks are under construction. 6. What is the water pressure at CHCF? a. The estimated water pressure at CHCF is 45 PSI. 7. How many dedicated circuits are there at CHCF per station? How many outlets are there? Is electrical system dedicated and is it GFI? a. There is not a dedicated circuit at each station. Two ( 2) emergency and one (1) normal outlet are at each station, and the circuits are shared between multiple stations. 8. Can we obtain electrical plans/building plans for CHCF? a. See Addendum #2 9. Would you please confirm whether additional patients from outside the current census population at Kern Valley, Corcoran, and Wasco are being included in the treatment estimate in Exhibit B-2 of the RFP? a. Would you please clarify on defining your intent on the following requirement? “Each of the Parties agrees and understands that from time-to-time, HHS may modify and set compliance dates for the HHS Transaction Standards. Each of the Parties agrees to incorporate by reference into this Agreement any such modifications or changes.” a. Exhibit G - HIPAA Business Associates Agreement, Article 4 Exchange of Standard Transmissions, Subsection 4.2, Incorporation of Modifications to HHS Transaction Standards, requires the parties to use the current transaction standards required by the current HIPAA regulations. Using the language of the contract, we automatically “incorporate” any regulatory changes into the agreement. In other words, if the federal government required one standard at the beginning of the contract, but switched the standard half way through the contract, then the parties would switch to the new standard, without having to amend the contract.
