the Schedule in Appendix A.
Risk Management
14.
Describe how the consultant will provide proactive risk management throughout
the BEA program; with risk analysis, reporting and mitigation activities targeting the
following:
a.
Project Risk Management. Risks to the BEAP project will be recorded in a
central Risk Register, and managed as an ongoing key responsibility of the
Consultant’s Project Management team. Base stakeholders may obtain a copy
and review the Program Risk Register at any given time through liaison with
the Commonwealth Representative.
b.
Base Infrastructure Risks Reporting. Risks associated with each
engineering infrastructure type at each base will be identified and analysed by
AC Consultant as an important consultancy deliverable. Risks will be
considered in each of the categories typically identified by DSG’s PRT tool
(i.e. including capability, financial, environmental, OH&S, and reputation).
These risks will be reported on at each of the three milestones, including an
initial assessment at the desktop study milestone, with greater resolution
following the physical investigations and subsequently consolidation
milestones. Base stakeholders will be provided a copy of the risk reports on
each infrastructure type in the consultancy reports associated with each
milestone.

HEALTH, SAFETY & ENVIRONMENT
Health and safety
15.
Describe how Health and Safety will be managed during the project.
16.
The following general activities are expected to be undertaken

Office-based, desktop studies

Travelling to site

Site-based inspections, including working in controlled/uncontrolled areas on site
17.
A review of potential hazardous activities as applicable to this project includes,
during the physical investigation phase:
18.

Working in confined spaces or underground

Working in the vicinity of construction equipment

Site investigations including geotechnical and survey

Site specific security, travel or health and safety risks

Potential exposure to heat/cold/hazardous materials/contaminants

<Note SEMP which will need to be prepared for Physical Investigations Phase>.
Describe the responsibility levels for managing Health & Safety at Project and Site
Levels. This includes any sub-contractors (which may be engaged).
19.
Includes full adherence to Base safety protocols, preparation of safety planning
documentation for the discovery & desktop phase in addition to the physical investigation
stage (to be completed during the desktop stage) and maintenance of Safe Work Method
Statements (SWMSs) appropriate to the activities being undertaken.
20.
Contamination
Environment
21.
Describe how Environmental matters will be managed. This is a minor activity
during the discovery & desktop phase but requires planning and adherence to protocols
for physical investigations.
