ROSTERS & PLAYER CONTRACTS
All players must submit a player contract form and pay
the non-resident fee if applicable. (NON-RESIDENT FEES ARE
ASSESSED TO PERSONS NOT RESIDING WITHIN PERSON COUNTY.
This fee is in addition to the team registration fee.)
Before a player can participate he/she must have a completed contract on
file at the Person County Parks and Recreation Department. All players must use
their legal name, current address, (No P.O. Boxes) and date of birth.
Field supervisors will have a list of all legal players at the field. Any
discrepancies with the legal player contract list will be addressed to the Athletic
Office Staff the next business day.
Do not discuss the player contract list with the field supervisor. Changes
will not be made at the field. An individual whose name is written on a
roster without a signed player contract form will be removed from the roster.
Entry fee and rosters are due by the meeting. Completed player contract forms are
due by the day of the first game. Original rosters must be submitted (No Fax).
Roster must be complete with participant names, addresses, telephone numbers
and signatures (parent/guardian signature if under 18 years of age). Birth
documents must be submitted or on file at PCPRD before any player under the
age of 18 may participate in a game. Proper documentation for all players must
be on file at Recreation Department office by 5:00 pm of game day.
A participant may play in more than one (1) softball league, but can only
play on one (1) team per league.
AGE LIMIT:
Players must be 16 years of age on or before October 16, 2012. Parents must
sign a player contract for any player under the age of 18.
PROOF OF IDENTIFICATION
Upon request by the facility supervisor or any Parks and Recreation Department
Staff, a participant must provide positive (state) identification, which includes a
picture and present address (i.e. Driver’s License). NOTE: This request for
identification may not be made in situations in which staff has definite knowledge
of a participant.
LEGAL PLAYERS
To be a legal player the following conditions must be met:
A player must have on file at the Parks and Recreation office, a properly
completed and signed individual player contract form, for each team they are
legally playing with. If protested or brought to the athletic staff’s attention,
individuals who are declared ineligible will cause the team they played with
to forfeit any and all games in which they have participated in.
Official legal names must be used on player contracts/rosters. Players & coaches
who use fictitious or assumed names or allow the use of such names will be

suspended for the remainder of the program season. All games will be declared
a forfeit in which the act has occurred.
A participant who registers with a team and plays his first game with that team is
bound to that team until the respective coach releases him. A player that is released by a team
and registers with another must sit out the next game that his new team plays.


ILLEGAL PLAYERS
Facility Supervisors will have a copy of every team’s roster at the facility. If,
at any given time, the facility supervisor or league coordinator has suspicion
of an illegal player, he /she may ask to see that person’s identification card. If
that person can not produce an identification card, then that person will not be
allowed to participate in the game at hand. If the person in question produces
an identification card that is not on that team’s roster, then that person will be
suspended for the remainder of the season, and all games that person has
played in will be declared a forfeit.
Coaches are responsible for checking their rosters with the Facility Supervisor
to make sure all contracts turned in to the DPR office (within the allotted time
frame) are reflected on the Facility Supervisor’s copy of their roster.

LEAGUE INFORMATION
Expansion of league will be contingent upon availability of suitable playing
facilities and number of teams interested in forming more leagues.
Falsification of information given on the roster, team application or player
contracts may result in dismissal from the league without refund.
Once the deadline has passed, a team withdrawing from the league will
forfeit all fees paid.
The program coordinator will determine acceptance for entry after the established
deadline. Late entries will be accepted or rejected based upon available slots and
the date of request. Each league will consist of no more than 11 teams and no less
than 4 teams.
All teams must have a representative present at their mandatory meeting in order
to be in the leagues or meet with the athletic staff within one week after the
meeting.
EQUIPMENT AND UNIFORMS
NO GRACE PERIOD FOR UNIFORMS. UNIFORMS MUST BE READY
FOR THE FIRST GAME OF THE SEASON.
SHIRTS: All players must wear the same color shirt with a number on the back,
the number must be permanent (i.e. screened printed). HAND WRITTEN OR
TAPED NUMBERS ARE NOT ALLOWED. NUMBERS ON SLEEVES
WILL NOT BE ACCEPTED. Players may not wear the same jersey number.

UNIFORM VIOLATION
A player found in violation of the uniform requirements will not be
allowed to participate. Should a player enter a ball game and be in
Violation, he/she will be allowed to get in proper uniform or shoes (except
for metal spikes) provided the ball game is not delayed excessively in the
judgment of the facility supervisor. Players who are not in proper uniform
or shoes will not be allowed to participate and will be removed
immediately.
SHOES: Participants may wear tennis shoes or rubber cleats. Metal Spikes are
not allowed in any league at any level. A player found to be wearing metal spikes
will be ejected from the ball game immediately upon detection of this violation.
No other penalty/suspension will be applied unless a violation of the Rules of
Conduct has occurred.
GAME BALLS: For regular season and tournament play, all teams will furnish
one playable game ball, in the judgment of the umpires. Once play begins, each
team is responsible for replacing balls hit out of play. It will be the defensive
team’s (primarily the pitchers) to check a ball, which is thrown in from the
sidelines. All markings on the ball must be original markings and not written in.
It will be to the discretion of the umpire on the ball being legal. All play, which
has occurred prior to the discovery of an illegal ball, will stand. The illegal
ball will be removed from play at the point of notification by or to the
umpires.

BATS: Only official softball bats that are NSA approved are allowed. Any
discrepancy regarding a particular bat will be determined by the umpire at the
field. A player who uses an illegal bat will first be given a warning. The second
offense will result in being ejected from the game. You may visit the NSA

GAME INFORMATION & REQUIREMENTS
Game times for regular season and tournament play will begin no earlier than
6:00pm. There will be a five (10) minute grace period for the first game of the
night. Your time limit will start at 6:00 pm. There is NO grace period for the
remaining games: game time is forfeit time. Game time will be that time
designated on the schedule. The field supervisor will keep the official time (a
clock or wristwatch will serve as the time keeping device). Teams unable to play
at the designated time will automatically forfeit their game. Teams must be in the
dugout area to be considered eligible players for the game.
To help with avoiding forfeits the following rule will be implemented.
1. Teams must have the line-ups to the scorekeeper no later than 5
minutes before the scheduled start time of the game. Teams that do

not meet this deadline will have their lead-off batter declared an out
regardless of whether your team is home or visitor.
2. Teams will be allowed to start games with no less than 9 players.
Your team will be assessed an out in the 10th batting position when
starting with 9 players. However, in Co-Rec Leagues, the team/teams
may begin with 8 players but will be assessed 2 outs. If a team starts
with an even number of men and women an out will be assessed at the
beginning (1) and end of the line up (10). If a team starts with a 5 to 3
ratio an out will be assessed at the beginning (1) of the line up and in
batting position number 9. The gender with the higher number will
always start in batting position number 2.
3. Once your 9/10 player shows up the half inning that your team is
currently in, the inning must be completed before they will be allowed
to enter the game.
Home team assignment will be the team listed on the left (first on the schedule)
during regular season play. During tournament, home team is decided by the coin
flip.
Home Dugout is the 1st base side.
All regular season games will have a 1 hour and 15 minute time limit.
However, games cannot end on a half inning unless the home team is ahead.
Also, tie ball games must be continued until a winner is declared. All games will
be scheduled an hour apart.
The time limit will start when the first pitch is thrown.
(5) Five over the fence home runs are allowed per team per game. The sixth (6th)
over the fence home run and all over will be ruled out, the ball is dead, and no
runners can advance.
SLAUGHTER RULE: All regular season games, play off games, and
tournament games will have a 20/15/10 run rule in effect after 3/4/5 innings
of play.
In the event a game runs over the established time limit, the next team must be
ready to play within five (5) minutes of the end of the previous game. However,
line ups are still due to the score keeper no later than 5 minutes before the original
scheduled start of your game.
Both teams must share the field for warm-ups. Starting times will not be delayed
for warm-ups and or infield practice.
Games may begin prior to the scheduled start time provided both teams
agree. The field supervisor cannot require teams to begin early. Beginning a
game early does not extend the time limit.
Courtesy Runner: If your team chooses to use the courtesy runner they must
follow all guidelines and choose one of the two options outlined below.
1. You must inform the scorekeeper that you will be using the courtesy
runner rule at the time you turn in your line up. Failure to tell
scorekeeper at that time will result in your teams’ inability to use the
courtesy runner for that game.
2. You may only designate one player to use a courtesy runner.
3. You must let the scorekeeper know which courtesy runner option you
will be using. The choices are:

You may use the person who made the last out in the inning
before. They must be of the same gender. Males must use male
runners and females must use female runners. All teams should
be organized in knowing which person will be the designated
runner for that inning.
 You may designate a person on your team who is not in the line up
to be the courtesy runner. If you use this option, this player is still
eligible to go in as a sub. However, the player who was using them
as a courtesy runner must now run for themselves or be replaced
by a sub in the line up if they are unable to run the bases.
4. Delays will not be tolerated, please make sure that runners are
designated and ready to go to avoid any delays during the course of
the game.
5. Runners that have been injured: Players that are injured while
running the bases will be given a brief opportunity to resume running
the bases (time will not stop for this) or they may be replaced with the
last out for the remainder of that batters journey around the bases. If
the injured player can not run in their additional at bats they will
need to be replaced with a sub. (Whether or not the time stops for
this will be determined by the extent of the injury.)
SUBSTITUTIONS: Once the game has started, any changes to a team’s line-up
will be considered a substitution. Any changes made to a team’s line-up prior to
the start of the game will not be considered a substitution. The scorekeeper must
be notified prior to the player going into the game whether it is a defensive or
offensive substitution.
INCORRECT BATTER: If a field supervisor catches a team batting out of
order, the supervisor will first give a warning, remove the incorrect batter from
the spot and require that the correct batter step in. The correct batter will assume
any count the incorrect batter had incurred. If the same team tries to bat out of
order two or more times, a warning will not be given and the incorrect batter will
be called out. If for some reason the supervisor does not catch an incorrect batter,
then it is up to the opposing team to bring this error to the attention of the
supervisor. If the error is caught before the incorrect batter finishes the at bat then
the correct batter will step in and assume any count incurred. If the error is
mentioned after the batter has completed his/her at bat, and before a pitch is made
to the succeeding batter, the batter who should have batted is called out. All base
runners, if they advanced, must return to the base occupied at the time the
incorrect batter took a position in the batter’s box.
LINE-UPS
All line-ups are due to the scorekeeper no later than 5 minutes before the
scheduled start time of the game. Teams that do not meet this deadline will
have their lead-off batter declared an out regardless of whether your team is
home or visitor. The line-up shall list players’ numbers and first and last names,
as well as the first and last names of other personnel sitting in the dugout.

You may include substitutions on this list but you must let the supervisor know
before they enter into the game.
FORFEITS
Forfeits are strongly discouraged. Once a team reaches (3) three forfeits, they
may be removed from the league. If a coach is aware that his/her team will
have to forfeit, please let the league coordinator know as soon as possible.
Once a game has been declared a forfeit, the decision may not be reversed,
even if games are cancelled due to weather conditions.
POST SEASON TOURNAMENTS
Tournament will begin immediately following regular season play. Format
will be a double elimination tournament. Each team is responsible for finding
out regular season standings for tournament seeding. Tournament Brackets will
be posted on the website http://recreation.personcounty.net at the end of
regular season. To be eligible for the Adult post-season tournament, a player
must be on the roster before 5:00 pm on August 26, 2011 A player can sign up
after the above listed dates and play the remainder of the regular season but is
ineligible for the tournament.
FINAL SEASON STANDINGS
Final season standings will be determined win/loss records.
SEASON TIES: Season ties will be handled as follows:
In the event of a tie, seeding will be determined by (1) head to
head competition (2) random drawing.
RAIN OUTS
The cancellation line will be updated at 5:00PM. Please listen to all
information carefully.
If the cancellation number does not indicate game information, a decision
will be made at the field.
If the first game of the night is rained out, all games for that evening will
be rescheduled.
Rain out information may be obtained by calling 597-1760. Call the
rain out number or check the website at www.personcounty.net
instead of calling the Parks and Recreation office. You can now check
out Facebook for updates on games also.
RESCHEDULING GAMES
Games will only be rescheduled for inclement weather conditions, or severe
emergency situations (i.e. death). Games MAY be rescheduled at a different
playing facility if so warranted by the program coordinator. TEAMS MAY
ALSO BE REQUIRED TO PLAY A DOUBLE HEADER ON ANY GIVEN

NIGHT. If a game begins and is cancelled due to weather conditions, the game
will be rescheduled. When the game is scheduled to be completed, the game will
pick up exactly where it left off. The scorekeeper will use the same score sheet.
Coaches may make substitutions just like any other game. Since the 10th player
may be added at anytime throughout the game, a team that originally started with
9 players may add a 10th person during the rescheduled game if a 10th person is
available.
UMPIRE NO SHOWS
During regular season play, if only one umpire shows, teams will be required to
play or forfeit the ball game. If no umpires show, both teams must agree on
whether or not to play using volunteer umpires or have the game rescheduled.
If one team does not want to play using volunteer umpires, the game will be
rescheduled.
PROTESTS
There are only two things that can be protested:
A rule interpretation. Judgment calls such as balls/strikes, infield fly, out/safe etc.
can not be protested.
If a player is legal.
Protests on matters of judgment as rendered by an official will not be considered.
Protests on eligibility or interpretation of rules will be heard.
The manager or acting manager of the protesting team shall immediately notify the
head official that the game is being played under protest. The head official shall in
turn notify the official scorekeeper and opposing manager, if possible. The protest
will be recorded in the official scorebook. The protest will not be recognized unless
the officials are notified at the time the play under protest occurs. A protest arising on
a game ending play may be filed until noon the next day at the PCPRD. The written
protest, supporting documentation and a $5000 CASH protest fee must be submitted
to the Recreation Department in writing by 12:00 pm of the next business day. The
opposing manager/coach will be notified if protest if submitted.
If the protest if valid, the $5000 fee will be refunded. If the protest if not valid, the
$5000 fee will go into the general revenue fund. PCPRD has the responsibility of
deciding on protests. Final decisions are made by the Director.
Decisions on protests involving regular season games will be made within three (3)
business days after the day it is received. Decisions on protests involving tournament
games will be made within one (1) business day after it is received.
MISCELLANEOUS
The Official Rules and Regulations of NSA Softball will be used.
Only the authorized coach or manager and uniformed players may occupy the dugout
during the progress of the game.
No advertisement of alcohol or tobacco products will be allowed on any team jerseys.

Admission into the games will be $100 per person. Uniformed players and coaches
will not be charged admission into their game. Also, children 5 years of age and
under will not be charged an admission fee.
The number of regular season games will be 10 games and a double elimination
tournament.
Each individual is responsible for his/her belongings. Be careful not to leave item
lying around or unattended during games. Items left in cars should be out of sight
and locked in vehicle.
NO ALCOHOLIC BEVERAGES ALLOWED ON ANY PARK SIGHTS. First
time offense will result in a warning, second offense will result in the TEAM being
suspended from one game, third offense will result the TEAM being suspended for
the season.
Two free practices a week will be given to each team that participates in the adult
softball league. Reservations are taken on a first come first serve basis. All youth
teams have priority to the fields.
The regular season winner, tournament winner, runner up, and sportsmanship awards
will be given.
