Quick WIN Project Developing Phase
The Quick Win project team is currently in
the development phase for the Secure
(staff) and Public (TXWIC.org) Portals.
Secure Portal development continued
through the month of August and Catapult
began working with a small test team,
which includes representatives from WIC
State staff and the LA/clinic staff, to ensure
that ongoing development is aligned to the
defined user requirements. The Secure
Portal development is scheduled to
complete by the end of the month at
which time Catapult will conduct user
training to a select group of staff who will

participate in formal User Acceptance Testing
(UAT) of the solution. This group will include WIC
State staff subject matter experts (SME), State
Quality Assurance, and LA/clinic staff.
Development for the Public Portal began on
August 6th. WIC IT will be working side by side with
Catapult during this process. The goal is to have
the Public Portal development completed and
thoroughly tested by the time our production
infrastructure is in place. The process of creating
the production environment is actively being
designed and will begin implementation by late
fall. We expect to be ready to deploy the Portal
solutions in the new year (2013).
WINdow View
Working with the Centralized Database Committee and WIC Subject Matter Experts (SME)
requirement gathering has been completed and the newly coined “WINdow View” has been
designed. The WINdow view will provide the ability to look up any participant or EBT card in the
Texas WIN system and be able to display key information including contact information,
expiration dates, and benefits for the current and previous month. While all participant
certification and benefits issuance will still take place through Texas WIN, the WINdow View will
empower clinic staff to be able to perform basic research on a participant or card, rather than
having to contact IRM or the Help Desk every time.

PCPAL Visit to Austin
PCPAL, the vendor that created and supports development for Texas WIC’s Growth Charts software, traveled to Austin from their
offices in both Paris and Stockholm this summer, to visit with members of the QuickWIN Project Team. Although the teams had never
met in person until the June visit, Texas WIC clinics have used GrowthXP Lite for over 2 years and based on feedback from the WIC
clinics the state office has been working with PCPAL during that time to create a WIC customized GrowthXP PRO version for Phase 3
of QuickWIN.
The team had a very productive and enjoyable day
discussing a broad range of topics including:
Technical aspects of a QuickWIN single sign-on and
GrowthXP PRO
Integrating the GrowthXP PRO application with the
QuickWIN Secure Portal
Customized WIC specific User Interface needs for
the GrowthXP PRO application
Efficient analysis and conversion of current
GrowthXP Lite data
And though not specifically QuickWIN, the team also
discussed how to effectively implement the new WHO
charts by October 1, 2012.
Though the meeting ran late into the evening, it was evident
that the synergy created will continue to allow the team to
carry on the effort across the continents.

Catapult Development Team
There are a few new faces in the WIC facilities
with the start of our Development phase. The
Catapult Systems development team consists of
a combination of User Interface Developers
and custom ASP.Net developers. Here is a look
at the Catapult development team.

Secure Portal Technical Architect / .Net
Developer
Team 1 – Team 1 is currently focused on Secure Portal development and
expects to conclude development for the Secure Portal and roll right into
development for the WINdow view. Additionally, requirements gathering
for Medicaid Verification and Income Calculator have begun.
Team 2 – Team 2 is currently focused on Public Portal development.
Infrastructure – System Center Configuration Manager is installed and
configuration is nearing completion – this will allow the IT team to quickly
roll out new software and updates to clinic computers. The new Windows
7 image that will allow TXWIN and Quick WIN to live on the same box is
currently undergoing testing by the WIC IT test team and plans for the rollout of these new computers are being finalized.
