BEAMINSTER TOWN COUNCIL PLANNING ADVISORY AND HIGHWAYS COMMITTEE Minutes of the Planning Advisory and Highways Committee meeting held on 6th August 2012 in the Skyrm Room, Public Hall, Beaminster at 7.00pm. 328 PRESENT: Cllr P Elliott (Chairman), Cllr Mrs V Baldwin, Cllr P Body, Cllr R Cheeseman, Cllr Mrs R Knox, Cllr Mrs S Samuel and also the Town Clerk and one member of the public. 329 APOLOGIES FOR ABSENCE:Apologies for absence were received from Cllr Mrs R Beeny, Cllr G Berry, Cllr Mrs J Page and Cllr C Turner; also District Councillor Mrs C Payne. 330 MINUTES OF THE PLANNING MEETING HELD ON 2ND JULY 2012 AND THE SPECIAL MEETING HELD ON 23RD JULY 2012 The minutes of the Planning Advisory and Highways Committee meeting held on 2nd July 2011 and the Special Meeting held on 23rd July 2012 having previously been circulated confirmed and signed by the Chairman as correct records. 331 DECLARATIONS OF INTEREST No declarations of interest were received. 332 PLANNING MATTERS a. APPLICATIONS The following were considered: (i) No: 1/D/12/000917 (ADVERT) 9 THE SQUARE Wall mounted sign over a recessed ATM Machine (advertisement) RECOMMEND APPROVAL (ii) No: CA/12/00234 THE HOUSE, 21A THE SQUARE 2 No. Cedar trees – reduce by approx. 2 metres and light thinning NO OBJECTIONS (iii) No: 1/D/12/000944 3 MIDDLE GREEN Linked extension at rear of property to form RECOMMEND APPROVAL b. APPROVALS Members NOTED the detail of fourteen planning consents granted by West Dorset District Council since the last meeting. Page 62 c. AMENDED PLANS Members NOTED the detail of amended plans in relation to the following applications: 1/D/12/000304 – 20 Newtown 1/D/12/000358 and 000359 – The Walnuts, Prout Hill 1/D/12/000698 and 000699 – 22 The Square 1/D/12/999201 – 3 The Square d. PLANNING REFUSALS Members NOTED the details of two planning refusals since the last meeting. 333 PLANNING CORRESPONDENCE a. WDDC – 1/D/12/000425 – 5 Fleet Street Members NOTED that approval had been given in accordance with condition 3 of the planning consent in respect of the colour of the flue. 334 PUBLIC TRANSPORT LIAISON OFFICER Cllr Mrs V Baldwin reported that she had discussed the lack of timetables at bus stops with a representative from Damory. Cllr Mrs S Samuel advised that, under the Travel Exchange project, it might be possible for the Town Council to erect timetables; this was scheduled for discussion at the August Council meeting. 335 PUBLIC RIGHTS OF WAY OFFICER In the absence of Cllr Mrs R Beeny no report was given. 336 HIGHWAY ISSUES a. Election of Road Safety Officer It had become routine for individual members to raise issues direct with Cllr Mrs R Knox or through the council office therefore it was felt there was not the requirement for a specific officer. AGREED. b. Parish Lengthsman Under this heading the condition of the railings at Prout Bridge was raised. The Town Clerk advised there had been no contact from the County Council with regard to the proposed re-painting of the railings. Some discussion ensued with regard to further damage caused by large vehicles turning into Whitcombe Road and it was AGREED to discuss this problem with the County Council. c. Dorset County Council – Temporary Traffic Regulation Order – Toller Down Gate Members had previously been circulated with details of the above Temporary Order to restrict use of the carriageway whilst resurfacing works were carried out for three days between 8th October and 10th October 2012. NOTED. Cllr Mrs R Knox advised that should the A3066 remain closed at that time the proposed resurfacing works would be delayed. Page 63 d. Dorset County Council – traffic light signals at Hogshill Street/Clay Lane junction Members NOTED approval to place traffic light signals at the above junction on 20th August to permit to enable BT Openreach to access chambers had been granted. 337 MEETING There being no further business, the meeting which started at 7.00pm closed at 8.00pm.
