NAPPI Allocation Rules – Surgical Products
Manufacturer requirements:
o
The applicant must be a legal entity and must be the highest authority in the supply chain for the
product in question, i.e. either the manufacturer or the direct importer. However if the
manufacturer/importer does not distribute and sells the product the primary distributor or supplier
of the product will then own the NAPPI code.
o
Manufacturers, wholesalers or distributors of medical devices must successfully apply for a
license to manufacture, import, act as wholesaler of, or distribute such medical device before 2
May 2004 in accordance with the Medicines and Related Substances Control Act (Act 101 of
1965).
Product requirements:
o
The product must be a disposable and/or limited use product (fractional) that can be classified as
a medical device in terms of Act 101 of 1965, used in procedures with reference to a particular
patient.
 Disposable – single use = quantity 1 (one)
 Limited Life Reusable – limited = quantity 2 – 99 uses
o
All products that can be linked to a tariff code would qualify for allocation of a NAPPI, however
where the cost of the product is already included in the tariff, across all disciplines, a NAPPI code
will not be allocated.
o
The following products would not be eligible for NAPPI allocation notwithstanding certain tariff
structures and/or applicable funder/provider agreements:
 All capital equipment.
 Consumables that are not specifically linked to the treatment of a patient or a procedure.
o
A surgical product that has an active ingredient or medical component, which is subject to
registration in terms of Act 101 of 1965, will be regarded as an Ethical product for purposes of
NAPPI allocation.
o
